critical legislation after cleared the u.s. house the day before. now that was following the vote to the president issued a statement thanking lawmakers, saying tonight, senators from both parties of voting to protect the heart of current economic progress we have made, and prevent a first ever default by the united states. together they demonstrated once more that america is a nation that pays its bills, and meets its obligations and always will. cnn's melanie is a known was on hand for those votes, and she has the latest now on capitol hill. >> well after weeks of intense negotiations and it just days to go before the default deadline, congress has averted an economic disaster. the senate on thursday night passed a bill that would raise the debt ceiling until 2025, and also limit future spending and the fatality in the senate was 63 to 36. they needed 60 republicans and democrats to come together to

pass this bill and they did. chuck schumer talking about this bill after the vote. >> the fault is the giants word hanging on for america's head, but because of the good work of president biden, as well as democrats in the, house and a democrats in the senate, we are not defaulting. democrats said from the start, we must take default off the table. for a long time, republicans, many republicans in the house resisted, house republicans were ready to take default hostage, in order to pass a radical, you are right agenda, that never could have passed with the american people. so tonight, the outcome is very welcome news for the economy, and american families. >> and at the bill now heads to president biden's desk for his signature, but it was not always an easy road to get here. first of all, they had to hammer out a deal which took weeks, usually they try to do these things in a matter of, months it was a very complicated fiscal agreement, there were, blowups points where it looked like it was

going to go completely off the rails. then the other half of the battle is they had to sell the steel to their members. there was opposition from both republicans, and democrats. democrats do not like the stricter work requirements, food stamp recipients, they do not like at the energy permitting reforms, and republicans thought the bill does not go far enough, to cut spending. they also do not like that it will hike at the top ceiling for two years, until after the next presidential election. ultimately, a coalition of members came together in the middle to get this done, and avoid what would have been the first ever default. melanie simona, cnn, capitol hill. >> with us from los angeles to cnn senior political analyst ron brownstein, who's also senior editor at the atlantic. it is done, ron crisis averted. now what i want to know from, you what does the steele tell us about the state of american politics? and really, it is to preview those battles to come. >> yeah, i mean, as we have,

said it was extraordinary that we were in this position to begin with, given how really peripheral and minor policy is that we were debating were. i mean, the mismatch between the and, and the means, the means you know, participating a -- to get a small change in a one sixth of the federal budget, which is spending, that is all we talk about, to get changes in work requirements, essentially have no impact on the budget, and some minor changes in -- it was all crazy that it came to this. it is at least somewhat reassuring that there was enough critical mass in the center to prevent the u.s. going off the cliff in an unprecedented way. >> yes, and a bigger point that perhaps the bar has been set much lower these days. a huge victory in d.c..

okay, ron, i'm going to ask you to choose now, because i know you have said both speaker mccarthy and president biden can both count this as a win, but really politically will it help one more than the other do you think right now? >> no i think it helps biden probably in the sense that the alternative would have been potentially very risky. obviously, you look at the polling, where people might or might not say that republicans are to blame, but he is the president. if the domestic and global economy collapse into catastrophe, you know, there is no way he walks out of that where he is. so i think avoiding that was worth it for biden, to essentially renounce what he originally set out, which is that he was not going to negotiate around the debt ceiling. i think it was a very revealing kind of measure of the way biden has approached his presidency. he has criticized republicans, he is called out the maga faction, and so, fourth but in

the and, he chooses to try to make the system work rather than going to war against the side of the grounds that it is pursuing a radical agenda. it was very measured throughout this whole process, and that did allow him to bring this to shore with relatively minor concessions to republicans, certainly not many more concessions than he would have to make in the budget process anyway later this year given the republicans -- >> yes he certainly wasn't spiking the ball in the end zone of the white house the past few days, we will see what he, says he is expected this week on friday. i want to ask, you how does this process, do you, think serve to tame or involved in the flanks of either party, and i ask because if you go to congressman chip, roy freedom caucus, if we look at what he, tweeted the enemy foretold by our founders the -- so powerful they crush freedom, i refuse that path, the fund tyranny, live free. not to be outdone, right but democratic progressive way, aoc,

alexandria ocasio-cortez saying, you are cutting through, assistance you are pushing through a disastrous, pipeline you are causing harm to the environment, and your holding the entire u.s. economy hostage. ron, what do you think, does it embolden, them or does it really -- this bipartisan deal which actually the votes came out, they were not -- at all. >> yes, no, i don't think it takes them in the sense that they are lowering their ambitions, but it does kind of underscore the limits of influence. you know, house republicans that don't have a comparable lover to demand changes for biden, again, even this deal has measures to reduce the potential threat of a budget shutdown later this year, and with discretionary spending, which is only won six of the federal budget, and is way too small of a lover to impact the long term deficit trajectory.

that is already -- so there isn't that much more, i think, that they can do. they can hold a lot of hearings to embarrass the administration, or score points against, them but i think that the right and republican party are not going to have any more options like this, where they have something where biden clearly has to deal with it. if anything, remember in 2020, five the next big fiscal fight is going to be the expiration of the trump tax cuts, when the leverage will switch back to democrats if they have even won chamber of congress, much less the white house. so i do, think you know, probably we will see fairly modest legislative achievement, you know in the remainder of this congress, and i think the left and right will be out there, banging and making their case for change, but it is going to be very hard to find -- >> yes, it certainly as you, said you already see them in electoral mode.
