dnipro river. this happened in a russian-controlled park of the chereson region. the rising waters, while settlements down stream are starting to flood. one ukrainian official said 16,000 people on the west bank of the river are in a critical zone. russian officials are telling residents that there is no threat. there are new satellite photos that show the dam was damaged just days before the breach and there are accusations flying over who is to blame here. ukraine saying it was blown up by russian forces, quote, in a panic. the kremlin disputing that accusation, claiming this was dlb rat sabotage from ukraine. this is significant. it is a different time of warfare that we're seeing here. >> absolutely. and it could come at a critical time. the counteroffensive is looming to start at any moment. let's get the implications of this with bill taylor, vice

president for russia and europe for the u.s. institute of peace. thank you for being with us, sir. let's look at a map and see exactly where this dam is located. how significant in your mind is this development, and specifically geographically where this is taking place. >> the geography is really important. where this takes place is the southern part of a long front that the russians have to defend against. the russians are very worried about this counteroffensive that the ukrainians have been mounting for months, we've been talking about this. now it seems to be coming. the russians don't have enough troops to man the whole thing. it is 600 miles. what this dam break does is eliminate 200 miles of that line. so this gives them less area that they have to defend against. >> so the dam is two miles long, 100 feet tall. you're pointing out that it covers a very extensive area and

it nears areas like kherson. do you have any perspective on whether they may be responsible for this? >> i think they're responsible. they control that dam. it is in their area where they occupy illegally but they occupy it. we understand that the explosion took place from inside the control room. inside the control room. so wasn't attacked from the outside. it was attacked from the inside where the russians control. and will there is a military reason for them to blow that dam. >> so we should point out this could have an impact on the zaporizhzhia power plant. the cooling plant needs water and that could present problems. >> the zaporizhzhia plant needs the big source of water to cool it. if that water gets too low, they'll have a hard time cooling it. >> and it is something to watch for as we consider all the

bigger problems that this might present. so in the context of the counteroffensive from your perspective, does that delay ukraine's efforts? >> undoubtedly, that is what the russians wanted when they blew this. they're worried about this counteroffensive. ukrainians have been preparing. i was there two weeks ago. i talked to the generals and the ministers and they're ready. they may be starting that. they're starting it in the middle here. they're starting it in the middle. so the concern down here is what the russians have. that may have been why they blew the dam. >> we should point out in the sake of fairness, russia says they had nothing to do with this and they're pointing the finger at ukraine. >> they would. now to a cnn exclusive, sources saying a flood at mar-a-lago is raising suspicions in the classified documents probe. we are told that a maintenance worker drained a swimming pool in october and somehow flooded a

room where surveillance videos were stored on computer servers. it happened roughly two months after the fbi searched donald trump's florida residence and found hundreds of classified documents. it is unclear if the flooding was intentional or if this was a mistake. but it was the same maintenance worker who was seen on security footage moving boxes before the fbi search. cnn's paula reid is joining us on this. do we know if the surveillance video was damingd? >> it does not appear the surveillance footage was damaged. this is one of a series of investigations at mar-a-lago. authorities are looking into whether anyone should be charged with trying to obstruct their investigation. we know this surveillance video is significant evidence for prosecutors because they're trying to determine if anyone tried to hide documents. we know that they did move documents. that has been captured on surveillance. they also want to know if they have all of it are. there any gaps?

did anyone try to withhold footage? we know from our reporting that some witnesses going before the grand jury, including the trump organization's head of security have been asked about this very issue which is why, this may sound silly, it takes on a really serious tone when you think about it in the context of possible obstruction. >> especially because it was the same person only security footage. i think that's something that makes them pay more attention. you're expecting there will be a witness appearing in florida. why florida? >> that's a great question. we know until now the grand jury that has been working on the mar-a-lago case was in d.c. this is the seat of the investigation. in order to charge ultimately a crime, you have to have a connection between where you charge and it the alleged crime that you are charging, and from the outset, there were questions about whether a case against the former president or his associates could be brought in washington. the connection here would be that many of these documents

