u.s. the debt limit is now set for a vote on the house floor in the coming hours. the republican say that the speaker's job is on the line. depending on how it goes. on tens of trillions of dollars of debt is moving forward. but the u.s. government it, is by no means out of the. what's now, in the coming, hour two u.s. house members will vote on the bill to raise the debt ceiling as well as other measures tapped on to the spending limit. well some lawmakers seemed confident they will get the vote to send the bill to the senate, the house speaker will be busy trying to wrangle the last-minute support from republicans who don't like the deal. some democrats are also angry about white house concessions. cnn's melanie zanona explains it all from washington. >> well, the house cleared a key procedural hurdle that will get one to step closer to casting the bipartisan debt deal. the house committee ruled on tuesday, approved a role for the bill. despite opposition from two hard-line conservatives on the panel. so, essentially, this will clear the way for a floor vote. but still they need to pass the underlying bill. and there has been opposition from both the far-left and the

far-right. so party leaders have been working furiously behind the scenes to try to sell the deal, to try to whip this deal, pasta mccartt will try to hug on wednesday morning with their leadership, and white house officials. and republicans will huddle behind closed doors on tuesday evening where they were told that speaker kevin mccarthy made a forceful sales pitch for the deal. he touted a number of victory in the bill. and some conservatives did give up and express their these as a water number will that give away too many concessions to the democrats. but, despite the conservative opposition, kevin mccarthy was expressing confidence that they'll be able to get this over the line. take a listen. >> i'm not sure, what in the bill, people are concerned about. everybody has an opportunity of their own opinion. >> and of course, once it passes the, house it still needs to go over to the senate, republican leaders, they are

also expressing confidence that they have enough votes to put this over the finish line. but one other potential on. when that speaker kevin mccarthy has to look out for, is maintaining his speakership. because, there have been a several number of conservative hard-liners who have threatened to force a vote, and casting him as speaker. congressman matt gaetz said that a majority of republicans, and opposing the deal on the house floor that he does believe there would be an effort to remove him as speaker. but, as of right, now kevin mccarthy said he's going to have the votes and he's going to keep his job. melanie zanona, cnn, capitol hill. >> with me now, we have the editor and columnist at the financial times. he is also cnn's global economic analyst. good to see you on, and to have you weigh in. it has been really a complicated set of negotiations and numbers. and i want to get to the numbers, they talk so much about the politics. is this --

do you see a transformative, in any way. is a really changing how and where the u.s. government spends its money? >> it changes things directionally, let's make that clear, we have seen a lot of fiscal spending in this administration. i think a lot of it has been necessary. and they expand some of the big infrastructure programs, the i.r.a.. but that is an issue. even some democrats are beginning to say that the u.s. that deficit issue are a concern. and, clearly getting to a debt ceiling, every few years where where things are biting and speaking to sugar, as we have been over the last few weeks about whether or not the u.s. can govern. that's something we don't want to get to. again so, i think creating a compromise where you can say, look, we're going to save 1.5 trillion dollars in the next decade. that is not nothing. and i think, to, that that's something that the house leader mccarthy are said to his

constituents. , look if you want to turn up your nose to this fine. but, 1.5 trillion is a pretty big number. and it says, yes, we are concerned about the debt. even as we are rolling up some big fiscal stimulus programs at the same time. >> and, in terms of, that did a congressional budget came out and said, indeed, it is 1.5 trillion over the next ten years. but, there are also some unsettling numbers. especially what it has to do with the specific program. and in terms of how that could change. even how entitlements could change. also, there's the issue that the defense will remain untouched. >> that's something that i think both sides were pretty keen. on let's face it, we're in a multiple world. we're in a very uncertain world, with u.s. china relations, and the conflict over taiwan, i think the defense spending was probably not a hard place to get two and a lot of ways. i think it was conservative

members of the conservative caucus. i would say that this is a good deal, in the sense that it's not going to please everybody. we really come up in the middle. both sides have to give them a. the republicans push strongly for work requirements as part of welfare. understandable, reasonable issues, the republicans have fought for for a long time. but what is fascinating is when you're actually telling up some of the estimates. in may and giving up more entitlement benefits because of some of the compromise that remain. you've got new work requirements for older people and you don't have them for better and better groups. all of these things are estimate. but the thing is for, me there's bipartisanship again. i mean, bipartisanship, one was the last time we used that word in a sentence about anything that's being done in washington? that's something to be thankful for. >> yeah, you know, not many

