viewers in the united states, and all around the world, i am paula newton, ahead on cnn newsroom. the white house, and congressional republicans, said to be inching ever closer to a deal to raise the debt ceiling. but, that could be just the beginning of an effort to avoid a default. new reporting for the washington post, employees of former president trump, allegedly, moving boxes of papers at mar-a-lago a day before the justice department showed up to collect classified documents. russia has, apparently, begun moving tactical nuclear weapons to belarus. what experts are saying about it. >> live from cnn center, this is cnn newsroom with paula newton. >> talks between the white house, and congressional republicans, to avoid an economic catastrophe are set to be ahead. there is words from negotiators that they are moving closer to a deal.

cnn has learned, both sides are talking about a compromise to raise the debt ceiling, and to cap federal spending for at least the next two years. this is key. veterans benefits, and defense spending, would be exempt from any cuts. a cnn's manu raju reports, nothing is final, until it is final. >> negotiations between the speaker, and his top allies in the white house, still, ongoing. still, unresolved. even as the u.s. stares at the prospects of the first ever debt default, as soon as next week. amid warnings that the u.s. credit rating could be downgraded if the national debt limit, which stands at 31.4 trillion dollars, is not raised. dispute, still over federal spending, and how far to go in spending. that's part of those negotiations, they push for a range of quality measures, including new requirements on social search certain safety net programs. food stamps, something that the democrats are resistant to.

the white house is indicating, it could go along with in order to get a deal to get the detriment raised, potentially through the end of 2024. now, there are a number of concerns. some progressives are concerned, and a number of others, including some moderate democrats, about the white house giving up too much in these negotiations. some conservatives are worrying that the speaker's watering down the republican position, and are warning that they may not support any deal that has reached. >> i'm frustrated. i called on the president to invoke the 14th amendment, and to not negotiate with hostage takers. we don't negotiate with terrorists globally, so why would we negotiate with the economic terrorists here, and our republican party? >> if that were true, it would absolutely collapse the republican majority for this debt ceiling increase. >> real republicans a vote against it. i >> don't want to make predictions because i have not seen -- i have just heard rumors that

there may be some sort of deal. it would be less than desirable, i believe, for a majority of republicans. >> it looks like watertown, which is not acceptable. the 2:18 passed a bill that would make sense. >> even if it deals its reach right away, it is still uncertain if they can go through the legislative process, and be enacted by june 1st, or, how quickly it could occur. it will take, probably, at least two days, maybe longer, to get the buildup text drafted. any framework that is reached, of course, would take some time to process the congressional budget office. it will take three days to invoke through the house, given that speaker mccarthy has promised 72 hours for members to review this legislation. then, in the senate, it's anyone's guess. any individual senator can hold our progress, up to a week or so. that all indicates how difficult this would be for congress, and the white house, to get this done in time, and

to avoid that default, especially given the disagreements that remain between the white house, and house republicans. mona raju, cnn, capitol hill. >> now, many members of congress have, in fact, gone home for memorial day weekend already. there are still differences, as we heard manu talk about. some are staying behind on capitol hill, trying to work out a deal on this debt limit. take a listen. >> we've been talking to the white house all day, we've been going back and forth, and it is not easy. we want to ensure that this is an agreement for the american people, and so, it takes a while to make that happen. >> the validity of paying off our national debt is not a question. that is the 14th amendment. i think he should invoke it. what that would mean, in practical terms, i believe, it's never been done before, is that we would continue to pay our bills. i suspect that it would be challenged in the courts quickly, and i think the courts

do not want to see the world economy crumble. i think it would be sustained. >> according to the washington post, donald trump's staff was moving boxes around mar-a-lago last year, just a day before they knew the fbi was coming to look at those classified documents. the news reports that trump, allegedly, held a, so-called, dress rehearsal for moving sensitive papers before they were subpoenaed. that was close to a year ago. investigators, reportedly, viewed the timing as a potential sign of obstruction. josh of the washington post, spoke to cnn about his report. >> we reported that the boxes were, previously, moved after they arrived. then, the night before, federal officials came to mar-a-lago, they were put back into the storage room. we were also reporting that federal investigators, probing the classified documents, handling former president trump,

