storms threatening the west coast. 17 million people across california and nevada are under flood watches. the storm is known as an atmospheric river, basically a fire hose of water. the big concern, flooding from rising rivers and melting snowpack. the ground is already saturated from weeks of heavy rainfall. >> look at oakland. parts of the interstate shut down because of flooding. east of oakland, the roof of a dollar store collapsed from the wait of the rain on top of the snow still there from earlier storms. the store said to be a total loss. the good news, no one was hurt. evacuation warnings are in effect for five central california counties. officials are telling people to move to higher ground now. we're covering this from all angles. nick watt is just outside san

jose. let's go to -- we'll start with nick. nick, what are you seeing there? >> reporter: victor, we're seeing a lot of water here in felton. we're a little bit up river from santa cruz. as you can see, if you pull out, this place has been hit before hard and very recently back in january another one of these atmospheric rivers flooded neighborhoods around here. the people just recovering from that. now getting hit again. now the river here has been dropping the past couple hours. the fear is there's more to come because here's the thing, victor, there's been a lot of snow falling and the weather we're getting right now is a little bit warmer. we're going to get all this rain and the weather is going to melt some of that snow and all that water is going to come down to places like felton. some of the numbers here, an inch of rain per hour in places.

above 9,000 feet another eight feet of snow is going to fall. now, here in felton, evacuation orders were triggered just after midnight. we were on the road at the time and the rain was unlike anything i've seen before outside of a hurricane. a lot of the roads -- the road we came in on has been closed. we're hearing from people further inland who say they haven't seen anything like this in 40 years. the village just down by santa cruz -- we'll head down there shortly. the main street has been washed away. one of the residents said, we're an island. the rain is going to carry on, but it's not that strong now. the problem will be the 11th atmospheric river of the winter is forecast to hit central

california early next week. these are huge systems, low pressure from the north meeting moisture air above hawaii and aiming a fire hose at california. listen, california needs water. the whole west needs water. we've been suffering from a drought. it would help not to get all this water in such a concentrated period of time. guys? >> every week it appears we're covering another weather catastrophe in that state. we want to go to eric van dam and what can we see from the new storm? >> reporter: the weather prediction center upped the ante for excessive flash flooding, level 4 of 4 into ventura county and parts of the sierra nevada coastline or mountain range. as nick was talking about, it's a different atmospheric river

compared to the previous ten because of its deep connection with the tropics. you can track the moisture from hawaii all the way to the state of california. why that's important is because this event will be milder compared to the previous storms. that means more rain at higher elevations falling on deeper snow pack. considering this atmospheric river in the sky has the ability to produce and carry as much as 25 times the amount of water that is carried through the mississippi river, it reaches the mountain ranges of california, cools and condenses as it rises. because that freezing level is 1,000 feet higher than what we anticipated, we'll see higher snow levels and more rain out of this system. that means excessive snow melt, flash flooding, landslides and

mudslides will continue for much of california. >> residents should be heeding local warnings as well. eric, thanks to you. we turn to new york where former president trump is invited to testify before a manhattan grand jury. it's part of their investigation into alleged hush money payments to stormy daniels. >> this is a potential sign that prosecutors are zeroing in on an indictment. what do we know? >> reporter: sources say the invitation was made to the president's lawyers to appear in front of a grand jury jury. this means a decision is likely to happen in the next few weeks or months on an indictment. michael cohen went to meet with the district attorney's office. let's hear what he had to say.

>> i have to applaud district attorney gregg for giving donald the opportunity to come in and tell his story. knowing donald, he doesn't tell the truth. it's one thing to lion untruth social. it's another thing to lie in front of a grand jury. i don't suspect he'll be coming. >> the charges relate to the hush money payment, but that's not a crime. they're looking at how the payment was reimbursement. donald trump signed those checks to michael cohen. they're looking at how the trump organization accounted for that. they're looking at falsifying records in order to commit or conceal another crime. in this case that could be campaign finance violations. this is not an easy case. it's a novel legal theory and trump's lawyers will have a lot

of defenses. we spoke to one of his attorneys and they said the d.a. has been scouring every aspect of president trump's personal life in search of a crime. it has to stop. this is not what our justice system is about. trump is facing other criminal investigations having to do with the 2020 election in fulton county, as well as the handling of classified documents. a lot coming to head for the former president. >> a long time coming too. let's bring in legal analyst elliot williams. elliot, the president has been offered an opportunity to testify, the former president. does that signal an indictment is likely? >> it signals that one could be coming. new york is one of the jurisdictions that gives potential defendants an opportunity to come in and make

