welcome to our viewers many the united states and all around the world. a compromised deal has been reached. the bill has been written. but the u.s. debt limit drama is far from over, with a major hurdle in the hours ahead. moscow hit by german strikes. and new attacks struck the ukrainian capital overnight. and growing concern over the future of dianne feinstein, after a report reveals the 89-year-old is having to rely on her staff more and more. the bipartisan deal to raise the u.s. borrowing limit and save the country from defaulting on its debts will face its first serious hurdle in the coming

day. the house rules committee will take up the bill. and several members have been slamming it. house speaker kevin mccarthy says he is not worried about that committee, with democratic and republican leaders facing revolts in their ranks. and members who say their side gave up too much in negotiations. but the u.s. president is optimistic. the deal will make it across the finish line. >> you know, i never say i am confident with what the congress will do. there's no reason i won't get done by the 5th. we'll get a vote in both houses and see. >> many members of congress are falling in line, realizing it's a deal on the table orr a financial crisis that's entirely preventable. not everyone is in the mood to compromise, despite risk of default. >> we are still reviewing the

bill. we've been talking a lot about spending. but we've not been talking about revenue. the so-called cuts that republicans want to make, they are making the cuts, while not being open or willing to discuss making sure the wealthy pay their fair share. >> i hope there won't be republican support or the hope we can kill it. whether it's the rules committee or bringing it to the floor and go back to a bill that will cut our spending, reform our congress, that we can save our country this way. >> joining me from los angeles is jessica levinson. a lawyer at the loyola law school. jessica, good to have you with us. the u.s. debt ceiling is all anyone has been talking about in washington and around the world. the house is voting is on this on wednesday. what's the first hurdle they need to overcome? >> they need to get enough

votes. i think the real question mark here will be what happens to the freedom kah caucus on the right what happens to the democratic party on the left. and if there are significant defections. i think that will give us an indication of basically how good a job kevin mccarthy, the speaker of the house has done, in terms of rallying his troops, and how many democratic votes are needed here. because he said, i think we have a deal, one would guess that he could count. having said that, this is a speaker with 15 rounds before he got that job. so, i don't think we should assume that anything is a done deal. >> we can't assume anything is a done deal. what do you think will placate the democrats and the most hawkish republicans? >> probably nothing. and i don't think they're needed. there's enough vote there's without the right wing of the right wing and the left wing of

the left wing, so to speak. i don't think that the house freedom kah sucaucus on the rig don't think they're happy because they wanted more concessions. they wanted significant cuts when it comes to federal funding and big federal spending. they didn't get that. they got president biden to the table. they did get some concessions but they're moderate wins at best. and the progressives are happy that president biden did give concessions at all. republicans held them ransom and republicans gave into that. i'm not sure any part of this deal will placate them nor does it need to. >> looking at the contours of the goal, what are standouts here? >> the big policy goals are hands-off big federal spending programs, like social security and medicare and veterans benefits. in the sense those will not see

significant slashes under this deal at all. what democrat wers were able to is hold the line on the big ticket items. there will not be a decrease in discretionary nondefense spending, which is what democrats wanted. republicans did get some concessions. there's a freeze on spending for about a year. and it will only go up inc incrementally. they got concessions for people that required certain benefits to work a certain number of hours. there's a little in here for everyone. but on the whole, i think it's better for democrats but still, people say they needed to go to the table at all. and president biden said, i won't negotiate. give me a clean bill. and he did. >> he blinked. there's a lot of talk about who

won or loss politically and who x exacted the most. if we look at a long view of who benefits the most of fiscal battles, does it translate into more support into ballot box next year? >> it's such a good question. i wish i could give you an answer other than, i think it depends. it depends what concessions were extracted and from whom. it feels like in some ways the election is right around the corner. so much can happen between now and when we actually vote, this might be a distant memory. if this falls through and we do default on the debt and there is guaranteed economic catastrophe, people will blame the president and blame the speaker of the house, as well. in terms of how that would play for the next election, it really depends who people want to place