as multiple witnesses which told them, he displayed classified information to visitors, left and out, and showed it to others. >> the report says, trump also, allegedly, conducted a dress rehearsal, as we were just saying. the reason is that he was trying to make sure he could move the sensitive papers. again, that is according to a shift to put through premier league. more than two weeks after the deadly attack on the hasse -- the u.s. capitol were handed stiff prison sentences on tuesday. oath keepers founder, stewart rhodes, who played a central role on january 6th, was unrepentant. declaring himself, a political prisoner. cnn's katelyn polantz, as the details. >> stewart rhodes, the founder of oath keepers, sentenced to 18 years in federal prison on thursday. that is a sentence, the largest among any january 6th capitol riot defendant, and the reason that rhodes is receiving that much time is because the judge

decided, he was the reason that the member of the oath keepers came to washington d.c. on january 6th. they decided to move into the capital, in their riot gear, in military-esque gear, as a unit. now, rhodes spoke to the judge today and said, he had no remorse, at all, that he still believes the election of 2020 was illegal, that this was an illegitimate government, governing the united states so, the judge responded to that quite harshly, telling roads, his crimes of seditious conspiracy, and other crimes, amounted to domestic terrorism in his sentencing, and also, that he believed roads proposed to continuing, ongoing threat to the american republic, and to american democracy. there was another person sentenced today as well, a deputy, working with rhodes on january 6th. a man in kelly meggs, from florida. makes it was a different defendant, in that he did express remorse. he said, he was sorry to be

involved in an event the put such a black eye on the country. but, the judge also gave him a significant said tubs, flew humid to two seditious conspiracy. the judge gave him 12 years. kelly meggs, whenever he received his sentence, was crying. the judge also took a step back and told him, quite sternly, violence was not, and it's, not the answer for people who disagree with the political process in the united states. he also said, there is a process, it's called an election, you don't take into the streets with rifles, you don't have that the president invoked the insurrection act getting the war in the streets. the u.s. capital with this book count. we will, slowly, but surely, descend into chaos if we do. more sentences for oath keepers are to come, but there are the most significant sentences so far in the seditious conspiracy

>> belarus confirms that russia has started transferring tactical nuclear weapons to belarusian territory. ukraine's northern neighbor has been moscow's closest ally since the war began, last february. russia has, repeatedly, used belarus as a staging ground into ukraine. now, russian, and belarusian defense minister signed the agreement on thursday to deploy those tactical nuclear weapons. opposition leaders in belarus to announce the move, and the u.s. government says, nato is not changing its defensive posture. experts say, the move is not

cannot confirm that wagner is, it really, pulling out of bakhmut, they believe that a withdrawal could give them a boost in kyiv's quest to retake the city. >> compared to other units of the russian army, wagner did fight better, and conducted more offensive actions. this was, literally, due to bloody discipline, and threats of execution. >> moscow's army struggles in ukraine, russians, clearly, feel threatened on the home front, as well. the intelligence service, fsb, releasing dramatic footage with, a rest from earlier this month, for what they claim are ukrainian operatives plotting to attack two nuclear power plants in northwestern russia. while the ukrainians have not commented, russia blames kyiv. moscow, also lashing out as soon as you have been behind bedroom tech and the kremlin in early days. >> behind this is the kyiv regime. we know this, we carry out our work based on this.

