one single rescuer could be looking for. >> does it have any of the normal pieces that they submersible should have, a reasonable beekin that would have gone to the surface, and could have been sending out a signal. >> what could have gone? wrong cnn's weather team says, the weather in the area was not overly harsh at the time the vessel submerged. but, experts say, below the surface, currents could have affected the submersible, or with its various motors and propellers -- >> it could be in, shop it is very easy for it to certainly get caught on something and can come back to the surface. >> new titanic sank in 1912, after hitting an iceberg, more than 1500 people died. the wreck was discovered in 1985, split into two parts. recently, an underwater scanning project using deep sea mapping created new spectacular images of the ship. he has become a popular and expensive tourist destination. it cost $250,000 per person to

11:08 pm
cnn meteorologist chad myers has more on the dangerous weather impacting the country. >> quite a few severe weather reports of the way from virginia, down to the gulf coast, the most severe along the gulf coast itself, with tornadoes reported down there. some hitting some towns with damage down, they're also another event very heavy rainfall. 6 to 10 inches of rain fell in a short period of time, with flash flood emergencies in effect. now here you, go here's where the computer thinks the rainfall is going to look like throughout the day on tuesday, taking all the way to wednesday. notice what happens tuesday afternoon, big storms could be rolling right through new orleans. this is the biggest threat i see here. some of the threats could have heavy rainfall, wind, and even hail. so, if it falls in the same places that already saw the heavy rainfall, there could be more flash flooding in the forecast, and also, that rainfall would be heading up the east coast up into charlotte, up the, hills up the
11:09 pm
appalachian chain, that is where all the rainfall will be here along the east of that upslope flow of that mountain their area. also heavy rainfall across parts of, texas and of course new orleans where those storms will be. something else that is going on to the west of there, this record breaking heat, more than -- will likely break record highs with excessive heat warnings in effect, and a heat index to 1:22 in the afternoon in some places. that is in the shade. these are the temperatures on the thermometer, without the, heat added in the humidity. the temperatures are going to be hot already, add in humidity that is going to feel much warmer, in places it is going to feel like 120, degrees it did in corpus christi on monday. it fell for a time 120 degrees fahrenheit. one more thing going on, tropical storm -- was named -- at five pm on monday, it is out here in the atlantic, way out, there but it is forecast to move to the west towards the islands.
11:10 pm
if you notice here, the numbers, forecast to become a hurricane, not until probably wednesday or, thursday but the storm will likely intensify, and move to some populated islands, and possibly even into the gulf of mexico next week. we will have to watch that. this track is still way too far out to figure out where this thing is going to go just yet. >> joining me now from washington, tom is a meteorologist with the u.s. national oceanic and atmospheric administration, noah. we will great to have you with us. >> thanks for having me. >> we are seeing extreme heat and texas, and other parts of the, country know your organization has announced that el niño is underway. what does that mean exactly? and what impact will it likely have on future weather patterns? >> well, el niño can affect the weather across the entire globe, not only the instate united states, but, asia, africa and across south america as well. now the major impact,
11:11 pm
especially during the summer months, can be the hurricane season to the atlantic, the eastern pacific, but also could mean big changes to precipitation patterns across parts of asia, and africa, america and the caribbean as well. >> that is vast, isn't, it so many countries of course as a result of this are bracing to prepare for extreme weather later this year. as the world deals with el niño. so, what plans need to be made right now to prepare for that? >> well, el niño is one of those climate phenomenon that is a bit rare in that we can predict well in advance that it is going to occur. especially now that as we said, we know it is likely to be here also this wintertime. so, countries can prepare freshwater, they can prepare for potentially upcoming child, or increased risk for drought, or in increased risk for flooding. so, this gives a lot of communities across the entire globe months in advance
11:12 pm
knowledge where usually they would only have maybe a couple weeks, or less to be able to prepare for such climate extremes. >> all right, that is critical, isn't, it scientist say, the fear looks particularly worrying. why is that? >> well, this el niño is actually occurring against the backdrop of just the oceans everywhere being so much warmer than average. frankly, we haven't seen an el niño develop against the global oceans being as warm as they are right now. and, that can cause all sorts of impacts. it can amplify, -- make impact, worse maybe lead to there being these conflicting climate patterns, these climate titans fighting each other foreign influence. but, it is something we haven't experienced before, and we have seen ocean temperatures be well above average from, you know, the indian ocean, to the north, atlantic the south atlantic, to the majority of the, pacific ocean it is just a new place to be in with this el niño development. >> and of course, the last time
11:13 pm
el niño is in full swing was in 2016, what did we learn from that that could perhaps be useful this time around? >> well, each el niño is its own event, you really can't say that just because something happened in 2016, it means it is definitely going to happen this time around. it means that everyone has to be vigilant for what potentially could happen, even though there is no necessary guarantee. the other thing to note, it was the warmest and still is the warmest year on record. so, el niño stand to be a thought on the scale for global temperatures, so if we do continue to see this el niño develop throughout the rest of 2023, and into 2024, do not be surprised if next year we start seeing temperatures get pretty warm, and potentially even approach record-breaking. it is not a guarantee of it happening, but el niño years tend to be the warmest years on record when they do occur. >> and what is the difference between el niño, and climate
11:14 pm
change? do people get the confused, do you think, do people know when they are dealing with el niño, when they are dealing with climate change? >> it is hard to say, sometimes, it can be very confusing. especially if el niño needs to there being extremes that are similar to storms of impact that they have been seeing more, often because of human caused climate, change but el niño is a natural climate phenomenon. it is part of the complexity of our, planet it just exists because our planet exists. well, climate change is being caused by human emissions of greenhouse gases. now, sometimes these things can impact each other, so climate change, if we like to think about it as -- so if el niño tends to bring heavier rainfall than normal, clemency inch might make that rainfall even heavier, if el niño tends to lead to there being less precipitation, or drought, climate changes, warmer temperatures, it might lead to their being an increased severity of child. that is the best way of
11:15 pm
thinking about the difference between the two of them. >> yes, so important to make the differentiation. tom, thank you so much for talking with us. appreciate it. >> thank you for having me. >> coming up next, the u.s. equity of state wraps up his trip to china with a key meeting, anthony blinken is saying about the progress made during his visit. a little later, a ferocious 11 hour firefight in the west bank, we will take you to jerusalem, to find out what's the it off? and what the u.s. is now insisting israelis and palestinians can do. back in just a moment.

11:24 pm
the most powerful militaries in the world, if they keep talking that is a good thing for them, that is a good thing for everybody. so i think lincoln and the biden administration will remain careful managing expectations ahead of, time they did signal that no concrete results should be expected from this visit but he got to see president xi faced a, face this was the first visit of a secretary of state to china in five years these are not small things, and there is talk of more american officials engaging with their chinese counterparts in the months ahead, possibly even president xi and biden meeting, during or after the un general assembly in the fall. so, in some talks about more talks, that is not a bad thing. >> no military to military communication channels worse that up between the two superpowers, which is of course
