♪ moscow on alert. ukraine says that they are not responsible for an overnight drone attack in russia. this as kyiv is rocked by a third wave of russian strikes in just 24 hours. at least nine people injured including a 1-year-old child after a mass shooting at a popular florida beach. a suspect is still on the run. also terrifying moments on a carnival cruise ship rocked by a storm near charleston, south carolina. a look inside the ship during the frightening voyage. these major developing stories and many more right here on "cnn news central". ♪ this morning ukraine says it is not them. denying it was directly involved in a series of drone attacks on moscow. a plume of smoke could be seen rising over the city today.

despite ukraine's denial, russia is pointing the finger directly at kyiv. and saying two people were hurt and several buildings damaged in the attack. want to show you another video, this is actually what one person caught the moment a drone flew over their apartment building in moscow. all of that happened just hours after a new barrage of -- a new russian barrage targeted kyiv overnight. it is the 17th drone attack on kyiv's capital this month. one woman was killed, and more than a dozen others injured in this latest wave. fred pleitgen is in kyiv outside some buildings that were damaged overnight. fred, you spoke to the city's mayor. what is he saying today? >> reporter: the mayor of the city was absolutely irate, he called it terrorism on the part of the russians. and he said that actually ukrainian air defense was pretty successful thanks to a lot of the weapons that ukrainians are getting from the u.s. and its

allies. lits let's listen in. >> modern defense from our partners, we would have much worse situation in our hometown, more destroyed buildings and more civilians killed. >> reporter: so one of the reasons why he said that, i want to show you, that this building here that i'm standing in front of, this is one of the ones that sustained a lot of damage because it took a hit from one of the drones supplied by iranians but russians are using. and a lot of the cleanup is already going on. if we pan up, you can see the drone crashed right into the top floors of this building. one person was killed there. however, even that drone that crashed into this building was intercepted. it was intercepted by ukrainian air defenses and they say that it was the fragments of that drone, obviously including the warhead, that crashed into that building. but it was certainly a very difficult night here.

we heard the drones hovering overhead for a substantial part of the night as ukrainian air defenses were trying to take them out. at the same time, you do feel the resilience here in the ukrainian capital as now only hours later, cleanup is going on and people are trying to go about their daily lives. this of course comes as ukraine seems to be on the cusp of that counteroffensive and ukraine's president now saying the timing of that offensive has now been decided. >> not telling exactly when, but it is decided. and just to be clear, that is cleanup, people throwing debris off the rooftop behind you? >> reporter: yeah, that is what is going on. there was substantial damage to the top floor apartments and so they are clearing the debris, throwing it down so they can clean it up as fast as possible. unfortunately they have a lot of practice after a lot of the strikes the past year. >> a great point. unfortunately they become very good at that cleanup. thank you, fred.

with us now is retired brigadier general speepeter swa. and general, i want to start with the drone attacks on moscow, about 300 miles depending on what direction you go, from inside ukraine. i want to show people the sites inside russia or in russian-controlled territory that have been hit over the last several weeks. you can see most of the areas have to do with the russian occupation directly of ukraine, either supply areas or rus russian-held territory inside ukraine. moscow stands alone as a much different target. the ukrainians deny direct involvement, but what do the drone attacks in moscow do for the ukrainians even if they didn't do it? >> good morning, john. and to your viewers. yeah, it is highly significant.

what we are going on here is russians are being fed a narrative about the justness of this special military operation and they will prevail. yet they just have the recommend lynn however it happened hit last month, they have just had moscow in the suburbs hit now. and the drones are coming from somewhere. it is stextreme range for the ukrainian organic drones if they were far from the border, but the bottom line is that they can't hide the war from the cities now, what i will call mainstream russia. the bill payers have been most of the trips from the provinces and now they are having to deal with it. the bloggers are out there.

prigozhin has lambasted the military again just a few hours ago to their ineffectiveness in defending the motherland. and so this is all very concerning for putin and the kremlin in prying to keep if, you will, a stable narrative. it is a big deal, much bigger than the actual sum of the strikes. >> and again, this is video of what the strikes look like inside moscow. that type of image is seen in kyiv almost every time several times a day. attacks have been relentless the last several days, day and night. why are the russians striking now with such ferocity? >> first of all, i was there with a delegation of renewed democracy initiative, an ngo.