with, what appeared to be, a hunting rifle, killing two of them. police found a fourth victim, an elderly victim, who later died of stab wounds. there is no word yet on a possible motive. inflation, tracking europe's largest economy into recession. economists seem split over how long it could last. germany's output, falling 0.3%, in the first three months of the year, marking its second straight quarter of decline. cnn's anna stewart, with the details. >> we had a hint of bad news for germany's economy earlier this month. data for march showing, a significant drop in german industrial production, and a retail sales. they also predicted that it would think this year but he goes this on this could deepen further. the main course of the transaction is the impact that inflation is having on spending. german inflation, falling from its peak, still runs hot,

coming at over 7% in april, with food prices increasing by 17% from over a year ago. so, perhaps it isn't surprising, household spending decreased by 1.2% in the first quarter, and you can see, in the data today, people are spending less on all sorts of things food not just a car manufacturing. this is obviously a huge industry in germany due to germany facing out grants, and subsidies for hybrid, and electric vehicles. meanwhile, the european central bank has raised rates to their highest level since the 2008 financial crisis. that, of course, further squeezing those households with mortgages, and debts to pay. the bank's president, kristina la garde that there are further hikes to come. >> i think standards too are there, progress report and you a great deal but i will show you what is not being cut under the proposed compromise.

considerably top in attack. we are a week away from the june 1st start of the atlantic hurricane season, in the national oceanic and atmospheric administration has a few predictions for this year. take a listen. >> they're predicting and lead to hurricanes in for the a 40% chance and, a 30% chance of below normal season. >> 70% chance, and it will be okay. forecasters at the agency predict, 12 to 17, named tropical storm. so far, the average is about 13. i expect as many as four of those hurricanes could strengthen up to category three, or higher. super typhoon mawar, getting strength in the open water.

185 miles per hour, think about that. that is equivalent to a very strong category five hurricane. it's a rat has already been felt in guam, and while there is no threat to land for the next couple of days, it could threaten the philippines, or taiwan, early next week. chad myers has the latest on the story. >> really, what an impressive storm here, in the pacific. now, more, are super typhoon, you can see the eye there. at time, it is wobbling, it did wobbler round guam, think goodness. it had a very devastating hit for guam, but it did not make a direct eye landing there, at the center of the eye. there is even a couple of wobbles in the past couple of frames there, so the sting is still traveling to the west, super typhoon, still gaining some strength. here is some of the damage from guam, seen by james reynolds, one of our guys that's out there right now. 285 kilometers per hour, 177 to

each other. if you are in jail, i will bake a cake with a file and it. if you need to dispose of a body, i will show up with the shovel, and garbage bags. the petito say, the letter is evidence that the laundrie's already knew that gabby was dead when brian returned home alone in, the fall of 2021. the laundry say, the letter was written well before gaby went missing. >> she wrote the letter because she, and brian, we're experiencing a difficult period in their relationship. he was about to leave home, about to go on this long trip with gabby. she was hoping to repair their relationship before he left. >> the petito say, the laundrie's should be found liable for potential infliction of emotional distress, because the laundrie's refused to talk with them, or give them any answers. the laundries argued, they had no duty to respond. weeks after gabby was reported missing, following a highly publicized, nationwide search, the 22 year olds remains were

found in wyoming. a coroner ruled her cause of death to be strangulation, and the manner of death, homicide. brian disappeared during the search for gabby, his body, discovered soon after her's. a notebook, found near his remains revealed he claimed responsibility for gabby's death according to the fbi. a medical examiner ruling, he died by suicide. >> only permits discovery in matters seen as relevant. >> laundrie's family so that the letter should not be interpreted literally, pointing to other parts of the letter. if you fly to the moon, i will be watching the skies for your reentry. if you say you hate my guts, i will get nougats. in her affidavit, roberta laundrie reference to children's books that, she says, the letter was based on. the petito family attorney rejected that premise. >> there is nothing about burying a body, or about

bringing a shovel, or putting something in a cake is someone goes to prison. although, the model there said that she would make a little barricade on his birthday. >> written on the front of the envelope? burn after reading. cesare, cnn, new york. >> outrage growing in mississippi after 11 eight-year-old aderrien murry who shot in the chest after the boy called 9-1-1 for help. >> time is up. we gave you 48 hours to do the right thing. an 11-year-old left in the city of illinois, and came within an inch of losing his life. he had done nothing wrong, and everything right. >> adrian headphone police, on his mother's request, after she felt threatened by a man in their home with whom she had another child. now, the responding officer ordered police to exit the home. that is when adrian's mother said that her son was shot.

