why u.s. president joe biden and house speaker kevin mccarthy are racing to sell their debt ceiling deal to congress. the tentative agreement would raise the debt limit for two years and avoid the possibility of a catastrophic default. and lawmakers are both sides of the aisle are expressing their concerns here's how the president and speaker defended their plan. >> they said they'd only do it on the condition that it have all these cuts in it. i said i'm not going to do that, you pass the debt ceiling, period. i'll negotiate on the cuts, what you say, what's going to happen. what the budget's going to look like. that's what we're negotiating in order to get to them deciding that they're going to go along with the new debt ceiling. meaning that it's not attached. something totally different than was attached before. especially want to try to make it look like i made some compromise in the debt ceiling. i think didn't. i made a compromise on the budget. >> no one thought at any given

day that we would be where we are today. the president said she would negotiate with us for 97 days. he wouldn't allow us to talk after we passed the bill, we were able to get in. but it wasn't in the final two weeks that we were able to sit down and communicate with one another. at the end of the day, people can look past this in the house and senate together to sign it and send to to the president. >> mccarthy has released the text of the 99 page bill which includes increasing spending on the defense and veterans issues, reducing new irs funding and imposing new work requirements on assistance programs. cnn's priscilla alvarez has more. >> reporter: president biden announced on sunday that the white house and house republicans have finalized an agreement on the debt ceiling in hopes of averting a debt default later in june. now, president biden said this was good news and heralded mccarthy for negotiating in good

state. he spelled out eye consequences should there be a default, the catastrophic causes that would cause on an economy. president biden saying in an attempt to avert that and send this to congress, not everyone got what they want. this will be important in the coming day as both members of the congress and both parties review the legislative text. but president biden was also having to answer to questions about whether he should have negotiated sooner. the position from the white house since early this year has been since they would not negotiate on the dealing ceiling. president biden saying he was not doing that rather negotiating on spending cuts. so that is part of the spin that both the white house and republicans will be giving in the coming days as they try to get both parties on board with this in a very short amount of time. it wasn't only reaching at agreement but also now, looking at the legislative text, and getting a house vote on the floor, as well as on the senate.

now, president biden when he spoke to reporters earlier on sunday said that he was confident that this was going to reach his desk at the time. and there was no sticking point after a long 48 hours but still, a long road ahead, ahead of that june 5th date, where the u.s. treasury will round out of fund, priscilla alvarez, cnn, the white house. still months away from the 2024 primary season, but the field of republican candidates may shoon have another contender. new hampshire governor chris sununu telling cnn he could unveil plans for a presidential bid within a week. there's still factors he's considering before making a final decision but he says he would like to steer his party away from the chaos of former president donald trump. >> i think we should talk about you the culture war stuff. don't get me wrong, but i don't

think government is going to solve a culture wars if your top priority is culture wars and not managing spending and creating more opportunities at a localized leather. draining the swamp, i was told that was going to happen that. president trump blew that. fiscal discipline, former president trump blew that one, too. there's a lot of things win the mantle of the republican party. i just want what's best for the country. it doesn't have to be the chris sununu show all title. the money has been lined up. all of the boxes checked. the family's on board which is always a big one. i just got to make sure it's right for the party and right for me. ♪ president biden and other world leaders are congratulating turkey's recip tayyip erdogan for his re-election for

unprecedented third time as president after a hotly contested runoff vote. erdogan with this third decade as leader of turkey. with almost all of the results counted it shows erdogan won 52% of the sunday vote, defeating the opposition who received 48%. he told supporters he would continue fighting for what he called real democracy. erdogan called for unity in his victory speech. >> translator: we are not the only winners, the winner is turkey. the winner is all parts of our society. our democracy is the society. forces chanting erdogan's name, thousands took to the streets ins stan bum, waiving banners and flags and honking car horns.

