all right. welcome back, everyone. this is cnn "news central," and we are continuing following breaking news this morning. hunter biden, joe biden's son, will plead guilty to two federal charges and two tax misdemeanors and he struck a deal with the prosecutors regarding a gun charge, an agreement that now has been struck with the justice department. this is all coming from court filings coming from the doj and we have a team of reporters covering all of the angles of the breaking news story. >> we are continuing to look down at the computers, because

the information is coming fast and furious. we go to evan perez who is with the attorney for hunter biden. >> yes, christopher clark is the attorney who is dealing with the case now for several years, and it is describing the outlines of what happening, and that is the agreement of hunter biden and the attorney general's office of the district of delaware and it is my understanding that the five-year investigation into hunter biden is resolved, and this is the key sentence. my understanding that the five-year investigation into hunter is resolved and he is going to take responsibility for two misdemeanors for filing tax agreements when due, and a plea agreement, and the firearm charge is due to a diversion agreement, and subject to plea agreement and not filed by the government. this is also what he says about hunter. hunter believes it is important

the take responsibility for these mistakes he made in a period of turmoil and addiction in his life, and he is looking forward to continuing the recovery in his life, and the key operative parts of the statement are that at least in their discussions with the prosecutors in the u.s. attorney's office and again this is u.s. attorney david weiss by donald trump appointed to oversee this investigation, and this deal that resolves the investigation according to hunter biden's attorneys believes this resolves everything, and really, that is an important part of this plea agreement, because this investigation as we have talked about spanning five years and three attorneys general have looked at a lot of information including his dealings with ukraine and things that republicans are not going to let

go of, and they believe more investigation needs to be done, and even if they believe this investigation is done, criminal investigation with the attorney's office in delaware is over, and maybe they face more questions from house republicans who are not quite done with this yet. kate and john. >> evan, stick with us, and continue to get more sources and statements coming in with the statements and reaction coming over from the white house. arlette seanez, we are hearing from the president and first lady now? >> yes, the first reaction came in moments ago from the white house as the bidens are continuing to offer their support to their son hunter biden, and we want to hear from ian sands saying that the president and first lady love their son as he continues to rebuild his life. he added that we will have no further comments. the president is out traveling in california and we expect to see him in the 4:00 p.m. eastern hour where he is going to have a speech there, and we will see if

he has any more comments on this news about his son. but the news from the white house tracks with what we have repeatedly been hearing from the biden couple relating to their son hunter. they have long stressed their support for him, and really president biden has sought to keep him close to him here at the white house. he is a frequent presence over the course of the past few years and family events and coming for official events and out mingling with the crowd as they hosted the annual easter egg roll in april and he travelled with the president over to ireland as they went to look into the familial roots into the long-standing love of the president's love of the country of ireland as well, but it is coming as the white house has tried to refrain weighing into any matters of the justice department investigation into hunter biden and they have gone to great lengths to make sure it is an independent investigation, but officials here at the white

house and the president's personal attorney bob bower has been keeping tabs on the case, and bob bower has been speaking with the legal team of hunter biden to get updates on where things stood, but the biden family have been navigating the situation for years. he was a frequent target for republicans and former president donald trump back in the 2020 campaign, and biden often and repeatedly would defend his son hunter, including his addiction issues that he had faced, but now today as the federal charges are coming to light as hunter biden is pleading guilty to two of the federal charges the president and first lady are maintaining the unwavering support for the son in their statement, and we will see if there is any further reaction through the course of the day. >> again, we will see the president later today, and they say this is the only statement that we will have today, but i will be surprised if we don't hear directly from the president today. but the attorney for hunter biden says that it is my

understanding that the five-year investigation into hunter is resolved and one place that may not share that sentiment is among the republicans on capitol hill, and we will go there. our manu vraja is standing by. any reaction? >> we have not heard from chairman kevin mccarthy or any of the key committees investigating hunter biden or any of the other members, but there are some members of the rank and file quick to criticize this plea deal and criticizing the attorney general such as darrell issa called it a cover-up, and marjorie taylor greene who is a close ally of the speaker of the house kevin mccarthy said it is a quote stunt, and called the justice department pathetic, and congressman bob good, another