people about that. up many people are talking about how difficult it is to get this deal through. i, mean both flanks in each party don't, like it must mean that the compromise has been had, right? >> that's absolutely right. i find it kind of weirdly hardening, it's a handful of republicans that are still complaining, it's a handful of democrats. but, really a lot of people are still pretty happy. that is a good place to be. >> and before i let you go, i want to talk to you about some of the provisions, because i know how closely you are two ceos, and you speak to them. there's an issue about perhaps, fast-tracking environmental assessments. they're wondering about the environmental assessments, are going to be fast-tracked. but, can that work both ways? does that give businesses the flexibility that have been asking for for so many years. >> 100 percent, on the one, hand you might say that this is

a very conservative demand, on the other hand a place again to this new role that we're in where a lot of democrats, i mean certainly this white house wanted to build in more redundancy and resiliency into energy systems. they want to be able to mine were earth minerals in the u.s., and amongst allies they want to be able to create more supply chains that are some of the commodities and energy -- duty permitting. , enough for example, if you're trying to mind for the middle seat in the u.s., if you start from a standstill, today with current, regulations to be looking at five, six years to get something up off the ground. at the time when there is a new world taking place. china and russia are bringing many countries but i think that this is something that has a new bipartisan feel to it. >> thank you so, much really appreciate you weighing in as we continue to see how this deal ends.

up appreciated. >> great to speak with you. >> so, after weeks of high, preparation and international concern, north korea said its attempt to launch its first military spy satellite has failed. state media reports of the missile carrying the satellite function, during the second stage of launch and then crashed into the sea. now south korea said that, you see, there it's a piece of. it pyongyang said the national space agency will investigate the failure urgently. and it will attempt another launch, soon. >> the launch early wednesday morning, dolton south korea as a raid sirens blasted in the capital of seoul. [sirens] and you heard. they're a situation similar, japan where 30s issued emergency alerts for the southern island of okinawa, and urged residents to take shelter. for more on all of, this we are joined by paula hancocks, who

is live for us in seoul. and, paula, you lived through that as well. it must of been a terrifying morning. what are officials saying about how and why this alert was sent? and what did it feel like? just hearing that ring throughout the city. >> paula here in seoul, we have heard the air raid siren before, when it has been preplanned and part of a nationwide draw. suddenly, in recent memory of the cups in the -- around 6:30 am this. morning, so there has been a fair bit of confusion. here in seoul, they had the aryan siren, ten minutes later. and there was a presidential text alert that when, out telling people, it, insult to evacuate. and then 20 minutes, later there was another loop that went out saying that it was all in error. so certainly, there was many questions being asked, as to what exactly happen. >> i thought it was an urgent

situation, and serna turned out to be false. so i was very confused. such an important issue must be delivered cautiously, but, this time it wasn't. at the, moment the korean government seem to have a backward system on issues in mourning and disaster. so it needs to be improved. but it seems it's not going well. >> so there are concerns of an erosion, interest in the emergency alert system, certainly for our country and it's still technically at war with its northern neighbor. but, to go back to the actual launch itself, this was expected, north korea had said that it was going to try to put a military satellites into space, sometimes between may 31st injured 11th. but we know now, it was a failure. a rare admission of failure from pyongyang itself. and it was a very quick admission of failure. saying that there was an error in the engine in the second stage. but they have said that it will

try again as soon as possible. paula? >> as he said, interesting that the immediately said that this did. phil south korea, apparently has debris in its possession now. what more do they hope to learn about the north mission? and crucially, its capabilities at this one? >>, well from those images, what they appear to, have they say at this point it's presumed from this rocket to be fairly intact. not for me to say what they would gain, what kind of knowledge they could gain from that, but certainly they would be looking at a very closely to be able to try to ascertain exactly how far line this process is in the north koreans are. it's a process, kim jong-un, the leader has consistently said he want to have come to pollution. he wants to be able to have a military satellite in orbit. he has said that it is necessary because of the hostile activity of the u.s., it's necessary because of the

u.s. military drills. they need to have the satellite in order to monitor and to. track he has been widely condemn. the u.s., japan have all condemned it. because even though kenya considers this right to have the satellite in space. the technology to use it to get it there is banned by the security council resolution. and that is something that the u.s., south korea and japan of all consistently said before the launch. and today, now it has gone ahead. now the technology has been banned. >> clearly, north korea's belligerent on this point. -- paula hancock, angel -- joining me now from cambra, estrella. a senior analyst and defense strategy and capability of the australian shooting policy institute. good to see you on what was really some terrifying moments there in both south korea and japan. i want to take a look at the

