to get into the u.s. yesterday alone. we are live in washington and in mexico. also should teams undergo training before they get a social media account? a group of psy pushing just that. these stories and more all coming in right here to cnn news central. ♪ ♪ a lot of developing news right before our very eyes. happening now, republican congressman george santos is in federal custody. he is facing a 13-count indictment. the charges include wire fraud, money laundering, theft of public funds and making false statements to the house of representatives. prosecutors allege that santos solicited campaign funds under false pretenses and then they say he used the money for personal expenses. let's get more information about what this indictment includes

and more information as we continue to pore over it and let's get law enforcement correspondent mike morales. mark, tell us what you're finding. >> well, john, we are finally learning the details from this wide-ranging investigation. it's been a long time coming. we know it's been a months' long investigation, and we are finally learning what's in this. as you said, a 13-count indictment, seven for wire fraud, three for money laundering and one for theft of public funds and two more for making false statements and these are all related to funds that were acquired in the 2020 and 2022 campaigns. in one instance he defrauded political supporters. he took thousands of dollars that he said was going to his campaign and really, he was putting it in his pockets and he was using it to buy lavish things for himself, designer clothing, a car. in another instance, he had a job earning over $100,000 and still filing for unemployment.

he earned $24,000 during that period and finally, was there another instance where they have him with lying about the disclosure forms that he made to the house where in some instances he's overstating how much he's earning and in others he's understating. it's months' long of the investigation. we know that many agencies have been involved. in looking into george santos and this is finally where we are today after months of this investigation. >> mark morales, again, outside the courthouse on long island. thank you for your reporting and we'll check back in with you again soon. sara? >> cnn senior justice correspondent evan perez is here with more. evan, there has been a mystery that you've been talking about as to exactly why george santos was misleading his income to the house ethics committee. tell me more about that and now solved, i'm assuming? >> well, you know, i think there's a little bit of a picture here that the justice department paints in this

indictment. there's still more, and by the way, it's clear from the justice department that they're still investigating him. there may be additional charges that could be brought here. keep in mind, these charges relate largely, the campaign finance picture that we see here is only from things that happened in 2022. so we know that they've been examining some of his earlier financial disclosures and that is still in process, but one of the things that emerges is back in 2020 it appears that he is understating what his -- what his income was according to this indictment. he talks about having only bonuses totaling about $55,000 according to this indictment, but then you skip forward to the 2022 campaign, the later campaign and according to this, you know, the justice department says that he essentially

overstated it, at the time part of the congressman's public persona was that he was this rich guy, that -- again, he had constructed this elaborate story of how he had all this income from private wealth. that he was a former investment banker. according to the justice department, what they say here is that, you know, basically he was getting $28,000 from one investment firm that he was working for and no more than $20,000 were in his bank accounts and that was from unemployment fraud, the fact that he had applied for unemployment insurance from the department of labor in the state of new york, but he was actually still working and he was getting a salary. according to the justice department here what santos was doing in the later campaign was trying to overstate how much money he has to fit the persona that he was trying to sell to voters at the time. >> evan, you've been all over this. you, mark morales and gregory broke the story that he is being

charged and now we're seeing the charges, 13 of them, live from washington, d.c. for us, kate? >> so as we follow all of these next steps for congressman george santos i want to bring in jennifer rogers for more on this. you've been looking through this indictment as well, jennifer. what surprises you in here? what sticks out to you here? >> i'm surprised they started four months later with a big financial investigation which doj takes very seriously with crimes. >> why do you think they moved so quickly? that they have evidence or a top priority? >> it is a top priority. we have an elected official who has committed crimes and they have to move swiftly. >> the unemployment benefits and the theft of public fund, we hadn't heard that before and the allegations to congress is a new charge and also the way that they've charged this. this scheme that they're telling

people that they're taking money for this non-profit and he's using it for clothes and thinga violation and they charge it here as a wire fraud. which is fine, you can charge it any way it fits and it is a more serious offense that way and it will carry a higher offense and that shows again how serious doj is about elected officials. >> the fact that there are 13 counts here, the number and the range of what has been put out here and there could be more charges and that is how these things always start. what do you think about that scope? >> the number is not so significant because every transaction -- >> it's going to be one. >> it will be one. four categories of crimes demonstrates that there's a lot in this indictment. >> the way the justice department put it, if convicted of charges, santos faces 20 years in prison for the top counts. what do you make of that?