member of the freedom caucus criticizing this as well. what you can expect from the house republicans in the weeks ahead is to essentially investigate the investigators and figure out why this u.s. attorney did not pursue, or file charges or in what how he handled those questions about hunter biden's overseas business dealings that did not lead to any federal charges here. there's expected to be a lot of criticism and this is an attorney who is a holdover from the trump administration, and still not, and the republicans are indicating that this is all part of their narrative that democrats somehow get a pass, and republicans do not. we will see if the facts bear it out. that is the political argument going forward and expect the speaker of the house to repeat those comments, and now, expect the speaker of the house, and the judiciary committee to say

the same, and this plea deal reached after an exhaustive investigation leading to this plea deal is not going to be much for the satisfaction here on capitol hill among the house republicans who have made this a central investigation look into hunter biden as well as to any ties to the president, and they expect that to be the focus in the weeks ahead, guys. >> manu raja, thank you very much. and keep us posted as to what else you should hear, and we should note that this is a trump-appointed u.s. attorney who is a holdover here who struck this plea deal. >> so you that. and over to kara scannell outside of the court who has been tracking this with us. and kara, you have fresh reporting with this deal will bring what punishment? >> yes, so our understanding according to the sources is that the u.s. attorney's office here has agreed as part of the plea agreement to recommend to the judge that hunter biden serve no

prison time and he be put on probation for a set period of time and that is about 24 months. we have not seen the details yet, but the court findings indicate that the details including this plea agreement deal be placed before the court when it is set, and we have learned that he is not going to be facing any jail time or prison time as a result of pleading guilty to the two tax-related misdemeanors and it is drawing a reaction from former president trump who is posting that this is a deal that equates to a mere traffic ticket, and that is something that m manu raja is hearing up the hill. and so, we will be hearing of when that is going t o allow cute

what went wrong with that and so, we will see if that is dropped if he meets a certain period of time with that deal. >> so probation. okay. let's talk about what that means in terms of the this deal and where it sits. joining us is our legal analyst elie honig, and paula reid is somewhere with us. and elie, let me make one thing clear, that president biden has been saying that he did not think that hunter biden did anything wrong, but this is an admission that he did something wrong. >> yes. >> hunter biden is saying that he broke the law, and he is

agreeing to probation, and talk to me about that. >> probation means no prison as long as you comply with all of the conditions, and there is going to be a specific set of conditions on the probation, and varies case to case, and first of all, no further crimes while you are on probation, and typically in a case like this, a condition like this is drug treatment and regular drug testing and weekly, monthly, daily, and you have to report into the probation officer week, day, var ris based on the individual. i think that there is another important part of time and the politics about this. i have said it before that the fact that it took five years is outrageous, and inexplicable dating back to 2018. thinking of the nature of the channels for two full years, 2018 through the the end of 2020 this is handled by donald trump under a.j. sessions and then bill barr, and if there were heavier charges to be brought,

they had two-plus years to do that, and another thing to do, in whether to assess if the charges are light or heavy, nobody is in possession to know that except for a few people at doj or hunter biden's team, because we don't know the universe of facts, but we know what we know is that it is a tax misdemeanor and a gun charge that is something that can be diverted, but for somebody to weigh heavy, light, traffic ticket or not, it is not to be read. >> and so, paula, you are reporting out this news that they have agreed to probation as part of the plea agreement, and tell me more of what you are hearing from the sources. >> well, it is important to emphasize that even though we were told by our sources, karen and i were both told that justice is going to recommend probation, but it is up to the judge to approval or accept that recommendation that it going be

some possibility that the judge could choose to do something slightly different. now it is also important to note that diversion here in how they are going to be taking care of the gun charge which is common of how they deal with that with duis and mental health issues which is less common at the federal level, so it is interesting to see the requirements that hunter biden has in order to get that other gun charge dropped. we know that in terms of the timing here, we know that elie is talking in terms of the length of the investigation yielded arguably a few rather minor charges and these are not felonies, but tax-related charges and one related to lying on a form to purchase a gun, but this investigation has been going on for year, and this plea deal comes ten days after former president trump was indicted by a special counsel jack smith. as we know that the justice department is under considerable scrutiny of the handling of multiple politically-charged

