everyone. poppy is off today. i'm erica hill. thanks for being with me this morning. let's get started with five things to know for this memorial day, may 29th, 2023. joe biden and kevin mccarthy made a debt ceiling deal. now they have to sell it. can they get the votes before default on june 5 th? >> russia shot down a record number of missiles ahead of the long awaited counter offensive. >> search and rescue operations under way right now after an apartment collapse in iowa. seven people have been pulled out. the mayor, though, says a number of others are still missing. and happening today, president biden will honor america's fallen service members during a memorial day address from arlington national cemetery. he'll also participate in a wreath laying ceremony at the time of the unknown soldier. tonight, boston celtics looking to make more history by

becoming the first team to win game seven after being down 3-0 to the miami heat. "cnn this morning" starts right now. the house is set to vote on that debt limit deal two days from now. the race is on to convince lawmakers to back the plan. >> tagreement prevents the wors possible crisis of a default. an economic recession, retirement accounts devastated, millions of jobs lost. >> mr. president, what do you think members of your own party will say you made too many deals? >> they'll find i didn't. >> as for the debt kroelg, the latest warning from the treasury secretary means the government could run out of money to pay all the debts on time on june 5th. that is one week from today. this is a big day in washington.

our chief congressional correspondent is on capitol hill. the agreement finally happened. what more do we know about how this played out behind the scenes? >> good morning, erica. after weeks of phone calls and meetings and many stops and starts, president biden and house speaker kevin mccarthy finalized that deal to raise the debt ceiling. now the president has defended his decision to negotiate with the republicans. he said this agreement is a compromise w neither side getting all that they wanted. but now the difficult task is ahead. they need to get enough support to pass this legislation for that june 5th deadline. . >> reporter: with the nation barrelling to a default, president biden and kevin mccarthy brokered an 11th hour deal to raise the nation's debt limit. >> we reached a bipartisan budget agreement. now we're ready to move to the full congress. i think it's a really important step forward. it takes a thread of

catastrophic to fall off the table. >> the 99-page bill, the result of weeks of tense negotiations. the agreement would raise the debt ceiling stl 2025. after the presidential election. and would cap nondefense spending for fiscal year 2024 after certain adjustments. a white house official says that includes shifting $20 billion in irs funding to other nondefense areas. and recinding $30 billion in unspent covid relief funds. >> we know at any time you negotiate with two parties, you have to work with both sides of the aisle. when you look, the country will be stronger. this is going to be transformational. our congress is literally going to vote to spend less money. >> a major sticking point, tightening work requirements for government assistance. this deal raises the work requirements age for those receiving food stamps from 49 up through the age of 54.

white house officials say she expect the number of people subjected to food stamp work requirements will remain the same. with the details ironed out, president biden and kevin mccarthy have to sell the deal to their respective parties. those in congress are already balking. they're frustrated with the work requirements. >> terrible policy. does not reduce spending. by some estimates, it creates a burden on administrative spending that is actually worse for, you know, for overall cast of a program like that. >> the conservative house freedom caucus is also pushing back saying the deal does not cut spending enough. with key members tweeting, no republican capitulation and hold the line. >> those votes were never really in play. we get that. but overwhelmingly, republicans in this congress are going to support the deal.

how could they not? it is a fantastic deal. >> now the goal for president biden and house speaker kevin mccarthy in the coming days is the target those middle ground lawmakers on both republican and democratic side. white house officials will continue briefing lawmakers throughout the day today and continue to work the phones as well. house speaker kevin mccarthy is hoping they could have a vote wednesday evening. even if it clears the house, it still needs to make a way through the senate. any one senator could stall proceedings. this is really a consequential week as that deadline for raising the debt ceiling looms just one week from today. >> certainly not across the finish line just yet. thank you. >> now even before the text was released, some skeptical lawmakers releasing issues with the debt deal. our chief correspondent is live on capitol hill. she touched on it a bit there. how much skepticism you are seeing on both sides? >> there is quite a bit of