the most blame on their feet. and i'm just not sure in terms of how this would play out for how long. at this point it's a win for the country because it would be economically terrible for us to default. >> just a final thought from you, jessica, before we go. do we have any sense of what the general public in the united states thinks about the handling of this crisis? >> i think most people find a way to make this happen. most people are slightly more moderate than the representatives, in the sense that, they have to go to work, do my job, and i have to when i spend money pay those bills. what is happening with respect to the government, they may be able to default? what will that mean internationally or domestically? and people removed from the federal government, that would

change if the federal government stops to make payments. and people will feel all of the ways that the fog effects our lives. we avoided that. and that, to me, is the big takeaway. what happens in two years. now, there's a precedent for serious negotiations. >> jessica levinson, always good to have you on. >> thank you. a close look at what is in the plan. the bill would suspend the debt limit through january 1st, 2025. so, it won't be a distraction during the next year's election. it would role back nondi nondiscretionary spending. and it would claw back about $30 million through unused covid relief funds. i spoke with the professor of economics at university of michigan and asked about the challenges of getting the bill

approved by wednesday, as well as what the critics are unhappy about. here's part of the conversation. >> the big takeaway is this does very little macro economic damage. there's a big fight. and democrats are happy that president biden got to keep the really important, bigger parts of his agenda. republicans are happy they're at a point where they didn't really have much control, except for the leverage of the debt limit, except they got concessions. the most important thing that happened here from an economic perspective. we have nondiscretionary spending for the next two years. that's not going to have large macro economic impacts because out of the entire federal budget, only about one-third of its discretionary spending. and only half of that is nondefense discretionary spending.

it's that one-sixth of the federal budget we've got to freeze on. that's not going to be large enough to creatate a recession prevent one. >> let's do a cost benefit analysis. was it worth it when you look at the end result from an economic vantage point? >> for joe biden and the white house, no. for anybody who cares about the economy, it's worth it. defaulting on the debt is going into ton known, right at the point when the economy is feeling fragile. i think the american economy is cheering this outcome. did republicans get as much as they want? they were aggressive in the early asks. but they don't control the senate or the white house. it's crazy they got anything out

of this at all. democrats on the left, are disappointed the work requirements work. it's being a harsher on those that need help. democrats will be disappointed by that. the ideological push and pull. that push and pull did not knock off the overall economy that affects all of us. officials in the u.s. state of florida say at least nine people including a 1-year-old child were wounded in a shooting on monday evening. police believe the shots were fired during an altercation between two groups of people. it contained one person of interest and another suspect. it happened in a busy pedestrian area in hollywood beach near south florida. and a holiday honoring u.s.

mayor reports two buildings have sustained minor damage from drone attacks. no one has been injured so far. but the city's emergency services are on the scene and investigating. let's go live, now, to london, to cnn's claire sebastian. claire, what more can you share with us about the developments? >> the russian minister of defense has come out in the last hour and blamed ukraine, saying eight aircraft uavs were involved in this attack. all of them were essentially suppressed. in other words, three by electronic war fair thatwarfare jamming and that sort. two people have sought medical help after buildings were damaged. minor damage was sustained by

several buildings. no one needed to be hospitalized. we're hearing that the persons involved in this attack, they say will be identified. they're investigating this, images coming out of potential drone fragments around the w buildings on state media. there's work continuing by emergency services. investigators, things like that. a few weeks after we saw the drones hit the kremlin itself. now, residential buildings to be hit, as well. this will be unsettling to the russian people. another way that the war is really hitting russian soil. >> in addition, this comes after the scenes of people running for cover. we understand that russia unleashed more attacks? >> 31 drones were fired.