cnn's scott mclean joins me to discuss. scott, a third decade in power for recip tayyip erdogan, what will his leadership do for turks and turkish relations in the wider world? >> well, it depends on the u.s. this is also something a very contentious election, this is something that the opposition took to an extreme level. this is the first time in turk history that they have gone to a runoff. erdogan was not able to get half the electorate to vote for him on the first poll. in terms of issues, divisive issues, things like syrian refugees, the government's response to the earthquakes. and one of the biggest thing reflects on turkey's inflation. that hit 85% in the past year. some say it was even higher than that. and the government's response to that has been extremely unconventional to actually lower

interest rates, rather than raise them which is what's happened in the rest of the western world. given the issues here, it's a wonder that erdogan did as well as he did. being incumbent comes with advantages. case in point, state tv in april gave erdogan 32 hours of coverage, and you had kilicdaroglu saying there were all sorts of propaganda and slander. in his speech, he continued to fight for what he called, quote-unquote, real democracy and despite a loss do send a message. listen. >> translator: in this election, the bill of the people to change an authoritarian government became clear despite all of the pressures. we have been going through one of the most unfair political times in our country. and all of the facilities and all of the resources have been

systematically abused. >> for his part, erdogan recommitted to the issue of refugees. sending back refugees 1 million voluntarily. he said he would try to bring down inflation. listen. >> translator: solving the problems caused by the price increases as a result of inflation and compensating for welfare losses is the most urgent issue of the process ahead. it is not difficult for to us find a solution to these issues. >> now, while part of the speech also focused on putting the election behind the country and really focusing on national unit 2i, he also took a bit of a swipe at his opponent kemal kilicdaroglu has decreased since 2018. he has plenty more confidence

not only at home but on the international stage because as we know, turkey has become much more of a regional power player. and much more of a country that's been able to leverage its position as sort of straddling the western world. and on one hand at an ally and has focus on russia. and the focus will be rightly on this election and what erdogan does with his new term in power. >> scott mclean, thank you so much. search and rescue efforts are under way after a six-story apartment building partially collapsed in iowa. officials say seven people were rescued sunday and over a dozen others were able to get out on their own. no word for how many people are unaccounted for. the city had permits to do repairs on the exterior wall. authorities in brooklyn, new york, are investigating what led to a multivehicle crash which included a bus from the metropolitan transportation authority. at least 14 people were hospitalized on sunday. one of them is critically

some good news for travelers, though, as there have been very few flight delays and cancellations this holiday weekend. i hope i didn't just jinx it. many americans place flowers at the tomb of the unknown soldier at the arlington national cemetery over the weekend. and in the coming hour, u.s. president joe biden will lay a wreath there, he'll be joined by first lady jill biden and vice president kamala harris. and mr. biden will deliver his memorial day address minutes later from the cemetery. ukraine's military says it's destroyed almost 70 aerial targets launched by russia in its late efforts onslaught overnight. that includes more than three dozen cruise missiles, wells iranian-made drones and reconnaissance zone. ministry says building and infrastructure were damaged but no one was killed or injured. this comes a day after ukraine

said they had launched one of the biggest attacks against kyiv. cnn's salma abdelaziz is here for more on this. there's a huge focus on drone strikes in the capital. obviously, russia trying to make gains in the east. what's the strategy here with fire power over kyiv? >> so, overnight, this massive barrage yet again, 67 air targets according to officials. many of those drones and missiles, as you mentioned. the targets, military say was military infrastructure and civilian infrastructure. this comes a day after on sunday, ukraine says it witnessed the largest assault by drones since the conflict began. nearly 60 drones, most of those, the overwhelming number of those, shattered iranian-made drones being fired across ukraine. most of those drones, all but one of those drones, according to ukrainian officials was taken out. what do we take from this, yes, as you mentioned, seems like there's an uptick here on

assaults on civilian areas against ukraine. and yes, this terrifies the citizens are, the civilians of ukraine. but it also forces ukraine to use up valuable munitions. one of those drones, very cheaply made, one of those drones costs about 20 times less than the missiles required to take out the drones. you can see there that russia is forcing ukraine to use these valuable resources at a time that it really needs them on the front line. but for ukrainian officials, the lesson here is air defenses are working. the weapons that nato has f supplied, that is saving lives. >> just briefly on the wider picture here, we've been hearing remarks from the leader yucca s luk

lukashenko. >> yes, some chilling comments from lukashenko. russia has began transferring tactical military weapons to belarus. of course, nato and the united states see that as a violation of international law. but lukashenko making comments to state media just the other day saying that nuclear weapons will be available to anyone who joins the russia/belarus alliance. actually want to redo it because it's so alarming. it's very simple, join the 89 state of belarus and russia, that's all, there will be nuclear weapons for everyone. and you can see how that begins to worry international arrangementsers. >> i suppose he's talking about post-soviet states. salma abdelaziz thank you so much. new video showing violent shoot-out between a bus driver and a passenger while the bus was moving. both were injured and now cnn has learned the driver has lost

