"cnn newsroom." with max foster and bianca nobilo. it is thursday, april 27th. >> it's 4:00 a.m. in washington, d.c. where republicans in the house of representatives are claiming a major victory passing a bill to raise the nation's debt limit and potentially avoiding a economic catastrophe but it's dead on arrival in senate where the democrats object to huge cuts in huge spending. >> the republicans hope it will strengthen their hand in negotiations with democrats and the white house. >> the president can no longer ignore by not negotiating. senator schumer, if he thinks he's got a plan, put it on the floor and see if you can pass it and then we can go to conference but now, the president can no longer put this economy in jeopardy. we lifted the debt limit and sent it to the senate and done our job. the only body in here that has

done theirs. >> even before the house vote, president biden repeated his demand for a clean debt limit bill with no conditions or spending cuts attached. >> i'm happy to meet with mccarthy, bu limit gets extended. that is not negotiable. >> without an agreement, the u.s. government could default on its debt by early june with a downgrade in its credit rating sure to follow. more than from cnn chief congressional reporting manu raju. >> reporter: speaker mccarthy pushing through a bill along straight party lines to raise national debt limit by 1.5 trillion dollars and getting that done on republican votes alone. the bill passed 217-215. four republicans voting against

it and four conservative members of the conversation. if mccarthy lost one more republican that would have been enough to sink the measure but mccarthy is trying to get votes from the right. efforts to go affair the biden agenda and across the board spending cuts and new work requirements for beneficiaries of the medicaid entitlement program all of which have been supported by most members of the republican conference but given the narrow majority, mccarthy had very little margin for error. but didn't convince everybody in the conference, including congressman tim burchette of tennessee. >> i can't get past the 22 trillion in debt and people in tennessee do hard work.

>> reporter: mccarthy is using the passage of this bill to point out only the house has passed any legislation to raise the debt ceiling. the democratic led senate has not done that and the white house is calling on congress to simply raise the debt limit without any conditions and without any spending cuts and to avoid the potential of the first debt default which could occur as soon as june. that is a position that mccarthy rejects. he says there needs to be a negotiation, there needs to be spending cuts attached to it. so which side will blink first? that is a major question. mccarthy says he is not going to blink and said they passed a bill and democrats say mccarthy needs to change course. what will happen? major questions as congress and the white house are staring at the process of the first default in the nation's history. some real fiscal scare, probably the biggest fiscal square since

2011 with a standoff over passing the debt ceiling. >> cnn spoke with a global business columnist and associate editor at the financial times and she explains why the democrats find the bill passed by the house so objectionable. >> even though this is in some ways is a victory for republicans it was unclear even they would be able to come together around any kind of an agreement. it's not going to do anything to help republicans or democrats get together on raising the debt. in large part, because there is a toxic list of demands from republicans, things like overturning biden's efforts to forget student debt, for example. pulling back parts of the inflation reduction act and climate subsidies. i mean, these are things that have been really the cornerstone of what the president believes in and what i believe, his last two years of work has been in.

really we haven't moved the ball forward at all. gnaw trading day in the u.s. in over five hours begins now here is the way the futures stand right now. european markets are up and running and it's a mixed picture. pretty positive. here is a look at how markets across asia were today. again, looking good. the u.s. banking center sent the dow tumbling during wednesday's trading on wall street. stocks initially rallied from reports from tech giants but a drop of shares in first republic bank rattled investors. the bank stock dropped about 30% and s&p 500 was also in the red and nasdaq rose half a percent and after hours trading meta jumped after the company reported that sales grew by 3%

in the first quarter. that marked its first revenue growth in nearly a year. in just a few hours, south korea's president will deliver a speech to the u.s. congress and part of his vitasit to the whit house. >> the speech is expected to highlight the history between the south korea and its alliance and look to its future. >> president biden called the speech ironclad. the two leaders announced a new security agreement meant to strengthen their ties and detur north korea. >> president biden delivered a stark warning to poyongyang. >> the agreement is unacceptable and will result in the end of whatever regime were to take such an action.