investigation, and both the investigations of former president trump and the special investigation of president biden and that long-standing investigation into hunter biden and all handled by independent people, and the two special counsels, and this case a trump-appoint ed attorney general, and as to the timing, it is maybe not koins dell tall, a -- coincidental, and so it is interesting to see if this is ramped up, and if the attorney general is going to weigh in on this and to any way suggest that we apply the law regardless of the political look, of trump, and biden and one pleading guilty and very different cases with different scope, but i don't believe it is a coincidence that this hunter biden case is resolved to close to the indictment of president trump. >> elie, how conscious of the

timing do you believe they were at the doj? >> by the book, you say, we announce the cases how it just fell this way, but you have to be aware of the public perception at doj and one thing that is interesting is if the doj is going to be saying anything about this beyond the standard boilerplate, i doubt it. could be coincidence, but could be that we treat them right down the middle, and whether or not that is true, i will leave it to the political pundits. >> elie honig always staying down the middle. and now, what more are you hearing about this, manu? >> key reaction from the house oversight james comer who is someone who has led this investigation into hunter biden and made it a central priority of his committee, and just issuing a statement criticizing this plea deal saying that it is a quote sweetheart deal, and

quote slap on the wrist, and he says that this is, and the key comment is this "these charges against hunter biden and sweetheart deal have no impact on the committee's investigation." he says they will not rest until the plot of the biden family schemes have been investigated. and the question is going to be how much of this was actually subjected to the investigation of this u.s. attorney and why this u.s. attorney did not go down this route or pursue any charges on this. that is going to be one question that the republicans will try to answer in the months ahead here. the white house has dismissed these efforts by the house oversight committee as simply conspiracy theories and trying to link president biden to something that is not, there and the republicans of course have an opposite view of all of this

in trying to tie hunter biden directly to the white house, and that the focus and the challenge for the house republicans in the months ahead and whether they have actually evidence to tie the president to any hunter biden actions and the question is why the u.s. attorney in this case did not go down that route, and perhaps there was not the evidence to back up any potential charges and maybe there was, and if there is, they will say, why was that not part of this deal as well. so all of these things will feed into the debate and fuel this investigation in the months ahead as james comer indicating right here, that it will have no impact on how the house republicans are pursuing hunter biden in the weeks and months ahead. >> they have investigated him before and they will after this breaking news today that he has agreed to plead guilty to two misdemeanor tax charges and enter a diversion gun charge. that means he will have

david chalian and anchor of "inside politics" it is so big that dana bash is coming in an hour and a half early to discuss this. we have been talking about the historical impact of this, but i'm also interested in what the next two months looks like and we are in the campaign and in the middle of the campaign, and, david, just project for me how you think this plays, i guess in the next few minutes and in the next few weeks. >> so, i think that you have to look at this, and the meaning of hunter biden and the animating force of everything surrounding this investigation has been for the republican base. it is why despite the apparent resolution of the legal federal investigation into himand as you have been hearing from manu, the house republicans will keep it up and they have decided to go all-in on this as a way to keep the republican base enthusiastic, and it is going to feed into the larger narrative,

john, of the justice department in this country, and whether or not it is doing its job equally for everyone, and whether or not the system is rigged. donald trump and his response to this has used this as an example that indeed the system is broken and this whole thing feeds into it, but the reality of this, if indeed his lawyer is right, and this is resolving all of the matters that you have heard of hunter biden about the laptop or looking into his father having influence on him or the ukraine energy company burisma or china, that is aside and the deal is going to avoid prison time, and that is small bore here in terms of what he is pleading to. the legal resolves it in some ways for the biden family. the political is a commitment republicans seem to be keeping throughout the campaign cycle. >> so, david, i have been trying to play counter in this discussion of kind of what this