his job. cnn anhas more. >> reporter: according to the charlotte area transit system, this argument lasted about two minutes beforethy shots were fired between the driver and a passenger. the argue concerning the passenger wanting to be let off of the bus, the driver refusing to do that, saying it needed to be the next authorized stop within the route. that is when the passenger, you can see in the video, and according to the interim ceo pulled out a gun. that driver being -- that passenger being amare tobias. the driver seeing that gun, named david fuller, pulled out his own gun. before showing you this part, we want to warn you the video is graphic. [ bleep ] and you can see fuller

stopping the bus and then he starts to approach down the hallway, there's two bystanders inside of a bus that were unharmed. they're trying to exit as well, one moving to rear of the bus. and then the suspect crawling on the floor of the bus. driver firing another couple of rounds and continuing to follow the suspect, once he's able to exit the bus. both of them were shot, the driver shot in the arm, the suspect shot in the abdomen and sent to the hospital in stable condition. here's what the interim ceo of c.a.t.s. had to say about this system. >> i understand everyone's need to protect themselves. i also believe that this incident may have been avoided. >> and the passenger there, tobias, faces several charges. police has not indicated whether the driver will be facing

charges. according to the interim ceo of c.a.t.s., the driver did not follow de-escalation protocols saying it would have been easier to let the passenger off. the driver was hired by a third party contractor. and they're not allowed by any policy to have weapons. that driver was terminated. the ceo affiliate said with the driver's attorney, he's been working on the bus for 19 years, working on that city bus. and him having a weapon is an indicator of how these drivers feel about their safety. listen. >> anyone in the workplace who is consistently confronted with dangerous scenarios could reasonably be expected to find a way to protect themselves so they can get home safely. >> and the c.a.t.s. interim ceo said there's three ways to try to get help, including a radio to contact employees and two

silent alarms. askeding that driver did not trigger any of those systems. isabel rosarosales, cnn. and a motorcycle rally with three people dead. the man charged is currently in the hospital since he was among the injured, too. it was sounded off about the incident and described what they saw. >> it gives everything a bad name. because the majority of us, we're out here to have fun, ride and stay safe. >> 150 people took off running that way. there was people on their bikes blowing the stop sign, trying to get away. >> it all happen ted red river memorial day motorcycle rally which draws nearly 30,000 bikers annually. the event will continue through the holiday with heightened security. the state police chief had harsh words for the perpetrators. >> those gang bangers are

newsroom." i'm bianca nobilo. and if you're just joining us, let me bring you up to date with our top stories at this hour. with 99% of the vote counted in turkey's runoff election, president recip tayyip erdogan will now extend his rule into a third decade. erdogan beat the opposition leader kilicdaroglu with 50% of the vote. house speaker kevin mccarthy and president biden are trying to sell their deal to lawmakers this week. not everyone is expected to support it. u.s. house minority leader hakeem jeffries are projecting short of how many democrats will get behind the deal. >> well, i do expect that there will be democratic support. once we have the ability to actually be fully briefed by the white house. >> okay. >> but i'm not going to predict what those numbers will ultimately look like. we have to go through a process consistent with respecting every single mechanic of the house of

representatives and their ability to fully understand the resolution that has been reached. >> but that agreement reached with the house speaker has summoned president biden's party expressing their concerns, among them house progressives. >> we don't have a deal yet. we're not sure how many republican votes can be produced. and it all because republicans said they that they wanted to cut the deficit. and let's be clear that what they got there this was not that. they may have gotten other things. i'm not happy with some of the things i'm hearing about but they are not helping the deficit and they are not cutting spending. i think that, you know, you got to ask yourself what was all of the drama for? because they didn't get what they said they wanted. we knew that was never actually what was on the table. >> do they still have to worry about the progressive caucus and whether or not your caucus will support -- >> yes. >> yes, they do. congresswoman jayapal, thank you so much.

