counter offensive as russia claims it just thwarted a large scale offensive from the ukrainian forces. more on that ahead. a dozen migrants stranded on the steps of a california church after they had been flown there from new mexico and why they had documentation suggesting that the state of florida may have been involved. and the accused killer of natalee holloway is to be handed over to u.s. authorities to come back to the u.s. and russia says it has thwarted a large scale offensive from the ukrainian forces.
7:03 am
they say they don't have any information to independent ly support this claim. meanwhile, there is video that is circulating on the social media, and the top general mark milley of the u.s. says that he believes that ukraine is well prepared for the next phase of the war. >> so, i think it is too early to tell what outcomes will happen, and the ukrainians are well prepared and as you know, the united states and allied companies around europe and the rest of the world have provided ammunition and they have an existential threat for the very survival to ukraine and the meaning for the rest of the world and europe and really for the united states, but also for the globe. >> all right. cnn's fred pleitgen is in kyiv, and is this counter offensive
7:04 am
under way, and that i have kept it -- they have kept it quiet? >> it is difficult to say, sara, but he says that everything that you are seeing right now, the little attacks and everything that you are seeing the cruise missiles shot at russian points where they have ammo dumps over the past couple of days and all of that are precursers to a larger scale offensive, and all of those are what they call a shaping operation for a larger scale. is this the big push that is happening right now. it is difficult to say, because looking at the drone videos that the russians put out with armored vehicles advancing in broad daylight, andle is of the vehicles are hitting mines and some of them destroyed by artillery or something else similar, but it is hard to know how big the losses were and how many soldiers are lost as well. the russians are claiming some
7:05 am
250 soldiers lost the lives in their attempted advance, and the ukrainians are not commenting on this at all, and saying they don't have information on that, and saying they put out the video, and saying they did not comment on that, and planned the silence, and however, what they are learning today is that the russian installed official in that region is warning this morning that there is another push by the ukrainian forces and another large push, but it is unclear how that is currently going, and certainly from what we are getting from the russian side, but he says that he does believe that the ukrainians are trying to get to the sea of osov, and that would cut off the supplies to crimea. and it appears to be in the early stages, but one thing that
7:06 am
we are seeing, sara, and this is what the ukrainian officials are saying is that along the front line, the russians are on the back foot, and looking at bakhmut where they say they have won the territory back, the russians are saying the same thing. and then looking at the anti-putin fighters, the russians cannot come to term with that as well. and so, it is coming to the shelling as well right now. so the russians are building up momentum, and saying that the counteroffensive is imminent, and whether or not this is the big push, it is difficult to say. >> the soldiers there is giving you a sense that something big is about to happen. fred pleitgen, thank you very much. john? >> sara, let me give you the sense of the area that fred is talking about, because the reports of the attacks that the ukrainians are talking about is the southern region here from donesk here, and the ukrainians are saying they are trying to
7:07 am
push through from the sea of azov, and russia has occupied this area here for quite a long time, and over a year, and the goal for the russians here is the sea here, and with us is the retired military general mark hertling, and there is also some video published over the last several hours, and what are you seeing here, and how is this aligning with the idea of a ukrainian counter offensive? >> well, both fred and you have said the right word, john, and it is momentum. generating momentum. what we are seeing in the early stages is the early move, and we can't get too excited about them just yet. it is a big chess match, and there are some moves in some areas, and some moves in others, and it is all to throw the enemy off, but what we have been seeing over the last 48 to 72 hours are multiple indicators of
7:08 am
what is happening. this attack in volidar or minsk, and i can't give you exacts, because i am not looking over the shoulder of general zaluski, but that is what i am surmising. >> and so now, this is the region of crimea where they have been for more than a year, but you get the sense they have done it in the east and other areas, and so, general, how do the ukrainians get around these defenses?
7:09 am
>> well, two things about complex obstacle belts, john, and we will start to hear that term more and more frequently as ukraine is going on the offensive. first of all, they are complex, and consist of wires, trenches and tdragons teeth, and those sorts of things, and the thing is if they are overwatched by the enemy, and in other words, it is not just the obstacles themselves, but it is the forces behind the obstacles, and what we have seen is low moral on the part of the russians. so, i don't know what to conclude just yet, because the obstacle belts themselves will be hard to breach. when i was a commander at the operation training center, this is what we would have the officers to go through, and it is the most difficult to breach an obstacle belt, but usually when that was happening, they would have enemy forces playing
7:10 am
enemy on the other side of the obstacles. so it is depending what russia does. so this could be an easy march for ukraine, or it could be a very contested and tough fight. i don't know what the tell you on that. >> obviously, we are watching it very, very closely of what could be the beginning signs of something major. major hertling, thank you for joining us. kate? this morning, investigators are looking at who is responsible for dropping a dozen migrants doorsteps of this church after they traveled to the state by private jet. according to nonprofit, the group ranging from 20 to 30 years old had no idea where they were. isabel rosales is joining us on this. and isabel, there is a lot that goes into this. it is texas to new mexico to sacramento and now talk of florida being involved. what do you, what are you
7:11 am
picking up? >> kate, i spoke with cecilia flores of sacramento a.c.t., a nonprofit who has spoken on the ground with the migrants, and they told her they were promised to receive help, and they were approached by an individual of a private contraccontractor, and moved to a center shelter, that they would be given shelter and clothing, and they were shaken up, because they had no idea where they were going when they got and the plane, or even that sacramento was in california. i want you to listen to flores. >> they started out, what city is this? what state is this? according to them, they got off of the bus, and the person who was driving rang the doorbell of the building, and they told them that they would be right back. the bus pulled away, and they never came back. one of the migrants actually