skepticism and frustration about this. essentially lawmakers wlare lef with a take it or leave it situation. they could not vote for a law that a lot of the policies in here, leave it and the country could experience the first ever debt default which could have c catastrophic consequences around the world. this is leading law makers in a difficult position here in the 11th hour. now we are hearing the loudest concerns from the members of the far right of the house republican conference. they're particularly concerned because they view this as a significant retreat from the house gop position back in april. they passed a bigger bill with lots of spending cuts, other policies reign in key biden administration policies. a lot of those were simply never going to make it into a deal with the white house. but they believe that kevin mccarthy gave too much. the issue of allowing the debt limit to be suspended until 2025. they have actually had hoped they would be suspended until

march of 2024. they could fight on this issue again in the election year. and extract more concessions from the white house. but as part of the negotiations, kevin mccarthy agreed to go further. on the left, you're hearing a lot of pushback about not just those work requirements that for food stamp that's are expanded in this proposal. also on other issues as well. the spending cuts that are part of this restarting student loan payments. they're also part of this negotiation. they didn't want any concessions. they said they sided with the white house's position that they would not negotiate whatsoever. there is no conditions. only a clean debt ceiling increase. ultimately, the white house reversed course and telling the members in private conference calls last night, you're going to have to accept this deal. it could have been a lot worse. a default could be a lot worse which is leaving lawmakers in a position, take it or leave it. >> and clearly this could be a bumpy ride the rest of this week until this ultimately passes at some point. is there any chance that this doesn't pass? >> there is. but at the moment, odds are that

it will pass. simply because there is no other option at the moment. now, prospect did brighten yesterday for the chances of this deal passing. and in large part because a number of more center left democrats in the house democratic caucus indicated that they were likely to support this. there are a couple of major blocks within the caucus that probably represent roughly 100 members or so that are signalling they will support this bill. that will be significant. it would offset the losses from the republicans which we expect dozens of republicans to vote no. that means they could get the votes through but barely. the full counting is happening behind the scenes and happening since this deal was cut on saturday. then it will pass. if it passes, it goes to the senate where we expect the final passage could be friday or over

the weekend. one senator could hold it up. but the expectation at the moment is that with the support of senate republican leader mitch mcconnell and the support of majority leader chuck schumer, this will get 60 votes, the key number toed advance this bill to final passage. it's going to be a bumpy ride from here until final passage. >> thank you. >> rescue teams searching for possible missing residents in dafrn port, iowa, this hour after a historic apartment building collapse in a downtown area on sunday. look at that. seven people were rescued. several others injured. authorities warn of the building's instability. so officials as i understand it, haven't ruled out of this point possible deaths. do we have a firm number on how many people are unaccounted for?

>> at least seven have been rescued. crews continued their search overnight. we did hear from residents in the area. here's what they had to say. >> our concern is the structural stability of the building and accounting for missing individuals. crews started to enter the building again to do a secondary search and start with the rescue of the debris pile at the bottom of the building the we'll continue to do that until this operation is completed. >> that was the chief there. we heard from multiple city officials. they're still looking. this is a process that could take some time, erica. >> also the building owners were under orders to make upgrades. what do we know about that and what may not have been done? >> we do know the owners of the

>> this is a shift nein the russian air attacks to focus on kyiv. the volume nationwide is a little bit lower than we have seen when twhhey went after the energy sector. that is nationwide. the overwhelming concentration of attacks has been against the capitol lately. overnight last night with a large number of the primitive drones from iran. but also, cruise missiles which are potentially much more dangerous delivering a much heavier warhead n both cases, the vast majority of them being taken down by kyiv's air defenses. and, of course, there is an anticipation that ukraine may launch a counter offensive agains t russia.

