she is in it to win it. she took direct aim at former president trump and florida's governor on social security and medicare. >> they both said we will not deal with entitlement reform. do not lie to them and say we do not have to deal with it, yes we do. it is the reality. i will always tell the truth. >> reporter: she sought to walk a careful line on abortion policy. she declined to say if she would sign a federal abortion ban. that could be one of her challenges as she tries to win over republican voters but she made the case it is time for consensus. >> i do not judge anybody for

mike pence throw their hat into the ring. the field is getting crowded. the first presidential debate is in august. cnn. joining me now is ron brownstein. great to have you with us. let's start with the gop, what is your main take away from the gop? did any of the candidates make a convincing case on why they should lead the post trump gop? >> they are facing a unique situation, we have not had a former president trying to come back and he has a big piece of the party. they will have to make a strong case to convince republican voters to move past him. they are not there yet, they are beginning to circle around themes. ron saying we need to terms to

finish this. all of this seems to be oblique and indirect. 75% of republican voters were satisfied with the donald trump presidency, 70% thought that he was victorious in 2021, you need to give them a good reason to move past him. >> it is shaping up to be a competitive republican race for president with mike pence and kristi entering. could we see a repeat of 2016 when mister trump managed to outlast everyone or do you think republicans will coalesce around somebody else more quickly. >> the dynamic is similar to 2016 but not identical. ron is in a strong position as a trump alternative more so

than anybody in 2016, for sure crews were rubio. ron has the capacity to consolidate more of the republicans hesitant about trump than any of them but he does not have a infinite capacity and there is a overlap and repeat of the dynamic of 2016. in 2016 trump took half of the republicans without a college degree. he only took a third of the republicans with a degree but the rest never consolidated around a single alternative. that is the risk for republicans. many of the candidates getting into the race, nikki and chris appeal more to the white-collar side of the party.

there is too little competition for trump and his pool and too much competition for the pool of voters that are more skeptical. >> we just closed off a roller coaster of a week regarding the debt ceiling. what has it revealed to you about american politics? >> first, it is extraordinary that we went as far as we did toward the brink of a domestic and global financial catastrophe over such a modest set of policy goals. the ends and the means were so out of whack that it gives you the feeling that the main reason for the fight was to show voters that they were having this fight. the resolution shows you bidens approach in miniature.

he has at times raised sharp objections to republicans but his instinct is to make the system work rather than callout republicans as a threat to it. here in the end, he abandoned his position which was the position of obama as well of not negotiating over the debt ceiling and not rewarding hostagetaking to negotiate a surprisingly good deal from the point of view of democrats. republicans did not get all that they wanted but they got something so in that sense he did reward the hostagetaking. this is the tight rope of the presidency, calling out the breaking of norms represented by the trump faction but also trying to show he can work with

the plane ventured near the capital before going down causing enough concern that fighter jets were sent to intercept causing a loud sonic boom. >> reporter: we have heard from folks all over the eastern seaboard that heard this which was apparently from the f-16s that were sent to scramble the private jet. according to a source, they both tell us the plane was unresponsive. the pilot not responsive as the flight was going to macarthur airport but the plane turned and overshot the original destination by 300 miles. that is when norad scrambled f-

16s in pursuit and norad tells us the fighter jets work cleared to go supersonic briefly which ultimately leads to a sonic boom and that is what doorbell cameras far and wide captured. the dog was scared there on the deck in northern virginia. this apparently was because of the flight crew being unresponsive and that truck after the plane turned away from long island went right over dc and that is a issue because there is restricted airspace there, planes that are unresponsive are typically not allowed through. they must be talking to air traffic control and squawking a

discrete code, if they do not have those things that raises alarm bells and that is why the fighter jets were sent. the fighter jets went up to this plane and fired off flares to try to get the attention of the crew but the pilot was apparently unconscious and the plane crashed into a area near charlottesville and that is what led ultimately to this crash. after one of india's deadliest plane crashes, authorities are working to reopen critical rail lines and ensure such an accident will never happen again. crews are toiling in extreme heat to clear and repair the tracks. at least 275 were killed and more than 1000 injured. authorities are blaming the trains high-speed for the number of casualties. we are hearing more stories