what kind of exposure does he have when you look at these four categories in terms of penalties and punishments? >> both the money laundering and the wire fraud which will carry the big hit here, the sentence ultimately will be based on the amount of the fraud. so there's a sliding scale with the sentencing grade lines. the more money he stole, he defrauded the more time, and '20 we should not get too attached to, and i would be thinking for this amount, just spitballing here, i don't know. two to six years, maybe. >> the investigation moved rapidly. you've noted that. what does this mean in terms of how fast the process moves now, how quickly this will go to trial, what this means and we know he's in custody right now, and talk to me about how quickly the process will move from here. >> santos will be arraigned today and the case will be wheeled out to a judge who will handle it from here on out and the judge will set a trial date

at the first appearance or he or she may want and that's judge dependent. i would think in a case like this at this level of complexity, he would see trial for a year and set it eight to ten months away. it will move fairly quickly. >> what does this mean for him politically? what does this mean for his seat? we have a long list -- i would say one is a long list of members of congress who have been convicted of crimes and who have tried, at least, to stay in their seat. he was just accused, indicted and charged with a crime. what does this mean for him? >> he doesn't have to resign and they don't have to expel him, but they very well might based on this. if he is expelled and resigns kathy hochul will set a special election to put someone in that seat and we'll have to see what happens with that, but he's been very bold about not stepping down. so he may continue to fight. >> how does it play also just

the possibility of santos resigning. do you think that could play a role in prosecutors' approach here? >> it could. prosecutors can say to him, listen, if you want to take a plea maybe we drop some counts, doj doesn't want criminals in elected office. it's perfectly legitimate for them to say let's make a deal and we drop a little bit and you resign. >> let's see what happens next. thank you, jennifer. >> a murder twist in utah, a woman who wrote a children's book about grief after her husband died is now charged with murder, accused of killing him. the white house bracing for what it calls chaos at the southern border. the unprecedented measures the administration now says it is preparing to take. and then the mother facing charges after her son shot his first grade teacher in virginia is speaking out for the first time.

influx, title 42 is set to expire at 11:59 p.m. eastern tomorrow. u.s. officials have used it to expel migrants more than 2.8 million times since it was implemented in 2020. cnn's priscilla alvarez is at the white house and david culver joins us from ciudad juarez, mexico. priscilla, i want to begin with you. what are the new, unprecedented rules that will be put in place at the white house? >> sara, this is a major test for president biden's border policies and it is coming into sharp focus with the numbers you listed there. a source telling me that yesterday they had more than 10,000 encounters. they also have 20,000 migrants in custody straining capacity and resources along the u.s. southern border and that has prompted senior administration officials to put in place unprecedented measures to try to manage the flow. what does that look like? a new asylum rule that would largely bar migrants who have transited other countries from

seeking asylum in the united states if they did not first seek refuge in one of those countries. that, by the way, has echoes of a trump policy and lawmakers and then two, they plan to push back certain non-mexican nationals to mexico if they do not qualify for asylum, but of course, beyond policies, this is also a logistical challenge. administration officials have told reporters that they are going to set up two cbp facilities as well as send troops along the border to provide additional resources, but sara, even with all of these preparations in place, president biden himself says it remains to be seen how effective they are and they can reshape asylum policy and the way the u.s.-mexico border is managed and all of that will come to a head in just the next 48 hours. >> priscilla, stay with us for a second. i want to go to you, david culver. you are on the mexican side of the southern border there.

i want to ask you, oftentimes you hear these things and we get the information and the migrants get the information pretty quickly or they hear rumors. what are you hearing? what are you seeing there? >> a lot of the information coming through here, sara, but also misinformation, to your point. yeah, the rumors that are going around. we are closer to the city center right now so we're a bit farther from where most of them are congregating along the border, but i want to show you these images that we captured late last night and it was with the spurt of mobilization when we got word and we headed to the border wall really what is on ciudad juarez side on u.s. soil and it's just over the rio grande. that's u.s. troops in particular. texas national guard from what we can see along with the u.s. army unraveling more barbed wire and it looked like some sort of mobilization that would indicate one of two things and they would remove those migrants, hundreds

who are camped out just on that one small portion and bring them back to mexico or some of the migrants thought perhaps this would be a chance to be processed and it would be ginn. we can show you the images of the migrants and they were praying at times and trying to stay hopeful and energetic and keep the moods lifted and they've seen the realities of these going different ways and we've seen that, too, in november and december where those mobilizations would force them back to mexico. this is one of the many encampments with thousands of migrants in this city and in the city center. this one has several hundred and you can see the tents lined up all along this sidewalk and on this side, this is rather important because to your point of people in communication with folks on the other side of the border. you can see some folks including these two women who are on a cell phone and this guy, too, if you look more to your right and

then a woman over. what they're doing is they're trying to log on to the cbp1 app as priscilla said, it is one of the things that they were trying to put in place to facilitate a flow of migrants, legally and this is one of the ways they're hoping to do that. the frustration that we're seeing here and this is every single morning, it seems. they get on at this hour to log on to hear their case heard and time and time again because of the limited number of appointments they're disappoints and a woman said she almost had a confirmation and it didn't go through. they're trying to get over legally, but they're realizing it is becoming challenging. >> you see the desperation. >> thank you for the illustrative look with what's happening on the other side of the boarder in mexico. david, thank you to you, and priscilla alvarez. the man convicted of killing

