of mexico. >> being able to provide protection for migrants has never been an easy process. >> it shows how desperate and dangerous some of these are. good morning, are glad you are with us on cnn this morning. as you can see, we got a lot to get to but we begin with the desperate search this morning. >> if you are just waking up, a development overnight in the search for the missing submarine the vanish while driving on the to tannic shipwreck. sonar picked up banging sound, every 30 minutes during the ar yesterday and this gives new hope the five people on board might be alive. that is according to an internal u.s. memo. a government memo, i should say. u.s. coast guard confirming a canadian surveillance plane detected noises underwater. right now, they are racingo find out where the banging sounds are coming from. as you know, time is quickly running out. it is estimated that passengers have maybe 24 hours of breathable air last,f the

submersible is intact. national correspondent miguel newfoundland and in front of a coast guard boat that is on standby to go out and help. the big ne, the banging, what are we learning about the source, potentially of the banginsounds? >> reporter: i think they are trying to figure that out. but i want to show you what is happening. this is a canadian coast guard ship behind me and we are going to keep the camera on that because they fired up the engines a short time ago and pulled the ropes up. so it is about to head out there. it's been on standby, one of two canadian coast guard ships on standby. we were at the horizon arctic ship that left overnight. it is about two hours out now. so there is an all-out ramble, to get to this location, to try to figure out where the sounds are coming from. specally, those sounds, over a four hour period yesterday, they were able to pick up banging, every half

hour or so. it is still not clear where it was coming from. after that, they heard other banging, they said. ound like one concerning note, that they had to move surface resource ships to the area where they are trying to co-locate or zero in on where the banging was coming from. meaning they were possibly searching in the wrong place or have the ships in the wrong place to figure out where the banging was coming from. it is stl unclear what the banging is, was, but on the u.s.id the canadian side, from the air and on the surface, every entity is now in a desperate search, because if they are alive, they only have 24 hours left of air. if they have lost power, is it extremely cold down there? and it is not clear they would

through one of our other board members, with a very close personal end of the family, and associate. he's been in touch with shahzada dawood's mother. that is how i found out, that his mother had shared this information, that he was on board. and that his son, suleman was with him. and i can only say in this notification, his mother was stoic, to say the least. and of course, hopeful, like all of us, i knew of course that shahzada was going on the expedition. we were at a board mng in mountain view, california and was excitedly telling me about this trip. so i knew that it was coming. but it was such a shock to hear the submersible had gone missing. >> like you mentionethe last time you saw him, he was telling you what he and his son were going to go do. and how excited he was to go on this journey. did emission the risks involved to you?

>> not really. in shahzada 's -- he's an extremely intelligent individual, a humble man. curious, that is the driving force behind wanting to go on this expedition. suly he was aware of the risks, and was certainly aware that undertaking a dive to this depth in submersible, is a dangerous undertaking. but he didn't dwell on that or talk much about it at the time. perpetl curiosity to boarding this vessel and going 13,000 feet down to see the titanic shipwreck. had he done stuff like this before? >> not that am aware of. shahzada is a business executive and leader. he's very passionate about education, about science and

this morning, a growing number of republicans are slamming hunter biden's plea deal with the doj. according to court documents, the president's son agreed to play a guilty to two tex-mex demeanors for failing to pay taxes on time in 2017 and 2018. as part of the plea agreement the doj will recommend a dge hower will have the final say on any sentence. hunter biden will also see a felony gun charge dismissed if he meets certain conditions.'s attorney released a statement yesterday that read in part, i know hunter believes it is important to take responsibility for t mtakes he made during a period of turmoil and addiction in his life. he looksorward to continuing his recovery and moving forward. president biden was asked about his son yesterday. watch this. >> am proud of my son. >> house republicans, meanwhile, were quick to criticize the plea deal.

>> if you are the president's leading political appointment, the doj tries to put you in jail . if you are the president's son, you get a sweetheart deal. >> joining us to break down the agreement is a legal analyst, former assistant attorney for the southern district of new york and warmer prosecutor. let's first start with the charges. walk us through them and what happens next. >> it took five years but we finally have a resolution on the hunter biden case. first of all hunter biden is going to plead guilty to two counts of willful failure to pay income taxes for the year 2017 and 18. the allegation is each year he made $1.5 million in income and owed but did not pay in excess of $100,000.

