hiroshima. on the agenda, counters china, of course, aiding ukraine and reassuring allies that the u.s. will not default on its debt. the last bit depends on talks in washington. today, with two weeks to go, lawmakers from both parties are indicating that there's been progress. new cnn's markc stewart is live from japan. this is when his role as president is really on full display. >> reporter: very significant. not only is the president having to answer to the american people and answer questions from americans, he's also having to respond to world leaders on the global stage. i think many people have a hard time wondering why the debt ceiling impacts the world stage.

it really could create a financial tsunami to wrap around the entire world and put many g7 nations into recessions of their own, essentially creating a global recession. that's why it's such a concern. as far as where the president will go from here, he obviously is dealing with washington, but here he's dealing with all the g7 leaders -- italy, great britain, germany -- all nations that have struggles of their own. when everyone meetings, it will be interesting to see what questions the president will face. as we have been reporting, the president is expected to face unexpected agenda items about the risk the world now faces. >> yes, you are up very early, but amazingly not looking

bleary-eyed. is there any sense that the united states has taken a hit? >> all of the g7 nations historically have had some hiccups, if you will, in leadership, in political decision making. the australian prime minister put it best. he understands why the president canceled the second part of the trip, almost expressing empathy, but it does take the focus away from some very important tasks. as you mentioned, the war in ukraine, how will that be handled? and then, of course, china. all these nations want to agree on a position statement, but this is a distraction. i think the white house certainly hopes that once these conversations happen on debt ceiling, a broad of conversation to g7-specific issues will take place, but we'll see. >> we will.

default, or not really? >> reporter: not really, jim. i jamie dimon has talked about his bank has a war room set up to try to game out what they can do, but the reality is the consequences are so great that the damage would be so vast there's really no escapes it. the white house has projected more than -- the stock market would be cut in half. it's pretty hard to avoid those kinds of consequences and the repercussions here. the good news is we are hearing more positive signals from officials in washington. president biden today and yet talking about how there won't be a default, how the talks have been productive. even for the first time, how speaker kevin mccarthy telling our manu raju, he is starting to see a path here. hopefully they get it resolved.

moment. 9 investigation will bear it out a bit more, but just a reminder what prosecutors laid out in a court filing for why he should be detained. tex area was apparently warned thee separate time not to be looking at the classified information that he was apparently accessing on a regular base. in september, his superior caught him taking detailed notes and stuff those notes into his pockets. that's significant. according to prosecutors, those notes are exactly what he started posting online verbatim, in a way that was inappropriate. they caught him do that in september. in october he attended a classified briefing, where he asked details and probing questions on intelligence that had nothing to do with his day job. he was told by his superiors to focus on his day-to-day duties that involved i.t., nothing to

do with the content of the classified information itself. his superiors in january caught him looking at classified intelligence that had nothing to do with his job. a note was made he was doing that, but he was not reprimanded to it, and his access was not curtailed. a lot of questions about what occurred. we should also know that prosecutor owesing say he was bragging to his friendses in discord chat that the information he had was not supposed to be public, and his friends telling him to be careful. this seems to indicate a pattern of disregard. boris? >> we'll have to see how his defense attorneys deal with the

ukraine says its defenses managed to shoot down 29 of 30 missiles fired overnight. here you see one of the intercepted missiles. it was starting the capital of kyiv. one civilian was killed by fragments of a missile shot down, two other civilians were injured. sam kiley is in southeastern ukraine for us. russia claims it struck an arms depot. there any truth to that? >> reporter: there may be.

we wouldn't be allowed to report it, if it was. to be honest, we simply don't know. there have been russian strikes that have been successful in attacking logistics of the ukrainian armed forces in the past, but the ukrainians insist only one of the 35 missiles got through. one person was killed, we believe by the descent of wreckage. there is one missile unaccounted for. this is part of ukraine's effort to make sure that russia does not adjust is firing from social network, bloggers and other. i think the key issue here is the relentless pace of the air attacks. we're now seeing them on a scale a few months ago we would see perhaps weekly, perhaps every

missile successfully at russian targets. a short time ago i spoke with the uk secretary of defense ben wallace. here is our conversation, beginning with those missiles. >> we just got informed by the ukrainians that they successfully used them. i presume it has been successful. i don't know the full details. we obviously are not involved in such detailed use of our gifting. we just make sure they are gifted what they request. we do it within the boundaries of whether it's new orleans with ukraine defending itself. all i can confirm is it has been used successfully. that's the information you have received from ukraine. >> of course, this is center, one of the many weapons systems

considered central to the counter-offensive. in your view, does ukraine have all it needs to order of start of that offensive when they were ready? >> it definitely has a information part of what it needs, when the time is judged right, and their political leaders. you know, the west, the united states, the united kingdom, the rest of many powers have -- we also accompanied that with training. it's easy for me to say 1,000 miles away, everyone should get along with it, i'm not walking forward with a bayonet, but every year, we're in a position where the ukrainians have in many areas some advantages over the russians should they seek to try to push them back.

it is clear they could be able to do that. of course, we'll see. war is unpredictable. when i was serving, we used to say no plan survives contact with the enemy. storm shadow, just like the u.s. hirmars are very important components to help ukraine be successful. it's their sovereign soil. it's like you asking me if the u.s. took parts back from texas. it is ukrainian soil, it is their sovereign territory, it's been invaded. they lost thousands of lives as a result, and i think ultimately it will be ukraine's decision. under international law, they

have every right to do that in accordance of self-defense, but i think we're in a long way from that. we're in a position, where russia has lost considered amounts of land they won last year, but they still hold on to significant a little of land. >> u.s. officials have publicly warned china to provide military aid. are there any signs they have? >> i think one of the disappoints thing, is china has hardly been a full-throated supporter of russia. it has abstained and voted -- i think we saw in another u.n. body where effectively china went against russia. we haven't seen to date any more

than words and a bit of support. that could change. i think that's why the united states issued that warning. that could change. russia has demonstrated that this war by russia was a bad choice. it also has a friend ship with russia, and this is bad. it's causing instability. so i think, for now, the person most disappointed by china will be russia. the global community has a role saying these actions by putin is unacceptable. we china and i haddia did say it would be unacceptable. i haven't seen anything chance from that posture.

putin should stott the invasion, and he should reverse it. he doesn't have any friends. you don't find traditional allies, he's pretty much on his own. >> i know that the uk and a number of others have expressed concern by allies who may pressure to give up territory in exchange for a cease-fire. i have heard from western leaders, particularly in the eastern part of europe, concerned that there are some in europe who may apply that pressure to ukraine. are you aware of any such pressure, and what would the uk's response be if zelenskyy or others were told, hinted, that, listen, you have to work on a deal. >> i've worked with the ukrainians for the nearly the last seven years.

ukrainians were tough, and pressure falls right off them. that's one of the lessons the last 18 months, that everyone has underestimated the determination. i was in berlin yesterday. i saw a very strong resolve by ukraine and make sure they can defend themselves. you know, if you look at the statements from president macron after president zelenskyy's visit, that's getting tougher toward russia, and the type of western systems being gifted is another sign of a strong determination to make sure rush gets the message we ain't going anywhere. >> mr. minister, we appreciate the time and the conversation. thank you. >> thank you.
