president or family member. brian todd is there, and they have just identified the man, and what are you learning at this hour? >> right, kate. the national park police have identified him as 19-year-old sai varshirth candula, and he is a suspect in the case. what they thought might have occurred when he rammed into the barriers behind me at 10:00 p.m. eastern last night, there were concerns that there might be explosives in the vehicle, and for that reason, they evacuated that hotel there, the hay-adams hotel on 16th, and h streets here briefly. they searched the truck and found no explosives and the people were allowed back into the hotel. the suspect is sai varshirth candula charged with attempt to

the video screen and the judge is going to address him directly, and describe to him the protective order that he put in place earlier in the month, and in the order, it is going to give the former president the rules of the road that what the prosecutors turn over. and it is not a gag order, and trump can continue to defend himself on material that is in the public domain, but trump cannot post any material that he receives from the prosecutors and information from grand jury or social on social media. prosecutors want this clear to trump the, because he has extensive history of making inflammatory and other statements on the social media page, and they want to address the president one-on-one to ask questions if he has them, and also that trump can learn the consequences if he violates court order, and they want to make sure there is no confusion

of uncertainty. uncertainty is what is is roili the markets. and whether it is the markets or the spending habits and whether to buy homes and fix things and do the thing they would do, and uncertainty is absolute destructive. the way in which the both sides of the aisle are is something ts been used for the last 10, 15 years is brinkmanship, and it is not serving anyone very well, and the world had relied on the united states for so long to be, you know, kind of the grown-up in the room so to speak on the world stage, and we are not behaving like grown-ups anymore. compromise is what is needed to move anything forward in life, and we are not getting the messages. you know p i am not sure how effective it is to have the

us, but they are picketing against the clients. at the world has changed, and you know, some of the things that the writers are concerned about is that they would like to go back to in a certain sense the old way of when the shows had 22 episodes and they had residuals of when it went year over year, and life has changed. we have streaming now, and the world is in 8 to 10 episodes. if we don't embrace change and work with it, and compromise to work within the change that is hoisted upon us, we will never move forward whether it is with the writers and the employers or the level of the congress and the president. life has changed and the world has changed. whoever anticipated that there would be a war in the ukraine. i certainly didn't. and it has impacted the rest of the world and it is continuing. the world is ever changing. so we have to embrace change and compromise and move forward for everyone's benefit.

this morning, a historic deal has been reached to protect the colorado river with three states -- arizona, colorado and nevada -- have agreed to protect 10% of the water around the states received from the river for irrigation and water and power, and in exchange the states will be compensated in federal funding. lucy kafanov has been covering this, and it is a deal that had to be made, lucy? >> yeah, look, it is not final, and needs the federal environmental review, and the upper basin states have to sign off on it, but it is a significant breakthrough and one

of a several missed deadlines and stalemate, and the federal government had threatened to make these unilateral cuts across the board if the states could not reach an agreement, and this deal should theoretically prevent this. under the new agreement, most of the reductions would be made by water districts and made by farmers and cities as well as native american tribes in california, nevada and arizona which would take less water from the river in exchange for $1 billion in federal funds and save 3 million acres per lot, and this is going to save, but it is not going far enough. it is about half of what was called for by the government, but it is going to slash half of the total water used by the basin which is going to trigger

significant water cuts on the region, and this is a significant farming region. the colorado is the lifeblood to supply water to people across the states, and the water flow has shrunk from one-third of the historical average, because of drought, population and climate changes. and we are talking about lake powell, and lake mead have declined dramatically. the water of the reservoirs have gotten so low, that there was concerned that the dam would stop generating power, and this would make the government require additional cuts, but it does not solve the problem of water overuse or climate change, but this is a positive step in the right direction to buy more time while we look for more

is going to be quite successful. i think that the russian forces have been beaten up badly. they are not cohesive or coherent in terms of command and control. the russian commanders have been replaced every few months and individual replacements that are not well equipped or trained, and the units are not disciplined and they will have to draw under pressure of this ukrainian offensive the most possible tactical maneuver, and i don't believe they will do well at that. the ukrainian forces have not been in combat 15 straight months the way that the russians have, and these units have not sustained losses that the russians have, and they have been in training in eastern poland, u.k., germany and elsewhere and very well equip and disciplined and cohesive and fighting for ukraine's war for independence. so the implications are going to be substantial. i think that the ukrainians are

going to do better than a lot of the analysts have assessed they will which is hugely important because of the overall importance of keeping western support for ukraine, and ultimately convincing putin that he is not going to be able to outsuffer the americans and the europeans and the ukrainians. >> and general, this counter offensive has been discussed for quite some time, and more publicly than many military commanders would like, and what is the wait at this point? >> well, the wait at this point is two factors. president zelenskyy is open about one of those, and there are still some western tanks that they would like to get into the units before they launch this, and the other is significant as well, because you have to wait for the ground to get dry and firm, and the ground is still quite damp and moist, and therefore the tanks and other vehicles would get mired going off road. and the defensive belts and so

drug overdose deaths in the united states surged during the covid pandemic, and new data now suggests that the deadly trend is reaching record levels. cnn's jacqueline howard is joining us now while she is looking at this. and what does this data say or what picture does it paint here? >> well, what we can learn from this is that the synthetic drug opioid is playing a rise in these overdose deaths, but a rise in meth-related deaths as well. looking at the five most frequent opioids and stimulant drugs in the year 2021 which is

the most recent year that data is available, fentanyl is up there with 21.6 deaths per 100,000 people, but it is followed by meth which surpassed cocaine as the most common drug involved in the deaths. then cocaine and then heroin and oxycodone, and that is what happens when it comes to the drugs driving these overdose deaths, and when it comes to meth, it is 100 times more potent than morphine, and 50 times more potent than heroin, and we have to remember, it is not the only factor driving the trend. it is also the rise in meth-related deaths, and we are seeing the impact on social factor like stress, job loss and stable housing play a role in this complex situation. kate. >> absolutely, jacqeu, and when we are looking at what fentanyl