does not specify how far in excess, but in excess. the word willful means he did it on purpose. he knew he was supposed to pay taxes, he knew that he did not pay them. it was not an accident. that is a misdemeanor meaning the maximum penalty is a year but parties have agreed the appropriate sentence should be probation, which is absolutely normal for a misdemeanor. it is rare to see misdemeanor result in more than probation. second of all there's an agreement that hunter biden, he's going to be charged with possession of a firearm by an addicted person. a fairly really charged firearms law. if he abides by certain conditions, if he sts ean, if he does not get arrested again, thicaseill be dismissed without having to plea to it. it icalled pretria diversion. what happens next? doj, and hunter biden are going to go to federal court in delaware. biden will enter a guilty plea in front of a judge to the tax counts. you will say yes, i failed to pay my taxes, yes it was a crime and yes i'm guilty. important to know, it is up to the judge. even though the parties agreed probation, it will be up to the judge. virtually, always when the

parties have an agreement, the judge will abide by it but judges can depart. it is very likely the judge sticks with the agreement and sentences hunter biden to probation. >> a slim chance but it is likely resolved at that point. >> yes. >> let's talk about the u.s. attorney and also talk more about timeline and how we got here. >> it is important to understand, david weiss is u.s. attorney for delaware. a long time federal prosecutor and served in administrations of both political parties. in 2018, donald trump nominated him to be u.s. attorney. he got through the senate of delaware's --. when joe biden took over in 2021, usually at present gets rid of all of the u.s. attorneys or they resign. he left david weiss in place because of this case. he didn't want there to be appearance of impropriety. david weiss got a letter from jim jordan saying, we want your testimony and david weiss fired back and said, no thank you, i decline. and he made it point of thing,

i've been granted authority over this matter, including responsibilities for deciding where, when and whether to file charges. saying it was my decision, not merrick garland, not the brass at doj. the timeline is important. like we said, they started five years ago in 2018, 2021, to -- and he leaves them in office. i want to point out, the doj, under the trump administration, under a republican administration had two years where they did not bring any charges, they did not bring any more serious charges and hunter biden has now seen. to keep that in mind wheyou hear complaints from the public and cumbersome in. but the white house has not suggested it could happen but a potential part in. at is the history? >> certain, joe biden has the constitutional power to issue a part in. i would not bet on that before the election, if ever. there is interesting history unfamiliar presidential patterns. bill clinton, issued aardon to his half-brother who many years before was convicted of drug times.

donald trump also issued a pardon on his final day to jared kushner's father, charles kushner, who'd been convicted in new jersey of witness retalliation antitax crimes. there is some precedent for issuing mily pardons. they don't go wn well in history but they have happened. >> with the contacts, thanks. south carolina republican congresswoman nancy mace tweeted yesterday, hunter biden gets a slap on the wrist for federal tax and n crimes but they want to give donald trump a death sentence. she joins me now. good morning, why does the still not pass muster in europe u? >> good morning. will really it is a slap on the best and it came a week after the indictment of donald trump over the documents. for years now, the fbi and doj have known about other crimes, potentially committed by hunter biden and other biden family members and i have more questions that i have answers. i would like to know if those things are being iestigated. i have seen suspicious activit rerts, bank records, 1023 forms, unclassified forms that wereedacted by the government.

on alleged crimes by the biden family. and i believe the american people should be able to have access to that information and know what is going on because a lot of people, they get smacked with a gun charge and don't walk away like hunter biden. there is a lot more to the story than meets the eye. >> hunter biden prepaid the back taxes plus a fine and it is not rare for someone to have a deal like this in terms of a federal gun charge, if they are not a convicted felon or have not used the gun in commission of a violent crime. republican senator that romney said yesterday, i don't know that there is evidencehat suggests it is out of character with under individuals who come under similar infractions. is he wrong? >> there is examples on social media. yesterday of others who have had federal gun crime charges repercussions for that. nificant but at the end of the day, this is the president's son and on

the house oversight committee, we are investigating other allegations and those are the things i want the american people tknow about, the documents we have seen on alleged bribery scheme, racketeering, potentially, money laundering. a lot of things are going on with this family, that there's more to the story than we are hearing about today. >> do you believe tax avoidance and this gun charge on par with allegations of former president of the united states obstructed justice and willfully retained very sensitive state secrets? >> well in this chge, with regard to hunter biden, there is a lot more with joe biden as vice president. as senator joe ben, he had boxes in his garage for years. hillary clinton had a private server in the bathroom, staff used a hammer on devices like phones and ipads, et cetera, to destroy evidence. that was destruction.

