break day in the search of the missing oceangate vessel and planes and ships from all over the world are involved, and now a hyperbaric chamber is brought nearby. and today, the white house and president biden are welcoming in prime minister of ind india narendra modi to the white house. but some in his own party may skip the state dinner. and new updates with the power weather hitting the

northwest towns of texas. now, at least one remote operating vessel has reached ocean's floor. one canadian ship has arrived on the scene carrying a medical team specializing in dive medicine and a hyperbar rick chamber has been brought on board. we are learning that there are several safety concerns, and learning of several safety concerns of that diving vehicle were raised in the years arngd specifically the thickness of the submersible hull and the battery and the materials used to build it. a former subcontractor who worked with oceangate says that the low-tech features were by di sign and they used off of the shelf items to cut budgets.

and stockton rush even admitted that i have broken some rules to build the submersible. we have miguel marquez in newfoundland with the latest on the search. what are you learning? >> the window in that search is closing, and the urgency here is certainly picking up in the sense that all of the pieces of this massive puzzle are coming together. it is this rov, the remote operated vehicle, that is on sea floor now, and searching for that sub. another rov is on the way down, and it takes about eight hour, and it will be this there in four hours or so, and it can assist in searching for the sub. the ship behind me is meant to be taking asalvage gear that is sitting in the airports here at st. johns that can salvage almost anything from depths greater than what they are dealing with out there.

do keep in mind that all of this takes a lot of time, and it is takes about 20, 24 hours for the ships to get from here in st. johns to the site of the "titanic" wreck, and the oxygen question, and if they are alive, will that oxygen hold out. we have eclipsed the time that they believe they had down there, but, ph nargeolet is a very experienced oceanographer, and people who know him say that the first thing they would do is to conserve oxygen and be calm and sleep and use as little oxygen as possible to extend the time to be down there, and hope to be rescued in time, and back to you. >> miguel marquez, thank you. sara? >> right now, the vessels on the floor to search for the vessel, and right now, the canadian ship

"the arctic" is there to operate a remote operated vessel, and others are on the way, and oren liebermann is on the way now, and can you help us to understand the capabilities of these vessels that we are hearing about, and one that is now on the ocean floor. >> of course, sara. this is a massive upgrade to have an rov, and remotely operated vehicle on the floor right now. an instead of searching from above or surface of the ocean using sonar buoys trying to pick up on the audio coming from the submersible, and this a vessel on bottom there unman and remotely operated with capabilities that might include photo and video and put eyes on the bottom, and side scan sonar and depends what it is equipped with, and crucially, it is not alone for long, and these are some of the vessels there at the search sight deploying them, and

the horizon arctic, and the one that miguel picked up on and i will go farther, the one on the left there "l' atlante" launched a few hours ago, and in another hour, four more operating and you can see the one on the way, the "victor 6000" has video and photo and can carry out the 3d reconstruction of the bottom which is going to greatly improve the ability of the search team's sub there underwater which is one of the greatest challenges of what is the best way the search there, and one of the best points miguel made is how to salvage something, and this is flyaway salvage system which the navy is working with the vessels there to mount on to the ship to mount on the tool to bring it up, and

even they said it takes time, and it is going to be takieing hours to weld it to the ship, and the time line is the enormous question right now. >> and oren liebermann, you cannot create more time, and this is what they need. kate. >> for more on this search and what to expect and what we know now, the ocean explorer and one of the crew tom detwiler is coming back, and you have told the producer that you have been able to get some information from the operation control center about how things are going, and what is the sense here about the search right now? >> i think that the most important thing is the arrival of the "horizon arctic" at the site, because it is carrying the supervisor salvage team, and that is the team who does this routinely that finds the things that goes down to the very deep depths of the ocean and recovers

them. so it is key that they are out there, and they have a rov down to the bottom, and beginning the search. i think it is will hopefully produce something today. >> and speaking of the banging sounds today, it brought you some amount of hope, and how are you feeling about it today considering the estimates of the oxygen levels and how depleted they could be if not already depleted is what we are looking at today? >> well, i think that the point is that whatever happened, it happened early on in the dive, and with ph on board, they would have conserved early on in the dive, so we are not paying attention to those limits, because that is an estimate made on standards sorts of behavior in the sub and normal activity. if you start conserving early,

you should have much longer than that, so it is not going to be a comfortable atmosphere down there, but it will be survivalable potentially. so this is definitely a still search and rescue mission. >> i have to tell you, tom, we have been hearing that from experts like yourself, that you have to charge ahead, and you don't look at these estimates, and you have to keep moving like they are still alive and still down there, and that sense of the urgency that must be driving everybody around this. >> absolutely, and it is a tremendous effort on everybody's part to get this very heavy equipment around the world and get the ships located and mobilized and out to ship, and it is remind meg of t-- remindig me of the original "titanic"