belonged to the archives, to the government here. and many were removed from the white house, though i will say that's complicated because trump was still president when he left the white house. so from the outset, questions whether d.c. was the proper venue. we know they'll hear from at least one witness down in florida but it is unclear if they're going to try to bring maybe some charges in florida, some in d.c., or what exactly they're doing. it does make sense in terms of where the alleged criminal conduct could have taken place, that they would use a grand jury down here. the big question is where if anywhere will they charge someone? >> we'll be looking for that. thank you. thank you for the reporting. boris? still to come, a mother of four is dead and her family is grieving after she was shot by her neighbor. and there are growing calls for that neighbor's arrest. we'll show you how the state's law may play into the investigation. and britain's press goes on trial. why he says some tabloids have

a stunning move in the golf world today. the pga tour, the saudi-backed liv golf league and the world tour have agreed to a blockbuster partnership. this ends nearly a year-long legal battle and a feud that has pitted sponsors and even spans against each other. the liv tour supported billions from the saudi investment fund. >> along the way it picked off some of the pga's most prominent names. players like phil mickelson,

bryson dechambeau. they signed contracts for hundreds of millions. and the pga pushed back by banning these players. often they were arguing the saudi league was being used to sports wash the dismal museum rights record. they cited torture and detention. in june last year, the pga commissioner jay monahan said this during a tournament broadcast. >> as it relates to the family of 9/11, i had two families close to me that lost loved ones. so my heart goes out to them. and i would ask any player that has left, or any player that would ever consider leaving, have you ever had to apologize for being a member of the pga tour? >> the answer to that question may be different now. here is what montel han said this morning. >> we've recognized that together we can have a far

loser, maybe they would get bored or go somewhere else. that won't happen. the saudis have money on a different level than the pga tour. they could keep pouring money and money and money. the pga tour couldn't just do that. they don't have a fund of $600 billion to start funneling to the players. they had to go deep into the reserves. some are suggesting they borrowed money to fund tournament this is year. they had to ask the sponsors for more and i don't know if they thought that was sustainable. when the facts say the person you were fighting against has unlimited money and they are willing to bleed you out, well, at a certain point, you almost have to engage. otherwise you risk yourself becoming obsolete. >> it is notable because the pga describes this not as a merger or a sale but as a newly formed entity. the saudis outlined that they are the exclusive investor in this new endeavor.

could this be interpreted as anything other than a victory for saudi arabia? >> it's a big victory for saudi arabia and for mohammed bin salman, the de facto leader of saudi arabia. the man who put so much money, so many billions into the liv golf endeavor here. >> i think what is really interesting is the degree to which this helps complete the normalization of mbs, as he's known. you'll remember after the gruesome murder of an american resident, a saudi citizen and dissident, that there was an effort to try to make sure that mbs was frozen out. that pretty well ended with

president biden went to saudi arabia for an oil deal which he did not get. now you're seeing the full normalization. there's nothing we've heard announced in this deal that involves commitments by the saudis on any of the human rights issues that brianna mentioned in the state department report a few weeks ago. >> yeah. dan, you have brett eagleson, the president of 9/11 justice. a group very vocal. they are gut-wrenched over this. you're speaking to players i wonder that if they are gut-wrenched. and some of them could have gone to liv and made a ton of money and said that's not what i'm going to do. >> there were definitely some players who objected on moral grounds. what they're really upset about in the immediate aftermath of this announcement, they had no

idea. the pga tour has said through the whole process, the pga is its players. it is a player-run tour. this is the biggest announcement the tour has made in many many years if ever, and guys like colin morikawa, big, big name on the pga tour had no idea this was happening. this rumor mill has been churning like crazy for years and years. i've heard so many rumors. this guy will go, that guy will go. never heard a people about this. never heard a peep. the players are really upset. there are a lot of players. rickie fowler comes to mind. $75 million he was offered. there are rumors that hideki was offered $300 million. and jay monahan said please stay loyal to us. please don't go. so there is a player meeting at 4:00 p.m. at the canadian open today and that will be spicy.