>> we got this address to the u.s. congress. always a big moment on these state visits. how do you think he will frame that alliance? >> he will be addressing the u.s. congress at 11:00 a.m. eastern time and he'll be marking, as you just mentioned, celebrating 70 years of the u.s. and south korea alliance. the timing is significant because it comes right on the back of that key new agreement in deterring north korea that was announced on wednesday. the u.s. has pledged to give south korea nor insight and more involvement into its nuclear planning and a commitment to deploy nuclear arms. in return, south korea agreed to not pursue its own nuclear arsenal. i want to you listen to what president yoon said about the

deal. >> translator: our two countries have agreed to immediate bilaterally presidential in north korea fiscal year's attack and using the full force of the alliance including the united states nuclear weapons. >> reporter: coming out of the deal two key questions. is it enough to assure south koreans? a poll show the majority of people in south korea want to have its own nuclear weapons in the country. it remains to be seen whether they are going to be satisfied with this new deal and the second critical question is it enough to deter north korea? last year, north korea fired a record number of missiles. it continues to fire more this year, including new technology like that solid fuel icbm. president biden did repeat the u.s. offer to north korea to have more talks but he offered that stark warning to north korea, vowing the end of whatever regime that launches a nuclear attack on the u.s. or its allies very tough words,

aimed squarely at pyongyang and we are awaiting comment from north korea. back to you. >> thank you. florida governor ron desantis is in israeli. the latest stop on the presumptive republican presidential candidate's sort of world tour, really. he is expected to meet in jerusalem with prime minister benjamin netanyahu. >> tensions in the israeli and united states are on the rise. and antisemitic incidents are a full-time high in florida and a trend deesantis says his state s working to change. >> florida is working to -- my first year as governor when we were here on our trade mission i signed legislation to combat anti-semitism in our public universities and that has been a huge problem throughout our country in florida. we treat anti-semitism the way we treat racism and so if it's

can's first amendment rights were targeted perfectly as punishment for disney's protected speech. in a statement to cnn, desantis' office criticized disney and said, quote, we are unaware of any legal rights a company has to operate its own government or maintain special privileges, not held by other businesses in the state. the lawsuit is the latest circulation in a year long time between desantis and disney, one of the state's lavergs largest companies and it heads to a federal court to decide who is the victor. the governor of florida attacking the state's most famous business seems odd to you you're not alone. we talked about it earlier with richard vogelsong author. >> it was disney that put florida on the map.

clashes in gunfire in khartoum and some of the surrounding areas. cnn's david mckenzie is following the developments live. this cease-fire is very shaky, david. we don't know how long it will be extended for. but what impact is the violence having on the public health of the assistance inside of sudan? obviously, the country has a fragile health system at the best of times with huge discrepancies between rural and urban areas anyway. >> i think the main thing to say about the cease-fire, it's cease-fire name only and we can talk about what the generals are saying from the paramilitary forces and the armed forces of sudan but, in reality, there is no cease-fire. there has been repeated clashes in khartoum overnight and in the morning according to eyewitnesses we have been speaking to and you're right, the health system in sudan is observe shaky. in khartoum, they have world class hospitals but more than

two-thirds of the hospitals are shut by the fighting and doctors are dealing with awful conditions, running out of everything and they are just trying their best to save lives. a brave sudanese doctors takes us inside a hospital filming for several days. the doctor and her team are barely coping at this hospital. they talk about cease-fire but there is no cease-fire. the wounded keep coming in, she says. the same staff have been here for 11 days. they are facing a deluge of civilians wiping away the blood because the casualty never stop. my son was wounded said this man and came because many hospitals aren't working.

>> translator: i'm astonished how we are able to continue. we don't sleep. i wouldn't coall what we do is sleeping. we faint and wake up again. >> reporter: everything is running out and they are giving smaller doses of medicine to ration their supply. we use the equipment and the instruments more than once, she says. we can't sterilize properly. there are too many wounded. >> translator: soon we will have no bandages and no medication and no anesthetic drugs and no oxygen. the situation is bad with all of the meaning of the word. >> reporter: bad and it will get worse. unless help comes soon or the fighting stops. sudan's doctor union says more than two-thirds of hospitals are shut in the capital. eyewitnesses and doctor groups say hospitals are being targeted with heavy weapons by both sides, which they deny.

as foreign governments spirit their diplomats and nationals out of sudan, the doctor says her conscience compels her to stay. >> translator: i believe the number of wounded and casualties will vincrease after the foreigners are evacuated. >> reporter: she said one blood is one blood. i beg you to silence the sounds of the rifles. we spoke to the doctor this morning and she said they ran out of oxygen and supplies at that shhospital. red cross tried to get supplies into the hospital and they were stopped by armed men and i think this is an issue facing many hospitals and especially in the capital. if you consider they had to bring in youths from the neighborhood in that eastern part of khartoum just to protect

the hospital from looting and they say that other parts of that capital, there are armed men inside of hospitals. it's just a total breakdown of the capital and if it drags on for several more days and, frankly, there is no sign that a cease-fire will be holding any time soon, at least for now, you're going to see almost a worst-case scenario for those in that hospital and in that city. >> david mckenzie, thank you. china's president xi jinping has spoken by phone with his counterpart vladimir putin for the first time since russia invaded ukraine. >> the chinese government never mentioned russia and refer to the war as the ukraine crisis. >> reporter: today, a long and mostly reasonable conversation i had with the leader of china.