sinking, and the cships to get there, and so it is a reconstruction in a sense. >> i don't know if we have thought about that. what do you think about the safety of the vessel itself that have come to light in the days since they have gone missing. my colleague dave cohen spoke to a member of the industry group who had warned the oceangate ceo in the past years about the company's decision to not submit the titan vessel to a voluntary safety review. let me play a little bit of what he told my colleague. >> there are ten submarines that can go 12,000 feet and deeper. out of those 10, all of them are certified except for the oceangate submersible. >> you believed this exhibition

would be too dangerous without being certified? >> yes. >> tom, what do you think of these safety concerns? >> well, if you are looking at the submersible programs that have operated under the standard rules of certification, they have operated for decades without incident. i think that is saying something about what and how important it is to follow the certification requirements. the fact that this submarine didn't do that is a little disturbing. they may have felt that their technology, you know, using carbon fiber hull was so new that it would have been nearly impossible to get the certification in a time frame that they were looking for. so, you know, as long as there was good engineering and design behind it, and they felt it was safe, i can see why they might

have thought that it was not worth going after at this point, and maybe they considered going through the certification process down the road. so, i think that what we need to focus on -- >> well, go ahead. >> yeah, we need to really focus on here is finding that submersible, and getting it up, and then after we find it and can examine it, and figure out exactly what happened, there is going to be a large forensic examination of not only the vehicle itself, and the design of the vehicle, but also the operations program behind it and whether rules were violated or not, and that sort of thing, and that going to trickle down to all of the other programs as well, and lessons learned will be implemented into the other programs. >> that is exactly right. and not only are you one of the experts in the field, and one of your friends p.h. nargeolet is

on the radar this hour, the ntsb is holding a hearing on the toxic train derailment and spill in palestine, ohio. they are going to produce multiple witness as they are trying to determine how that happened and how to handle the disaster of that derailment in february. they found that a wheel bearing happened moments before the 38 cars derailed including the tanker cars that were carrying hazardous material that ignited into a toxic plume. a person has been sentenced to four years for holding classified documents and after having a top clearance, she

removed top clearance documents and kept them at her home. some of them contained highly sensitive information relating to national defense. lawyers for e. jean carol said that the jury found the former president sexually abused her which is enough under the law. trump's attorneys asking for another trial and asking to lower the charges, and they found that trump had sexually abused carroll, but did not rape her in 1996 as she claimed. in the trial, the lawyers aggreed that trump did not rape her, but they did find that she was sexually abused. sara. happening now, the two world's largest democracies are meeting in the white house. president biden has welcomed in narendra modi for his first state business and the goal is

the comments that president biden said that xi jinping is a dictator. he is standing by that description to the chinese president? >> look, the president has never been anything but candid when he talks bt the concerns whether it is over human rights or over leadership around the world. and he is going to continue to do that. he believes it is important to manage this competitioning with china in a responsible way. hopefully we followed with the lines of communication that need to be open. but in addition to having free and open lines of communication, you so be able to speak freely and forth rightly, and president biden does not shy away. >> so it sounds like a yes, he stands by the comments. so i want to get to the war in ukraine. and american wall street reporter evan gershkovich was in

jail this morning, and he is not going to be let out of jail, and he was accused of espionage, and that is called outrageous, because he was doing his job. and have you or anyone from the white house has been able to talk to him or anyone from the white house diplomatic corps has been able to talk to him, and what is the message to mr. gershkovich? >> we have had very few consular activities with him, and we are raising that directly with the russian developments, and we want to have more contact with him, and we continue to check in with him to make sure that he has what he needs. given the so-called judicial process in moscow, we knew that the would act this way, and why

rescue efforts are continuing to try and save the passengers on the lost submersible" the tan." t "the titan." typically, they spend hours to explore the wreck, but these are

the five people by the way that are lost right now. this animation, right here, it is showing what a normal expedition should look like, and about a two-hour journey to the ocean floor reaching a depth of 12,000 feet. at that depth, the vessel can stay in touch with the ship at the surface via text messages. once the sub reaches the bottom, people have four hours to survey the ship wreck followed by another two-hour journey back to the surface. now, i wanted to get you a look at what dimensions are of the submarine. it is unclear of when the sub lost contact in this particular expedition, but these are the parameters of the particular vessel. 22 feet by 9 1/2 feet overall dimensions here 8 feet high. if you looking at the what is surrounding vessel, it is carbon and titanian and a small