7:12 am
attempted to reach them, because they did have a contact number. they said that the person told them that they will be right there to get you. never specifying who was coming to get them. after some time after they continued to try to reach this person, their cell phone no longer was working. >> and cnn also spoke to attorney general rob bonta as to who paid for the flights and whether the migrants were tricked into getting on that plane and relocated. now, he believes that state of florida is behind this, and he is pointing the finger at the same aviation company that we heard about last year, and followed last year for the last rounds of migrant flights with two planes and 50 or so migrants taken from the texas border and flown over to martha's vineyard, and we have new information that the same attorneys who are
7:13 am
representing those migrants in a lawsuit against ron desantis are on the ground in sacramento and offering legal services to those migrants. and a big question, kate, if there is any other flights happening any time soon. we have been going through a ton of paperwork here, an public records here from the state of florida, and we have reported that they have selected two other vendors, a.r.s. global management center, and a.r. global services to execute these migrant flights, and it is raising questions of whether we can expect two more flight, and real quick, the communication of the state and the vendor, and one other vendor mention md georgia and new york as possible location destinations. >> thank you, rosa. and now, nikki haley is taking aim at her former boss, and also rival ron desantis, but
7:14 am
will her comments at the cnn town hall move the needle? highlights of her appearance. and now, a mom is facing negligent and arson charges after her car caught on fire, and find out what the police say she was doing while her children were in grave danger. and a grisly scene of a flight that crashed, and what that flight did before it crashed that had fighter j jets scrambling. ya! save 50% on the sleep number lilimited edition smart bed. plus, free home delivery when you add an adjustable b ba. only at sleep number. i brought in ensure max protein with 3 30g of protein. those who tried me felt more energy in just two weeks. uh... here i'll take that. -everyone: woo h! ensure max protein with 30 grams protein, one gram of sugar. enter the nourishing moments giveaway for a chance to win $10,000. new projects means new project managers. you need to hire. i need indeed. indeed you do.

7:20 am
auction does say how much they sold for, and the "cheers" bar is worth $1 million. >> it would be a great addition to the set. we will look into that. and one of the top stories this hour is a sonic boom that was heard all over washington, d.c., as a plane went over the capitol and the pilot failed to respond. listen to. this -- listen to this. that private plane ultimately crashed near staunton, virginia. the crash was so intense that first responders said it left a crater in the ground. they say they were trying to determine everything that happened here. joining us now is aviation analyst miles o'brien. good to see you, miles.
7:21 am
start with the flight path which has people scratching their heads here, because it is taking off from tennessee and headed bound for long island and then obviously, it never landed, and then heads back down the northeast, and then heads back obviously over d.c. and crashing in virginia and what does that flight path tell you? >> it is a lot of pilots are scratching their heads over this one, kate. it appears that what we have is a ghost plane, and some sort of depressurization event likely, rapid or maybe slow, which caused pilot to be incapacitated and also rendered the passengers unconscious. so the aircraft would have had a flight path to islip and programmed into the computer, and the flight management system, and the airplane dutifully flew to islip, but there is nothing in that preprogrammed plan that would allow for a descent without human intervention.
7:22 am
so the aircraft arrives at the location, and then for some reason appears to be making a direct return flight to its point of origin. maybe there is something about that particular configuration of that flight management system which makes it go home in those situations or maybe there is a stray way point or meaning that the original point of origin in there, but it is rather odd, and of course, that is the direction which took it right over our nation's capital which has some highly restricted and prohibited air space as you know. >> scrambling the fighter jets and the sonic boom which drew so many people's attention to this situation, is that how the response is supposed to unfold when an aircraft goes into the restricted air space over d.c.? >> yeah. that's the post-9/11 plan. it is a good exercise frankly
7:23 am
and proof that the protection which was, you know, really put in place post 9/11 exists, and they cannot scramble or intercept the aircraft that is responding to the nation's capital, and we should point out that an aircraft at 34,000 feet didn't ever present a threat to the nation's capital, and as it headed in the direction, the military did exactly what it is supposed to do, and the fact that, you know, six fighters from three bases responded, and they were to fire flares and trying to get the attention of the occupants of the aircraft proves the system works, that is good news. >> if no one ever made contact, the officials made with the pilot, it looks like a ghost plane situation, what we are also hearing from some of the first responders from the ground is that there is very little debris left including the crater
7:24 am
that was left brian todd is hearing from the first responders, and so as the investigators are looking at or looking for at this point, miles? >> well, in is a tough one, kate. clearly, it impacted, and it ran out of gas at 4,000 feet and then just went straight down like a lawn dart. so it would have impacted with tremendous speed and not a lot of big pieces left as a result of this. this is an aircraft which is not a charter aircraft. it flies under part 91 which is just general aviation rules, and so there is no requirement for any sort of flight data recorder or cockpit recorder, and it could be possible on the plane or retrofitted later, and so this is a difficult one to solve, and maybe they will find the smoke gun piece which shows that some sort of valve in the pressurization system gave way causing an insidious loss of
7:25 am
cabin pressure, and everybody just kind of went to sleep. the time of useful consciousness at 34,000 feet without pressurization or oxygen is about a minute. >> i mean, that is showing how quickly the entire thing can change up there, and such a sad result for at least one family here. thank you, miles. this investigation continues, and we have folks on the ground. sara. >> thank you, kate. now, to the 2024 election, presidential candidate nikki haley blasted her former boss donald trump and florida governor ron desantis for targeting disney, and donald trump for praising kim jong-un, and the cash to ukraine. >> the way to prevent wars is
7:26 am
