their forces. one is denied by the russian defense ministry. we have seen on social media, signs of military convoys on highways in the region, and we have also seen this really dramatic footage of troops deploying in the streets of the city. and we have geolocated the videos to show they are near the headquarters of the russian defense ministries southern command. part of the challenge here is, you can't really tell whether or not the forces are the russian military defense forces or wagner mercenary forces. but certainly the posture is aggressive. in some cases, we can see the soldiers, prone position in the streets, deploys around military buildings and there are civilians standing next to them in shorts and t-shirts. certainly, there is a very

dramatic power struck the taking place. run of russian shall's senior military commanders has come out on camera urging prigozhin and his russian mercenaries to submit to russian law to lay down arms and say we are brothering in arms. we have fought in the battle fields of ukraine. do not do this. stop before it's too late. so there is clearly some kind of collision that is take place right now, and prigozhin, he is openly accusing the russian defense ministry, the russian defense minister himself and the top general in the russian military of genocide against the russian people. and he wants to bring them to justice, he says, this is so draw mattic. i do not know how this will unfold in the coming hours. >> that is happening. you just explained, and there is also stuff happening in moscow. there are military vehicles on
8:02 pm
the streets of moscow. the kremlin is cordoned of. what does it mean? >> that to me looks like the center of power in russia being fortified against potential threats. we have not seen any signs of instability in moscow itself right now. ukraine and its borders and where the mercenary forces are deployed, it's at least on a good day, a 15 hour drive from there, all the way up to moscow. but it's clear that there are check points being set up. there are efforts to try to stop whatever movement would be tried to come up from the south of the country. and let's try to keep in mind what the wagner mercenary group is. this is a force again of mercenaries that has recruited from the penal system, the prisons around russia and sent them in battle for months, around the ukrainian city in the
8:03 pm
last month of so. the russian defense ministry had issued a order that said all mercenary groups had to sign contracts with the russian ministry, the russian, present in social media, and has been leading an information campaign, propaganda campaign for months now, accusing the top generals of being corrupt and sending soldiers in battle without ammunition and weapons. he has turned 180 degrees against them, and accused them of launching this invasion in ukraine on false pretext. to basically get promotions if they are semis and earn money for them shfls. so he is challenge caing the

rationale in the first place. there have been air strikes in the ukrainian capital overtime. it's building launching raids in russian territory that have been difficult for the russian military to stop. so the question is, how will the russian security forces deal with armored, battle-hardened ranks of convicted criminals and mercenaries charging in the russian heart lands. it's a scenario that is mind boggling. >> excellent question. thank you so much for explaining that. we will try to get answers. we will bring in cnn military analyst and retired colonel. thanks for being here, to understand the breaking news in russia. let's start there, colonel. what ivan was just talking
8:05 pm
about. in terms of -- well, a military struggle, is it possible for prigozhin and his troops to actually pull off a coup against the recognition military? >> well, allison, i think it's possible but i don't think it's likely. i think one of the key things to think about is how well prepared is prigozhin to do this? how much support does he have from the military forces, and other security arms, the police for example. the inindustry of the intierior. it's unclear to me that he has that support. it's possible for him to turn people. with the kinds of messages he is sending but it seems highly unlikely that he will penetrate the kremlin web of disinformation that has the russian landscape. >> david, prigozhin is claiming
8:06 pm
the russian military attacked his location, akilled, he said number of his own wagner troops. why would the russian military do that? because they are embroiled in a power struggle? can he trust prigozhin to say he was atracked by the russian military? >> certainly, this is brewing for a long time. and in is the latest and the biggest escalation of mr. prigozhin's attack on the two leading generals of the russian military, who he called incompetent, liars and so forth. whether or not they really do attack that group, it's hard to tell. so far, i haven't heard any intelligence from the united states or allies that would support it. it doesn't mean it didn't
8:07 pm
happen. i'm sure everybody in the white house right now is trying to figure this out as well. but a couple things are likely toe merge from all of the murkiness. one, i agree. i can't imagine they could -- that prigozhin could succeed here. but he is showing deep cracks in what putin has tried to show for the past 20 years, has been unchallenged rule. remember how upset putin got back in the early obama administration when he accused hillary clinton of interfering in elections in russia? because she said that an election was rigged and he wanted to have an overwhelming support. second, the russian people who have had suspicions that this war was being conducted on false pretenses now have a russian in their midst, who they know well
8:08 pm
making that case, and the third thing that is happening here is the ukrainians must be thinking this is great. we got rid of the wagner group, the most effective of the russian troupes. and the big concern for the american side, they are all watching russia's nuclear arsenal. so far i heard no indication of anything moving. but that is always the big fear, what happens if you lose control? >> colonel, how does ukraine seize on this right now? >> there are several things they can do. there are a lot of things the ukrainians can actually look at here. one of the things is to prosecute their advantage in bagmutt for for example. another thing they could do, as the russian forces withdraw potentially to defend against
8:09 pm
the wagner group, they could back fill that area and take over areas that the russians abandoned, if that happens. we don't know that's going to happen. but those are the things the ukrainians will be looking for, i'm sure and they will probably take advantage of them as quickly as they can. >> david, where is vladimir putin in all of this? i don't just mean geographically, but philosophically? >> if he is not in moscow, he is at one of several of his dacas. he has a home he uses a lot in st. petersburg where he came from. he has one in so cchi. there are different locations where he might be. it's interesting you have not heard him speak out at this
8:10 pm
point. pr prigozhin is from putin. one time i saw him, he was making a feel for george w. bush and puttin in a meeting. and they did the trolling in the 2016 election and starting up the wagner group. putin has benefitted from prigozhin. his troops have been active in syria, active in africa, and obviously they saved the russians in parts of ukraine. that's why we assume he's been tolerated until now. and i think everyone's going to be sitting, waiting to see if vault mere putin comes out and says something about this. >> connell layton, david sanger, thank you for your expertise. great to have with us tonight. >> thank you. >> we are more to come on the breaking news tonight. a chaotic situation in russia.

of the arsenal. and against gorbachev in 1991. that was a coup, and the arsenal was under control. i don't want to scare people. you worry about mistakes and instability and whether or not the processes that protected us from mistakes between russia and the united states are still in tact. with the defense -- with a military force now coming in play, the wagner group, that is very different than in an internal russian military taking over, say, gorbachev. that will be the primary focus, and the ukraine issue and what's going on in ukraine will be secondary to the united states interests at this very moment as they are learning what is going on as well. >> that is the u.s. side.