their case prior to charges being raised. sometimes people use this as an opportunity to say, i may have engaged in these actions, but here's why. he would have to waive immunity and he can't control the questions he's asked. for any number of reasons we probably won't see him testify here. >> cara described this as a novel legal theory. does novel in this case equal weak case? what's your take on the approach here? >> that's an excellent question, victor. look, the way our law works in this country is that you bring cases based on what has come before. there are some cases that simply -- the situation hasn't presented itself before and it's legally complex. to back up cara's point, it's a case within a case within a

case. you have to prove there were hush money payments. not just that the payments happened, but they happened in knowing of another criminal offense. it's not just writing a hush money check to quiet down somebody who might have embarrassing facts about you. it's because you know you're violating campaign finance law. that's never been done and it's a big leap for what could be a mis misdemeanor. yes, they can do it. there's certainly a path to it happening, but it's not straightforward legally. >> talk more about the potential charges. it could range anything from a misdemeanor to a felony. in terms of consentences, what'n the horizon? >> let's pretend the prosecutors can establish these hush money

payments were made to commit a campaign finance violation. that has a maximum four-year sentence and nobody gets a four-year sentence for campaign violation. it would be maybe probation or something like that. that's a lot of legal wrangling to go through for somebody who may never go to jail in the first place. if that doesn't happen, it's just a misdemeanor which is less than a year in prison. >> there's not significant penalties from this case. >> let's talk about michael cohen. he was there at the manhattan district attorney's office today. it's been pointed out he's a conflicted felon, a proven liar. he lied on behalf of trump, right? how problematic is that for this case? how much of the case hinges upon michael cohen's word? >> based on what's publicly available now, the strongest

evidence they have is michael cohen's word. he testified under oath before congress as to the facts of this -- of this case here. that itself is powerful evidence. it's under oath. it's sworn and so on. the simple fact is he's a convicted felon based on honesty issues. any defense attorney is going to hammer him and hammer a prosecution here over the fact that the star witness has serious credibility issues. when cara mentioned earlier that they were bringing in a number of other witnesses, i think that's to insulate around the fact that the evidence you have in michael cohen isn't that strong. he might be telling the truth, but he's got credibility issues. in court all that matters is can a jury believe the evidence as presented to them. when they have a witness who will admit on the stand he's got a felony conviction, it's hard to believe.

top republican presidential contenders are flocking to iowa. florida governor ron desantis who has yet to launch a white house bid, visited the state for the first time this morning. >> nikki haley is also campaigning there and on monday former president trump will make his first visit to the state. cnn's jeff zeleny has details. jeff? >> reporter: it is florida governor ron desantis' first visit to the state of iowa, clearly promoting his book, but selling the idea of his presidential candidacy that will be formally announced in may or june. clearly getting a sense of iowa republicans and he wants them to

get a sense of his policies in florida. he visited davenport, iowa, with this message. >> there's no drama in our administration. there's no palace intrigue. they say, what's the governor going to do next? we roll out and execute and get things done. in the process we beat the left day after day, week after week, month after month. >> reporter: the florida governor will be meeting with state legislators this afternoon. clearly trying to get into this iowa caucus campaign. of course, former president trump will be coming here monday. nikki haley spent most of the week in iowa. when you talk to iowa republican voters, you either support donald trump or you're looking for an alternative. the question is is the florida

governor that alternative? they lined up by the hundreds to see him earlier today. the iowa caucus starts off this presidential nominating contest. that's why he's coming here today. vict victor? >> let's bring in paul who is a f former employee of former president bush. how closely are democrats watching the rise and potential announcement from governor desantis if he decides to run for president? >> very closely. most of the people i know are terribly worried he would be a stronger candidate than trump.

i'm a desantis dissenter. trump is going to maul him, shred him and bury him in leaves and eat him later. i respect governor desantis' landslide win, but that was against charlie crist. this will be against donald trump. >> scott, let me come to you. on desantis, what is the goal? what's a win for this? he's precandidate. is this the time to give the big speeches and not do the eggs and

issues and glad handing in living rooms? what does he have to do now? >> the win for him now, he's decided not to launch a formal campaign, the win is to remain at the top of the heap of the nontrump candidates. right now he's doing that. he's in a different universe. nikki haley, mike pence, mike pompeo they're nowhere near where desantis is in his favorability ratings. he has a higher net favorability rating than trump or at least matching trump. the win is to stay at the top of that heap and then file your campaign at the end of the legislation period in florida. the other thing is to keep people on the hook and not see them leak off. i'm one to think that somebody has to take on trump directly and pretty soon.

