it is the top of the hour on cnn "newsroom," hello everyone. >> new developments into the investigation of the four americans abducted in mexico. officials say one person has been detained after two victims were found dead earlier today. the two others were found alive and back in the u.s. >> translator: two of them were dead, and two has no injury and

eric has -- has been shot, and was injured in his leg. both have been given medical treatment at the clinic. >> all four were found at what appears to be a medical clinic in a border town of matamoros. one survivor suffered a bullet wound to the leg, the other not injured. the group went missing after traveling to mexico from south carolina so that one of them, a mother of six, could under go a medical procedure, that's according to family members. the victims got lost and reached out to the doctor's office for directions but struggled with poor cell phone service. >> authorities say that's when a group of unidentified gunman shot at their vehicle and took them from the scene. they believe the americans were targeted. u.s. officials are also now vowing justice.

>> we're providing all appropriate assistance to them and their families. we extend our deepest con condolences to the family and loved ones of the deceased. we thank our mexican and u.s. law enforcement partners for their efforts to find the innocent victims and the task forward is to ensure that justice is done. >> kylie atwood is monitoring the situation from the state department but let's start with security correspondent josh campbell. what are we learning about how the tragedy unfolded? it looked like the surviving member of the group is the mother of six who went down there for the procedure, is that correct? >> reporter: that's right. since the incident began i've been talking to sources in the ongoing search for the captives. they knew the situation was grim because of the dramatic video we were showing earlier where you see what appears to be the aftermath of the kidnapping attempt where people are being

loaded onto the back of the truck. there it is the graphic video. you see a woman being shoved into the back of the truck and then there are what appear to be the lifeless bodies of others loaded onto the vehicle as well. it's because those people weren't moving why the people working on the investigation were so concerned about the outcome. we have learned from sources the sad news that two of those americans were indeed killed. and i'm about to read you their names. we have not reported this yet. obviously a sensitive topic. i have confirmed that the families of the four americans have been notified by authorities about the outcome of their loved ones. the two killed were shaeed woodward and zindell brown. the other two individuals, la ta taavi ya mcgee and eric williams did survive.

i'm told that mr. williams did suffer a severe injury. the surviving members of the group, the fbi was able to make contact with them, made their way to fbi care across the u.s./mexico border back into u.s. where they're receiving treatment. sadly as far as the two victims found deceased at this clinic, the source said they will be examined by the medical examiner in mexico trying to determine what the cause of death was. and then u.s. officials expect those remains will be rep repatriated back to the united states where they can be taken to their loved ones. a sad occurrence for the two killed. this started as a group of americans trying to seek medical treatment ending in a tragedy. with this cartel mistaking them

for drug smugglers. >> a loft what wt of what we're is from officials. what are you hearing? >> reporter: the state department said the two that survived then incident have returned to the united states and the bodies of the other two americans who were murdered have been recovered. the state department isn't saying who has the bodies it's our understanding they're in mexico still but recovered by u.s. officials. when it comes to the u.s. working with mexican authorities on this. i asked the state department how satisfied they are in terms of the joint efforts and they express deep appreciation for the mexican authorities working with them to get the two bodies and the other two americans back home. there are also questions now

about justice and accou accountability. we heard from the white house earlier, the state department just how pressing that the united states wants to see justice and accountability. what they aren't doing, though, is being explicit about what that could look like. they are pointing to u.s. law enforcement officials to look at the contours of what justice could look like. and one reporter asked if there is the possibility of deeming these gangs to be terrorist organizations and ned price said those gangs right now are designated as appropriate and the united states will use tools available to them down the road if it comes to that. but not being very explicit as if they are ruling in or out that possibility and that's a question that has come up. we'll continue to watch for more information from the state department on this. of course we have josh reporting that the families of these americans have been notified, you know, of the circumstances

and, you know, what they have been through. and i'm sure we'll learn more from their families in the coming days and hours. >> kylie atwood, josh campbell, thank you both. now to the new by stander video showing the terrifying moments before a flight attendant was attacked on a boston bound united flight yesterday. a passenger said this man was relatively quiet for the five hour flight before he began having violent outbursts and tried to open an emergency door. >> where's the security with the gun? i'm waiting for them to point the gun at me so i can show everybody that i will die when i take every bullet in that clip to wherever in my body they shoot it and then i will kill every man on this plane. i'm taking over this plane. >> oh my god. >> i'm telling you right now. >> torres then charged the front of the plane, stabbed a flight attendant in the neck with a