and here i think it is a bunch of reasons. one, there is fury, there is anger that has been going on now for months but especially after the kremlin strike. there is a side of the russians that i believe they want ukrainians to submit. a word that is almost medieval. submit. and they aren't. and more ukrainians tight back a fought back, the harder it gets. and they haven't figured it out. i also think increasingly the russians are trying to -- they are really nervous about all the talk about a counter offensive and preparations, the shaping operations. and so that is going on. so they are lashing out in a way. and the thing that is critical is that these are not hitting effectively military targets. they are primarily hitting targets where there are a lot of civilians. and if the russians think that

lives. and another video shows the area near the beach, people also there running, forced to run for safety. it is a terrifying moment for all of them. nine people ended up being shot including a 1-year-old baby. carlos suarez has more on this. first of all, what are you hear battleground she hearing about the nine people shot and how they are doing? >> reporter: we know all nine people including that 1-year-old baby that were shot, they are recovering in a hospital and we're told that they should be okay. hollywood police have detained one person and they are looking for at least one other person in connection with the shooting. we're being told that all of this was the result of two groups that got into an argument when somebody pulled out a gun and opened fire. now, this boardwalk is lined by restaurants, bars, as well as some hotels. it is where thousands of folks have gathered to celebrate the memorial day holiday yesterday.

and it is where this shooting took place. there were some cameras in the area that captured the crowd of people running to safety after they heard these gunshots. we saw some videos that were posted on social media showing that some of the injured were treated right here on the beach. hollywood police say that they had a number of police officers in the area in anticipation of all of the crowds. and so they were able to get a lot of the injured to a hospital in relatively short order. they were able to do it in a relatively quick amount of time. one witness spoke to c"cbs this morning" and described what he saw. >> a crowd of people running through here, and then we heard like three more shots down the street. >> saw a young man on the ground bleeding and they were applying pressure. and also saw a lady very upset, i think she had a wound to her

leg. >> reporter: again, one person has been detained in the shooting. police are looking for at least one other person in connection to what happened out here in this brooroardwalk. we're told that 1-year-old baby is in stable condition and should be doing fine at the hospital as well as the eight others shot out here. >> and everyone in that crowd not doing fine after what they had to live through. ca carlos, thank you so much. new video this morning shows the rescue of a woman more than 24 hours after an apartment building partially collapsed, it happened in davenport, iowa. the woman's daughter says that she called her from the fourth floor in a part of the building that was apparently unaffected. at least nine have been rescued since sunday. there are still people unaccounted for, but authorities say that the building will be demolished soon. adrienne broaddus is joining us. there are still concerns this morning that there may still be people inside. how can authorities be so sure that everyone is out?

>> reporter: it is k06complicat. if you remember yesterday the fire chief told us that they were uses k-9 dogs during the search and those dogs found no signs of life. however, we now know that this ninth person who you just mentioned, the woman, was rescued after officials had moved from their rescue to the recovery phase. and so that is why police are stepping in. you may remember yesterday during our reporting, i shared with our viewers if you are missing a loved one in the downtown davenport area, possibly someone who lived in that building, call 911 and police are trying to determine whether or not people are inside. but the building must come down because it is not safe. authorities say there is an imminent danger that that

wrong doorbell. ralph yarl was able to walk in an event yesterday. and his mother walks two to three miles with him every other day as he continues to recover. and the homeowner charged with that assault will be back in court on thursday. and florida governor ron desantis setting out on a four day 12 city tour of key primary states. republican presidential will host what his campaign is calling an official kickoff event in iowa. and then heads to new hampshire thursday and south carolina friday. this morning opening statements set to begin in the federal trial of the man accused of killing 11 people at a pittsburgh synagogue. the 2018 mass shooting is the deadliest anti-semitic attack in us history and prosecutors are seeking the death penalty. danny freeman is in pittsburgh. what are we expecting to see? >> reporter: after five weeks of

jury selection and almost five years since that deadly attack, opening statements are set to begin really any moment now here in the federal courthouse behind me in this pittsburgh synagogue shooting trial. actually court was just brought into session, so we're waiting for those opening statements very soon. and we're talking about defendant robert bowers here. he is 50 years old and he faces 63 charges, 22 of which are eligible for the death penalty. and the death penalty really is central to the heart of this case. but i'll get to that in a send. i want to remind viewer what is brought us to this point almost five years ago. october 27, 2018, bowers was accused of walking up to the free tree of life synagogue and started opening fire. he also went inside and started opening fire on a number of worshippers who were actively praying in there at the time. there were three congregations inside that synagogue at the time. and he is accused of saying anti-semitic and hateful things towards jewish people while he

was going on that shooting spree. in the end 11 people were killed, 11 were sorshippers wer killed and six others injured. and he was taken into custody during the course of the attack. so while bowers has pleaded not guilty, really guilt is not at the center of this trial. in fact the defense team here for bowers, they actually said that we would offer a guilty plea with life in prison in exchange for taking the death penalty off the table. but like i said, the death penalty is part of this, prosecutors have not wavered nor has the court, they are allowing the death penalty proceedings to go forward. i should say the death penalty initially sought in the trump administration. this will only be the second death penalty case in the biden administration. this is supposed to be a pretty long trial. this could last well into july, potentially to the end of july. but i have to say already today we've seen some of the passions the community has in terms of being here.