launch, though first, what could the game have been and since it failed, there's a learning opportunity for north korea though it failed. >> well look, essentially this is the first time that north korea is essentially trying to launch one of the satellites. and it's filed the column irwin launch system that the, used to had a malfunctioning which didn't ignite properly. and the rocket went into the ocean with the satellite. so it did cause concern in south korea. and, they simply don't know what the north koreans are going to doing. and it could've been a ballistic missile tests. and they would've had a no killer war head on that missile. the debris from that massage in south korea, or japan i think that's why the alerts occur. >> actually, there in present

danger is to be certainly seen in those cities. and they certainly understand what's at stake here. what does it tell us though in terms of the progress or lack there of that north korea is making in its effort specifically in space? >> it's interesting, on the one hand, a space launch vehicle watches the same technologies as a military ballistic missile, that concurrent color warhead. and the north koreans have been testing ballistic missiles that could carry nuclear warheads, for sometime now. including long wait icbms an intermediate range, all of, which are the same sorts of missiles. same sort of rocket, that would put a satellite into speeds. the only differences, launch trajectory for satellite is different, from a warhead. so, it does raise questions about either those test for the ballistic missile, and somehow not leading us to the correct

perception of just how effective north korea's ballistic missiles are. or, somehow they're trying to do something different with their space watch capability, from ballistic missiles. , so it does raise some interesting questions about where north korea's military capabilities are in terms of its long-range missile capability. are they as effective as everyone says there? it does kind of change the dynamic in terms of how we perceive north korea as of that? >> understood, and they say they're going to try it again, if that does succeed in terms of the south korea, to pan, the allies and what kind of game-changer would it be if they actually succeed? >> hi, guess they put one thing up that's neither here nor, there but the herpetology of that satellite, pause the, earth and how. rotates, but it would mean that it would only be the korean peninsula area, once every few hours. but, what they would need to do

to have an effective survival capability would be to have a significant number of flights in orbit. that could ensure, what's done is a regulatory visit over a particular area of interest. and we're probably talking ten or 20 satellite that would need to put up to have a continuance allowance over the korean peninsula. there along where we're from that. so they might try again, they call a launch vehicle, and they put another satellite up. and they have a long way to go before they have incredible space ourselves capability in orbit. >> that's a really interesting perspective. before i let you go, it was clear that many were rattled by this. do you think that there is an incumbent to sharpen their protocols for alert. i think everyone has a false alarm.

there's going to come a day perhaps, maybe, maybe not where it's not a false alarm. people need to heed those warnings. >> yes, and exactly as i, said the concern is that one is being launched out of north korea, and as i said, i don't think anyone was seriously expecting north korea an active nuclear warhead against japan or south korea. which you never could tell, and it could be what, today a crisis where you have to worry about that sort of scenario. and it's good to have a capability, they can go undercover if there's a short term threat coming their way. but i think, in this particular instance, it was more about protecting people against falling debris that about the potential for the nuclear attack. >> yes, and it's still threatening enough. in terms of understanding. what the dangers. malcolm davis, thank you so much for being with us. appreciate it. >> thank you. >> officials in data part, iowa, have delayed demolishing what is left in an apartment

building for fear that there may still be people inside. i, mean think of, that rescue workers managed to save a ninth person from the rubble, late monday. nearly two days after much of the century old building. suddenly collapse. now, on tuesday, emergency workers searched for other survivors but found no sign of human activity. five people are still unaccounted for. now, officials are weighing in to actually demolish the building before it poses a building to anyone else. >> former u.s. first lady, roslyn carter has been diagnosed with dementia, and now the development comes as her husband, former president jimmy carter, is receiving hospice care at their home in georgia. during their time in the white house, and the years that followed, mr. carter was a fighter for mental health issues. despite her diagnosis. her family says the 95 year old lives happily at home with their husband. and we wish them both. well now, relations between the u.s. and china take a another head after eateries fighter jet

tensions between the u.s. and turn, arousing again after a chinese fighter jet intercepted an american spy plane over the south china sea. the u.s. military said china carried out an unnecessarily aggressive maneuver, during the incident. our kristie lu stout is live

for us in hong kong. this video is incredible. it is bold. it was a dangerous maneuver. walk us through what happened and how beijing is responding. >> absolutely, the u.s. is accusing turn of the risky encounter over the south china sea. and beijing is pushing back. on tuesday, the u.s. military said that the chinese fire jet carried out, quote, an unnecessarily aggressive maneuver during the u.s. military plane over the south china sea. in the asian waters, this incident takes place last week. and video of the encounter has been released. let's bring it up for you. now, this video was filmed from the cockpit of the u.s. are c 1:35 plane, a reconnaissance plane. it shows that you can see the chinese j 16 against that clear blue sky, moving from right to left. and then it makes its move. it cuts in front of the u.s. planes nose and cockpit and the u.s. plane visibly shakes. that is a result of the rig turbulence that was caused by