derailment and we have been speaking to everybody in this particular room. some people lost loved ones who were on board the train. this man was traveling alone, a 52- year-old farmer who suffered spinal injuries. he is fortunate enough to be reunited with his family well he starts the process of recovery. i spoke to a 15-year-old boy who was traveling with his family, both brothers have serious head injuries. >> people who were alive were shouting for help, praying to god. rescuers were doing their best, a lot of people were crying. >> reporter: outside of the walls of the hospital there are hundreds of volunteers offering support but we also met people that are still desperately searching for missing relatives. the government is offering compensation to families of the

this urging silence around the counteroffensive, it says the effect of this is to keep us talking about it, it is the second video with these production values in as many weeks. trilling to western weapons we assume will be used. they are keeping the russians guessing. assuming the ramp-up in suspense will stop them from being able to regroup and take some kind of operational pause. on the russian side the ministry of defense put out this video alongside the claims

that they have thwarted what they are calling a large scale ukrainian offensive. they say they destroyed a large amount of weapons and troops. they even said the commander of the russian armed forces were in a forward command and control position during this period so they are making up a lot of this. ukraine has not confirmed but they are clearly putting out their own information and the ukrainian side is warning about the directorate saying that russia is intensifying information operations including around this counteroffensive and will be putting out more false information but as for the counteroffensive operation we are moving closer. the president said we need more time now, it tells the wall street journal that they are basically ready even without the addition of the f-16 fighter jets he has been

pushing for. >> thank you for your continued coverage. sunday was the russian dissidents 42nd birthday. 90 supporters were detained by police after they took to the streets to call for his release from prison. video shows a woman who was detained in a moscow square for walking with a balloon that reads happy birthday. cnn cannot independently verify claims of the numbers detained or their status. he is serving a nine-year sentence in a maximum security prison outside of moscow. he is about to go try to trial again that could result in a 35 year sentence. the nato secretary-general says sweden fulfilled its obligations for admission to the alliance. he was in istanbul on sunday

welcome back to our viewers all around the world. you are watching cnn newsroom. a close naval encounter in the taiwan strait is ratcheting up tensions and rhetoric between the u.s. and china. that moment coming over the weekend when a chinese military ship sailed in front of a navy destroyer causing the u.s. a vessel to slow down to avoid a collision. we are joined life from hong kong. while the u.s. and china are locking horns at a security

conference in singapore, there was a near collision between the two warships. what is being done to diffuse tensions? >> u.s. tension front and center this weekend. on saturday warships from both china and the u.s. were involved in a near collision and we have fresh video of the incident that was released earlier today. the u.s. and canada were staging what they call a routine transit through the taiwan strait when the chinese ship cut in front of the american vessel. the military says the chinese vessel was very close. it came within 137 meters in a unsafe manner that forced the ship to slow down to avoid a collision. we have been monitoring the ministry of foreign affairs

the economy goes from here. the dow posted its biggest single day gain of the year. investors cheered the deal and a favorable john's report but more moderate thinking appears to be taking over with u.s. stock futures monday barely moving. it is unclear if inflation is tamed quite yet, the fed will decide on the next interest rate move. money managers may be poised to take a cautious approach. joining me from la is ryan, a senior fellow at the truckers school of management at claremont graduate university. the debt ceiling fight seems to have been resolved. how have the markets reacted?

>> it is never that easy, i think the markets reacted accordingly, they felt this was going to occur. it has been a roller coaster year and we are halfway through it. i believe we will still see the roller coaster down the road. i think this is one step that has gone great but now we are talking about inflation in the fed meeting in june. so yes the markets have not returned to saying everything is great but we did pass one test. >> let's talk inflation, what is the situation we are facing now, what are the attempts being made to defeat inflation? >> we are not even close to being out of the woods in terms of dealing with inflation.

we are not in the situation that we thought we would be. we saw last month the unemployment rate or increased slightly, we did see in the last wednesday report uncertain numbers. the increase of job openings. that puts a wrench into the fed. we have seen a increase in the right. in june i believe the feds should freeze or pause data to see what they will do in july and that will be the best case scenario. >> what if the fed does not do that in the next meeting? >> that means they will increase it. we are going to see her reaction, when is it going to be enough?