a bus just dropped off a number of family members and loved ones of victims those shot and injured at this pittsburgh synagogue, they plan to be in the courtroom as long as they can. we've seen some of the family members already line up to get inside. so i think that you can tell that while this will be a long trial, there is going to be a lot of passion in this community surrounding it over the weeks and months to come. >> very difficult but important day for the people there. danny, thank you. so sink or swim. today is a real test for the debt limit deal reached over the weekend. for any bill to make it to the floor for a vote, it needs to go through the rules committee, the committee that sets the terms of debate around any bill. this afternoon the debt deal heads to house rule which is has a republican majority and is also stacked with conservative members some of which do not like this agreement. two names to watch, congressman

ralph norman of south carolina and chip roy of texas. both have publicly attacked, dismissed and lambasted the deal. but is it enough to stop it in its tracks. lauren fox is on capitol hill to start us off on this. what are you hearing from lawmakers today? >> reporter: well, this rules committee meeting is going to be really critical for getting this over the finish line and to the house of representatives. right now both leadership in the democratic and republican parties working hard to get their members in line for that potential wednesday vote on the house floor. and one thing to keep in mind is that if this can get through the house rules committee, republicans and their leadership are feeling very confident that they are on a path right now to lock up upwards of 150 republican votes once they get to the house floor. so the rules committee is a critical moment. but if they can get the bill to the floor, the expectation is that the coalition of moderates this both the republican and democratic party could be enough

to push this over the threshold. of course once you pass it out of the house, that is really just half of the equation. then it goes over to the u.s. senate. and any one member can really drag the process out, pushing you right up to the cusp of that deadline on june 5th. >> that's right. all right. we'll see what happens. honestly hour by hour on this. i know you are tracking it. so let's go to the white house now and arlette saenz is standing by with more. we know -- what are you hearing from the white house in terms of are they making anymore progress in winning over progressive democrats who have also been voicing displeasure and distaste about this compromise bill? >> reporter: president biden says he feels very good about the procspects of the agreement becoming law, but he also acknowledged whether he can get progressive democrats on board. there is palpable frustration in the democratic party over the

toughening of work requirements for some food 125stamp recipien. but the president yesterday did sound quite upbeat about the fr prospects of the legislation. >> you know i never say i'm confident what the congress will do. but i feel good about it. there is no reason why it shouldn't get done by the 5th. i'm confident that we'll get a vote in both houses and we'll see. >> reporter: behind the scenes senior white house officials have been workings phones calling dozens of house democrats and also putting out phone calls to senate democrats as well. the president has also been engaging with some phone calls with the members of congress. and one of the arguments that the white house has been making to democrats as they are selling this bill is that they need to think about what didn't make it into the bill. talking about the fact that they were able to hold off any further tightening of work

requirements for other social safety net programs, the fact that they preserved things like the "inflation reduction act." we'll see whether president biden will have any further comment when he returns to the white house in just a short while. the president is starting his day up in wilmington, delaware attending a memorial mass for his late son beau biden who passed away eight years ago today. >> and we're showing video from moments ago of president biden. and the road to passage by june 5th is complicated with several possible road blocks. as we mentioned, first the bill has to get past the house rules committee where it needs approval before even gets to the house floor. if you remember kevin mccarthy had to place several conservative members on this committee to secure his speaker ship. there are 13 lawmakers on the rules committee. nine republicans, four democrats. by tradition the opposition party in this case the democrats

never vote for the rule. so republicans would need seven votes. the problem is as we mentioned earlier, chip roy and ralph norman are already a no. so all eyes are on thomas massie, he seen as the swing vote and hasn't expressed publicly his opinion about the deal. without his vote, the deal dies unless, unless, a democrat joins the remaining republicans to vote to advance the bill to the full house. assuming it clears that hurdle, it would go to the house tomorrow. it would then need a simple majority, that means 218 votes if all members are present. the gop has a 222-213 majority in the house. so it is possible to get it passed along party lines but unlikely. it then goes to the senate where in theory they could quickly hold a vote if they agreed to unanimous consent which means that they can skip the debate. but, and a big but, it only takes one lawmaker to hold it up. and both senators mike lee and lindsey graham have said that they have objections to the bill

this morning russia's defensemen industryministry is ukraine on a drone attack on moscow that left at least two people injured and also several buildings with minor damage according to russia. this as russia launched an attack at the ukrainian capital overnight, another attack, one woman killed, more than a dozen others injured. russia has engaged in relentless attacks day and night against kyiv for the last several days. we're also watching iowa right now where a new survivor has been rescued from a partially collapsed building in davenport. that brings the number of people pulled from this rubble to nine. city officials are preparing to demolish the remaining structure. it is unclear still if any other people remain unaccounted for. the cause for the collapse has yet to be determined.

