viewers joining us here in the united states and all around the world. you are watching cnn newsroom and i'm rosemary church. just ahead, it's victory day in russia. with the kremlin ready to display its military might, even as some regions are scaling back events, due to security concerns over the war in ukraine. a search for answers in allen, texas, as investigators try to piece together a motive for saturday's mass shooting. we're learning new details about how the rampage unfolded. plus, president joe biden will meet with congressional leadership in the coming hours, in hopes of ending the debt ceiling standoff. live from cnn center, this is cnn newsroom, with rosemary church. at this hour, russia is kicking off celebrations for victory day. a national holiday marking the defeat germany in world

war ii. several regions in russia have scaled back events, amid security concerns and a lack of military equipment to display. we are expecting remarks from president vladimir putin and a parade in moscow, where the cram l kremlin will show off its military might. claire sebastian joins us live from london now. tell us what is expected at this year's scaled down victory day in russia, particularly in moscow, where tensions are high right now, aren't they? >> you can see. the live pictures of the parade getting under way, 10:00 a.m. moscow time. on the surface, it looks similar to what we've seen in past years and decades. russia is trying to make things appear normal, despite a rising sense of insecurity and anxiety in the capital. this is red square, just a few meters from where we saw a couple of drones hit the kremlin

less than a week ago. that was one of several incidents. we've seen fuel depots on fire. trains delayed in western russia. there's a sense of anxiety in the country. despite the fact that we're seeing some scaling back of the commemorations today, in regions closer to ukraine, in moscow, they canceled the regiment march, the traditional events where russians carry the placards of their relatives died in world war ii. some are speculating because they don't want to draw attention to losses in the war in cukraine. this is the second victory day since russia launched its unprovoked invasion of ukraine. president putin will speak, close to the start of the commemorations. we can expect to hear him, he'll

offer the traditional commemorations of those that died in world war ii. some 20 million citizens and soldiers. we can hear some rejustification of his invasion in ukraine. >> point has to be made that this is victory day. and we're talking about the end of world war ii. when it comes to the war in ukraine or as russia would prefer to it as the operations there, they're finding that victory se louisive, aren't they? >> yeah. this comes at a difficult moment for russia in ukraine. they are mostly on the defensive, digging in par particularly in the south, on the ukrainian counteroffensive. russia has been picking up what ukrainians describe as the fifth air assault in ukraine alone.

we've seen an uptick on the commemoration. but they have not been able to take that much territory and hold on to it. they had major setbacks. the withdrawal from kherson in november. the loss of the flagship of the black sea fleet. the offensive in hakiv. all of this distributing to difficulty in this war that russia had not expected. this is a moment for russia to show off its military might, even amid the setbacks in ukraine. >> many thanks for that. and more aid is headed to ukraine, ahead of a looming counteroffensive. the u.s. is set to announce a $1.2 billion package as early as today, including drones, ammunition and air defense missiles. the package is geared towards

the country's medium to long-term security needs. that word coming as russia pounds kyiv. russia launched an early attack. but ukraine was able to shoot down drones over the capital. in the past few hours, the ukrainian air force says it intercepted 23 out of 25 cruise missiles, with an official in kyiv saying, 15 were destroyed over the city. cnn's diplomatic editor nic robertson joins us live on this eastern victory day for russia. that hasn't stopped it from attacking the country. bring us up to date on what is happening across ukraine. >> reporter: today is being called europe day, to put ukraine in lock step with the european union, and other european countries. they are celebrating this rather

than what ukraine used to celebrate, victory day. they are calling this europe day. and perhaps no coincidence that the european commissioner president is in kyiv today. so, from the ukrainian perspective, they'll say look, we're celebrating europe day. we're in lockstep with european union. undoubtedly discussions about ukraine's ambition to join the european union as soon as possible. they submitted the papework and trying to do the things that the union wants them to do to achieve that. this is the diplomatic side. and the hard part. not far away in bakhmut, with the victory parade in moscow, both sides watching each other so closely. the russians know that the