killing. there was a real pullback of doing business of all kinds with the saudis and that was the big argument inside the biden administration when president biden decided to go last july. because the concern was that the image of him, and you'll remember it so well where he was doing the fist bump with mohammed bin salman, they looked very chummy. it looked like the message are, the saudis are back and our issues with them are over. the state department will tell you that's not the case. they still are a significant human rights violator and so forth. it's not much of a sanction when you see them move from buying off individual players to buying into an entire league. and that is what has happened here, as dan pointed out. the money is flowing in a different way. not just the individual players but now through to a flew entity with the pga itself.

doug burgum will be announcing. chris christie has been a vocal critic of the former president. let's take you to manchester, new hampshire, where we find omar jimenez. governor christie expected to hold a town hall there tonight. what do we anticipate he will say? >> for starters, we'll be looking for him to set the tone of what this campaign will look like. related, how it will be different from 2016. the last time he, of course, launched a presidential bid. now, coming into this, we are expecting him to make an announcement to run for president at a town hall in new hampshire where he'll make some remarks and then take questions from the audience. we're also looking to see how he approaches the, for lack of a better term, the elephant in the room which is of course former president trump who has been seen as the front runner even in

this early portion of the primary process. and as you mentioned, former governor christie has not been shy about going after former president trump. and he has even been candid saying he's not just some never trumper getting in this race to try to take down the former president. take a listen to what he said in previous town halls. >> you're talking to somebody and hearing from someone who believed i could help make him better. wanted him to do what was best for the country and he failed me even worse than he failed you. so i'm not going to stand around and let this happen. now, if i decide to run, i'll be able to try to do something directly about it. >> now, polls, early ones at this point, obviously, have shown that he clearly has some work to do. and will what has been an evergrowing gop field in this

race that includes former president trump, florida governor ron desantis, form governor nikki haley, senator tim scott. the list goes on. it gives you an idea of the work that would need to be done. last time around, he finished sixth in new hampshire, in the new hampshire primary, despite holding dozens of town halls here in the state. by kicking things off with the town hall this time around, it is clear they think that this time will be a different result and we'll have to see what the process toward that result looks like. >> as you pointed out, some of the polling for christie, a majority of the republican voters said they would never support him. he has his work cut out for him. thank you. so. now to the prince and the privacy lawsuit. prince harry leaving a london courtroom a short while ago. he actually spent hours on the stand today in this case against a u.k. tabloid group. he was accusing the publisher of hacking phones and other illegal

methods to get some private information. harry testifying is something that you just don't see. this is extremely rare for a royal. not since 1891 has a senior royal actually given evidence in a british court. today defense lawyers for the mirror group newspapers used harry's words against him. they were citing excerpts from his memoir and they were showing how often the memoir shows how often the palace cooperates with the media on certain stories. let's get to cnn anchor and royal correspondent max foster in london following the case. this was very interesting. what he testified to. tell us about it. >> well, he is basically highlighting 33 mirror articles, or parts of articles from different parts of the mirror group and saying that these were a source of information that were obtained illegally. so they're going through each one of the articles and lots of

embarrassing details about ex-gir ex-girlfriends, his time at eaton. the lawyer for the mirror group is going through each one of them really grilling harry on why he thinks they were bagsed on hacking. actually undermining that. his broader point is that the british tabloid media needs reform. for example, there was a story about harry and william having an argument really, or a discussion about whether or not they should meet diana's former butler. there was a story that appeared where harry called him a two-faced expletive, as reported. this is harry speaking, of course, and believes this could have come directly from voicemail that was left. he suggested that he might have used that expletive in the voicemail to william. so that's an example of the time of stories. and more broadly, he's very damning about the british