that maneuver. now the u.s. indo-pacific command said that the plane was conducting safe and routine operations at the time, while adding, this let's bring up the statement for you, the united states will continue to fly, sail and operate safely and responsibly wherever international law allows. and the u.s. joint force will continue to fly in international airspace, with due regard for the safety of all vessels an aircraft under international law. , now the spokesperson for china's embassy in washington, responded to the u.s. military statement saying, this, quote china urges the u.s. to stop some dangerous provocations and stop deflecting blame on china. they're also waiting, the daily administrative foreign affairs briefing due to kick up in about half an hour for additional comment. , now the encounter on may the 26 follows with the u.s. has called a recent trend of increasingly risky behavior by chinese military aircraft. it wasn't that long ago, in december, a chinese military plane came within three meters.

russell says the drone may have caused the fire at an oil refinery in its kosovo region. no casualties have been reported and the fires apparently out now. and there are also several reports of a major strike on russia's belgorod region. it comes the day after drones hit three residential buildings

in moscow, causing minor damage. russian president vladimir putin calls it a terrorist attack by ukraine, targeting civilians, kyiv in the meantime is denying any direct responsibility. we're gonna go live now to london. and cnn's clare sebastian, it has to be noted that vladimir putin calls it a terrorist attack. that's exactly what ukraine said russia's doing to many towns and cities in ukraine. you, know russians, now right clare are seeing this conflict as a real and present danger to them. had there been more incidents reported inside of russia? >> well obviously, moscow, to one side that was extremely unusual the first time we've seen residential buildings in moscow hit. we're seeing an increasing regularity in these kind of incidents in the border region, just overnight, as you say they crash which borders the sea in russia southwestern area. there was an oil refinery, where there was a fire according to the government of that region, which is not been extinguished and possibly from a drone. they said that is one thing

we've seen an oil refinery, in that region had before. , clearly they feel the essential to the ability to prosecute this war, war of logistics, as the nato secretary general has called. it up in the north, the governor of belgorod in the region has really become the epicenter of the cross border incidents. the governor calling it a massive strike. he said it seemed to have hit a residential area. the department buildings, damaged for private houses, and schools to administrative buildings, four people injured. including two hospitalized. so that seems to be a pretty major incident there. he said it happened about two or three in the morning in that region. so, this is something where the ukrainians don't directly cain responsibility. but we know that belgrade, was a key story -- when they launched the invasion, it will continue to be and clearly ukraine views the border -- saying on tuesday that any peace settlement with, russia devolved a demilitarized zone in those regions. paula?

>> definitely some type of a buffer zone given the activity that's been going. on as you, mentioned ukraine is pretty coy about whether or not it has anything to do with the attacks. but clearly, he chose them, on and yet it does seem that it's a level of escalation that not all the allies are comfortable with. >> it's a very delicate balance, paula when you see the donations of western weapons when it comes with an assurance from ukraine. they will not be used to. attack russian territory, this is a line where ukraine specialize have been unwilling to. cross to avoid the conflict escalating be on. ukraine, and obviously ukraine has not directly claimed responsibility for those drone attacks on moscow. on tuesday, nor is there any suggestion that the western weapons were. used but we still have the white house press secretary saying that we did not support any attacks instead of, russia period. although i will say the, uk foreign secretary had a slightly more nuanced approach. take a listen. >> ukraine does have the legitimate right to defend

nato is deploying hundreds of additional forces to kosovo, following monday's clashes with serbian protesters in the northern part of the country. 30 peacekeepers from the kosovo force, known as q4 were injured during those classes on the prime minister condemned the protesters, telling cnn that the country's political process must be respected. >> it is not possible, in municipal buildings, not to have an elected mayor. power in cassava cannot be gained by shock bombs and by crimes and violent, only by elections. >> meantime, soviet president is expressing concern for the survival and security of

and while he didn't call up donald trump by name, desantis said he'll accomplish more republican goals than the former president did during his single term. cnn's jeff zeleny gives us the latest. >> a week after formally announcing his republican presidential, bid florida governor ron desantis, in iowa, making his first campaign appearance, tuesday, night just outside of the, blue in the first of a three state tour of early voting states going on to new hampshire and south carolina. but meeting with republican voters, he made the case that he is a republican for this moment. he did not make a reference, by name, at least, to former president donald. trump but there was thinly veiled messages in his speech. >> so the point of all of that was one we say that we will do something, it is not fluff. we follow through, and we produce results. and, so as president, i pledge to be an energetic executive that will take these important issues head on and deliver results. >> so, even though there were no direct references to former