he's like the terminator, just when you think you melted him he comes back with spheres as hands to stab you. he has to find a way to keep trump from reconstituting himself while not having that campaign committee to take him on directly. he said look what we do in florida, no drama, no mystery about what we're doing. we go forward and execute. i think you'll see that be the confines of how he engages trump. >> scott, let's talk about nikki haley. she's officially announced she's in this race. she's also the first republican to lay out a plan and strategy in terms of how to tackle medicare and social security and entitlement programs. she's proposing to raise the retirement age for americans in their 20s and she says it's to do with matching life expectancy, in order to preserve

these entitlement programs and also to maybe take away these benefits for wealthier americans. how is that resonating among republicans? >> you hear this thrown out from time to time. there are two different issues on the reduction of benefits for wealthier people. that will play fairly well. i don't think it does anything to solve the social security issue. the raising of the retirement age is likely to run into resistance from other republicans and republican candidates. i'm less sure that's going to be what she wants it to be. overall, i'm not sure this issue will determine the outcome of the republican primary. it will have impact on the general election. it will be a debate between the

two parties, as it always is. i just -- i'm unsure of the retirement age piece. the wealthy benefit thing probably flies a little bit. >> paul, as we await a potential indictment from manhattan related to the stormy daniels payments, what's the potency do you think? i mean, donald trump has been impeached twice and is still the frontrunner for the republican nomination. what do you think this would mean? >> that's a good point. i don't think it will penetrate his republican base support very much at all, if at all. he seems impenetrable there. if you get four, five, or even three anti-trump republicans, trump will win. by the way, this is just the beginning in the banquet of trump criminal probes. there's more coming. he has problems in fulton county

and in the federal government. politically with that -- it's 30 or 40% -- scott can correct me -- i think 30 or 40% of republicans are impenetrable for trump. the only way the republicans can avoid having him is not if he's indicted. it's if there's one opponent who has the talent and courage to defeat him, not three or four. >> scott? >> yeah, i think paul is right. if all these people stay in through the period of the voting, it will be to trump's benefit. i don't expect that to be the case. on this legal case, i think it's low-grade dog food. this is a 7-year-old misdemeanor to get it to a felony maybe. donald trump is being investigated for trying to overturn the outcome of a free

and fair election, for trying to whip up a mob to hang mike pence, for committing serious election fraud in the state of georgia and this is your lead-off hitter for all these legal troubles, this misdemeanor? they would be better off in new york shelving this and lets the feds and people in georgia do their work. it's going to destabilize the overall legal case of donald trump. if you want to get trump, call up alan bragg and say put it on the shelf and let the special counsel and the folks in georgia get to the real meat. >> low grade dog food? terminator, 2? we're all in. >> it's oscar weekend. >> well done. we have new details on senate minority leader mitch

mcconnell's health. >> manu raju joins us now. what are you learning? >> reporter: i spoke to an adviser to mitch mcconnell, somebody who spent two days with him after he fell and hit his head and is being treated for a concussion. this top adviser tells me mcconnell is doing quite well. he's lobbying hospital staff to be released. he's getting impatient and wants to get out of the hospital. he's acting normally and starting to get briefed. josh holmes told me the first question mcconnell asked when he walked into the room, did you meet to those candidates today? he also got a briefing about yesterday's republican lunch in which he missed.

he made a quip about missing the halibut that was served, saying, i'm sorry i missed the halibut. i'm also told there are no visible wounds to mitch mcconnell. he hit his head, but is acting normally. josh holmes told me there's no question that mitch mcconnell will be able to continue to serve his term out as republican leader. he's the longest sitting republican in history, 81 years old. positive news about mcconnell on the health front. he wants to get out soon, but expected to remain in the hospital for observation for at least the next couple days. >> that is good news. we wish him a speedy recover. manu raju, thank you.

created in the first four years. all this matters. it's no accident. it means our economic plan is working. people who are staying out of the job market are now getting back into the job market. they're coming off the sidelines. >> matt egan is here with us now. what does this mean for interest rates potentially and inflation? >> this jobs market remains hot, surprisingly hot. look at the numbers. 311,000 jobs added in february. now this is a slowdown from january, but make no mistake, this is strong growth, especially after all these jobs added in the past year or so. where are these jobs? rapid hiring in leisure and hospitality, bars and restaurants, retail, government also adding jobs. the unemployment rate spiked up to 3.6%.

