what drove him to kill? we are learning new disturbing detail about the texas mall shooter, but do they tell us anything about a motive? anything to explain this? we are live in allen, texas. how to the passengers. president biden just proposed a new rule for airlines. if they cancel a flight for a reason that is avoidable, they are on the hook for any expenses, but what about the bad weather? we will tell you how this works.
12:01 pm
and plus, preparing for the surge. title 42 is going to end this week, and leaders are warning of the chaos that could follow. we will look at what is being done a ed hd of the phone shall influx. we are following these major developing stories and more coming into cnn "news central." devastation once again, and now a desperate search for answers, some answers in texas after 33-year-old gunman attacked innocent people saturday at a mall. he killed eight, wounded at least seven, and today, we are learning more about the perpetrator. he was armed with a ar-15 and carried several magazines is and wore a patch linked to right wing extremism, and now we know that he lasted three months in the army before he was
12:02 pm
terminated due to mental health concerns. cnn's josh campbell goinging to join us from allen, texas. you have new details about two of the victims? >> that is right, jim. this is obviously never gets easy talking about these massacres. we are now learning that two of the victims were young children. they were sisters, and we are talking about a second grader and fourth grader at this mall part of the eight that were gunned down by the shooter as he comes here. a second grader and fourth grader. we see it time and time again. you obviously ask when it is going to end, but two young lives cut short. i want to step aside and show you what the community is doing here. they are coming out here and showing an outpouring of support. we have seen this makeshift remoirl set up, and people bringing the crosses and flowers and community members hugging and bracing each other, and
12:03 pm
leaving behind momentos and this is an all-too familiar site in america as community after community is rocked by gun violence, and this is allen, texas, the latest being left grieving. >> yes, i have seen the memorials too many times and of course, they go away and the pain of the families who lost young children like that, they won't go away, and second and fourth grade, jesus. you broke the news that he did serve a brief time in the military. tell us about that and why he left. >> yeah, so we are learning more about that suspect's past that he was for a brief time in the united states military, and that is according to a law enforcement source confirmed by our colleagues oren liebermann and sasha bertrand that he did serve three months before he was ultimately terminated from the military over the regulation
12:04 pm
they are citing is mental health reasons from a law enforcement source that it was because of mental health issues. the reason that is important because of the suspect's background, every time the shootings happen, there is a question, is there anything the background that could have stopped someone like this from assembling an arsenal of weapon, and we are told by law enforcement that he did that. in massacre, he used an ar-15-style weapon that we have seen used so many time. in the vehicle, he had several magazines is and extra ammunition on his person, and a brave officer who sprung into action and took him down or this would have been so much worse. we have looked at the motive and they have not zeroed in on a motive, but it points the right wing extremism, and two reasons. when he was shot and killed, he had the emblem on his chest that
12:05 pm
we have seen in extremists and protesters around the country as well as social media as well, jim. >> it could have been worse, but with weapon ps like this firing at speeds like that with magazines like this, he can kill a lot of people in a short period of time, and that is familiar as well. josh campbell in allen, texas. s shimon prokupiez has been following this bill that has been to be loosening and not tightening the gun laws. >> this came to be because of the families in uvalde, and the gunman buying his ar-15 there days after he turned 18. the families really just have come together to try and get some sort of safety measure, something done in the name of the family members, the kids that they lost.
