republicans are saying the compromise is still too costly and could bankrupt the country. maccarthy is trying to convince those hardliners that the deal is worth it. >> after weeks of negotiations we have come to a agreement in principle. we still have a lot of work to do but i believe it is a agreement that is important for the people. there are no new taxes or government programs. >> as you can imagine there is a lot of work to be done but maccarthy says the house is expected to vote on it this wednesday. we have more on what the legislation is likely to include.

>> after a furious round of negotiations and staring at the prospects of the first ever that default, maccarthy reached a deal saturday with president biden to raise the debt limit. also to include a range of other spending cuts and concessions republicans are demanding including pairing back social safety programs. they ultimately shook hands and reached a agreement in principle and now the real challenge begins. some conservatives believe the bill does not go far enough. they believe it is a retreat from the republican position. those proposal will go back to 2023 levels of spending, some want to go back to 2022 but the white house conceded on that approach. on the democratic side, many

did not want work requirements on social safety net programs. also they opposed spending cuts. maccarthy, speaking to reporters, said that a vote will occur on wednesday and the text would be released on sunday. that gives them 72 hours to lockdown the votes. the question is, how many republicans will defect? that number is expected to grow but how many more will vote against the plan and will maccarthy keep the majority behind it? that is the hope from republican leaders but that does not mean it is enough. they need support from democrats, they need to be convinced to vote for it. they will be briefed by

officials on sunday, they will try to get their members in line. can they get it through the house by wednesday and then they have to worry about the u.s. senate. it can take up to a week depending on how members respond. still some major questions despite the agreement that was reached. it is still uncertain if they can get there and avoid the debt default by june 5. they need to get it through both chambers and get it signed into law. cnn. >> she is a professor of government from the university of at six. good to see you. the political take away, what kind of a deal do you see it as?

a lot of drama but will this represent a change in terms of how america spends money? >> as president biden says it is a compromise meaning not everybody will be happy. republicans are not happy because there was not enough cuts. the progressive members are not happy because there was too much cuts. they are cutting government aid and limiting in terms of what the irs can do in terms of enforcement. if you look at recent polling about government spending, the majority of americans want government spending to get under control. this is a opportunity to look at that. i am concerned about what will

happen later in the house and senate. the u.s. has been on the path of a lot of spending over the last century. since 1917, they raised the debt ceiling 78 times. it is something that is commonly taking place, given how polarizing politics is, it is dangerous to engage in this constant game of chicken. >> it is the polarization that makes this dangerous, this decision should be easy. you and i both know the backlash from the flanks of them republican and democrat parties. some republicans are saying they will not vote for it. what do you see as the middle road here? do you think there is a risk that it will not pass?

>> i am concerned it will not pass, the middle road has been achieved by the deal. what will be the impact if they cannot raise the debt ceiling? you will see 10% of the economy be affected. it will affect 3 million u.s. jobs. it will add 130,000 to the average mortgage. it will wreak havoc on stock markets. these are the inks that need to be focused on. it will not just affect the u.s. economy but the global economy. i do not think this is the time to handle small details here. they need to focus on how important it is to get this past. >> any kind of caucus unity from any party is off the table.

this still remains a test of maccarthy's leadership, that is significant given that the new rules mean that one lawmaker can force a vote on the house to replace the speaker. do you think he is invulnerable in that sense? do you think he would have done this deal if he was? >> he did this deal because he had no choice. he tried to frame it as positively as he could. they will reduce the spending by 650 billion over a decade and that is what he is focused on. he does not have any control over them, he made every deal he could so he could be speaker by name. anything could tip it in the wrong balance against him. we do not know what will happen with the freedom caucus because

they seem to be willing to follow a scorched earth policy, they are happy to blow up everything along the way as long as they stick to their principles. maccarthy should be very concerned. >> fox news reported that maccarthy and donald trump were in close contact while this was going on. do you think the former president will try to insert himself in this and do what he can to force this deal through a renegotiation again? >> i only see trump inserting himself to criticize, to say this is not going well and it is a disaster for biden. he will use the opportunity to undermine whatever biden tries to do at this moment. i do not see him being able to articulate the debt ceiling clearly, he will just criticize