spoon, a broken spoon. the passenger who captured the video, lisa olson, spoke to cnn this morning. >> i think i assumed when he started yelling because he was quiet the first five hours i thought it was drugs or something happened where it just set him off. i didn't realize that he was kind of planning this from the beginning. he was in the bathroom for a long time before that with his backpack. many men from the plane jumped up, followed him, tackled him to the ground, and there were probably about four or six of them that sat on him to restrain him. the flight crew immediately had zip ties to zip tie his feet and arms. >> joining us now is sarah nelson, the president of the association of flight attendants. sarah, good to have you back. is there anything you can tell us about this flight attendant who was stabbed? have you spoken with her or any of the attendants on that flight? >> as we're going through the

debriefing and the investigation, of course, we keep that confidential so that we can learn as much as possible about that. i will tell you that my heart goes out to this crew. this is a fairly new flight attendant and i can't imagine the horror on that plane. so thinking about them very much and thinking about what we need to do to make sure they have better tools, we have better tools, more staffing, the ability to have more resources on board, more funding for the air marshall program, and a banned passenger list that we have called on lawmakers to put in place over a year now. >> this passenger will likely be banned on future flights but what can be instituted to make sure that certain passengers won't have outbursts like this that aren't on the lists right now? >> this particular passenger is being subject to the fbi responding very, very swiftly. i want to commend the fbi because they came in and conducted their investigation

quickly, got that over to justice so this man could be charged and put into the justice process. but right now there is no no national banned passenger list. this is airline by airline. so certainly, united airlines will -- i expect will be banning him from flying on united but that information is not shared. there's not a program to share that across the industry. so if he is not in custody he could potentially get on another plane. that's part of the problem i'm calling out here. our planes are fuller than they have been, seats are closer together, which means there's more passengers on the planes than ever before and the flight attendant staffing has been cut down to minimum. there's fewer of us, flight attendants are experts at h handling issues, trained at responding to these situations but when there's fewer of us, it's harder to get there to help

and harder to direct passengers to help when there's a threat of bodily harm. >> you talked about needing more resources on board and the air marshalls. one thing that lisa olson said was that they ran out of zip ties and people started to hand up belts. what are the resources if you could be more specific, do you think you need on board in case something like this happens again? >> zip ties we should never run out of those, we should have plenty to use. there has been a lot of discussion about whether or not flight attendants should have tasers we need to look at that discussion again. and flight attendants need to be given the training we were supposed to have right after 9/11, which is crew member self-defense training, a training conducted by the air marshals we've gotten funding for that but it's a voluntary basis. so flight attendants have to spend their own to get there.

but this is something incorporated into our training right now because we should all the tools to respond to this. we have been the first responders responding to emergencies and health of passengers on board but since 9/11 we've been the last line of defense. with the rise of violent events on our planes it's time to renew the discussion to make sure this is mandatory part of our training, a passenger ban list across the industry that the federal government controls that has a due process so we're not violating people's civil liberties and way to get off if you're improving your behavior and getting better. but this should be managed by the federal government and shared with the industry so we're not allowing these people back onto our planes. those are severe consequences we need to have to serve det deterrents. and we have to have enough resources on board to respond. >> it was alarming when we got the headlines yesterday but seeing the video of what

region. >> russia's foreign minister said it would allow them to get deeper into ukraine. it's interesting, alex, you have two views from top military officials in the united states and ukraine in terms of the significance of continuing to fight for bakhmut. >> reporter: yeah, i think it's really interesting what president zelenskyy had to say today to wolf blitzer. this is a tactical battle for ukraine as well. they need to hold onto this for strategic reasons because we heard a number of officials, ukrainian and american and otherwise dismissing bakhmut in terms of its strategic value saying if russia were to take it over it would be a symbolic win for them. what president zelenskyy said in terms of the value and the potential for russia to move west from there if they capture bakhmut that's what we've been hearing from ukrainian troops on the front line.

