a systematic meltdown? >> well, i think the chance of a systematic meltdown has allegedly passed. the fact that 11 banks stepped up to rescue first republic, that's a good sign. that's a sign that banking industries, in general, recognizes that a lot of these banks that come under pressure from shareholders. and shared investors are essentially solving and solid. and they just need help to get through this moment of chaos. >> but, do you think -- i mean, we've seen a lot of movement of money from investors, from people like you and me towards the bigger bank. well, will be inevitably be that the big banks just become bigger? >> i think that's what the american regulators are trying to avoid. the big banks, jp morgan city, bank of america, -- , they're already too big.

we don't really want to see them get much bigger. and, i think the fact that regulators and the treasury and the fed have said that deposits are going to be protected right up to no limit really tells you that what they are signaling is that your deposits are safe, as treasury secretary yellen told it today. it saved no matter where they are and if they're in an impaired bank, the regulators will shut it down and protect depositors. that's really the key to keeping the banking sector healthy. >> so, i've been following your columns. you've been writing about what brought us here and the fact that the espy problems were hiding in plain sight. so, what is that? what does it say about the current state -- oversight of our banking system? >> well, it's not a good sign,

not our system. well, i think, the fed, what was the primary regulator of is going to come under the radar. they've started their own self examination. the question is going to be why wasn't it fair. , and really scrutinizing banks like that. when -- i knew was going to get these banks a certain amount of hard but. and that's exactly what happened. the banks were holding long dated security, treasury securities, government back agency working securities. and we all know that when interest rates are on the, rise the value of that security declined. so, this is something that the fed really should've been on top of, going back a year. and, it -- to explain what they were going to do about the strange intern. >> the talk now is of how to

prevent this from happening again. certainly part of the conversation was the deregulation of banks that happened during the last administration. so what more needs to be done, do you think? is that the political will to do it? >> i think, at this point, there's a lot of political will to do something. but it's just a question of what. i think making sure that the fed takes much more seriously, its responsibilities to monitor the safety and soundness of the banking system, then it's going to be a topic day on capitol hill, know that. questions about what other regulators -- did not do in this case. and, that includes the auditors who gave silicon valley a free pass in its last annual report. the question is going to be, why weren't they more aware of

the possibility that this banks balance sheet was going to be seriously impair. the investment community, the investment analysts were testing. silicon valley bank we're right up today's before it billed. i think very, very tragic. so, there's still a lot to look at here. >> really appreciate your insights -- the u.s. military is assessing its drone operations in the black sea region. now, officials tell cnn that russia has recovered from the drama so -- it shows the russians are lying about forcing down the aircraft. cnn's oren lieberman has details. high over the black sea, the u.s. five drone points it's camera backwards towards its own tale.

phone so you are against this and, obviously, the fear here as i said that tiktok would share user data to million of america. why doesn't that where you? >> because, it hasn't been proven, kim. and i think that this is kind of one of the foundation principles of the united states and of the free world. pretty much everybody but china. it's that we wait until we have evidence to act. i've been looking at tiktok for five or plus more years. and i'm not the world best journalist, but i'm far from the world's worst. i've been speaking to my peers who are often better journalists than i am. and often to cybersecurity councils who pinpoint the tiktok source code. the details of the app and how it tries to -- user data. we haven't been able to find the smoking gun or the one that can exceed jinping to tiktok and i think that absent that evidence we do have to consider that actually maybe it doesn't exist, all of these things so far, and we played the uk

government response. it was theoretical. this is a sort of pragmatic approach that they're taken in case of an event like this. but there's no actual evidence yet. >> right, but the fear, obviously, even if something hasn't happened, there is a law that would force companies based in china to compel the chinese government requests for data. so, that could still be -- >> it could, absolutely. and your. right we put together that they've never been asked by the chinese government to hand over. data they say that they wouldn't do so. first i think that your definition of whether or not they would actually tell you that would differ depending on your belief on it. and the arrival is quite skeptical about that idea of whether the actually would make this grand stand against the chinese government, if they were really compelled to. but i think, fundamentally, there's this idea that does the chinese government really care, about our teenagers and what

they posted on social media. particularly, given that they posted on other platforms. and they're very easily accept -- who's to say that teenagers are posting anything different on tiktok than they are on facebook, on instagram, on twitter, on snapchat. these things can all be accessed by the chinese government. i think, potentially, what we have, here is to recognize the problem. and, we over share on social media. we can be manipulated through. that we have seen what skill propaganda threatened through social media platform. but, we kind of miss diagnose the problem. here we say to china when actually it's kind of everybody. >> yes, but in this, case the company,, obviously it's owned by china? so, in terms of the timing, the chinese spy balloon over the u.s. couldn't have come at a worse time in terms of stoking those fears. how do you think that might factor into the pressure to ban or sell tiktok? >> i think, enormously. , and it's worth saying, a little over 12 hours to, go

after the uk ban wasn't acted, i sat down with the ober trump, the vice president for the government relation -- and he said, to me, and i quote, when the chinese spy balloon goes up, tiktok comes down. he believes that this is very much a way of us attacking china. which is absolutely fine. because, frankly, china is our -- state, they do some terrible things in the name of maintaining their kind of harmonious while being, as they say. but i do think that, we are punishing, and, we are actually trying to make some decent strides towards getting rid of the chinese -- he said, he can change the nationality of his family, of his employees, but he does recognize that it's seen as a problem for people. so, they're trying to bend over backwards in order to try to assuage those issues that many, many politicians have. >> yes, some of the issues are obviously around data collection. but, the other issue here is

censorship, potentially. limiting, let's, say mentions of uyghurs for instance. >> yes, and i think that they've been relative about. that i've been covering tiktok for many, many years and so i have seen progression of this up. and if we've been having this conversation probably about 34 years ago. i would've said absolutely. i have leaked moderation guidelines for 2019. the documentation. the content moderators are using to try and decipher whether not something should stay on the platform. , which previously said, as you, say and if it goes, on we are not a lot. we know there's been a genocide of muslims in the xinjiang province of china, by the chinese state. but, that is not allowed. and like the -- content used to not be enough -- it's been a process of kind of weaponizing the. up because what previously happened with tiktok is that the essentially transplanted chinese staff members into western companies.

and, i think that what happens there is you get a bit of a culture shock because obviously these people are encountering the freewill for the first-time. and the opportunity to have free expression. i think it's not necessarily a bad thing that we're giving people a taste of. that actually saying that if there is an opportunity outside of your chinese great firewall for a different way of life, then, i do worry in some ways what we're doing. we're cutting off the opportunity that we had maybe in the late 19 80s, in, russia with the idea of kind of bringing mcdonald's into there. but, if we suddenly bar tiktok from this, we're losing some pretty powerful decision-makers who are maybe a little bit more sympathetic to the world anything. >> yes, it's a fascinating debate. and, so much at stake with the statistics. i think, americans spend an average of an hour a day on this app, so, clearly very popular, we'll keep following this issue. chris, thank you so much for your insights. >> thank you.