whatever the standard is for current presidents, past senators, past vice presidents, even if your last name is donald trump, the standard should be the same for everybody. >> i'm asking specifically about the stemeni read at the top of the interview. you said what they are trying to do too trump is not fair, compared to what the deal they gave biden. putting it another way, you said president biden is using quote, his doj to put his top political rival in jail. er attornegeneral bill barr would disagree with you. he writes this week,, if true, many key facts come from trump's own lawyers. he writes of the indictment, brazen terminal conduct that cannot be justified in any way. it is time republicans come to grips with the hard truths. chancendictment is not result of unfair gornment persecution. the effort to present trump as a victim in the affair is cynical, political propaganda. is he wrong? >> i do love some bill barr and i agree with him on many issues but this one, i absolutely

disagree with. the american people are going to see this as something completely different. i think the conversation about how we handle testified information as current and former presidents, vice presidents, senators, secretaries of state, that is a valid conversation to have. and weave to talk about hillary clinton and how she handled classified information as well, because that is why the american people see that there are two tiers of justice in this country. >> if you're a republican, your last name is trump, is different. is facing hundreds of years in jail. that is a death sentence for anybody. >> i think you know that is not , you are adding up all the counts, if he was convicted on all the counts. many legal experts have said, including in life there, that is not how it would play out in terms of sentencing. but look, you said jeanette on this network to my collie, i am peak -- watching the republican primary process when asked

about whether you would support trump for president again. i think it is interesting you point out how the making people feel. we have pulling this morning that shows how the american people feel. and there is a softening support of trump. he still leads but it is softening after the indictment and what's interesting, the majority of americans and significant majority of independents, both approve of thindictment, and think trump should end his campaign as a result of that. at it is not just democrats, a majority of independent players. what is your reaction to those members? >> right, i would say the majority of democrats, independents and republicans, like 71% of americans don't want joe biden to run because he's too old and too senile. i think it cuts both ways but i believe, and i come from a very purple district. i have a lot of independent voters and independent types of people that supported me over the years. i will tell you when the second indictment came down, a lot of frustration, because it felt like the was a double standard and the way he was

treated. these are people that are not trump supporters. they want to stay out of the 2024 election. they are now going to jump on board and contribute and try to support his campaign. a lot of people believe he will win the nomination, no matter what and i am seeing some of that support change. and i am someone, i'm on the sidelines and i'm going to keep my powder ive -- drive. i come from a very purple district in the low country of south carolina but it is a very important stay in the selection, so we will keep an eye out and watch. >> and i asked them, would you support trump as the republican nominee if he's convicted? or is that the line for you? >> status a loaded question this early in the morning. >> it is 7:30, which is not really for working mothers. as you well know. >> i haven't had my coffee yet today. >> come on, is that the line, if former president is convicted, of these charges. >> that is not the reality yet.

the statue of liberty is 305 feet tall. the eiffel tower, just under 1000 feet tall. the world's tallest building, in dubai, more than 2700 feet tall. the grand canyon rises up to 6000 feet tall, if you double the height of the grand canyon, and add a little more, that is how deep underwater this using submarine may be. let's bring in dave cohen, who was on board the submersible in 2018. let's talk about regulation. the "new york times" obtained a letter expressing concerns with the titan. tell us about the ladder. >> more than three dozen specialists like oceanographers, deep-sea explorers, all of them signed the letter in 2018, warning about potentially catastrophic problems with this vessel. and then, send it to oceangate's ceo, according to the "new york times" report. they expressed concern, all these specialists, over what they referred to as the company's experimental approach

to the vessel and its titanic expedition. saying it could have negative outcomes from minor to catastrophic, that would have serious consequences for everyone in the industry. and they were specifically concerned about oceangate failing to follow a certain maritime risk assessment certification. saying oceangate's marketing material was advertising the titan would meet or exceed those safety standards. and yet, the company didn't seem to be following any of the rules to ensure that. they write quote, your representation is at minimum misleading to the public, and breaches an industrywide professional code of conduct we all endeavored to uphold. essentially, they wanted oceangate to follow the same standards as other vessels, especially ones that are carrying passengers. but they didn't seem to get their wish. in 2019, oceangate actually put up a blog post addressing this issue. explaining why the titan vessel isn't classed and that

the process was slow innovation and could take years to get certified. they said they have used those standards as a benchmark for at least one of their prior vessels. but essentially, they believe classing by itself, classing a vessel is not sufficient to ensure safety because it doesn't actually assess operational factors to make sure the vessel is being operated properly. >> those concerns are from people outside the company but there have been concerns raised by employees of oceangate in the past, right-click >> that's right, we have learned two former oceangate employees separately brought up similar safety concerns. about the oceangate, about its structure and specifically the thickness of the titan when they were employed by the company years ago. one of them raised concerns in a counter lawsuit, against the company saying , oceangate hadn't performed nondestructive testing on the vessel to test its structure and make sure it was sound.

he claims when he raised concerns, he was essentially told no equipment existed to perform that type of test. now we know that lawsuit was eventually settled and dismissed and filings indicate there was additional testing after that. but it is unclear if those concerns were actually address. now we know, another former employee speaking to cnn on the condition of anonymity said that he became concerned when the titan carbon fighter -- carbon fiber whole arrived. he said the company told him it would be seven inches thick and said he told the ceo, is one of the five people missing right now, that the company, oceangate, could be violating a u.s. law relating to coast guard inspections with all of this. but he says the oceangate ceo dismissed it and that employee resigned. >> thank you for the reporting.