12:06 pm
so they have been pushing the house committee members to try and get legislation to the floor that would make it illegal for anyone under 21 to purchase ar-15 rifles in the state of texas. jim, it is an uphill battle, and it does not have the support of the majority of the republicans or the governor. but the family members waited 13 hours to testify before this committee, and finally today in a surprise, and no one was really expecting this, and perhaps the events of over the weekend and this shooting in texas, and maybe this is what finally pushed them to do, this and two republicans actually on the committee voted in favor of this, and so now it has to go to house floor, and again, it is an uphill battle to pass this, but it is going to the calendar and
12:07 pm
so now we will wait to see what the full committee and the full house does in texas. the state senator there, roland gutierrez who has been fighting for this, and he is a state senator for uvalde and he said, finally their voices are being heard and the voices are making a difference, and sod something, a small measure here, but certainly the next steps here are going to be a uphill battle for the families and the legislators. >> thank you, shimon prokupiez. over to you, boris. from the extreme angle of the patch that he was wear, the rwds stands for right wing death squad according to the southern poverty law center which is groups like the proud boys have been wearing on their tactical
12:08 pm
vest. keep in mind, this is coming from a staggering jump in terror-related investigations. the government accountability says that the number of investigations has grown 357% over the last decade. i want to bring in national security expert juliet kayyen and tell us about that insignia. >> well, the fact that he had it means that he is a proponent of that wing. let me explain, because it is complic complicated. the rwds is a death squad, and they are of course violent, and cases or at least reporting of the members of the military being planning events and using rwds being an affiliation of the group, and there is a group to
12:09 pm
go after the dnc of this loosely defined growth and not as strong as the proud boys or the oath kee keepers, but they exist, and so the proud boys and the oath keepers, they embrace this idea of which is called the full rwds which is just violence to kill those who don't believe who they are and now a defunct cyber deposed that adopted the insignia and it is a legacy, and a lot of the talk of the race and ethnicity and in this case, given the shooter, it has ties to latin american and south american dictatorship. they really like the south american dictatorship, and his disappearance of a known
12:10 pm
affiliate. and so this group exists not for political discourse, but to kill. that is why this should be viewed as a politically motivated crime. >> juliette, i wanted to dig into that last part, because so far, cnn "news central" has not used the name, but it is mauricio garcia, and it does not sound like a white supremist. >> right, it is very complicated aspect, because we would assume that everybody is white in some caucasian aspect, but people who ares a span ik and so his pan sick a race and not -- and so hispanic is not a race.
12:11 pm
so this is like podcasters like nick fuentes. and so there can be anti-black racism, and other ways in which they will more identify with the white community against say the african-american community or even other hispanics. so we should not think that because someone has a certain last name, they cannot possibly be a right wing. it is not true. the leadership, the podcasters, and what i call the hate stew, it is not all white in this country. >> juliette kayyem, we have to leave the conversation there, and thank you for sharing the perspective with us. boris, at least eight people are dead and seven more people injured when a suv plowed into people at a busstop. george alvarez is the driver of
12:12 pm
that vehicle, and he is facing eight charges of manslaughter and the crash was caught on video, and we won't show you all of the video, because it is disturbing. you can see at the top of the screen, the suv and how fast it was speeding before it struck the crowd. nick valencia is there in brownsville and you have obtained some more information? >> yes, this video was shot by ceasar who is a venezuelan national. he says that some of the people killed are his friends. he was standing here on the corner when he saw the man driving through the intersection making his way through the bus stop where the men were sitting down on the corner, and plowing directly into them. the video is exclusive to cnn and shows the aftermath of the
12:13 pm
crash, he was trying to flee, but those men there are trying to subdue alvarez and keep him from running away. i heard the brownsville police department say that they were trying to catch him, because alvarez is caught with eight counts of manslaughter and ten counts of aggravated assault. the police have not ruled out whether or not this is intentional and as also whether or not he was impaired or intoxicated and they are saying that it could be a horrible accident, and the car malfunctioned. what is underscoring the anxiety here in the community and leading people to believe it is intentional is that the incident happened days before title 42 is set to expire, and many here in the community who are really worried what this is going to mean to the migration pattern
12:14 pm
coming across the 3w0rder. >> nick valencia, thank you for the story. and now, cnn, is at the border where people are camping out ahead of the expiration of title 42, and the debt ceiling deadline is quickly ap prproach and senators are trying to draw up legislation, but millions of jobs are already at stake. to see homes in your budget. you're staying in school, jacob! realtor.com. to each their home..