ukrainians are about to launch a counteroffensive. they don't know when or where. and from a ukrainiian perspective, they know this day is so important to russia, russia trying to make some last-minute gains. bakhmut would have been one of those places they wanted to do it. a lot at stake on this day. cruise missiles fired monday late. 17 fires from the caspian sea. most coming after a barrage of drones that were shot down before. perhaps, we can look at this at an inflection point in the war. now, both sides would have read each other through this moment. and for ukraine, it is all about how, where, when to move this

forward, to a counteroffensive. >> nic robertson from eastern ukraine. many thanks for that report. israel says it has stopped its air strikes on gaza for now, after targeting what it calls kingpin terrorists in a series of early morning attacks. the israeli government says the trikes were against islamic jihad for what it calls the group's aggression. the hospital administrator in gaza said 13 people were killed, including women and children. islamic jihad claims the attacks killed three of its top leaders and families. israel acknowledges some collateral in the strikes. says its only target was islamic jihad, which it accuses fires 100 rockets towards israel last week.

what are you learning about this? >> i'm in front of an iron dome battery in southern israel. these batteries will be engaged in the coming hours. everyone is bracing for attacks from gaza. these batteries are all over israel. and each has 20 interceptors inside and they are launched by computerized radar to intercept incomieing rockets. it's been quiet so far. but the tension is high and there's a high expectation of action within the coming hours. as we speak, the funerals are under way in gaza, for those that were killed in the strikes overnight. the israeli military and jihad and hamas confirming that three senior commanders for the group, islamic jihad for the brigade who had attempts in the past, and wanted for 20 years, were

killed in the overnight operation. alongside those killed, we are learning of women and children, including four children who were killed in these operations. the hospital in gaza saying 13 people were killed and 20 others were injured. the israeli authorities saying they are looking into collateral damage. all they were targeting is islamic jihad. this was planned after last week, after islamic jihad launched 100 rockets in israel. that was according to a former spokesperson who died after going in more an 86-day hunger strike. there's criticism from the right wing in the current israeli government, that the initial israeli response to the 100 rockets last week was two weeks. no damage was done to the militants or the operations. there's been a different response this morning. not only overnight were the three commanders killed but also israeli military saying they targeted ten other sites.

weapons, manufacturing sites. the big question, rosemary, will be what will be the response, and will hamas get involved. hamas has responded in a statement saying they will pay the price for its crimes. the israeli military force says the focus was islamic jihad. we are expecting some sort of response from them likely after the funerals take place in the next hour. remember last august, there was a similar two-day or three-day conflict between the islamic military and jihad. there is a calculated risk wondering if hamas will get involved. israeli military reservists have been called. israelis who live in this area where i am, close the gaza border are asked to stay near their shelters. there's a state of emergency

>> we have been listening to president putin speaking during the world war ii victory celebration, falsely claiming a real war is being waged against our motherland. i want to bring in claire sebastian about what we just heard from president putin. a lot of misinformation and disinformation in that speech. let's start that the claim of a war being waged on the motherland. >> this didn't seem to be anything new from president putin. this is his justifications for the war in ukraine, among them that russia is under siege, under attack. this rings particular ly true i recent days. it's been less than a week that drones hit the kremlin, close to where he was standing, while making that speech. we've seen attacks near the

russian border. the russian people, as they mark this victory day, the most important day in the calendar, are feeling insecure. there's a heightened sense of anxiety. he was referring to that in his present thes. he mentioned terrorism. this is something that we've seen officials mention in regard to those attacks across the border into russia, that we've seen. and the other parts of the speech that were interesting and not new, he talked about how ukraine is a pawn in western efforts to dominate. how global elites talk about exclusivity. and talking about a multipolar world that russia is striving for. and there was the traditional commemorations of those who were lost in world war ii. but as in many recent years, this was not just about world war ii. this was about bhutan talking about his goals and his aims.

