good morning. a good one. good weekend. how was yours? >> it was. happy mother's day? >> i slept, my kids made me breakfast. it was a beautiful day. i hope you had a great weekend. let's get started with five things to know this monday, may 15th. president zelenskyy is in the uk this morning meeting with the british prime minister. the visit is the latest a series of high stakes meet agz cross europe. russia experience az string of battleground setbacks. >> also, illegal border crossings dropping by 50% in the days after that immigration policy known as title 42 was lifted. that is according to the homeland security secretary alejandro mayorkas. he warns it's too early to know if the surge peaked. president biden is supposed to hold another round of debt ceiling talks tomorrow with kevin mccarthy and the other congressional leaders. yesterday, the president sounded

opt m optimistic. ron desantis headlining big political events in iowa this weekend. the florida governor making a last-minute pit stop in des moines trolling president trump who canceled a rally because of bad weather. >> and jayson tatum setting a record for the most points scored in a postgame. he helped the celtics move on to the eastern conference finals. >> we should stop while we're ahead. i'm right. they tell me. president zelenskyy is meeting today with british prime minister from the united kingdom. he announced a new package of support for ukraine's military. that includes hundreds of air defense missiles ahead of the highly anticipated spring offensive. he also promised to start training ukrainian fighter pilots this summer. that is key. he has said fighter jets are on the table. he has not yet taken that step. president zelenskyy has been touring nato countries looking to bolster support for ukraine. he traveled over the weekend to meet the chancellor of germany. also president macron in france and italy's president. also pope francis while he was there at the vat kican. on top of this, "the washington post" reported that classified documents leaks

reveal that president zelenskyy, the believes, is plotting an attack inside of russia. the officials are not aware of him using u.s. provided weapons to attack russia. sam, good morning. what is key here? obviously, it is key to get that british training of ukrainian fighter pilots. but what else comes out of this meeting today? >> well, it comes towards the end of, we didn't know he was actually going to even attend this meeting in london. we thought there was -- it was european tour that president zelenskyy. we've been in rome, berlin, and then in paris and now in london. all three places he's managed to secure full support of very key important powerful european nations. in the case of germany, $3 billion almost of military aid. in the case of the united kingdom, yet another pledge. this time among other things for

anti-aircraft missiles and very important fighter jet training program. now, the brits have said that the ukrainians actually backed away from asking the british for typhoon. but they have added their voice to president zelenskyy's in saying that they would like to see the world that the allies supporting ukraine give ukraine f-16s. that has not yet happened. but what this does do is cement support hindu crane in a very material sense ahead of this anticipated summer offensive. >> it's very unlikely that ukrainians would exploit it. they have driven the russians to the north and south promoting

the organization to say that they're fearful they may get encircled by ukrainian troops. they've been able to exploit friction between wagner and the regular russian arms forces, a lack of coordination. and part of -- i think this is significant in the wider, psychological campaign -- president zelenskyy's trip to europe is part of which is saying to the ordinary russian soldier, you may not live to see the end of this year. we've got a lot of gear. we've got a lot of initiative. we've got a lot of intelligence. we can reach out now behind your lines with things like storm shadow from the united kingdom with our own ukrainian built cruise misthsiles that you're seeing in action. we can get behind you and start knocking off your logistic support. trying to break the will of the russian soldier is the objective at this moment. >> fascinating. sam kiley reporting from eastern ukraine. thank you for that. >> also this morning. we're keeping a very close eye as our officials in washington

on the presidential election happening in turkey. it could have major implications for the military alliance known as nato. at this moment, it does look like the race is going to be headed to a runoff after the long time president failed to get a least 50% of the vote. he's been in power for 20 years. he's now fighting for his political survival against the opposition leader. turkey is a key nato ally of the united states. he has raised eyebrows in the west as they have maintained very warm ties with russia even despite that brutal invasion of ukraine. he continued to block sweden from joining nato which is major employee to president vladimir putin. this is a nail biter. i know we're still waiting on the official results. but this would have major applications beyond just turkey, of course. >> absolutely.

