cnn newsroom. hello, i'm bianna golodryga. a powerful winter storm is related to two storm-related deaths. i'm victor howell. and we have this video of waters rushing through springfield in central, california, and the weather is getting worse by the minute. >> residents are being urged to get to higher ground for their safety. parts of interstate i-80 had to be shutdown because of failed water pumps. and we go to nick who is there on the scene for us. what is behind you there? >> well, since we have last

spoken, we have moved from felton to santa cruz, and what you are seeing here is an earth mover trying to build a makeshift road. this road was washed out at 2:00 a.m., and i'm afraid to they i was up and about that time, the rain was biblical. just washed this road away, and you see the gas lines are still there, and there was until 30 seconds ago a forlorn palm tree over my shoulder, and the earth mover just pulled it down and emblematic of what is happening in california right now. the reason they are trying to make one lane here possible is that this is the only road that connects about 450 homes that are further up the hillside from me. all of these people are right now blocked in, no way to get out, no way to evacuate even if they had to. so right now, this is trying to fix some infrastructure, and so much of the state has been hit

by the storm, and so much water, slippages on to the roads, and ironically, some people here are without water service for a while. that has now been restored. we are here in watsonville about a half hour away from here, and there is flooding in residential neighborhoods. there are flood watches across much of the state about 17 million californians under the flood watch right now. at the moment, we do not have rain actually falling from the sky, but we do have all of the water rushing down the rivers, and we have the snow melt from this warm storm melting that snow that has fallen over the past couple of months, and we are in line for another so-called atmospheric river to hit this part of california. the forecast for this area is rain through tuesday. and just how much, and just how damaging, we have to wait to see here, and across much of the central part of this state.

guys? >> derrick, we will go to you. this is known as an atmospheric river. explainin what that is. >> yeah, it is literally a river in the sky. it has the ability to produce 25 times the amount of water that flows through the actual mississippi river. the weather prediction center upped the ante last night when they issued the highest threat level for excessive threat level from ventura county to the foothills, and to put it in context, they have not done this since 2010, and working over a decade, i have been watching this area of of shades of red pop up with emergencies, and this is different from the ten we have already talked about this winter, and it is because of the deep connection with the tropics, and this is called the

pineapple express. you can follow the cloud cover from hawaii to the state of california and lighting up the radar like a christmas tree, but the majority of it is rainfall. with the atmospheric river event coming in warmer than the past a.r. events we have seen in the season, we are noticing that the computer models that meteorologists look to, the moisture is going to actually fall in the majority of rain. so it is going to be falling on the historic snow pack that we have seen the images of and flashing behind me on the tv screens, it means lots of snow and rain on top of that snow, it will lead to flash flooding, rapid rises in the rivers, and the potential for the landslides and mudslides for the entire weekend from sierras to the coastline. >> eric van dam, thank you. and now we go to the central

coast, and we are joined by the mayor there, and madam mayor, what are the conditions like there, and where you are, what are you expecting? >> currently, it is not raining, and we are grateful for that, but there was up to 6 inches of rain last night. >> what are you most concerned about right now for the city and its residents? >> it is currently high tide right now, and so the storm surf is also big, and as you may or may not know, we had critical damage to our west cliff drive which is an arterial road and asset to the west coast in terms of the coastal access, and so we have not been able to repair that yet, and so if the storm is producing high surf, high tides and then in addition the water coming down through the san lorenzo river, through the watershed from where the last person was nup felton down through the city of santa cruz, that could cause additional

flooding and damage, and the river was up to 20'5 i" this morning already. >> and we are hearing officials calling for people to get to higher ground now, and are you expecting the need for evacuations this close to the san lorenzo river? >> there was a little bit of flooding in a park, and there was about five feet of flooding in lower lying apartment buildings called the tannery, and the ground floor was parking, and so i think that we are safe, but what is to come, i cannot predict, and i know that there are other evacuations happening in the area. >> what is the population? >> the city is 60,000, and the county is 200,000, i believe.