a tropical vacation ended with a scare at sea for passengers on board a cruise ship. passengers on board the carnival sunshine were tossed and turned by a powerful storm as they headed back to port. the storm sent water pouring in to hallways and damaged rooms throughout the ship as the ship was returning to charleston, south carolina from the bahamas. joining us now is a passenger who was on board the sunshine. crystal, this morning, thanks for being with us. >> good morning, thanks for having me. appreciate it. >> so you were on board with your husband and your three children. you say you heard an announcement that rougher seas were ahead. at what point did you realize something was seriously wrong here? >> i would say about three to four hours after the first announcement was made. i realized that it was a lot rougher than what i anticipated, i think what anybody else anticipated. and that is what triggered me to

get my children and to basically go back to our cabin, which it just intensified terribly after that point. >> and you showed us, you sent us video of water coming into your cabin. walk me through how you are feeling as you see this water, you are with your children, how are you feeling as all this is unfolding? >> well, actually the image that was sent over was a cabin right next to us on our deck. and the water started trickling in all the way towards the center of the ship. and those two individuals were actually with us because they were displaced and they had nowhere to go until i don't even know at what point that they were able to find somewhere else for them to stay safely. but it was terrifying. >> the company says that the return to charleston was

speaker mccarthy. what direction are the markets going? they are down a little bit so far today. joined now by cnn chief business correspondent christine romans. look, the markets never truly believed that the economy is going to default. but what are you hearing from investors this morning? >> what i'm hearing is there is a gauntlet of procedure, politics and votes and there is not a lot of time. and so i think investors are reserving a little bit of judgment here. if you look at markets this year, they are mostly up. the dow flat. with all the recession watch, a dow that is flat, s&p 500 up almost 10% and nasdaq whose tech stocks have been going gang busters. so stock investors who already had a pretty good first half of the year here even with all of these headwinds like politics in washington, recession fears, has the fed gone too far, has the fed not gone far enough. so an odd and quirky economy

right now. and for investors to have made money first half of the year is remarkable. >> may not be a huge bounce even if the bill gets signed in to law. >> exactly. >> all right. part of this deal is to pair down funding for the irs. the irs was supposed to get like $80 billion. and now they will get $60 billion. >> that's right. in how significant is that $20 billion? >> let me rewind a bit. the "inflation reduction act" which is a piece of legislation that lot of republicans december sp despise, there was $80 billion for modernization and iring new workers because we didn't have enough workers. and now they will roll back some of that money. 1.4 build right away and then $10 billion next year and $10 billion the year after that. that is something that the republicans really want to see. the white house is saying it will still be away to modernize the isaiars and enforce tax che.

journalists of colluding with hostile powers for their coverage. the charges they face could carry the death penalty. we're also learning more about the victims of a fatal boat incident on a northern italian lake. two victims were identified as skre secret service agents. the house boat was hit by a wave and capsized during a birthday celebration. an investigation is under way. this morning peruvian prison officials are continuing a report from abc news that the prime suspect in the 2005 disappearance of natalee holloway was beaten in prison. joran van der sloot's attorney is petitioning for his client to be moved to another facility claiming that he was severely beaten, this as van der sloot is said to be extradited to the u.s. on charges of extortion and fraud. jean casarez is following this for us. what else are you learning here?

>> interesting timing because the extradition paperwork has begun cnn has learned. and so just as you are saying, the lawyer for joran van der sloot, he was the attorney from the very beginning, knows him well. and the prison, a maximum security prison in a very remote area of peru, he is telling cnn that joran was severely beaten and he is in the medic area of the prison. cnn contacted peru's national penitentiary institute and they are saying that he was not beaten, he was not attacked at all. but let's look at a quote from the attorney for joran van der sloot. he says that he doesn't believe the beating was related to the upcoming extradition, it may however be connected to gang rules inside of the prison where he is being held. and you know, in peruvian prisons, there are many good

things because they really have rehabilitation inside there. but you can wear street clothes. and when i was at castro castro prison, what i saw was that because the street clothes have pockets and they can wear jackets and coats, you can hide weapons. and i saw weapons. and you can really violently attack someone. you know, when you look at joran van der sloot, he is a violent offender because he is serving a murder sentence for stephanie flores. she had lacerations all over her body, blood all over the bedroom, the bath room, the bed. they were at her apartment. she had cranial fractures, hemorrhaging to the brain. so obviously this was an extremely violent murder. and now this and another question is that since he is high profile rngs th, the case profile, he was this solitary