turkey and beyond. this is a country that played major role in many different conflicts and crisis around the world. of course major nato ally and u.s. ally seen as an unpredictable one under the leadership of pred erdogan. but what we understand is vote counting is continuing. they're continuing to count ballots with more than 99% of vote counted so far. neither of the candidates president erdogan or the opposition managed to get that 50 plus 1% threshold need ford wayne. president ergodan at a 49.40% and the opposition 49.46%. this is looking like it is headed towards a runoff in two weeks time on the 28th of may. we heard from both candidates

yesterday speaking, addressing supporters, saying if this is the will of the turkish people, they accept going to a second round. but really, caitlyn, this is a real blow for the turkish opposition for the first time they have come together in a united front. they have managed to put their differences aside. and this really diverse coalition. and they nominated one candidate. they were hoping that this would be enough to unseat president ergodan. they were promising the people of turkey change. they were promising people that they are going to take this country back on the path to real democracy. and so, right now, you have president ergodan who defied expectations, no victory right now. but this is certainly a win for the turkish president who's ratings have suffered in recent months and years. whether it is because of the

state of the economy in his country that is blamed people blame him here because of his unorthodox economic policies for the country's economic and currency crisis. then you also have the handling of the devastating earthquake and the lack of preparedness. people are wondering how that is going to impact him. at this point, it does seem that president erdogan and if this is going to be a runoff on the 28th of may as expected. >> he's been in power for 20 years. we'll see what the results look like as they continue to count. thank you very much. this overnight. a bus load of migrants were dropped of it owe official home of vice president kamala harris. texas governor greg abbott sent that bus to the naval observatory, something we've seen before.

this came after title 42, that covid immigration policy expired. some were expecting a surge -- many people were expecting a surge of migrants over the weekend. here is president biden on sunday. >> how do you think things are going at the border, sir? >> much better than you all expected. >> in fact, homeland security director alejandro mayorkas says border cross sogings so far hav been cut in half compared to earlier in the week. >> the numbers that we have experienced over the past two days are markedly down over what they were prior to the end of title 42. we have communicated very clearly a vitally important message to the individuals who are thinking of arriving at aou southern border. there is a lawful, safe, and ordererly way to arrive in the united states that is through the pathways that president biden has expanded in an

unprecedented way. then there is a consequence if one does not use the lawful pathways. >> secretary alejandro mayorkas says it is too early to tell if crossings have peaked so far. we're live in el paso, texas. i will say, republican congressman tony gonzalez represents some 60% of el paso county. he disagrees with that assessment. this is what the administration is saying in terms of numbers. but it's been a few days. >> right. this expecting surge was expected by federal officials. but according to alejandro mayorkas, that did not happen, especially when you compare the numbers here over the week. he told our colleague that the average daily rate of encounters is about 9,000 to 10,000 leading up to the expiration of title 42 but then quickly following that, that number dropping down to 6300. not to mention saturday dropping

again to 4200. so, the results is about a 50% decrease in border apprehensions. this means that there is still overcrowding issues and the dhs process tag silts. all you have to do is look behind me to see many of the shelters, especially here in el paso are still dealing with numbers that are either at or exceeding capacity. so, the result is some of the folks which i should mention are just a few dozen immediately outside of one of the shelters. but they're having to sleep on the sidewalk here. the hope for them is that they will actually be able to continue with their journey north. so, that really is some important context here. is that 50% decrease in the number of people that are being put into the system for processing and then processed under title 8. that number decreased. that is now allowing not just local officials but certainly federal officials an opportunity to get their head back above

water. we saw over the weekend, they recently filed federal court documents. we could potentially see that number of apprehensions go back up, potentially, up to 14,000 coming days or weeks. but i can tell you after covering this all weekend here, immediately following the title 42 expiration, poppy, you don't see any sign of that. >> can you talk about what you saw when you visited a shelter this weekend? just to be clear, is that different than these government-run detention facilities? >> these are centers that offer respite to these people that are basically released from dhs facilities. they're asylum seekers caught in a limbo here. so we had an opportunity to speak to them in terms of what is next for them. one woman in particular, 38 years old, her name is connie, left recently with her three daughters. she was processed and released immediately before title 42. but her concern is that her adult age daughters are still being held in detention. she's basically just waiting

