us from all around the world. the debt ceiling deal is done. we will take a look at the challenges president biden and house speaker mccarthy face as they sell it to lawmakers. and a colorful mystery authorities want to know why the waters in venice's grand canal turned green. >> live from cnn center, this is cnn newsroom. >> we begin in washington where there is an urgent push to pass a tentative deal to avert default. they are trying to build support even as they face pushback. while mr. biden says the

agreement takes the threat of catastrophic default off the table, the critics will find he did not concede much in the negotiations negotiations. >> i said i'm not going to do all the cuts. you pass the debt ceiling period. i will negotiate with you on the cuts. something totally different was attached before. tried to make it look like i made a compromise. i didn't. i made a compromise on the budget. >> well mccarthy has released the text of the 99 page bill which includes raising the debt ceiling for two years. increasing spending on defense and veteran's issues. and imposing new work requirements on food assistance programs. some republicans have been critical of the deal while others say the gop will walk away with wins. >> we are getting really legislative winds that will be hard to unwind.

taking the food stamps. and going from 12% to 8%. those are win that's will exist long after this. rescinding of the covid funding. if will be more than all of them combined. >> cnn's priscilla alvarez has more from the white house. >> reporter: president biden announced on sunday that the white house and house republicans have finalized and agreement on the debt ceilings in hopes of avert ago debt default later in june. president biden said this was good news and heralded mccarthy for negotiating in good faith. and he also spelled out the consequences should there be a default in the catastrophic consequences that would impose on the economy. president biden also acknowledging that in an attempt to avert that. and send this over to congress, not everyone got what they want. so this will be important in

the coming days as both members of congress and both parties review the legislative text. but president biden was also having to answer to questions about whether he should have negotiated sooner. the position from the white house has been that they would not negotiate on the debt ceiling. president biden saying he was not doing that, negotiating on the other hand spending cuts so that is part of the spin that republicans and democrats will give in the coming days as they try to get both partying on board on this. looking at the legislative text. getting a house vote on the floor as well as the senate. president biden when he spoke to reporters on sunday, said he was confident this was going to reach his desk.

still, a long road ahead. ahead of that june 5th date when the u.s. treasury will run out of funds. priscilla alvarez, cnn, the white house. >> joining me now is scott jennings. so good to have you with us. cautious optimism all around. but we are not yet out of the woods. looking at the outline of the deal. if this goes to the floor, for a vote. will it get past? >> i think it is going to pass. you have fringe on the right and fringe on the left that don't like it. >> looking at this deal, what do you make of it? >> it is divided government. you have a democrat in the white house. republicans that control half of congress. and so, you get what you get. which is not much for either side. i think democrats think it

could have been worse. i think republicans think it could have been better but ultimately, what happens, the debt ceiling gets increased for a couple of years. the world keeps spinning. the average voter won't notice much of a difference and a lot of this fiscal policy will get litigated in the next presidential election. i think kevin mccarthy did a good job bringing joe biden to the negotiating table and joe biden is saying not much really changed here and we didn't go over the edge of a default. both sides are claiming victory and that is probably true for both of them. >> so everybody is claiming a win, but this has been a bruising exercise. >> yeah, maybe. but at the same time, a lot of these debt ceilings, i think joe biden frankly could have settled this much earlier. he spent several months saying

he would not negotiate. i think kevin mccarthy showed his political chops by getting the house republicans to pass their plan a few weeks ago. i don't think biden was expecting him to do that. and when he did, that brought biden to the table. and look, mccarthy has delivered a checklist of things most republicans will be perfectly happy with. so overall, this thing will come and go. i don't think we will be thinking too much about it the next couple of weeks after it passes. >> taking things to the breaking point, it is quite damaging. >> well look. again. i think these debt ceiling fiascoes have gone right up to the line. i remember back during the trump years when the democrats had part of congress and trump was in the white house, you had some back and forth between the two parties. but look, if you are a conservative republican and you are mad about this deal, take a hard look in the mirror and say hey, this is the wages of

losing elections. this is the wages of donald trump losing the white house. and these are the wages of donald trump's senate candidates losing in 2022. if you had more republicans in office over more branches of government, you wouldn't have to be so disappointed so really for the political lesson here, maybe for both parties is try to win more elections because divided government is not getting you what you want. >> how would you describe the position of speaker mccarthy now? >> pretty strong. he is actually i think overperformed expectations. a lot of people didn't think he would be a strong speaker but he has time and again overperformed on this one getting republicans to pass a debt ceiling plan on the floor of the house that put biden on the back foot. biden never expected them to do that. it brought biden to the negotiating table so i think mccarthy can claim a real victory here. in that he was able to get