bathroom there, but there are not actual seats. so this is a look at what is it looking like inside, and it is no room to stretch out, and five people sitting cross legged, and the coast guard says few food and water, because they are to be down there 11 hour, and likely to have lost power which is making the temperature a grave concern. the temperatures, and this is what the vessel is looking like in reality, and this is what the temperature would be down at those depths about 33 degrees. sot about freezing, which could lead to hypothermia, because there is no way the heat the vessel from the inside. one expert said a visit to the "titanic" is like visiting another planet. kate. >> that is the conditions down there, and it also seems truly almost is an impossible task in

finding and retrieving a vessel in the bottom of the the ocean, and that is what they are trying to do, but in the deep understood water rescues, they have happened. some have happened off of the coast of ireland, and now, tom, what can the rescue crews today learn from what we have seen from the past? >> potentially a great deal, kate. there a lot of expertise out there in the field here, but the question is does the past and does that expertise apply in this case. >> reporter: racing time and elements of unknowns, the time are dwindi ling signs of succes the deep sea is making this all harder for success. the author steven mcginty knows it. >> with the water above you and

the immense darkness and no natural light, and the weight of that crushing weight, so you are operating in pitch darkness at a depth that many things will feel. >> his book "the dive" is about the deepest ocean rescue to date. in the early 1970s the "pisces 3" sunk beneath the ocean surface while looking for a phone cable, and for three days they struggled to get the lines attach and haul up the submersible with two experienced submersibles. >> was there a stage when you thought that you would get up? >> no, not at all, because we knew that we would get up, and we could talk to the surface, and there was no trouble at all. >> reporter: not exactly, but like the "pisces" the two men

accused of undermining existing laws, but more broadly that we have seen whether it is through the gerrymandering of districts, whether it's, you know, trying to silence critics through changes in legislative process, whether it's attempts to intimidate the press, a strand of anti-democratic sentiment, you know, that we have seen in the united states. it is something that is right now most prominent in the republican party, but i don't think that it's something that is unique to one party. i think that there is a less tolerance for ideas that don't suit us. sort of the habits of a free and

this morning it was decision day at the supreme court. the justices issuing some of the final decisions of this term. jessica snyder is tracking all of this for us. talk us through the decisions handed down today. >> reporter: yes. four decisions handed down today. two of note. the first one, this court in a 5-4 decision rejecting claims from the navajo indian nation that the federal government has a legal duty to help them secure greater access to water rights. in this case, navajo nation had sued saying that the 1868 treaty that established their reservation, they say that it also demanded the government do more to help them get water. right now, the navajo nation is really struggling like many of the western united states are. in particular the navajo nation, more than 30% of the households on their nearly 200,000 person

reservation, they don't have access to water. they go to great lengths to get the water. they wanted help from the government. natural 5-4 decision today, the supreme court is saying that the navajo nation cannot force the government to take affirmative steps to help them access water. and there was a second case also decided today that ruled against a federal prisoner who was challenging a conviction. it was a very technical case. overall, it will make it harder for federal prisoners to challenge their convictions. so four opinions today. we'll get more opinions tomorrow as well. >> and in saying that, some of the biggest decisions we're still waiting on. >> yeah. we are waiting for the big ones and that's typically what happens at the end of the court's term. we expect it to end next friday. four big key decisions that we're still waiting for. we're waiting for the court to rule on affirmative action, whether it can continue to make

decisions in colleges and university. we're waiting for a ruling on the biden administration's student loan forgiveness program. whether that can take effect. also a ruling on gay rights. whether a wedding website designer in colorado can refuse services to same-sex couples. so a lot that we're waiting on but usually that's how it goes. the big ones come down in the final days. we'll have a few tomorrow. we haven't found them out just yet. >> thank you. the wait continues. we have breaking news at this moment. we have just gotten some information from the coast guard. they're saying that a debris field has been found in the search area by an rov near the "titanic." they have not been able to say whether or not it is connected to that vessel that has been missing for the past four days but a debris field has been found and they are looking at what that may mean at this hour.

all that equipment that is out there is so important to determine what they're looking at, and also, whether or not they can rescue these five people inside the vessel. >> and getting the rov on the ocean floor is what all of these experts are saying, this was the way to figure out what's happening. we know from the past three days, that the coast guard has been offering updates around 1:00 eastern. we will see -- >> now at 3:00. they're going to do one at 3:00 to talk about, i'm sure, this debris field. this is the tweet they sent out. again, a debris field was discovered by an rov near the "titanic." we know one of them is down there on the ocean floor looking for this particular vessel. they have not said whether it is the vessel but certainly an update that everyone will be waiting to hear. so really important information that will come down at 3:00. >> and we learned today also