general of texas is lashing out after voted to impeach him. the lawmakers voted to remove paxton from office. he's calling that removal illegal and unjust. paxton is suspended in the texas senate holds a trial all of this involves a legislative investigation that accused him of several offenses including abusing his powers, retaliating against whistle-blowers and obstructing justice. >> what seems to be a long-standing form of corruption has now been voted out. i think that is a significant step for the integrity of the state and for the constitution. >> texas republican lawmakers have passed two bills on party line votes which target the election process in harris county. it's the state's largest county which includes houston and has grown increasingly democratic. one bill passed on sunday

authorizes the secretary of state to offer administrative oversight of a county if there are complaints or problems with how elections are administered. the other bill passed last week eliminates the election's administrator. both bills will be sent to the governor for his signature. voting right activists are calling these moves say power grab. and as tens of thousands of migrants pour into new york city, officials are looking into new places to house them all. polo sandoval tells us how centers are stepping aboard to help with the humanitarian effort. >> reporter: just below a bustling brooklyn interstate, this brick building offers shelter in the face of new york city's ongoing migrant crisis. >> we have 17 migrant that are staying with us. basically, each bed is their living space. >> reporter: sonya lee helps run the center which she says in the last months or so has

collectively offered respite. this organization does what it can to help shoulder that weight, while helping to live up to the guiding principle that's painted outside. >> as a muslim, it's an an obligation to help house migrants and people who are travelers. and basically, we decided to take that step. >> reporter: holly was fine when her family immigrated to the u.s. from kashmir. >> i can definitely understand were the families or wisers or whoever they left behind, i i understand that i do have family members back home that are not here. you do feel that sense of longing. so i understand that part of their journey and their situation. >> reporter: ali says her community center is moth the faith-based organizations that have applied to team up with the city of new york starting this summer. a local official familiar with the planning tells cnn that the city will announce the program that seeks to open up to 50

faith-based shelters starting in july, each offering about 19 beds, the goal, the official says, is to count on 950 additional beds for asylum seekers by the fall. however, institutions will help to meet building codes to house large groups. for ali, that means installing fire sprinklers. >> this is something that is going to take longer than i expected. what i was today, there's two slots, june or september. we were hoping for june. doesn't look like so it looks like we'll about proved in september. >> reporter: the plan to house some comes as the city and state are forced to get creative for shelt every space. >> there's some some schools that have empty dorms. there are some schools that are not reopening. there are former correctional facilities that are not ideal but has space to change the environment. >> reporter: faith-based communities are already offering

sanctuary. >> spiritually, it has been humbling to the hear the stories and to be able to know that we're making a difference in these individuals' lives. >> now, on sunday, a spokesperson in new york city confirmed for me there is a plan to use a 10,000 square foot facility in upper neighborhood of harlem to house asylum seekers. this was a facility used in 1914 to house newly arrived jewish migrants and in 1942 for soldiers and also previously as a correction facility. a state official telling cnn it has no cells. and they're currently in the process of transforming it into a space for asylum seekers. paolo sandoval, cnn, new york. gunfire rang out on the streets of sudan embattled capital one day before a cease-fire was due to expire.

car tune residents trapped in the conflict say both sides have repeatedly violated the seven-day truce negotiated in. saudi arabia more than a week ago. right now, there's a agreement for the cease-fire. the u.n. now says that the fighting that erupted in april between sudan's armed forces and the power facilities have has displaced 1.4 million people. 350,000 have fled to nearby chad or ethiopia. and the u.n. says there are increasing reports of gender and domestic violence among those particularly who remain inside sudan. nigeria is about to swear in a new president. coming up, we'll take you to lagos.

explosion in the ukrainian capital of kyiv a short time ago. it was not immediately clear if these were sounds of interceptions by air defense missiles or impacts on the ground. this comes shortly after ukraine's ministry destroyed 70 mill ter targets over russia overnight. cheerl russia is putting kyiv more and more in its sights as we gear up for this much awaited counteroffensive. sunday, ukraine reported one of the largest drone attacks to date against kyiv so far in the war. we'll bring you updates from these developments as soon as they become available. china has announced will launch its 16-crew spacecraft to its fully operational space station on tuesday. the country says it's first civilian as you tro not will be part of the three-member mission. it will swap places with another crew to man the chinese outpost. this will be the fifth manned mission to the station since 2021.