this is part of the maneuvering in the sky and on the ground. this is a town very near to the front line indeed. they get regularly hit. you can hear the rumble of artillery fire and rocket attacks, air strikes all day and all night they're very vulnerable. this is about a 15th or 16th day or night this month that the russians have focus ed on kyiv. >> we're hearing from the bella russian president who is offering nuclear weapons to any nation who's want to join, who want to support russia. belaruse. it's not clear to me that he actually has any nuclear weapons to offer here. >> no. he doesn't. but what he does have and has done is allow or offer the

opportunity for russia to put what they're calling tactical nuclear weapons, in other words, short range relatively low, load nuclear weapons. there is part of the on going effort to waive the threat of nuclear catastrophe just at ukraine but the international community. this is consistent with his courting, should we call it,st kremlin. >> absolutely. sam kiley, appreciate the updates, thank you. >> and now to turkey. turkey's long time president is set to remain in power after winning a high stakes runoff election. he won with 52% of the vote yesterday according to election officials there. thousands of supporters gathered outside the palace to celebrate his win. turkey is a key nato ally. throughout his presidency, he jailed political rivals and develop close ties with russia

and iran. we're live from istanbul. how are people in turkey reacting to his win now? >> we were outside the palace as the results came in. thousands of people gathered outside the headquarters celebrating that victory for president erdogan. we were speaking to the voters. many of us told us they thought this was waa win for political stability and they believe in president erdogan's victory. he gave a speech to thousands of people gathered outside the presidential complex telling them this is a moment of unity for the country. take a listen. >> translator: it is time to unite and unify around our national goals and national dreams, leaving aside all discussions and disputes regarding the election period.

white house correspondent. thank you. welcome to you both. >> thank you. >> good to have you. shelby, what do you make of desantis' tcampaign strategy to hit him but not yet? >> i think compared to most of the other 2024 candidates, he's hitting trump more aggressively. it is a fine line of really going after trump and we see the potential candidates doing versus nikki haley who has really largely refused to criticize him. i think the reason is that there's this fine line with republican voters. they don't want someone that is going to openly criticize the former president. >> to that point, he is trailing trump significantly. he can afford to antagonize trump? >> that's a good question.

when you're down 30-something points in most of the polls at this point, you have nothing to lose. i think what he's trying to do here is run on his record, right, run on his record of covid in florida. he's pushing -- he's essentially saying to american voters, trump did x, y, z really well. but i can finish the job. and, so, the problem is desantis is a prime target. he is really the only target for trump at this point. so, if he continues to anger trump, trump and his team are very good at, you know, trolling and going after desantis. i think that's only going to ramp up. we already saw it over the weekend. >> it will be so interesting. fascinating, too, especially when we put up the graph. the number of republicans who are running, which some people may forget how many are technically doing this. and who may jump onboard. i was struck by some of the comments from chris sununu over the weekend. he talked about the culture wars. the so, in this moment, he's not

just going after ron desantis whether we hear about culture wars, also though dre, directly attacking the former president. take a listen. >> top priority is culture wars and not managing spending, creating more opportunities at a localized level, draining the swamp which i was told was going to happen. never happened a bit. you know, former donald trump blew that one. securing the border, former donald trump blew that one. fiscal discipline, former donald trump blew that too. i think there are a lot of things within the mantle of the republican party that we have kind of lost focus on. >> maybe lost focus. but what is fascinating is what we see. donald trump can sit back with the poll numbers that we just saw and let everybody else fight it out for second place. so many republicans are trying to be this more moderate nontrump lane. does anybody have a chance at this point? >> i think they're all just waiting for him, erica, to implode in a way. they're waiting for that moment. they look back at 2008 and they see what happened to hillary clinton, for example. and barack obama came out

november where. and i think they're all just waiting for an opening. they're waiting for a lawsuit. they're waiting for something else. they're waiting for the other shoe to drop. and they're all going to kind of pounce. but i think desantis kind of has, i think he is looking at past elections maybe and saying there is more of an opening. i was the guy who won by 18% in november. i can do it again. look what i did. he's already kind of contrasting on covid, on other issues and saying look how i did it versus look at how former president trump handled it. >> amy, when it comes to biden, you say we may see a rose garden strategy. supporters say, look that, could work to his advantage. but it could open him up to further attacks about his age. >> exactly. and it work ford him in 2020. he could kind of take a base knit strategy, if you will. and stay home and kind of advocate for the pandemic and doing what was right. i think a lot of democrats are saying, you need to do a little bit more. this could open you up to hiding biden or whatever other, you

