the world. i'm rosemary church, just ahead on cnn newsroom. hollywood writers are headed to the picket line, thousands set to go on strike, a move that will bring productions to a grinding halt, and sent shockwaves through the industry. a dire warning from america's treasury secretary saying the country only has about a month to pay its bills, or risk an economic catastrophe. plus, a former u.s. marine killed on the front lines of the war in ukraine, fighting in one of the war's bloodiest battles. we will hear from his mother about what compelled him to join the fight. live from cnn center, this is cnn newsroom with rosemary church. >> and we begin with the breaking news from hollywood, where television and film writers are now on strike. a move that will very likely

shut down most tv and film productions in the u.s. for the foreseeable future. the strike was announced hours ago after the rioters killed and studios failed to reach an agreement islands before a midnight deadline. about 11,000 rioters are affected, they say they are contracts need to be reworked in the era of streaming to make up for a loss of income due to a dramatic decrease in residual's from reruns. they also want limits on the use of artificial intelligence, in the industry, at the met gala in new york tonight, show host jimmy fallon said, he stands with his writers. >> there is a strike, yeah, i think we, will i think we will go -- whatever i can do to support the guilt, i'm actually in the writers guild as well. i couldn't do the show without, them and i support -- >> the studios say, they are

hurting as well, and falling stock prices are forcing deep cost cutting and layoffs. the last reuters strike in 2007 lasted 100 days, causing an estimated two billion dollars in economic damage. cnn media critic -- joins me now from los angeles, brian, good to see you. so the latest of the writers guild of america have now called for this strike, hollywood's first in 15 years. they were unable to reach an agreement with tv and film production companies overcompensation in the streaming era, and what happens now, and -- >> viewers won't see a lot that changes in the immediate -- in this immediate span, you will see the late night shows go dark saturday night live will also probably go dark. there is an enormous amount of content, and most content has a long lead time to it.

if the strike drags on for any length of time, then you start to get to a situation where it will start to slow that pipeline of shows. the difference now of, course from 15 years ago being, there is an abundance of choices and streaming services, and available content that viewers may not feel that pinch quite as much as they did then. >> and these studio say, they are hurting, but they do make hundreds of millions of dollars from the content that these rioters provide. so why are they not willing to ensure that the same rioters get a livable wage, protected, jobs and residual's for the content they create. what is the main stumbling block in finding common ground here? >> well, a lot has happened. for starters, we have the pandemic which had a dramatic impact on the industry, which was already undergoing fairly -- changes, but it really depressed the box selfish which

hurt these companies bottom line. we have seen that surge come, back but it has come back slowly. in the meantime, the studios have migrated much of their content to streaming services which for a while were great growth engines for these companies. they are not particularly profitable, because they're spending so much to try and buy those subscribers. plus, you have the added competition of amazon, apple, netflix, these very deep pocketed tech companies that have squeezed into the business. of course, for, them in the entertainment industry is -- television content they produce is just such a small part of their business. but they still want that to be profitable, like any other division of their company. >> and as we mention, the writer strike in 2007 and 2008 lasted about 100 days, and cost billions of dollars while preventing fans from seeing their favorite shows. what will be the likely impact

of this writers strike given there is now so much for streaming content out there that is already available, except for the late night shows you mentioned, our viewers going to feel this anytime soon? could this be more than 100 days the strike perhaps? >> well, i don't think anybody involved is hoping that is the case. but they are pretty dark in, and to answer your earlier question, writers are really going to need to see some band on some of these issues related to rituals, and transparency. one of the things in the streaming age, these companies unlike the networks, the major television networks, they did not provide regular viewership data, and it has been a issue for the rioters as well as for the media that covers these companies. we do not really know exactly how many people are watching

these shows, and for the riders who are accustomed to sharing the success of their show, basically being told here is a flat residual, you are doing fine, trust us. it is not what they want to hear. so, that is a real sticking point on this. i think they're going to push very hard that if they get a successful show, or are involved with a successful show for one of these companies, that they share in that success. >> indeed. and as we were discussing, the studio say they are hurting, clearly the rioters are, or they wouldn't take the sort of action. i would suspect the rioters are hurting a lot more from the studios are. so what is the solution here? or what are the solutions perhaps? >> well, invariably, you find some common ground, and some compromised. the issue is going to be who is going to start hurting first? the rioters have been preparing this for a long time, and in

fact, their last negotiation was in 2020. it happened during the early on set of the pandemic, and so in a way, some of these issues have been festering even longer than since last contract was negotiated. i think they have been gearing up realizing that at some point they have to take a stand. on the flip side, these are enormous companies with tremendous amounts of resources and revenue. but, they are seeing their business change in dramatic ways and they can't tell what is around the corner. so i don't think -- anyone to be in this for the long haul, because anything you lose during the, strike you are never certain you will get it back, all of it back when the strike is over. >> all right, we will see how long this strike lasts. brian, thank you so much for joining, us appreciate it. >> thank you.