here in el paso. it was a very bitter mother' day for her. she was waiting for word on when she could potentially see her two daughters ages 18 and 20 years old. the but what you keep hearing again as we send things about a being to you is the number of asylum seekers arriving in american cities. that is one that is one that is going to continue to rise. they expect to go to denver, los angeles, and certainly new york city where we've seen the buses arrive several hundred a day. i mean people, of course. >> we have to remember. every single one of the numbers is a human, family, story and caught in the cross hairs of all of this. thank you for your great reporting in el paso. >> also this morning, president biden set to meet with top lawmakers at the white house soon. that is just 16 days before the u.s. could default on the $31 trillion in debt. we're going to get the latest on the negotiations. what a default would mean for you and your family next. and florida governor ron

avoid default. the white house and treasury department says the talks on the staff level are constructed and serious. they believe that congress will move to prevent a default. but they have acknowledged there have been discussions when it could it comes to budget measures. some items include permitting reform as well as trying to claw back some unspent covid relief funds. president biden is waiting for further proposals when it comes to works requirements for some government aid programs. the president did indicate that work requirements for medicaid is a much tougher sell for him to buy into. now the staff level negotiations are expected to continue throughout the day as they're heading into this showdown between president biden and house speaker kevin mccarthy, potentially here at the white house tomorrow. the president saying that is the

likely date for the next meeting. >> okay. we're waiting to see what this is going to look like. it comes as president biden is set to leave the country. he has that international trip he's going on. we're expecting to hear an update from the treasury secretary janet yellen on what that date is. when is the date that the u.s. runs out of money? what are we looking at? >> that date is outlined so far is potentially as early as june 1st. over the weekend, the president said they have not yet reached the crunch point. if you take a look at the calendar, they're facing very real time constraints. house speaker kevin mccarthy has said that he thinks that there needs to be a deal in principle by early this week. the white house has yet to commit to that time line. the president has an incredibly busy week scheduled. he is set to depart on wednesday for the g-7 summit in japan. if a deal is reached, we know how slowly things can move through congress up on capitol hill. so, this is something that really could go down to the wire. >> we'll be watching it closely.

thank you. now to what is at stake for you, right? millions of americans if congress and the white house can't reach a deal. our chief business anchor and correspondent christine romans with us now. me please, please help boil this down for everyone at home. folks are saying that's when lawmakers will move to some agreement when their constituents start calling. >> right. mad, saying, hey, my 401(k) was cut in half. small business owners are in a position where they can't make payroll, especially if you're down stream from federal contractors who may not be able to pay all of the bills. so this is incredibly critical. on the point of the small business owners, they're already starting to change their behavior. they're starting to put money away for payroll in case there is some big drama this summer. if you're putting money away for payroll that, means you're not spending it on other things, you're not making other investments. so already, we talk about that x date. already this is having an effect in the economy.

think of it also this way. if we have -- if the government has 80 secents for every dollar obligation, they're not paying veterans benefits. they're not paying social security and give you an iou. maybe medicare won't get completely funded. that will take the stock market and cause a likely recession. you see big job loss. even messing around with the debt limit and going over it, we've already gone past it. but going past this x date and defaulting is 10% of the american economy. if there is not enough money to pay every dollar that comes in, it would just stop. we don't have a lot of time here. we do not have a lot of time. that is calendar you heard talking about. i'm already talking to small buzz owners saying they're making changes and pulling back. they want to be able to pay workers this summer. we know that the effects are being felt. they had since january 19th to figure this out. >> even before we get to that date. >> right. >> sort of amazing to see big banks like j.p. morgan setting up war rooms, essentially, to

roy cooper vetoed a gop backed fwh backed bill that would ban most abortions after 12 weeks. one state lawmaker switched