typically, these types of talks are seen as a chance to rita new opportunities. right now, there is an opportunity to give new energy to the relations between ukraine and china. >> military experts are wondering what russia is up to after looking at satellite images of a key military base in northern crimea. this picture was taken in february showing dozens of tanks and other military vehicles there. >> in this imagine from late march, all of that equipment is gone and it's unclear whether the vehicles were moved to where or why but local officials expect a counteroffensive that could target that area. let's bring in cnn's beijing bureau chief steven jiang. to you first, steven. the call between zelenskyy and xi is highly significant and says a lot about xi in a position on the world stage currently? >> max, yeah. it's very significant.

this had been rumored a long time and after xi came back from moscow after he visited with putin last month and after that flurry of visits to beijing by european leaders. on top of that, you have this growing desire by china to be seen as a global peace maker. it's in this broader context that we fainally saw this take place and some see this as a reward from beijing to europe's willingness to engage with china on this issue. but let's not forget what just happened in the past few days. the chinese ambassador to france causing an uproar across europe when he requested on live french television the legality of the sovereignty of southern states and they say the damage has been done so need for damage control may have finally tipped the scales in favor of this rather modest gesture, according to some analysts. that is why we finally saw this

call on wednesday. now, of course, xi reiterated a lot of china's longstanding talking points but he pledged for the first time to send a special envoy to ukraine and other regional questions to discuss, quote, unquote, a political intermittent. even state media here has acknowledged nothing is likely to change and in the short-term given the caand take more than phone call to convince them it is now serious to play an unbiased role despite no limit partnership with russia. and -- but one thing this call does indicate, of course, is china is now willing, at least, to engage with ukraine more regularly and it's definitely trying to show europe that it wants to play a more active and constructive role in ending this war and europe, of course, is increasingly a battlefield in the strategic rivalry between china and the united states. max and bianca?

>> steven, thank you. >> and you are following the latest developments for us in ukraine. president zelenskyy said at the beginning of the year that 2023 would mark ukraine's victory against roo ussia. is that what we are seeing on the battlefield? >> the war is going on and we have seen an indication of those attacks overnight, in fact. they are taking under attack by the russian armed forces and one person confirmed to have been killed by the ukrainian authorities after the russian armed forces launched four missiles from the black sea. we have heard from the ukrainian authority say they believe high precision weapons were used in that attack meaning that those civilians and civilian infrastructure were targeted deliberately as we have seen the past few months of this grinding war. yet, president zelenskyy has maintained the ukrainian armed forces will be victorious and he spoke yesterday addressing this and this is another crime

against humanity that they will be held accountable. more than 80 attacks we have seen, drone attacks, missile attacks, artillery attacks according to local military official there, killing at least two people so this is still ongoing and it is grinding on. we heard yesterday from a u.s. military official assessing the situation on the ground this is the u.s. general for europe who warned that the russians imprground forces are larger at this point now than they were at the beginning of the war. this is despite the significant losses that we know that the russian armed forces have sustained and he said the russian armed forces still has plenty of options on the table so this will be a significant concern for ukraine and no nato and ukraine's other international allies but that said, he said the ukrainians are in a good position when it comes to that potential for a counteroffensive and that the u.s. is still keeping that support for the ukrainian armed forces ongoing.

center of angry debate in china. this panda in memphis, tennessee, has become the latest victim in worsening u.s./china tensions. ya ya arrived in america with her playmate lila two decades ago as a emblem of growing bilaterally friendship but now the panda looking skinny with scraggly fur has sparked outrage in china. some accusing the zoo of mistreatment. videos on chinese social media claiming the pandas are being accused quickly went viral against the backdrop of growing anti-american sentntntnt the rumors often fanned by state propaganda. and, meanwhile, chinese social media users are praising these viral videos of this panda in russia claiming videos that the active and playful panda prove russia is taking excellent care

of the chinese bear. state tv saying the pandas are helping the russia/china relationship. chinese and american scientists launched a joint investigation including that ya ya has a genetic fur and skin condition that does not impact her quality of life and has received excellent care. but that message is not getting through. outside the panda exhibit at the beijing zoo i asked people if they have heard of ya ya the panda. this man says, yes. she is abused in america. this man says isn't russia taking good care of pandas? pandas are happy over there, not like in the united states. this man with his granddaughter tells me pandas in russia are very happy. why? russians and chinese are friends, at least russia is not sanctioning china. ya ya will soon settle in this beijing zoo. china has long used hits pandas's a diplomatic tool and