>> harsh unyielding rhetoric, and a disturbing new prediction that is the atmosphere in washington at this hour, amid the partisan offer, the racing the nations bordering limit. treasury secretary janet yellen warned monday that if congress does not make a deal, the u.s. could default on its debt as soon as june 1st. that is a full month earlier than previously estimated, and could set of economic calamity worldwide. the two sides are not budging, republicans are insisting president biden negotiate spending cuts along with the debt limit, while democrats say, gop leaders are trying to hold the economy hostage. president biden has just invited congress's top four officials to discuss the standoff on may 9th, but the white house says it is not budging on demanding a clean debt ceiling without conditions. all of this has one top senate

republican warning, times are wasting. cnn's manu raju has been up on capitol hill talking to lawmakers, and has more details on what is holding up the deal, and what is at stake. >> in a stark warning to capitol hill, the treasury secretary janet yellen sending a letter, saying the debt ceiling must be raised immediately, warning that a potential default, the first ever default in u.s. history could occur as early as june 1st if the debt ceiling is not raised. this of course has been an issue the two sides have been squabbling about for the better part of this year. house republicans insist there must be some spending cuts attached to it, given that the data is north of 31 trillion dollars, and they already passed -- a slew of spending cuts, tied the filling up through next march. the senate democrats and white house say, that is an absolute

nonstarter. they say there should be no negotiation of raising the debt ceiling, given the potential calamitous impact of not raising the debt ceiling, saying it must be, raised no conditions whatsoever, but as the position rejected by house republicans in and a sign of how far apart the two sides are, two senators today indicated how they believe it should be resolved. one democratic up for reelection, saying there should not be spending cuts attached. >> what they're saying is they will default on the debt ceiling. >> should you get fundamental gun between the two? >> what is a middle ground? >> a. -- >> i think it is a big mistake. i think it is a big mistake. >> this deal has to be between biden and mccarthy, or their respective teams. it is just, there is no other way that something -- the pressure is mounting and intensifying, and it should. >> that's a can, senator senator -- he is the number two republican

saying -- not going to swoop in at the last-minute, try to cut a deal with democrats, saying that simply will not, work there must be explicit blessing from kevin mccarthy in order to move ahead here, saying without, that just without the 60 votes which is what would be needed in the u.s. in, it may be 51 democrats, at least ten republicans. he said there's no formula in which that would happen with mccarthy's blessing, which is why it is such a grim picture, perhaps the worst scenario of a potential default since 2011. at that point's credit rating was downgraded as washington moved closer and closer to that deadline, ultimately a deal was raised to reach the, detailing what happened here? that is anyone's guess. manu ruch, cnn, capitol hill. >> four days after a shooting in cleveland, texas, left five people dead. the shooting suspect still remains at large. a source in u.s. immigration and customs enforcement tells

>> we are getting new reports of explosions around the sudanese president trump palace in the capital, as rival military factions once again to violate the sixth attempt at a cease-fire. heavy smoke rose north of khartoum on monday, the head of the rapid support forces told a saudi news outlet that ac is no reason to negotiate army leaders. meanwhile, sudan's health ministry says more than 500 people have been killed since the fighting began more than two weeks ago. the sudanese doctors union says, 94 people were killed in a city in west are for. they state health facilities and displaced persons camps were attacked and looted, forcing humanitarian organizations to evacuate. so far, some 73,000 people have left sudan for neighboring countries according to the u.n.

refugee agency, which ones that more than 800,000. the u.s. secretary of state, says the u.s. will keep organizing convoys to get americans out of sudan, for as long as that assistance is needed. the state department says, the u.s. has helped more than 8000 american citizens leave sudan since the start of the violence. the third overland convoy delivered -- on monday, at a navy vessel has been ringing those evacuees across the -- and saudi arabia. cnn's senior african editor stephanie brassard is tracking all of this live from lagos, she joins me now, so what more are you learning about these evacuations, and of course the ongoing fighting across the country? >> yes, good morning, rosemary, and so, the evacuations