know, saying thez had in 2020. i think that is a problem for him. and democrats will kind of openly admit that. >> i think also this brings up the messaging issue that is consistent for democrats. he says i'm doing the job and this is what i'm doing. he ran on uniting the country. he may have bipartisan wins. but he's been challenged, i would say, and democrats challenge in it really selling that. so selling this strategy as well. >> yeah, absolutely. it is also notable while most of the 2024 candidates can criticize trump. they have no problems going after biden. he is going to hit by democrats who want him to be more aggressive with the messaging, you know, get out of the basement, so to speak. but also from remembers who have argued, i've had multiple campaigns argue to me we're not actually running against trump. we're running against biden.

you see that in the messaging. of course, they're rung against trump. they're trying to -- that's their strategy. >> can we play a liz cheney sound bite? she has yet to rollout a run. she did give a commencement speech and called donald trump. she called him dangerous for his 2020 lies before telling graduates this, take a listen. >> no party, no nation, no people can defend and perpetuate a constitutional republic if they accept leaders who have gone to war with the rule of law with the democratic process and with the constitution itself. america cannot remain a free nation if we abandon the truth. >> so, as you go out to change the world, resolve that you'll stand in truth. >> really quickly, is there a role for her in the primary that

there is advantages to squats and lunges. it could help you have a better outcome after suffering a heart attack. that is according to research presented to the european sow side of cardiology. joining us now with the story, cnn health reporter jacqueline howard who spoke with researchers behind the study. is this really all about your legs? >> the researchers used quads as a test for general strength. if you maintain muscle strength, that is associated with better heart health outcomes. what they did, they looked at data on more than 900 older adults. these are older adults 57 to 74 who did have a heart attack. those who had woke quads had a

safety week and remember the sacrifice for this memorial day. >> absolutely. so, wyatt, you say we're in a lifeguard crisis. what shis behind the shortage? >> we always had a decline in lifeguard recruiting ever since "bay watch," believe it or not. in my day, we all wanted to be lifeguards because beautiful people, helicopters, fast boats. a job you wanted. and it tapered off. then we got hit by covid and then covid just nailed us. we saw a third of the pools with closures and reduction in hours. this year we're seeing over half of those. >> so, when you talk about it in that respect, we see there in cocoa beach, i think for most of us, florida is place we can imagine you would have lifeguards year round. this is a full time job. and other areas we're talking about pools and beaches and lakes that are only open for the

summer. where is the need greatest? is it just across the board? >> listen, let's oud identify t three types of louifeguarding, u have pools and swim lessons and swim meets and they compete and have fun for swimming in the neighborhood. and then let's go to open water which are beaches and lakes. so, they all get affected to a degree. w the one that is the most stable is the open wear the. a lot of the beach communities are under the fire department which have year round contingency. not so much for the parks and thrill parks. >> you talked about once upon a time when "bay watch" was out. everyone wanted to be a lifeguard. it was exciting and attractive paej of career. you say that lifeguarding needs a whole remodel. what does that look like? >> i think americans used to

take lifeguarding serious. we're requiring young adults high school, college kids for the summer to come out and watch your children. and we need to take a better look at that. they're part of the ems system just like police, fire, and hospital rescue. so, we have to take it more serious, the fact that we need to train individuals, get them excited at early age and offer them a career path forward. they come out for a season. they like louvreifeguard and ge training and they love what they d they go into the fire service and the police or military. we need to bring them back to the lifeguarding. >> you are seeing that start to change at all? is there enough incentive to get people excited at a younger age and stick with it? >> i've seen a lot of creative incentive, up to $3,000 if you qualify. i don't think that is enough. i think that we lost a lot of interest with the young ones going to the influencers, pandemic hit, they got other jobs, retail and restaurants. i think something needs to change. if we focus on, perhaps, you