the family of a mother of four who was shot and killed by a neighbor in florida are demanding justice. authorities say that she was shot through her neighbor's front door. the police report identifies the shooter as a white woman. apparently there was a long-running dispute involving her kids. she had reportedly gone to confront her neighbor about an incident friday night when the neighbor opened fire. cnn's carlos suarez has been following this story for us. carlos, authorities have not arrested this neighbor who shot owens, and they're pointing to florida's stand your ground law as a reason why. >> that's exactly right. they're still looking to whether

it was in self-defense. they're calling it an unjustified killing and they want an arrest now. 35-year-old a.j. owens was killed on 40 north of orlando in ocala, florida. authorities say owens knocked on the door of a neighbor who minutes later had an issue with owens' children playing outside. they said the woman had harassed the children, calling them racial slurs and using the "n" word. owens' mother said her daughter wanted to know why the woman kept an ipad that the children left behind and why she threw a pair of skates at them. here's more about what that victim's mother said. as a mother, the protector of her children, she wanted to know why this happened. she knocked on susan's door.

a closed locked door. the door never opened. my daughter, my grandchildren's mother, was shot and killed with her 9-year-old son standing next to her. she had no weapon. she posed no imminent threat to anyone. >> so the sheriff of the county said authorities haven't made an arrest yet because again they're taking a close look at florida's stand your ground law, adding that authorities are still interviewing other neighbors as well as owens' 9-year-old son who was standing next to his mom when she was shot through the door. here now is what the sheriff added to all of this yesterday. >> what we have to rule out is

whether this deadly force was justified or not before we can make the arrest. and sometimes it becomes difficult and sometimes it becomes an obstacle. but only a temporary obstacle. because it will be moved and the final answer will come forward. >> the sheriff's office said that some of those interviews are taking place today and the sheriff said these neighbors, they had issues before with at least six calls made to 911 since 2021. almost all the calls involve some sort of issue between the neighbor as well as the kids playing out in this yard where this took place. the name of the 58-year-old neighbor who shottone has not been released by authorities in marion county. boris? >> the 9-year-old boy having to answer questions about

witnessing his mother get shot. such an excruciating detail. let's get more from the legal affairs commentator. on the issue of there being an arrest, the sheriff of marion county said explicitly, what a lot of people don't understand is that law has specific instructions for us in law enforcement. any time that we think or perceive or believe that that might come into play, we cannot make an arrest. the law specifically says that. he's talking about the stand your ground law. so what evidence would investigators need to go ahead and arrest this neighbor? >> yeah. this is such a tragic story. a mother trying to protect her children, loses her life to senseless gun violence. and it happens in the presence of her 9-year-old son. my heart just aches for this entire family as a mother of three myself. florida has this stand your ground law enacted in 2005 and it allows people to meet force

with force. if someone believes, or reasonably believes that his life and/or safety is in danger as a result of an overt or perceived act or threat from someone else, they can use deadly forceful the question is, what was the perceived threat? we know that miss owens was not armed with any weapon. she didn't have a knife or a gun. there's no evidence that she had done anything to cross the threshhold of the home of the shooter. the door wasn't broke. the law wasn't broke. there was nothing to show that she had engaged in any kind of conduct that would be a reasonable three to the shooter. many believe this is racial in many ways. the shooter was a white woman. this is an african-american mother of four. we know that the stand your ground law has a racially disparate impact. it is applied differently when the victims are african americans. >> the other aspect of this that

could come into play is the fact this was an ongoing dispute. somewhere between six and eight previous calls to police over what the sheriff described as children being children. i'm wondering what you make of that. >> it begs the question as to how come the shooter didn't call the police yet a seventh time. obviously, they had called law enforcement. someone had called on six different occasions to mediate the dispute between these neighbors and to resort to using violence just seems so stream in a situation when someone isouts your door. we've seen it all too often when someone is innocently murdered, shot and killed because someone has the unreasonable perception. and there are these biases that people have as it relates to african americans and a blef that we are somehow inherently dangerous. there are so many other outcomes that could have happened with respect to this case. and then there is question.