it's still a major improvement from almost 20% in 2020. where does this leave up? the white house was hoping for a goldielocks number. we got a mixed number. hiring is hot, but we also got a slowdown in wages, the slowest pace of wage growth in a year. workers don't like that, but it's good news for the fed. also, the supply of workers, as president biden mentioned, that is improving. this is the labor force participation rate. it crashed during covid. it's slowly improving to the best levels since march of 2020. what does the fed do with all of this? today's report keeps alive the risk of a 50 basis point rate hike this month. you can see recessions often,

but not always follow fed rate hiking cycles. we've seen that in the past. of course, 2020 recession was caused by a health crisis. the issue is the higher rates go, the greater the risk something goes wrong in the economy. >> major development in the banking world. california regulators shout down a bank after a run-on in silicon valley. what's going on? >> silicon valley bank dropped by 60% yesterday. california regulators have shut this lender down. this is the biggest failure since 2008, the second biggest failure ever since washington mutual in september of 2008. this is a major lender to tech start-ups. the fdic said insured depositors

will have full access up to $250,000. we know that some small businesses, some individuals have more than that $250,000. it's not clear if they'll get all their money back. this is not sitting well in the market place. we see the dow is down by more than 250 points. the good news here is experts i'm talking to are hopeful that this is an isolated incident, that this is not part of a broader systemic issue. marc zandy told me he doesn't think this is symptomatic of a broader problem in the banking industry. let's hope not. that's the last thing we need. >> the major banks saying they are well capitalized. matt, thank you. robert rice, former u.s. labor secretary under president clinton is with us.

also the author of "the system," secretary rice. let's start where matt ended with this silicon valley bank. the fdic now in control. there were some stumbles from wells fargo, jpmorgan chase, bank of america. what does this mean for people outside of the silicon valley bank universe? what does it mean for the average borrower, if anything? >> so far it doesn't mean anything. the big question is one of contagion. that is what we saw in 2008 was when one big bank, then a couple others started to fail, could not pay what they owed and they were closed and regulators had to move in very, very quickly. we ended up with a financial crisis because, you know, one big banking card easily starts

tipping other cards. it's a house of cards. we don't know yet about contagion. what we do know is this bank was overextended and this is related to the fed. as interest rates went up and this bank was lending to a lot of start-ups, this bank could not handle it. i think this is the biggest economic news today. it's not this jobs report. the jobs report was good and it signals to me a soft landing, but i think in terms of what the fed is going to do, this bank implosion, this potential contagion, may reverse jerome powell's direction. it may lead instead of a half point increase, it may lead to no increase. it's conceivable that interest rates stop dropping out of a fear that we'll be in deep

trouble. >> you have advocated for the fed to stop increasing the interest rate before this issue with silicon valley bank. why? >> i don't see any wage-price inflation. wages are pushing up prices. well, that's simply not the case. look at today's report. we're seeing the smallest wage increase in over a year. prices continue to rise. that is absolutely true. wages are not pushing them up. it's not that workers are doing so wonderfully well. what's pushing up many prices is big companies that want to increase profit margins. they have monopolies and they're using the opportunity, using inflation as an excuse to put up their prices. at its bottom it's an anti-trust issue. it's not a fed interest rate problem. >> you suggested the fed should

stop increasing the interest rate. if that's the only tool they have to try to bring it back down to the 2% rate, that goal, then what else can they do to try to tame inflation, if not increase the interest rate? >> well, first of all, let me say it's not clear they have to do anything else. inflation is starting to come down. we'll find out more tuesday when the inflation report, the consumer price increase report, inflation report, will be coming out. as of what we know now, inflation is slowing slightly. the key here is the direction. if inflation were increasing, that would be one thing. if inflation is starting to slow down and we're seeing it going in the right direction, then it's not clear that the fed has to keep raising interest rates and risking a recession that's

we're joined by dr. esther chu. doctor, i believe knowledge is wealth and women should have access to this information. the question is why isn't the fda taking the extra step in saying not only should women be told if they have dense breast, but should be advised by doctors to have an additional sonogram after the mammogram? >> thanks for having me on. this is a complicated issue. it comes down to individual total risk and decision making. basically what this dense breast tissue means is one they have increased risk for future issues and also that the mammogram that detected this breast density, more fibrous tissue, made the mammogram less sensitive.

this still remains one risk factors among many. the increased risk can be between 1 and 4%. it doesn't necessarily mean we need to jump in and add a bunch of other modalities, whether ultrasound or mri, but it will prompt a conversation between the patient and their health care provider about their total risk and what to do going forward. for some women, instead of going to say spaced out mammograms at a certain age, that they'll continue to have annual mammograms. >> according to the mayor clinic, dense breast tissue is more likely in younger women. does this change the age at which women should start to get mammograms to learn if they have a greater risk? >> i don't think so. i mean, younger women are just far less likely to have breast

cancer. the risk goes up astro nonomica as you get older. women who have a strong family history of breast cancer may opt to get screening mammograms earlier. however, in general if you start young you will be more likely to pick up false positives that can lead to a ton of unnecessary testing and cost and do more harm than good. understand that this issue of breast density has been known by radiologists for many years. it's just that information hasn't been well translated to the public, communicated directly with patients. they didn't know to incorporate it into their understanding of the breast cancer risk. >> can the density of a woman's breast change over time throughout her lifetime? >> yeah, it can. i mean, as you just mentioned