president donald trump. clearly, he is the one candidate who hangs over this race, looms large in the. field but, at this point, governor desantis is doing something he has really done. he's holding press conferences. which we did tuesday night, here in iowa. he's also meeting voters, individually. one-on-one, trying to make the case that he is from the new generation. and he says, he has the energy for this job. so, clearly, some subtle distinctions there. there are more to come. just dental knee, cnn, iowa. >> more than 18,000 people in nova scotia have fled their home to 13 wildfires spread to the canadian province. eight of those fire started on monday, as the region experienced the record baking key. now more than a dozen schools will continue to be close to wednesday. the fires have destroyed and damaged hundreds of buildings, and caused huge columns of smoke to smother the. area the officials hope that the weather will be on their side to help with the containment effort. and smoke from those wildfires, in nova scotia, is now

impacting parts of the northeast in the u.s.. cnn meteorologist chad myers has the latest. >> so the satellite picture from earlier today, when the sun was still up, he could see the haze on the picture here. the right down the south. this is all just cloud coverage. that's smoke. but all of, this up here, it's a little bit great intent. that is the. smoke that is coming from those nova scotia wildfires. from, halifax all the way down to the southern, and then the smoke being blown back into the northeast. especially, long island and new york city. even into philadelphia, and for, tomorrow we push this even farther inland across parts of new jersey into pennsylvania. the areas that you see here, in orange, would be the thick of smoke. making them be able to smell that smoke. so, far this, here in canada, 6.4 million acres of wild land hepburn. on a normal, year if there's such a, thing an average, year about 12 times less than that should have burned by. no now, granted, most of the

smoke that we are seeing in the northeast is from nova scotia. and nova scotia's only a small percentage, maybe one or 2% of those total acres burned. but the high pressure, that centered right, there will push that smoke right into the northeast. and that will be our forecast for the next few days. it will eventually get pushed out. but, there will be hazy skies. there will be sunsets that are, red sunrises, same story. and, there will be dots on our map that are owing. which, means unhealthy for sensitive groups. and you may need to stay inside. keep your local forecast handy, where the smokes are going to. go where it's going to blow. maybe down into a valley. it could even get more concentrated. there will be some rain. bill not a, lot not until sunday. but there is rain in the forecast here in nova scotia. probably a half inch calling for somewhere in the ballpark of about ten millimeters. which doesn't seem like very much. but, if you just get those forces that are burning a little damp, all of a sudden,

the fire spread is much slower. >> thanks. and, now chilling testimony in the trial of the accused pittsburgh synagogue should. rabbi jeffrey mars told jerry that he expected to die, 1:50-year-old robert bowers entered the tree in opened fire in 2018. they pleaded not guilty to 63 charges and he could face the death penalty if he's convicted. he's accused of killing 11 people in the death of the us attack ever. all of the american jewish community. the 9-1-1 operator also testified about receiving a frantic call from a 40-year-old old -- she and her 86-year-old were both killed. an 11-year-old mississippi boy who called 9-1-1, only to have the police officer shoot him in the chest is speak now about the frightening ordeal. he was hospitalized earlier this month with multiple serious gunshot injuries. the officer who shot and was

responding to a domestic disturbance call. cnn's nick valencia traveled to mississippi to speak with him. >> ♪ ♪ ♪ >> as we late in his mother's hands, bleeding out from a gunshot. he began praying to god and singing gospel songs. >> i'm thinking that i'm going to. di i told my family, i told my teacher, i said i'm sorry -- >> on may 20th, the mom told him to call 9-1-1 for help. after the father of one of her other children showed up at the mississippi home at four in the morning. nicola mary said that when they responded, she opened the door to an officer who already has his gun drawn. >> and he said, everybody come out with their hands up.

and then i came running inside the living room. and then i remember i heard a big bang. and then i just remember holding my chest. >> the police say the officer, sergeant greg keepers, mary, said he shot him once in the chest. seriously injuring the boy. cnn has made repeated attempts to get comment from keepers, but he has not responded. variance mother said he developed a collapsed lung and suffered fractured ribs and a lacerated liver due to the gunshot wounds. he spent days in the icu at the university of mississippi center in jackson, leaving a ventilator to breathe. >> it was right here. >> more than weeks since the shooting, he is remarkably in good spirits. but says, sometimes, when his along with this thoughts were to long, he has nightmares. >> sometimes i can see myself