and now, it could rise to some 10,000 migrants a day when it is lifted. the republican-led house is to vote on a wide-ranging border package, but the trouble is that there is not enough votes on the other side. priscilla alvarez is live from the white house. what exactly is in the immigration bill? anything in it that might at some point get bipartisan support or largely a political move? >> well, some parts of it may have a bipartisan support, but it is not going to be signed by the white house which has already threatened a veto threat. it has some trump programs like the remain in mexico program like the migrants stay in mexico while they undergo to court hearings, and also, funding for the border wall, and building
12:20 pm
the border barrier and funding for the personnel. the white house has issued a veto threat on this, and while we accept challenges at the border, this is going to make things at the border worse and not better. this is to address the surge when 42 expires. and now we are hearing that lawmakers are making calls to the cities ramping up to the surge. already, the lawmakers are saying that they are seeing the surge going up with more than 400 in custody, these numbers
12:21 pm
are to go up. >> priscilla, what are some of the changes that would make it harder for some folks to get the asylum petitions returned, and to have them returned with mexico house members are proposing, and what the administration is doing? >> that is a criticism of the democrats that they are leaning on trump era policy, and sending nonmexican nationals back to mexico after striking an agreement with that policy in this bill that would codify it, but president biden said he would not sign it. so all of this is showing the politics at the moment on both ends of the aisle. >> yes, in in spite of it, there are some things to move the ball

forward. bria brianna. there is an economic cliff that we do not want to go in if a deal is not reached. and now, the senate is vowing to block the nation's $34.4 trillion debt if the house does not make a deal. and for the majority leader kevin mccarthy's position, they are calling for cuts, but the white house risks. janet yellen is saying that the time is nearing. and so, set the stage with what is at taking this risk?
12:23 pm
>> well, brianna, it is hard to say, because it has never happened before, but the investors are forced to game out the unthinkable. the white house published an analysis of what would happen to the economy under a near default, short default, protracted default. the economy would lose jobs under all three, and protracted default would lose millions of jobs, and the gdp would plunge, and the stock market would be cut in half. and this has treasuries that are often seen as a cornerstone as financial safety. if you take that away, that could really spark some problems
12:24 pm
with consumer confidence. some of the things that could happen that could declare the debt ceiling unconstitutional, but the treasury department would declare that unkons tulgsal. this is what janet yellen had to say this weekend. >> there is no way to protect our financial system that would prevent us from paying our bills. there is not a bill that would prevent the president from is issuing enough money to pay our

debt. this would be a constitutional crisis. >> reporter: so there are four weeks away, and it is not a lot of time to get a deal done. >> not a lot of time, and boris, that is 24 days, and that is not a lot of time at all. >> right. a top republican can in t-- republican in the house is coming up to talk about this. and we will look at some wildfires out of control. hair stylistst and cheerleader. so adding a “student” title might feel overwhelming. what if a school could be there for all of you? career, family, finances and mental health. it's coming along.

12:36 pm
there are about 900 american troops currently stationed in syria there as part of the anti-isis coalition there. and what was confirmed by an israeli defense official, the iranians wanted to ship rifles and ammunition to the proxy forces under the guise of the humanitarian aid that was pouring into syria after the time of the devastating earthquake that left 50,000 people dead in syria and so then the group worked with the quods force to get these weapons in, and this is what was used to stem the forces and in fact, the chairman of the armed chiefs of staff mark milley said that they
12:37 pm
were going to try to push the region into instability by forcing the terrorists into proxy or extreme forces, and so they were trying to use the proxy forces back into syria to sort of house this equipment, and have other strategic forces to get this equipment and weaponry into syria, and it does remain an ongoing concern for the allies and the u.s. >> yes, thank you, natasha ber bertrand at the pentagon. and now, it seem s s that russia is pulling deep into the archives pulling out era world war ii tanks. and this is s all thanks to a bottle of wine.