it does president zelenskyy no harm with his forces to hear him echo what they're saying. if russia were to capture bakhmut they could use that as a launching off point to go further down the road. i do, however, think there are going to be a lot of military officials and analysts who would dispute the fact that russia could go much farther west from there in any near future. that ukraine is expected to dig in quite significantly to the west of bakhmut. we do know that ukrainian forces have managed to degrade those russian forces quite significantly. nato has estimated that the russian losses compared to ukraine's are five to one. we've seen that wagner has been forced to put the more elite troops into the battle after all those conscripts were mowed down in what so many people have called a meat grinder. we've seen russian airborne troops coming to back fill for those troops.

soen if russia takes bakhmut they would take the city in a diminished position. however they do continue to press forward they are making gains particularly to the north of the city. they're trying to encircle the city and cut off the major supply routes that go into bakhmut that help the ukrainian side resupply. we heard from the head of wagner complain he's not getting the ammunition he needs from russia's military. showing the daylight between russia's military and his private military company. he also talked about ukrainian units showing up to try to push him back. that is what we're hearing from the ukrainian side as well that they plan to keep digging in, keep defending, dig in, push back and send reinforcements for the troops battling so hard for the city of bakhmut. >> nato said for every ukrainian fighter loss there are five on

the russian side lost for this battle for bakhmut. retired general mark hurtling joining us now. general, good to see you. where do you stand on the value of bakhmut? because we heard from secretary austin that would not -- losing it would not represent some operational or strategic significant loss. but you heard what president zelenskyy said today, that if this were lost to the russians this would be an open road. where do you stand? >> well, i -- first of all, i say i agree with secretary austin. a guy who used to be my boss and knows a lot about military operations. it would not be a strategic victory for russia. they would gain ground, it wouldn't be a strategic victory for ukraine either. but we've been looking at bakhmut through a soda straw as one small town in a very large area. if the russians do gain control of that city, and i don't

believe they will, i'll caveat that a little bit, they will have the opportunity to conduct operations further to the northwest and south as you just stated. o it. and i would also agree with general zelenskyy -- i guess i'm agreeing with both of the people with conflicting views. this has become a psychological battlefield for the ukrainians they have held this city, this relatively small city of about 70,000. there's about 4,500 people in it now for almost seven months victor and they have drained the russian forces that have continued to attack wave upon wave. so as we've said so many times before, this has been a meat grinder for russia. ukraine has also taken a serious amount of casualties but it's ukraine's intent to say you are not taking any more of our ground it stops here.

so it's a psychological victory for ukraine having held this for so long, much like earlier in the war the battle of mariupol was. >> the longer they continue fighting for bakhmut, the question arises as to whether it will impact the planned spring offensive which is expected to be in the south. they obviously have an ammunition issue at this point, and they're losing a lot of troops as well. it's not just the russians. so how are you looking at what a spring offensive may look like, the longer that ukraine remains in bakhmut? >> it's a great question, and i would answer that from the standpoint of a military commander on the ground. how i would judge the situation. i don't know how much -- i'm not privy to classified information. i don't know how much ukraine is pouring into this fight, but they have certainly drained the russian forces more than they have been drained. sometimes unfortunately that's a consideration on the

battlefield, in terms of just flatout body count. but what i suggest is, this is also trading that time for more time and space. you know, there have been several weeks where the ukrainian forces are generating additional fire power, they are taking more equipment from the west. i would suggest they're conducting intelligence preparation of the battlefield, finding out where they're going to target next, particularly in the south, in zaporizhzhia, so this fight continues to drain the russian forces while drawing their attention away from the south and i think we're going to see probably the counter tattacs and the potential spring offensive by ukrainians in the southern region. so this is holding the russian's attention for a long time. >> as president zelenskyy told wolf blitzer it is tactical significance in his view. lieutenant general mark hertling

the white house is calling this a rubber what do you know? >> reporter: their stance is they're exploring a list of options for when the trump era restriction, title 42, ends in may. now what they are considering, according to the administration official, is bringing back detention for migrant families. now this was a practice used in the obama administration and the trump administration. buff it's significant that president biden may want to bring this back because he ended it at the start of his administration. so it marks a pivot by officials to consider bringing this back. white house press secretary was pressed on this earlier today in the briefing. take a listen to what she had to say. >> i'm not saying -- i'm not saying it is and i'm not saying it is not. i'm saying i'm not going to speak to rumors. there are rumors out there. clearly the department of homeland security is working through ways on how to move forward once title 42 is lifted.