concessions out of the white house. that's a big win for the speaker. >> but he still has to get this over the line. >> i think he will. you will have over 100 democrats vote for this. plenty of votes in the u.s. house. you have both leader schumer and mcconnell backing it in the senate. all the pieces are in place. >> scott jennings, thank sos much. good talking to you. >> thank you. president biden and other world leaders are congratulating president erdogan for his reelection to an unprecedented third term as president after a highly contested runoff vote. the results show erdogan won just over 52% of sunday's vote

defeating the opposition leader who received almost 48%. erdogan told supporters one of the government's main priorities would be fighting his country's rampant inflation. cnn's scott mcclain joins us now from london with more on this. scott, a closely fought campaign. a very contentious campaign. and a country split almost right down the middle. >> yeah, turkey is very much a country divided when you look at the election result. this is the closest he came to losing an election. losing the presidency. in two decades. the first time in turkish history, this went down to a runoff election. and there were plenty of real divisive issues front and center in this campaign. syrian refugees and what to do about them. the issue of the government's response to the earthquake back in february was a big issue as well. op top of the fact the turkish

economy has been sputtering under the weight of inflation which hit 85%. some said even higher and the government's response to it has been bizarre. to actually lower interest rates rather than hike them. which is what conventional wisdom tells the government they ought to be doing. so given that, it is surprising that erdogan did as well as he did. but being the incumbent comes with a lot of built in advantage. gave him 32 hours of coverage rather than 32 minutes for his opponent. who said it was one of the most unfair political eras. filled with all kinds of black propaganda and slander. he said the result shows the will of the people to change the authoritarian government. he pledged to continue on the

fight. listen. >> we will continue to fight until we have established a real democracy in our country. and we will continue to be the vanguard of the struggle. i want you to know, that we will be the first to stand up to the problems. >> president erdogan after the first round of voting came within half a percentage point of winning on the first ballot. so his real risk, one of the risks for him as he pointed out was complacency. the people who voted for him in the first round wouldn't vote in the second round. in his victory speech, he recommitted himself to rebuilding after the earthquake. >> it is time to unite and ewe few around our national goals

and dreams leaving aside discussions and disputes in the election period. all 85 million people have won. >> so you heard him calling for national unity and took a swipe at his opponent saying the number of seats they had decreased since the last vote in 2018. turkey votes every five years so erdogan's position is safe the next few years. which will give him more strength. at least on the world stage. >> and scott, how much of this election came down to personality? >> personality, yes. also some would say identity. erdogan really tried to exploit divisions in his country. focusing on nationalism. on islam. things like that to try to really gen up his base which might explain why many of the

regions worst affected by the quake voted for president erdogan. erdogan may have had a much stronger candidate. that is the mayor of istanbul who won election back in 2019. the vote, there was accusations of fraud. he won again. but then he was actually accused of insulting public officials and sentenced to a jail term of almost three years. he is appealing that so he is still in office. but it essentially handicapped his ability to potentially run in this election and critics say that is very much by design on the part of president erdogan's government and his party. >> scott mcclain reporting. thank you. later this hour, i will speak with an expert on middle eastern studies on what erdogan's win means for the somewhat rocky relations

out between a bus driver and a passenger while the bus was movingful both men were injured and now cnn has learned the driver has lost his job. >> reporter: i want to set the stage a little bit. according to the interim ceo of cats, the charlotte area transit system, this argument lasted two minutes before any shots were fired. the argument concerned a passenger wanting to be let off the bus. the bus refused to do that saying it needed to be the next authorized stop within the route. that is when the passenger you can see in the video pulled out a gun. that passenger being omari tobias. the driver, david fuller pulled out his own gun and a shoot-out occurred. we want to warn you, the video is graphic.

>> he starts to approach down the wallway. there are two bystanders that were unharmed. they are trying to exit as well. one moving to the rear of the bus. and then the suspect crawling on the floor of the bus. the driver fuller firing another couple of rounds and then continuing to follow the suspect once he is able to exit the bus. both of them were shot. the driver shot in the arm, the suspect shot in the abdomen. and sent to the hospital in stable condition. here is what the ceo of cats had to say. >> i understand everyone's need to protect themselves.