looks like in the political realm with john all morning, and i have been losing in this debate, but dana, help me out on this. >> oh, gosh, don't get me in trouble here. >> i would never get you in trouble, and i sink myself first. the republicans are not giving this up, and we have heard the statement from james comer and you explained it perfectly from donald trump, but doesn't this take the wind out of the sails a little bit somewhat on the political front and it is case closed, because it is always more potent to run on he is still under investigation than he has reached a plea deal on misdemeanor charges. >> i feel that i am siding with dad than mom here. this is not going to settle the political case, and i agree with david that it just heightens and accentuates what republicans believe they can do on the raw politicsf this, because this is

not going to be happening in a vacuum. this is happening up against what we saw last week with the former president. they could not be more different for reasons that we don't have even with the 24-hour news network to explain, but they are very, very different. what is the same is that the republican response, the republican, and those who feel the need to or the desire to defend donald trump are making same arguments that they are making against hunter biden which is allegations that the doj is, that there are two tiers of justice, and that one for democrats and the other is for republicans, and we can't say it enough, there is no evidence to prove it at all, and we need to also point out that the u.s. attorney in delaware is a trump-appointee, and intentionally kept by joe biden to try to take away the

appearance of any political influence by the biden white house, but it is not going to stop the politicsf this particularly when you are talking about a conservative media ecosystem through which many of these republicans on capitol hill who manu is talk about and getting statements from are going right out into the ecosystem. it is about fund-raising, and it is about raw meat to the base. >> and of course we should note -- >> and let me play the peacemaker here between mom and dad, and let me try this, because both things can be true here. and what dana and john are arguing, kate, and what vi sugg -- what i have suggested about this being a continual life force inside of the republican life force, but it may not be a winning strategy for the 2024

political campaign, and they may not be in concert with each other and we don't know what the political impact can be. >> what do you think that we will hear from joe biden, because he benefits from being on the west coast, and one wonders if that is choreographed, because he is not near a camera for several hours until after this deal was announced. and we got a statement from the white house, but i expect that the reporters will press him for some kind of response here. >> i imagine, john, that is the response of a father and human response and not the response of the incumbent president running for re-election or thinking of the politics of this. i think that time and again when he has been asked in interviews, you can see how he has responded to this matter purely in that lane as a father of a pained and troubled son who is now admitting wrongdoing to something. i think that joe biden's response is likely to be along

those lines if i had to guess. >> stick with us, guys, because laura coates is able to jump on, and joining us now. and laura, your perspective on the reporting that we have and the breaking news of hunter biden striking this plea deal. >> well, we all might need a neck brace from all of the breaking news that we have about the law and those in legal jeopardy and the investigation, and we have been waiting a long time to hear the results of, and this is two weeks after the formal indictment of a former president, and now a acting president having one of his children admitting to committing a crime. but they cast a very wide net as related to hunter biden and these may relate to taxes for a period of two years following 2016, but the net was cast very wide to incorporate his financial dealings, his business practice to understand for at least over a decade, and remember, it was in part hunter biden who was a topic of conversation around the first

impeachment of then president trump about burisma, and everybody can remember that moment of time, and the energy tycoon in china later on, and so all of this was swirling around and then in the result of somebody who was kept actor, and as dana said, kept over from the previous administration kept over for the same reason that merrick garland wanted to have the special counsel jack smith about the investigation over a frontrunner and opponent of president biden to avoid the hint of inproinproprietary of cg the wide net, and it is coming down to taxes. taxes are very important obviously, and nothing is certain except for death and taxes, and i will not be dismissive of a violation of the law, but on the grand scheme of what is expect and what came to fruition is very different

things. one other point. that gun-related charge, and often times there is a category of people who are not supposed to lawfully own a gun, and people who have had a felony conviction for one, and those who are using the drugs for another example, and these are of oftentimes included in a plea deal to use a diversionary program to say, if you keep on the up and up, and you won't have this felony charge attached as well. this is common in the scheme of things, but what is so uncommon is that it is a former vice president and current president's child. >> laura coates, it is great to see you, and thank you for jumping on. dana and david, thank you as well. we will continue to follow the breaking news, and we have much more to come on this news of hunter biden agreeing to plea guilty to two misdemeanor charges, and also ahead for us,