>> and how close, and are there people right there on the river who would have to get out quickly if that river rises as quickly as it could? >> i think that there is certainly parts where houses, yes, they would have to evacuate. a lot of the town is protected with a levee that was built i believe in the '50s by the army corps of engineers and i would not anticipate that to fail, and we have low-lying areas in the beach flats and other parts of the town that have flooded in the past, and i would suspect that is where we would see flooding again and damage to the infrastructure as well. >> and this a once in a 40-year situation going on right now, and so i know that things are very, very serious and please keep us posted on how things stand, and stay safe. >> absolutely.

thank you. vice mayor renee golder. back here in new york, prosecutors are inviting president trump to come testify to a grand jury and a sign that maybe prosecutors are closing in on him. >> and this is relating to the funds that trump paid to stormy daniels before the 2016 election. he allegedly gave her money to stay silent about an affair they had. so, what is this invitation meaning for and tell us about the case. >> we are told that this case to appear before the grand jury went to donald trump's lawyers, and if you are a defendant in a case, you are invited to testify before that grand jury, and so that is signaling that this case is nearing a close, and the decision of whether or not to seek an indictment is near, and something that we could see in the next couple of weeks, and

certainly not further down the line. we are seeing that it is wrapping up. and this a small group of people who are in this decision to execute the hush money, and so we have seen hope hicks, and kellyanne conway working on the trump campaign scrambling to decide whether or not to make this payment before the 2016 election and we have seen michael cohen a number of times, and he was in there today and our cameras caught up with him as he was entering the building. >> i have the applaud district attorney bragg to give donald trump the opportunity to come in to tell his story, and knowing donald as i do, i understand that he does not tell the truth, and it is one thing to turn around and lie on the social, but it is another thing to lie to the grand jury, so i don't suspect he is coming. >> one of the charges that the d.a.'s office is looking into is falsifying business records to

reimburse michael cohen for making the payments to stormy daniels, and whether or not those records in the trump's general ledger were falsified. that is a misdemeanor, but they could make a case for a felony which is still one of the lowest felonies in new york, whether it is to conceal or advance another crime. it is a novel legal theory, and it has not been tested in new york before, so there is something for the trump legal team to work with, and he has denied making the payment, and this is selective prosecution, and they are looking at him every which way, and signaling which may become part of the defense here calling this an extortion payment executed by cohen who was then his lawyer and then calling trump a victim. >> they have been calling this a witch hunt for years now. thank you. and this is of course happening as trump is entering the third presidential race. we go to analyst gloria borger,

and as you have heard from kara, tha that is a novel legal theory, and the chances of the former president to spend time behind bars is almost nil, but what to you make of it? >> i think that he is right at this point. to a lot of people this is a contrived case. as kara explained, it started as a paperwork issue, and now it is suddenly a campaign finance issue, and potentially a felony. donald trump has a lot of other issues. he has the georgia issue, the question of fake electors, and he's got the documents taken from washington, d.c., you know, the classified documents, and he has the question of whether he led an insurrection, and so if you are going to start with a case, the people i have been talking to who are in the

political world, democrat, say, this is not really the case to start with, because there are so many more serious issues out there, and donald trump, of course, he can claim, as you were talking about, that he is the victim here. he can continue to say that as the potential legal action against him mounts, and this beginning of that. >> interestingly enough, it could help his campaign. and you remember after the search of mar-a-lago, he was raising a million a day after that, and so it could certainly help. >> yes. >> and now, turning to the potential opponent, ron desantis, the governor of florida, and the reporting around it, gloria, this is the first big test, and is it a test to sit next to the governor who is friendly and not ten people at a time, and how should we

frame what ron desantis is doing there in iowa? >> well, he is dipping toe in the water, and he is not doing a huge town hall where anybody can ask him the questions that you have back and forth in iowa, but what he is doing is to setting the stage and distancing himself from donald trump. he was talking about covid and how he handled it differently from donald trump. he made the point that this is no drama. you know, there is no intrigue in the desantis administration in florida, and we get things done. and who do you think that he is referring to there without mentioning donald trump's name. so he is setting it up mano a mano race and going to iowa before donald trump does. >> so let me ask you a question that we asked paul begala earlier is how the democrats are responding to ron desantis entering race, and they had been focused on a potential rematch

of biden and trump, and how are they viewing ron desantis? >> well, he is raising the age issue, and he is somebody who is young, and a young family, and, you know, so he has the perfect picture in many ways like barack obama had when he ran. he had the young family, and that is the difference with donald trump and joe biden. so they would rather run against donald trump to tell you the truth than to run against desantis. i don't think that they are shying away from it at all, because they will say that he is kind of the mini-me on the culture war for example, and run on that, but i think that if they had a choice, and i have talked to some democrats about this, they'd rather run against donald trump and all of his baggage. >> do you think that the proposal and not an original proposal, and he is just the