29 of which were shot down over kyiv. a 33-year-old woman we now understand from the national police was killed. and 13 people injured by shr shrapnel. even though most of the drones were shot down, there's danger from falling debris. this according to the yukrainia said. on the capital of kyiv, happening with startling regularity, after we saw a daytime attack using drones and missiles on monday. clearly, the capital now of ukraine, a major target by russia. >> president zelensky announced he is excited on the date of the counteroffensive. >> in his nightly address, the decision has been made. he did not give away what that decision was, when and where.

northern kosovo. the defense ministry alleges that protesters threw molotov cocktails at the peacekeeping force. many protesters were injured. let's get more on the developments. i'm joined by barbie in rome. tensions are running high in the region. >> that's absolutely right. 14 of the peacekeeping soldiers were italian. it's an important issue in italy. the tensions in this area goes back a long time. 2008 kosovo wasn't recognized by serbia. and the area is populated by serbian people. they go back to the elections in april. the people in this region of northern kosovo boycotted. this is the first time we've seen an attack like this on the

trust support and promises made. >> we're proud to be here as democrats. >> reporter: there's another option here should governor newsom get the chance to nominate someone for this seat. it would be to nominate a nonpolitical person or someone who pledges not to run in 2024. among the democratic activists we've spoken to, they call that underdeliverance. florida governor ron desantis is hitting the road in a few hours on his first campaign stops since announcing his presidential bid. the republican candidate will spend tuesday and wednesday in iowa. he will head to new hampshire thursday and then travel to south carolina on friday. he's already busy attacking his one-time political ally, former president donald trump. desantis is using his ongoing feud with disney to organize why he's more likely to win the iowa caucus.

the east african nation of uganda is facing intense condemnation from western countries and human rights groups, following approval of an extreme lgbtq law. the yugandan president has signd the measure with a golden pen after parliament approved it. it mandates the death penalty for aggravating sexuality and gauging in gay sex could lead to prison. it enkurjs ugandans to report lgbtq communities. joe guiden is threatening sanctions, saying i am calling for its immediate repeal. no one should have to live in

fear for their life or being subjected to violence or discrimination. it's wrong. david mckenzie has more from johannesburg. >> certainly, the law signed was one of the most draconian lgbtq laws in the world. it includes among other things, a life sentence for those that are caught in the act of homosexuality. and crucially, it makes illegal the promotion of homosexuality. i'm using the words within that bill. education could be curbed for sexual education. it asks for people to out those for who they believe are lgbtq for authorities. i've spoken to several activists today in uganda, who fear for their lives at this moment. they worry that people will take the law into their own hands. and there's already been an atmosphere of fear in the lead-up to the signing of the bill. now, the proponents of the bill

say this is an important moment for uganda. this is a deeply conservative, mostly christian country. and the man who put his name to the bill had this to say. >> if we don't stand our ground, as a country, as a people, as a community, we will have completely succeeded our serenity and independence as a country. >> he has faced pressure not to sign the bill. he will be criticized by western governments and face sanctions for this. uganda is dependent on support from the european union in the military and domestic case. he has stood firm and said the law should be put forward and the punishments meted out.

u.s. groups were involved in helping ugandan lawmakers push through this law. conservative groups. and the same is the case in ghana, where a similar law is being proposed. david mckenzie, cnn, johannesburg. this week, iran is prosecuting two journalists who reported on the death of the young woman who died in police custody in september. her death sparked months of massive protests and calls for an end to the clerical regime. iranian agents accused the two journalists of colluding hostile powers. the first trial session for one of the journalists was held monday in teheran behind closed doors. the other journalist's trial will start tuesday. while the protests in iran have eased, the authorities are not giving an inch to anyone showing

dissent. the human rights groups have started ed executing protesters again. >> reporter: outside a jail near teheran, families of prisoners chant do not hang them. their pleas come after iran resumes the hanging of protesters. it started this month, with the hanging of three young men, accused of killing security forces during anti-government protests in november. the news sparked more demonstrations. activists and human rights groups say the activations against the rio are baseless. majid was forced to watch the torturing of his brother. and he was part of 15 mock executions. in an audio note obtained, he maintained his innocence.