the best chance in 24. 49% of republicans say, someone else. >> this is where i get confused but fascinated. what are americans saying about the trump indictment quite >> everything we were talking about it in the context of the republican primary. this is more broadly looking at americans, over all. and it is not good news for donald trump. 61% overall approve of the federal indictment. obviously, nearly all democrats. but two thirds of independence, approve of the federal indictment. yes, americans do see politics at play. that is one of donald trump's sort of selling points, that is trying to convince americans it is all politics. seven in 10 americans say some politics or politics plays a major role. two thirds of independence believed as well. but look at this number, six in 10 want donald trump to end his campaign now after this

waiting for, how a generation of leaders will transform america. let me start with you. former president trump is now 27 points ahead -- 21 points ahead. should he be terribly worried about this? >> he should be a little bit worried because there are more and more people jumping into the race and what it says among other things, you have the mayor of miami and these other people coming forward. it saying the political class who think they have some donors and some base and rationale and ability to campaign are all saying, we don't think he's invincible. we don't think he's necessarily going to be around. we expect something callous live -- cataclysmic like a convention to disqualify him. so that should be of concern to donald trump. the conventional wisdom is that a big crowded race will help him. it looks more like 2015, 2016 and he can squeak through with his relatively small plurality of support.

i don't know if it is necessarily the case when people are pounding at you every single day, that is not a good place to go. >> if there is a trial before the -- if he makes it to the general and there is a trial and conviction, that also really changes the equation for people. what about independents? that is what i find most fascinating, a majority of independents support the indictment and think it means trump should drop out of the race. >> he and the gop need independent players. they cannot win a national race without them. another number that i thought was interesting, was the roughly one quarter of republican and republican leaning voters who say they would not support donald trump under any circumstances. that is really bad news for trump. i don't know those are necessarily biden voters in a general election but they could easily stay home and he cannot win a national election without the voters. >> ron desantis didn't move a point from may to the most recent poll. those six points, did he pick

up. >> the numbers, looks like all the newcomers jumping into the race on a weekly basis, chris christie and so forth, they are taking from ron desantis, not necessarily from donald trump. that is very bad news for ron desantis. is tried to position himself as the alternative to donald trump. but it is not necessarily what voters think. >> let's talk about the trial because the fact that judge cannon set a date for august 14th, obviously that could move. but does it tell us that she would like to see this go pretty quickly, which is what the special counsel, jack smith team wants. >> it really seems to indicate she's leaning toward getting this done as soon as possible. we also have to be careful, there is a lot of other litigation and stuff that will slow down this process. it could be that it is not actually an august trial but does seem to indicate that she is trying to make the trial happen as soon as possible,

likely before the election next year. that is not great news for trump. >> what does the hunter biden deal pretend for the 2024 race? >> look, it brings up the big elephant in the room which is that republicans are closing in on 20 years in which they could not win the popular vote in this country. what people actually care about, every poll we have looked at shows you what common sense will tell you, people care about prices, they care about tuition, they care about family and their future and the economy. and the hunter biden fixation that led to the first impeachment of donald trump, that seems to be the only issue any republican candidate wants to talk about right now, and it tells you they don't have a hold on it. they haven't figured out how to talk to the country. so they've got this strictly political partisan fixation, that they think is going to carry them back to the white house. it is a really difficult thing to watch because the country has really important issues we should be talking about, not hunter biden's laptop. >> thank you both. a new survey shows doctors are concerned about how the

recommendation to screen kids down to age 8 for zeitler disorders as well. meg tirrell is with us now. tell us about the new recommendations. >> this is a finalization of a recommendation from the u.s. preven particular services task force. they are saying all adults and 65 should be screened for anxiety. they put out this report yesterday. they said that there is not enough evidence to say that older adults should be screened for zeit anxiety. the research shows that sort of in the older populations anxiety is less, that's the lowest group that sees anxiety levels. anxiety disorders are characterized by disproportionate and constant fear over everyday events, restlessness, fatigue, irritability, trouble sleeping. these are real problems. we saw it spike in the pandemic. in 2020 rates of depression and

anxiety globally went up by more than 25%. it's not just the pandemic, but something that exacerbated these problems. >> a new survey shows a majority of ob/gyns around the country are worried about negative health implications for women of the dobbs decision, overturning roe v. wade. why is that? >> people worried there could be this ambiguity and understanding how to provide care under the law and also that the legal restrictions could lead people not to be able to provide the care that they need and that is what this survey is showing. two-thirds of these ob/gyns said it worsened their ability to provide pregnancy-related emergency care. 20% say they have had constraints on ability to provide care for miscarriage or pregnancy related emergencies