adrian is recovering from his wounds. he is on paid leave, as the investigation continues. the culture wars have taken a dark turn for u.s. businesses, with major companies now facing threats, and intimidation, over their lgbtq marketing. one right-wing commentator says, in fact, the goal is to make gay pride cox -- toxic to corporate america. the latest retailer, target, recently pulled some gay pride merchandise from shelves after an online campaign went viral. target said, it made the move out of concern for its employees safety, but critics say, the company caved to police. it is not just target. other large brands like bud light, facing a backlash after trans influencer dylan mulvaney posted an advertisement of the beer during march madness. analysts report, but light sales have been down ever since. tim calkins, a clinical professor of marketing and northwestern universities kellogg school of management. i am excited to hear your

insights. this has been a bit confusing, in terms of what is happening to these companies, and what the response has been. i want to ask you off the bat, why do companies engage in this printing? is it virtue signaling? or, is there more to try to enhance the brand, and, by extension, the bottom line? >> well, i think there are two things that are usually behind it. one is, in some ways, it is about reaching out to consumers, and about engaging with consumers, trying to bring more people to these brands. the other piece is, in many cases, a sense of being progressive, and of being welcoming, and doing good in the world. i think there is, often, these two things when you see these companies to make moves like this, to engage, and to reach out. >> interesting to see the backlash, in many different corners, to some of these corporate campaigns.

i want to have a bit of a throwback here. three decades ago, actually. let's talk about bud light. we should point out, it has had a long association with culturally relevant issues, and rights, for a long time. let's look at this at, airing three decades ago, for bud light. let's take a listen. >> bud light, please! >> tonight's ladies night, and there is a special on but light. >> really? >> look, this ad, clearly, meant to be funny. it is hardly a salvo in the culture war here. so, i ask you, what has changed since 1993? >> well, i think what has changed is how people view these issues. especially when you think about transgender issues. we have come so far over the last decades.

you would just never see a spot like that. but, today, the understanding, and the thought around how people think of transgender issues have changed dramatically. what is hard right now, for brands, is that issue is one of the most controversial issues that is, sort of, tearing this country apart. people have, hugely, polarizing views on that. what happens is, if you are not careful as a brand, you can be caught in the middle of that fight. that is what happened to bud light. >> the target now, in the middle of this. brands are only responding to, certainly, those cues that they are getting from the broader, cultural, context. why is it so polarizing now? >> what is happening, right now, is that there are a lot of issues in the country that are, really, divisive. what is also different, now, is

that level of discord in the country's, really, extreme. so, i think, right now, it makes it difficult for brands to get caught in the middle. what you see our brands working very hard to back away from the controversy. they are taking steps to say, that is not our issue. i think that target, certainly, made an interesting move this week to announce that they would not carry certain items. i think what was interesting about target is how they explained that move. they said, we are going to do that because we are concerned about the safety of our employees. so, they really tried to explain it. what they tried to do is avoid what happened a bud light. bud light came out with their promotion and, when they were attacked for it, but light did not rally to the defense of it, and in the process, annoyed everybody. here, target is being careful and how they take steps to move

away from the controversy, but to not do it in a way that suggests, they do not support one side, or the other, on this. they're trying to stay at a safe, middle ground, not taking a stand. >> that is such a good point to make. in terms of trying to hug that middle ground. if there is any middle ground, left. i don't have a lot of time, but what are the lessons learned here for big top brands? is it just to sanitize everything, and stay away from it? >> it is to be thoughtful about what you get involved in. if there is a controversial issue, and there are lots of, them if it is not central to your brand, or your company, it is not a topic you shouldn't be commenting on, and getting involved in. there are times where branson will get involved and controversial issues. patagonia, always, they're on environmental issues. but, if it is not fundamental to your brand, if it is controversial, it is probably best to not be caught in that particular dispute. that, certainly, is one of the big learnings from bud light, and now from targets. >> tim, as you remind us,