are racing against time to find the vessel missing as oxygen dwindled. the sub which is about the size of a minivan which went missing 1:45 into the launch sunday. it was on course to see the remains of the "titanic" in the bottom of the north atlantic ocean all part of the eight-day journey conducted and led by ocean gate expeditions. several agencies are involved in the search including u.s. coast guard and the royal canadian air force, and it is conducting a search that is vast east of cape cod. the world record for scuba diving is a depth of 1,000 feet. once you hit 3,000 feet, light is not visible. once you hit 3,200 feet, mammals

can not survive. 12,000 feet is the average depth of the ocean floor, and the "titanic" is below that, because it settled at 12,400 feet which is 12,000 miles below the ocean's floor, and you can see how challenging this is. jason carroll is with me following this search operation from boston. you were talking with me about this last time, and the depth is the problem and the clock is what is against them. what is the search operation looking like today then, jason? >> kate, good question. a short while ago, we got an update from the coast guard in boston in terms of heading up this operation. they say that the canadian aircraft of p-3 aurora arrived on the scene out there again, and talking about 900 miles due east of where we are right now. and that particular aircraft is

going to be able to conduct sonar searches. the ships the "polar prince" and "dee p rnergy" is a massive search of a remote area. and the concern is oxygen left for the people onboard. we are told it is anywhere from 54 to 80 hours of oxygen left. a massive search effort is under way, and the u.s. coast guard is involved and the u.s. native is involve and the canadian coast guard and canadian armed forces are lending a hand. earlier on cnn this morning, the boston coast guard talking about what they are doing in terms of searching and not just on the surface, but move beg low the

surface as well. >> a lot of the search to date has been primarily focused on the surface of the water and our aircraft flew patterns in combination with the canadian aircraft and new york international guard flew patterns that roughly about the size of the state of connecticut, and today, we now have underwater search capability on scene, and so we will be using that to see if we can locate the submersible in the water. >> and according to oceangate, kate, there is an early warning system on board to alert the pilot when something goes wrong so that the pilot can take action, and then of course some sort of system in place that is supposed to help the vessel rise to the surface when something goes wrong, but at this point, we simply don't know what went wrong. kate. >> that is exactly right, and the poor families that we have

going down to the mariana trench, and he is going to be able to motivate the crew. >> he is a motivated diver and he has been to the wreck site more than 35 times and also the director of the research company who owns rights to the "titanic" wreckage. and there is also another passenger who is the trustee of a firm in california and also a owner of the fgr oo corporation shawzada dawood and his son. >> and gabe, you were a reporter in seattle when you were able to

get inside within this very submersible that is now missing. and what does it feel to be inside even above this surface? >> yes, so, kate, i did several stories on oceangate in my time in seattle, and i did stories on tite tan, the submersible that is missing, and we sat inside of the submersisubmersible, and wh felt like. i was struck that time with how, one, how simple the technology seemed. it is a tiny vessel that is very cramped and kit fit five people which the current number of people lost in this expedition, and it is operated by a gaming controller and driven by what is looking like a playstation controller, and yet the company, oceangate told me that they were extremely confident that they could make the remarkable journey to the "titanic" and dive 13,000 feet and handle 150 million pounds of pressure at

this morning, russia says that ukrainian officials laulaunch ed an attack on kyiv. they also hit a facility in the western part of the country while russian shelling also damaged buildings in zaporizhzhia. fred pleitgen is in kyiv with the latest. fred, what are you learning about the latest attack on kyiv from russia. what are you picki up? >> hi, kate. certainly another sleepless night for people in kyiv as alarms and air raids were going off for several hours in the night, and indeed, a large scale drone attack by the drones as the ukrainians calling them, the iranian-produced drones that attack while they sleep. that is what happened last night. they were the waves of the attacks coming from several directions, and the numbers are staggering. the ukrainians say they detected