they need to give a reason on what that aspect is and i believe the fed needs to decide what their long-term strategy will be, we have not seen the numbers go the way they want. i think the pause would be better so they can regather and have a better plan for the 2nd half. if they believe the numbers are going in the wrong direction they will be aggressive. >> let's talk more about what the numbers are going when it comes to jobs. there has been some encouraging news, what is your read? >> it is not encouraging enough, they have not made any decision for either or. we did see cuts in the 1st half of the year but businesses have not been aggressive in their growth. you see that in ipos, we have seen less because there is this

shakiness on where we are going to go. until you have the stability and certainty, that is necessary for businesses to be more aggressive. otherwise we see flat growth in the u.s. and the gdp is seeing this. they want to go back to the growth number but until we see the numbers become more consistent, we do not have the confidence. >> is the current situation sustainable? do you think it is high time to have that discussion about public that? >> you have to start it now, we saw that the debt ceiling, we talked about pushing out two years and that is what they did, they agreed to pushed out another two years but you cannot wait 18 months to continue the conversation. all sides need to come together

the prime suspect in the disappearance of a american teenager will be temporarily transferred to the u.s. custody this week. peruvian officials tell cnn they will hand them over to interpol on thursday which will in turn deliver them to american authorities. they are set to set trial on extortion and fraud charges for trying to extort holloway's family after she disappeared. she was last seen alive with him and two other men 18 years ago leaving a nightclub in aruba. prince harry is expected in london's high court next week as he and others sue a reddish tabloid. the trial resumes against the publisher. the suit accuses the newspapers of unlawful activities

including phone hacking to obtain private information. harry will be the first senior british royal to testify in court in 130 years. we are live in london. prince harry is taking on the tabloids, exposing himself to questioning in open court, this is quite something. >> reporter: this is a significant case in over the next three days the high court will be considering the case against the allegations that the newspapers published stories that include private information solicited through illegal means. there are more than 100 claimants in the case,

including celebrities, that claimed the papers that publish stories that include information about the private lives through illegal means. the opening statement is expected to be given today. it is unclear which day exactly prince harry will be due to give evidence but we will certainly be on the high court waiting for it. prince harry claims the group publishes 140 stories which include private information. at this stage the court is only considering 33 of them. the newspapers contested the allegations met they say their editors are leaders within the group and they were unaware of any wrongdoing they also claim some of the lawsuits have been brought forward too late. it is a deeply personal matter for prince harry. he has been vocal about

reforming media practices and he has been vocal about that in his books, the netflix documentary this is a hugely important issues. he has refused to settle the case, he wants to see it through the courts and he has spoken vocally about the impact the media intrusion has had on his personal life and his family and of course his late mother princess diana. this is a deeply personal issue for him. it remains to be seen when he will appear in court, he will of course face questioning. it is the first time in over 100 years that anyone from the royal family has stood in court. we have seen personal details revealed in his book but of course this is a different

environment and is not under his control. we may see personal details revealed in court that may not be shared by the royal family. a federal judge in tennessee ruled that a law limiting public drag shows his and conduct unconstitutional. this say the law restricts freedom of speech. conservative lawmakers are not done fighting back. isabel reports. >> reporter: federal judge thomas parker barred shelby county from enforcing this law, saying in part, the adult entertainment act is a content and viewpoint it restriction on speech. it was passed for the purpose

>> earlier this year tennessee republicans holding the super majority passed this measure and it was signed into law by the republican governor. here is what the law sought to do, to limit adult cabaret performances on public property to shield children from viewing them. it threatened violators with misdemeanors and repeats with a felony. the band specifically included male and female impersonators that performed in a way that was harmful to minors. originally the law was set to go in effect april 1. in the case of shelby county that is not the case for now. cnn, atlanta. still ahead hollywood doctors reach a deal with the big studios but no such luck for the writers. we will have the details for you.

on wages, work hours, the use of ai and more as this right continues. we have the details. >> reporter: they are calling this a truly historic deal but what is in the deal? i will break it down for you. there are 19,000 guild members and they wanted more money, they wanted ai and streaming concerns to be addressed and it looks like they got that. it looks like there will be a 5% wage increase in the first year. assistant directors will see their workdays cut by a hour. we are curing many members feel overworked and underpaid. in the contract it also bans live ammunition on the set which is coming a little over a year after what happened on the set of rust. a camera woman was shot by a