parties and gave them a super majority. the governor is a democrat. cooper, says he does still believe a vote could go his way and he is urging voters to put pressure on republican lawmakers. >> it's just one republican in either the house or the senate keeps a campaign promise to protect women's reproductive health, we can stop this ban if the override does succeed, the ban will go into infect july -- effect july 1st. >> the supreme court holds down dozens of rulings that get a lot of media attention. there is say big part of the supreme court's work that is no less important but it is really hidden in plain sight. the shadow docket. it is a term coined in 2015 and refers to thousands of unsigned, unexplained orders every year. according to a new book, the orders are shaping the policies that affect millions of you.

we read that for the past six years, new conservative is using the shadow docket. there was a decision allowing a texas abortion ban to go into infect. much also a decision allowing a trump administration ruling that made it harder for immigrants to gain green cards. he argues in the book that the court regularly using and abusing in his view the shadow docket is a significant departure from historical norms and should trouble even those who like the results. i'm happy to be joined this morning in studio by the university of texas law professor, cnn contributor and author of a fascinating new book. >> great to be with you. >> this is part of what you write. the rise of the shadow docket doing long term institution am harm to the courts and as such the country. you say it could be disastrous. not everyone agrees with you. why should americans of all political stripes care? >> yeah. i think, poppy, the reason why

we tend to follow the supreme court and give the supreme so much authority over so many facets of our lives is because we expect the justices to act in a judicial manner. that means we expect them to give us principled reasons for the decision making. we're not all going to agree with the principles. but hopefully we'll agree that they're principles. and what we're seeing on the shadow docket is unsigned, unexplained orders that are affecting everything from abortion access, immigration, covid restrictions, even the osha vaccination update. i think it's how the supreme court is affecting us without telling us. >> let's take the abortion pill. that's one of the most recent prominent ones. they want to revoke access on a nationwide basis. the supreme court puts that ruling on hold. i think a lot of folks, i'm one of them, i think that's a good thing. we don't know what was the flaw. we don't know what the rules are

this morning ja morant is being investigated. the team suspended him from all team activities over the weekend for another incident involving a gun on social media. the instagram live video that happened over the weekend appears to show morant flashing a gun while inside a vehicle. cnn reached out to his representative and the grizzlies and the nba for comment on all this, i should note. of course, it wasn't that long ago, just back in march, that the nba suspended him for eight games after another incident online when he was holding a gun at a strip club near denver. joining us from atlanta this morning, cnn's sports anchor coy wire. of course, when i saw this on saturday, i was like, didn't this just happen? didn't he just have to talk publicly about, you know, the risk here's.

millionaire bag inflators because of a dangerous defect that can cause ruptures. the company that makes them is refusing to do this recall. arc automotive says the agencies do not support a large scale recall. this is rare. obviously rare and it affects the safety and lives potentially of millions of folks. >> millions of people. there have been nine instances that they point to in the report, seven in the u.s., one causing a death. 67 millionaire bag inflator recalls would be huge. that is a massive recall. it stems around just what it sounds. this inflater within the air bag. what the safety administration is saying is that at times when the incidence basically the inflator -- caused metal pieces to explode from the air bag. lacerating the air bag and causing injury to the person. the company is saying that this recall is simply not needed. they're saying they have done a lot of testing on it including

testing with the safety agency itself over 1,000 tests that they never seen this kind of problem before. this really impacts about 18 years though of manufacturing products of this air bag. that is a large portion of time this could impact. in terms of what manufacturers could be impacted, the safety administration not saying. however, some car manufacturers are doing voluntary recalls. general motors is recalling 1 million vehicles. i want to give people what the vehicles r the buick enclave, chevrolet traverse, gmc acadia. the if you purchased those vehicles from 2014 to 2017, they'll be impacted. if you want to get the air bag fixed withen that vehicle, take it to the dealer and they can make the changes. but, you know, this is going to be -- this is going to be a fight. essentially the company saying we don't see a problem here. the safety administration saying, we have seen it firsthand. >> is this up for discussion? if they say this is what we've