first time running this time of the proposal from nikki haley to means test social security and reduce benefits and partially or all together for the wealthiest americans and raise the retirement age, and is that treacherous for her campaign? >> totally treacherous, and the thing about means testing social security is that it is an issue that has come up time and time again as has raising the retirement age. i remember when pat moynahan, age ago, he made the case that social security is not a welfare program. social security is something that people pay into their entire work lives whether you are wealthy or not wealthy, and so to take away benefits away from people who have paid in would be difficult. i think it is more treacherous when you are talking about raising the retirement age, and congress has fought about this and they have thought about doing it for a long time, and in

fighting continues near the city of bakhmut which is the hottest spot on the front line according to the ukrainian military leaders, and this video is showing the heavy shelling in the region. >> thousands is of ukrainians are gathering in kyiv for the decorated military commander known as divinci, and he was killed this week. zelenskyy gave him the title of "hero of ukraine" last year, and he was the youngest commander of the history of the army. >> and now the u.s. is learning that russia is taking weapons left on the battlefield in ukraine and sending them to iran. what are we learning about this? >> yes, adds part of this partnership of russia and iran, the weapons that are taken in

ukraine by russians are sent to iran. they are things like javelin anti-missile systems, and it is significant that they are send them to iran is likely because iran is then going to reverse engineer these systems to make their own tools, and potentially proliferate those systems throughout the region. the iranians are quite adept at doing that, because they have reverse engineers american weapons in the past. including drones. so this is concern of the middle east watchers, because it could cause some unrest in the region. but it is important to note that this is not necessarily a widespread or systemic issue in the ukraine area, because they are not losing a lot of equipment, because every time

they do lose a system from the west, they do inform the pentagon when those systems fall into the russian arms, and either, because the ukrainians had to withdraw suddenly or they had to run. this does happen in war, and that is the message that we have gotten from the pentagon. we are told from a senior pentagon official that the comments of this stand of the diversion that the weapons that the u.s. is providing to ukraine, it is not happening in a large number, and right now, it is not a huge concern, but this partnership of russia and iran is becoming a concern. >> and earlier this week, the presidential administration said it was growing more weary of this connection. and now, the numbers of the

president biden took a victory lap on the economy today. the u.s. added 311,000 jobs in february and much higher than expected. >> that number may push the fed to continue forward with the rate hikes. cnn's correspondent arl let sae is with us, and how is he is

going to balance the jobs with the rising interest rates? >> well, it is a question that the white house has been facing for some time with the growth of the job market in the country as inflation issues persist, and so much of what the white house is doing is waiting for how the federal reserve may do to tame the inflation, but for the president's victory lap that he took to out the the numbers, and this is what he says is that his domestic, and economic agenda is working. >> it is about dignity, and 12 million more americans can look at their loved ones eyes and say, we are going to make it.

continued deceleration, and that is welcomed news, and is that something that j pow well will be considering what to do in terms of the interest rates? >> jay powell is worried about inflation as he should be. if the labor markets are beat up, then businesses have to rise and so it is making sense that the labor costs are not rising that much. in fact, over the last two month, it looks like wage growth may have slowed quite a bit, and potentially the fed is quite comfortable with. >> so it, it seems that they are odd bedfellows in the wait and see, and take a pause from the hiking interest rates and let it play off, and you have economists making that argument,

and some sen tor who is saying is specifically what happened with the run on the bank, and the fdic coming in to close down silicon bank, and yet another justification for the fed to take a pause. where do you stand? >> the news of silicon valley at least for now doesn't look that important for the macroeconomic news. it is important to vin es or thes there, and the people who have their money in the bank, and if they didn't have too much there, they are insured to get the money back. and this is a bank that services one sector of the economy. so i am hoping that in a few days' time, we will not be

talking about it anymore. >> and we didn't want the word contagious to come back either. i am not saying yet, but we don't want the other side of the bank to change that. and now, the president is going to be checking the chances of a self-made recession? >> well, we have to always be worried about the stakes, and we have to worry about the policymakers who don't get to decide where the policy is going, but what mistakes we will make. so do they want to err on the side of the mistakes that will affect the economy or coming from the side of the economy that the growth continues, and more inflation than where it is