gathering across at least four in within cities in northern mexico. officials and advocates say, more than 36,000 migrants are now sleeping in shelters, and on streets. they're waiting for may 11th, when the pandemic era restrictions known as title 42 expires in the u.s.. thousands more migrants are continuing to make their way to border cities. it has prompted the mayor of el paso texas to declare a state of emergency, as the city braces for an influence of migrants. cnn's jeremy diamond is following developments, and has more now from washington. >> well in just over a, week title 42, that pandemic era restriction that allowed u.s. border officials are to rapidly expel migrants into the united states set to expire, and u.s. officials as well as --

are already overcapacity, and in recent, weeks we have seen 7000 -- at the, border and all of that with the expectation that those numbers are going to go up once title 42 expires. now u.s. officials here in washington, they have been preparing for months for the expiration of that pandemic era policy. they are preparing a new asylum rule that they are expected to roll out in the coming week or so, that would bar migrants from traveling through other countries from applying for asylum in the united states. they are also looking at expediting the screening program, and resources to the border, but those additional resources including some in the department security program dedicated to the border, -- alejandro mayorkas says even that won't be enough.

>> while the department is prudently utilizing the limited funding congress has provided to prepare for the post title 42 environment, this notification of repurposing existing funds is only a fraction of what we will ultimately need. we cannot do everything we need to do until congress provides the needed resources, and reforms. we call on congress to provide the resources we need to continue our work. >> what you hear there from the secretary of -- not only call on congress to issue new funding to the department, but to help with a surge of migrants expected at the southern border, and also a call to reform the immigration system, it decades old system officials say make the problem at the border that much worse. but what you are also hearing, and acknowledgment that those few weeks following the expiration of title 42, could potentially seriously strain the u.s. immigration system.

jeremy diamond, cnn, washington. >> joining me now from california, -- is a policy analyst at the migration policy institute. i appreciate you being with us. >> thank you for having me. >> so how bad is at the situation at the u.s. mexico border right now? and how much worse will likely get once title 42 comes to an end? >> the situation at the u.s. mexico border right now is seen between 500, thousand to 800,000 migrants daily across the border. it has put significant restrictions at the different agencies, but also for the community is, u.s. and mexican side. this led to navalny a need for more assistance with -- mud also for manner, and considering plans for policies going forward. specifically, as we approach the may 11th deadline, when title 42 -- could be and, it and more

migrants -- >> now el paso and texas had declared a state of emergency as a result of the minute to title 42, what is your reaction to that response? >> the response of el paso city really exemplifies what we think is likely to continue and other places across the u.s. mexico border. it is really a response to try and repair or -- arriving to the border, and -- federal government but also ngos trying to prepare additional shelter and services that may be needed once title 42 rule and's here in about a week. >> so what exactly should texan cities be doing right now to prepare for the -- of title 42? >> well, they should consider the capacity they, have highlight coordination plans were different states us -- but for example considering coordination to transportation

to their cities, we know this happened before, for example folks in el paso going -- that is one place that can happen, but other symptom of paso should -- other cities not just in texas, they should also work with the mexican city is to try and understand what could be the potential expected increase, and of course the difference layers to try and provide additional resources. not just initially, but continuously, because we know even if the numbers are beginning to change next week, the real progress and assistance is going to happen for at least a month or so. >> and what do you think needs to be done to update immigration laws in this country? so they can better respond to the influx of people at the southern border? >> well clearly, there is significant policy changes that is needed, one that actually started with increasing and providing better assistance for u.s. asylum claims, one that is more fair and transparent about

who can come to the country and seek asylum in which ways. i think the biden administration is beginning to work on that. at the same time, we need to -- retain ngos -- more consistent, and sustainable, not just for the, cities but for the ngos as well. they are really doing at the legwork on the ground. and finally regardless of what happens after may 11th, we are expected to see continuing collaboration's with the region to better address the issues of migration, before they come to the u.s. mexico border, which is really here at the essence in the long term. >> so what do you say to those critics who claim that america can't take in all of these immigrants? it is all fall, there's no room, what do you say to those people? >> well a couple of things. first, just because my -- u.s. mexico border, does not mean they will get to stay in

the country. in fact, the administration's plan, -- comes to an and, more will be expelled when they return to the country is under title eight proceedings to actually place consequences for migrants returning. essentially, the industry to the future. at the same time, one of the things we have to assume in this type of scenario, even when migrants do stay here for a period of months afterwards, many of them will have to follow proceedings, and at some point a majority of them will have to, return because they will have applied for asylum. we also need to work with regional partners to actually set the right incentives, and -- about what u.s. policy has given that hasn't been the case over last few years. >> -- thank you so much for talking, with us appreciate it. >> thank you. >> and now, to new york, where the stars were shining bright for 2023 met gala. this year's event paid tribute to the late designer car lagerfeld, the fundraiser
