case. joran van der sloot is being extradited to the united states. all of this now on cnn news central. the end of title 42 ends just before midnight which is going to allow the border officials to send migrants back across the border. it is what the border patrol has been waiting after they have been apprehending migrants each day. the border patrol says they are waiting to go to dallas, houston, new york and miami, and nick valencia is in brownsville, texas, for us this morning. what are you seeing for us on the streets. >> sara, it is a lot.

a lot to be surrounded by this hopelessness, and these migrants who have been crossing seemingly optimistic that they will be waiting for a better future after they will cross. these are mostly venezuelan nationals who we have been encountering. this is a 19-year-old who have been separating from his brother and father and mother. how many days have you been here? he arrived yesterday. and you were separated from your family? [ speaking non-english ] he said, yes, when they arrive ed yesterday they were separate. your brother, yes, sorry?

yesterday, and the numbers do support that. and so, the mayor is telling me that they are going to look for an influx here, and what the plan is, sara, if the plan is going to work. >> and talking to the venezuelans, the country is in a horrible humanitarian crisis, and we are seeing that. >> and you know, each person is a person, a person like the one that nick valencia is speaking to, and so now, the numbers crossing borders have been growing since the pandemic and u.s. borders and custom protections have been landing the encounters there in the bord,bord borders, and that means that they have been apprehended in title 42 and not expelled under

48. and so by 2021, the encounters tripled to more than 7 million. by the end of 2022 more than 3 million encounters occurred. this is last year as for 2023, it is only may, and it is nearly 2021's total encounters. the border officials say they have encountered already 20 million, and now over 20,000 encounters each day. these are asylum seekers each day. and now, over 10,000 children without a parent each day. and now, as the biden administration is second additional manpower to the border, they are sending more

measures to track those released into the united states, and one part of it is allowing some to wear gps ankle monitors. and priscilla, we are counting down to midnight when things will be changing, and the white house has been counting down for years, including implementing some of the new policies. so what is going to happen? >> well, john, when we say that things are going to change, they are going to go back to what they were for decades. title 42 is the unique circumstance because of the pandemic, but as you have mentioned, the white house officials knew it was going to come to an end at some point with the covid emergency coming to an ending and now to manage the flow of migrants crossing. migrant families are a vulnerable population and one that the administration has been keenly aware of for some time out, and what they are ruling out if they are released from custody, they will be tracked by

an ankle monitor, and that is the head of the household and put under a home curfew. there was a pilot run to this effect where the curfew was dusk to dawn, and the customs patrol has not released the details, but it is a way to track them after they have been vetted and screened, but this is at a tempt to screen them as they make the asylum screening to make them part of the deportation process, and make it harder to cross the border, and one way to manage the challenge that even president biden has admitted that it may be chaotic. >> priscilla alvarez, nobody has done more report on this than you have. keep us posted.

thank you. and now, let's talk about all of this and what it means for el paso in this moment and going forward. i saw that the mayor of el paso said that he estimates between 5 to 10,000 people just across the border in ciudad juarez, and with that in mine, what are you expecting to see happen after midnight tonight when title 42 lifts? >> thank you for having me here, and it is good to be here. one of the things that has happened that el paso can be proud of is that we started to preparing early. we have been working with the customs border patrol, and that i will close a couple of lanes on the bridges that are going to be walkover bridge. we have opened up two schools as shelter for family, and for those who are coming with children. at the end of this, sometimes horrific travel up to the border, they will then have a place that is safe. one of the schools, the red cross is helping with, and we are getting a third-party vendor

to help. but we will have a situation is that the hardest time it takes to process the paperwork for people to get them into the system. that a concern. >> absolutely. you told my producers mr. kennedy, what you are hearing from the migrants is that they are getting a lot of misinformation about this situation, about lifting title 42, and what are they telling you and where is this misinformation coming from? >> it is hard to track, because it is word of mouth. and people are showing up, and saying is, well, we were told by the people that drove us up here that we would have automatic citizenship, and that is not the case. title 8 is in shape after 42 is gone. there is paperworked and they were shocked. we have countered that here with border patrol and the city here

handing out information saying, that you have to rej gisterregi then register so you are not expelled from the country where there is a five-year wait where you come back legally, and we are trying to clear it up, and in my personal opinion, it is people trying to make money off of the horrible conditions in south and central america, and if i tell them this, they will pay me their life savings to get to the border, and that is something that we have to do to tell people what the real story is, because information is powerful. >> it absolutely is. president biden said that it is going to be chaotic for a while is how he put it, and the homeland security secretary said that the initial surge is going to work and i kept thinking what

does in between time look like for a place like el paso? >> one of the things that i will say is that we have some troops who have come to the border, and they are going to be taking the administrative roles to free up the cbp to take up the processing paperwork, and so that is going to help. we have started people to understand so they are in the system and ready, and we will have to see what the surge is when we hit tonight. but i think that as prepared as we are, and people see that there is processing going down, we have a whole lot less problems, and what is happening in downtown el paso, we are processing people, and going back with information, we are realizing that they are processing people, and there is a system going on, and this is