he was proud of the success of the special military operation, as russia calls it, in ukraine. despite the fact we know that russia has not only made not a lot of meaningful progress, but is as we speak, preparing to defend its comgains against a counteroffensive. rosemary? >> as we watch the visuals here from the parade, and we just listened as we pointed out to our viewers, to the speech from russian president vladimir putin, talking about he's trying to insist, tell the people in his country, they're under attack. do most people across russia accept that and that misinformation? >> you know, they live in a climate where there is no free media. russia stifled the last vestiges of the free press, when the war in ukraine started. that was part of the effort to control public opinion around this war. the russian people are not fed a

diet of balanced information about this war. and they are culturally very -- the whole sense of victory day is a huge part of their cultural identity. so, i think many of them will sort of buy that line. others, perhaps, apathetic, not wanting to engage too much with the topic of the war in ukraine. the interesting thing is, the more he penresents the sense of common enemy of russia against the west -- the only leaders who are visiting during this victory day, which was attended by u.s., european leaders, mostly before the annexation of crimea, now, it's from the former soviet union, belarus, tajikistan, they don't have allies left in the

in the coming hours, u.s. president joe biden is set to meet with the top four

congressional leaders to try to resolve the debt ceiling standoff. but the white house reiterates that president biden's stance has not changed and that congress must raise the debt limits without conditions to avoid a catastrophic default. a top official tells cnn there's no plan "b" if congress fails to act. meantime, treasury secretary janet yellen is warning of consequences if the debt ceiling is not raised. >> if congress doesn't raise the debt ceiling, we will not have enough money at that time to be able to pay all of the bills. it's widely agreed this would be a huge hit to the economy. and really economic catastrophe.

>> great to have you with us. >> great to be here. >> we're just hours away from these crucial debt ceiling talks at the white house. only weeks away from america defaulting on its debt, if an agreement can't be reached by june 1st. what do you think will come out of today's talks? and how likely is it that the two sides will strike a deal? >> nobody thought we would get to the point where we are now, for starters. the fact that we are down to the republicans having passed a deal, with all kinds of strings attached that the president feels he can't accept. this would be an unwinding of some of his really signature fiscal stimulus he's put through, issues he cares about deeply. he says he will veto the bill in its current form, which means that we would go to a debt ceiling standoff.

that's a place nobody wants to get to. as you know, there's a lot of research coming out of government, coming out of independent thinktanks. if we went over the debt ceiling, it would plunge us into a recession. this is a continued political standoff between republicans and democrats over an issue that we have been back and forth on for years now. we have republicans wanting tough spending cuts, in exchange for the debt limit. but president biden says he won't accept conditions attached. will he need to cave in to some level of cuts to preventing this country from going into debt and dragging the whole world in what the economic secretary has called a catastrophe. >> yeah. one more thing on that point,

what i'm hearing is a lot of senior officials are called republicans. janet yellen has been calling business leaders and saying you have to put pressure on the other side around this. i find it hard to imagine this president, the most labor friendly president we've had in memory, standing for a bill that cut signature programs that were meant to bolster middle class americans, working people, in favor for tax cuts he believes are largely for the rich. that would be a tough pill for this administration to swallow. that said, it would be political suicide for the democrats to look as if they had let america go over the debt cliff. i think this is brinksmanship up until the end. >> let's look at this.

what is house speaker kevin mccarthy likely to accept in any negotiation on his list of tough spending cuts? and what might president biden expect? what are likely options or scenarios here? >> anything that cuts into the stimulus meant to go directly to maybe labor issues, to working people, to the inflation reduction act, these are going to be hard things for the president to back off on. these are the things he's building policy around. the last two weeks was trying to get europeans onboard. to have an about-face would be problematic. that said, you raise an important point. the democrats will have the accept that debt matters.

some are coming around to the idea that we have to think carefully about this. it's possible that we see spending cuts. it's difficult for me to see where the economies of scale are here. the republicans are going a lot after the signature programs this presidency has been built on. how long will they argue about this, and is it too late if the united states defaults? >> if you look at history, the last few times we've been at this point, things have come down to the wire. this time, the politics are as contentious or more as they've been. i expect this to go to the wire. it will be interesting to see if the personal efforts on the part

in the hours ahead, the jury in the civil rape trial against donald trump is expected to begin deliberations. trump is accused of civil battery and defamation by columnist e. jean carroll. during closing arguments on monday, her attorney told jurors no one is above the law. trump's lawyer urged them not to hold negative feelings about the former president against him. >> reporter: the lawyers squared off in arguments in donald trump's battery and defamation trial. for two hours, the lawyer said he never looked them in the eye and delayed raping her. they played parts of the deposition, saying trump was a witness against himself. they showed the jury the moment trump took carol in a black and