i also believe that this incident may have been avoided. >> the passenger faces several charges. police have not indicated whether the driver will also face charges. according to the interim ceo of cats, the driver did not follow deescalation protocols saying it would have been reasonable for him to stop the bus and let the passenger off in that situation. the bus driver was hired by a third party contractor and they are not allowed per policy so have any weapons. our cnn affiliate spoke with the driver's attorney who said he has been working on the bus 19 years working on this city bus and him having a weapon is an indicater of how these drivers feel about their safety. take a listen. >> anyone in the workplace who is consistently confronted with dangerous scenarios could reasonably be expected to find a way to protect themselves. >> the cats interim ceo says

there's three ways for these drivers to try to get some help if something goes wrong include ago radio to contact other employees and a silent alarm. this driver did not trigger any of those systems. authoritying in new mexico have charged a man with an open count of murder. after gunfire at a motorcycle rally left three people dead and another five injured: the man being charged, jacob castillo is in the hospital since he was also injured in the shooting. it happened saturday night at the red river memorial motorcycle rally which draws 30,000 bikers annually. authorities said the event will continue through the holiday with heightened security. ukraine's military says it destroyed almost 70 aerial

targets launched by russia. that includes more than three dozen cruise missiles and iranian made drones. police official in kyiv says residential buildings and infrastructure in several districts were damaged but no one was killed or injured. this come as day after ukraine said had russia launched one of its largest drone attack to date. russia ramping up missile and drone strikes. targeting the ukrainian capital. >> reporter: overnight, there was a huge assault by russia on ukraine as you mentioned. some 67 air targets shot down according to ukrainian officials. 37 cruise missiles and 29 drones were destroyed. this latest assault was

targeting military facilities and critical infrastructure and comes a day after sunday, ukraine assault the largest assault since the conflict began. 59 drones were shot at ukraine on sunday. all but one were shot down. so there are a couple of ways to take away from this. russia is ramping it up. it expends the valuable munitions. these drones are very low cost. they cost about 20 times less than the missiles required to take them out. for ukrainian officials what they take away from this is at their air defense systems are

working. is that those weapons that poured in from nato, those are effective and saving lives. if you look at the air assault today. they are able to be effective in taking out the barrages from russia. >> what have you been able to learn about the series of explosions that happened in and around the russian occupied cities? >> so both ukrainian backed officials and russian backed officials giving indications the cities of mariupol and berdensk were sites of explosions. it is great for you to pull out the map there. mariupol has become emblematic to ukrainians for the brutality of russian forces after it was taken in a months long siege last year at the beginning of

the conflict. it is very much russian occupied. ukrainian backed officials saying they were targeting sites for the russian military in those locations. at least five sites were targeted. air defense systems were activated. what does all of this mean? we are looking at ukrainian forces, shaping operations. taking up critical infrastructure, critical russian offenses. gunfire rang out sunday on the streets of sudan's embattled capitol one day before a shaky cease fire expires. khartoum residents say both sides have repeatedly violated

part of the opposition. he says despite tough economic times his message cops to resonate with people. that is a message built on di visiveness. manipulation of ideas around nationalism. identity, culture and religion. and the idea that people would just vote based on their pocketbook was an inaccurate assessment on the part of analysts who thought erdogan was doomed because of the terrible economic situation in turkey and the earthquake. >> how do you explain that? according to analysts, it is like voters voting against their own self-interest. can you explain that a little bit more? >> we have a wealth of data suggesting voters do not assess how they are doing necessarily

based in their wallets. we have loads of that in the united states. there was once a famous book called what's the matter with kansas in which the author investigated why people in kansas voted against their economic interests. the answer o to that is culture, identity, and nationalism. those are the themes president erdogan hammered away on. not just in the runup to the first round of elections but the past two weeks and it clearly worked. >> let's focus on foreign policy. turkey, a hugely important country. what does his win mean for his relations with washington the which are at times rocky? >> yes. the relationship between the united states and turkey is quite difficult. over a variety of issues.

the kurdish fighters the united states is lending support to. they consider them terrorists. and the air defense system designed to shoot down nato aircraft. the turks have been seeking are reset. but they mean the united states accepting turkey's view of issues and adjusting accordingly. i don't think that the biden administration, more importantly, congress which has become an important actor in the u.s. turkey relationship is red duh to aseed to what are essentially turkish demands. erdogan will likely respond to his victory by once again seeking a change in relations with the united states. he has requested new f16 fighter planes. we will have to see how

president biden weighs the importance of keeping turkey in the tent or continueing to have these tense relations. >> do you see the biden administration wanting to patch things up for peace sake? >> i will note that president biden has congratulated president erdogan on his victory despite the opposition says the vote was railed by fraud. it does seem that president biden who did stay away during this long campaign period was willing to continue to have a relationship with turkey. i think they believe much of the problem lies with the leadership. my sense is the white house will take a wait and see attitude. >> i want to get a final thought from you on nato.