>> e. jean carroll makes an important point there, kate, even though dozens of women have accused former president trump of sexual misconduct, this is the first time such a claim has been affirmed by a jury. yesterday the jury found trump liable for sexual abuse and defamation of e. jean carroll awarding her roughly $5 million. they did not find that he raped carroll, but sexual abuse is still sexual assault, that is still a battery, so this is a complete victory for e. jean carroll. under the law, the difference finding that he raped her versus that he sexually abused her has to do with the nuance and the definition of the type of non-consensual sexual contact. the former president's lawyers who did not put up any defense, they have vowed to appeal this verdict and kate, they are making their argument in the court of public opinion. yesterday we saw former president trump calls this politically bias saying he can't

scrutiny and his supporters tried to attack her and this verdict and that is where the arguments will lie in the court of public opinion. while they will appeal this it is unlikely that they'll prevail in a court of law. >> paula reed, thank you so much. john? >> as is frequently noted, trump faces other legal issues, as well. he pleaded not guilty payments to the hush money made from stormy daniels and that includes counts with the intent to conceal illegal conduct. he is seeking to move this case out of new york city and into federal court. there is a special counsel investigation into his handling of classified documents. there are signs that investigation are looking into possible obstruction of justice. the same special counsel is investigating trump's, forts to overturn the results of the 2020 election and then there is georgia. for months, a special grand jury there investigated possible interference by trump with the

election results in that state and conspiracy and racketeering charges there, and they have indicated a decision whether to charge could come as july. sara? >> later this month, a texas judge expected toent sentence daniel perry, a prot esther as a rally. perry's attorneys are asking him to be sentenced for ten years and prosecutors are seeking 25 years in prison. he shot and killed 28-year-old garrett foster at a racial justice protest in austin in 2022. cnn's lucy cavanaugh is now with us on the story. yesterday we heard from several witnesses including foster's fiance. what are we expected to hear about this? >> sara, the sentencing hearing kicks off in 30 minutes when the judge is expected to decide just

how many years daniel perry will spend behind bars after murdering garrett foster at the black lives party in austin in 2020. perry who was stationed in fort hood in 2020 and had a side hustle as an uber driver and they say he initiated this encounter and he turned the car to the protest where he then shot foster. prosecutors cited perry's numerous racist social media posts in which he advocated for violence which makes the case that he is a danger to the community and should have a more strict sentencing. take a listen. >> this man is a loaded gun ready to go off on any perceived threat that he thinks he has to address in his black and white world and his us versus them mentality, and he's going to do it again. when we looked at his social media, he had issues with

>> absolutely, and listen, this all started when the medical examiner found a huge amount of fentanyl in eric richins system, five times the legal dose, and we know that kouri richins his wife had the night before he died served him a cocktail, a moscow mule. that toxicology led to a warrant for electronics and to kouri richins phone and in that phone they found contact between her and a known drug dealer dating back to late '21 and early '22. in february she asked for more, the michael jackson stuff for fentanyl and then a third contact, a third delivery of drugs apparently in late february. this all according to authorities in court documents and late february and a few days later her husband eric died of this fentanyl overdose and then

she wrote this book "are you with me." she said she wrote it with her kids, her three boys all 3 and under and she was out promoting it. take a listen. >> my husband passed away unexpectedly last year. march 4th was a one-year anniversary for us, and he was 39. it completely took us all by shock. >> so she dedicated that book, i will read it. it says dedicated to my amazing husband and a wonderful father. she, of course, is now accused of killing that amazing husband and wonderful father and then inflicts the grief on her children. she is due in court next may 19th. that's next friday for a detention hearing.

looking into this for us. jacqueline, what kind of training are they talking about? >> well, kate, the apa says teens should be trained to understand how their data can be used and stored on-line. they understand how misinformation can spread on social media and how social media can impact their mental health. these recommendations do not provide a tomorrowal curriculum, but they do offer a guide as to what teens should know about their social media use and this recommendation, kate, for training is just one out of a list of ten recommendations from the apa. some of the other recommendations say that parents of 10 to 14-year-olds should monitor their social media use and it stresses that social media should not impact a child's sleep schedule or how much exercise, physical activity that they get. again, kate, it seems like the apa is putting out this guidance for parents, teachers, practitioners on social media

news division came as a larger round of cost-cutting at its owner paramount global. it announced tuesday that it was slashed 25% of its u.s. workforce. cnn's oliver darcy is here now. mtv news was a pop culture juggernaut and we loved it in the '90s and early 2000s. >> it's the end of an era, sara and it comes as mtv has not played the crucial role in young people's lives. i remember i used to gather around mtv after school and watched all of the programming including america tv news. that's not the case it was for young people these days and it's not the cultural force it was decades ago and you see mtv news being scaled down significantly in recent years and this is the final nail in the coffin and it comes as other news organizations are struggling in this environment. we saw this month or the past month buzz feed news shut down.
