secretary of state tony blinken is pointing to cracks in putin's grip on power, but in, but is the world looking at an entirely new reality in russia for vladimir putin this morning after the chaos over the weekend. released today, a video of putin you see there, but we don't know when or where this video was shot and putin makes no mention of the rebellion. and also unclear, the fate of the man who started coup, and the fate of yevgeny prigozhin to have him live in exile in belarus, and he has not been seen since saturday night. nic robertson is joining us from london to track all of this, this morning. nic, what can people read from

that? >> yes, it is typical of the kremlin, and putin wants to be distanced from the trouble over the weekend, but he wants to project the image that he is still there, and still in control, and he has delegated it appears the prime minister today to speak about a internal stability of the country and moving forward about the unity of being united and casting up the question of was any of this at the behest of the western enemy's of russia, and putin is, if you will, speaking behind the scenes, but he is not sort of putting his face directly out there with a speech, because it was a negative image of what happened over the weekend, and he does not want to be associated with it, and this is why he has pushed prigozhin toward belarus, and the

attention of lukashenko and the president there. >> and nic, the surrounding of the abrupt turnaround of prigozhin and the troops and the kind of the mystery that continues at this hour of where prigozhin is, it is really fascinating, and what do you read here? >> hubris and miscalculation of mistiming, and hubris on prigozhin's part, and the native that the war is not fought well and people were dying unnecessary had support on the streets, and we saw that when he left rostov-on-don, and we saw that with the people cheering him, and a high level of support there, and he was feeling support of the russian generals who he had cited sir rovkin who had been with him from the start, and he had appointed a

deputy who had joined prigozhin's ranks, and he had been feeling on the high with military as well, and maybe it conflated the twos. i spoke to a contact in moscow who said, look, he went too soon and the system was not ready. so when serovkin and wagner came out to speak out against him and he had no military support, he had to turn around and say that he was saving blood of russians, he was saving his own neck, and he cut a deal. >> thank you, nic. john. >> it is shoigu who spoke on the ground after the failed coup. there is no videos of him either. chief international editor nick

paton walsh, what are you seeing there in kyiv, ukraine? >> well, certainly, they are in chaos and not speaking with one voice, and the fact that we have not seen vladimir putin publicly live displaying the control of the russian government despite the coup that nearly enough didn't get there, but it could have potentially compromised his control of power, and kyiv is looking for weaknesses there, and we have seen over the weekend, the push for the south, and the east in bakhmut where the russian forces fought to bring the victory forward and a calling card where they called for success and greater success in the war over the russian

military, but we have not seen a significant change in the battlefield. they say that 3,000 forces loyal to the government left chechen to go against the wagner column that never got there, but it seems they may have left the donesk front line, and certainly there could be areas of russian weaknesses ahead, and there is a town up ahead that is suggestioning incremental gains, but it seems that ukraine is looking for the movements of where the longer term departure, and the possible discontent of the wagner fighters on the front line results n and whether or not this utter chaos frankly in the kremlin has stopped or if we will see more signs of confusion of putin not having his hands as

thoroughly on the levers of power as he would like. the underchiefs are under question at the time as well. and so, maybe he is waiting to see where the cards are finally calling, and throwing the chips down, john. >> look, the u.s. secretary of state antony blinken thinks that we have not seen the final act of this crisis. nick paton walsh, thank you. sara? >> with us to share her expertise is adjunct professor and c nshgnn contributor jill dougherty, you have lived there and you have real knowledge there. this is the first nick in putin's grasp, and it is important to know that we did not see any resistance as the mercenaries were marching into russia. what do you make of that? >> yeah, that was really significant, because if putin

really wanted to squash them, he could. he could have. because obviously he has the forces, but why didn't the forces take action. so either they couldn't, and they were incapable in some fashion or maybe supported prigozhin, and that a possibility or maybe putin didn't want the fighting outside of moscow. say they got very, very close to moscow, and can you imagine a firefight outside of moscow with the russians shooting at each other? it did happen in the south, but if it happened in moscow, it would be embarrassing doesn't cover it, but it would look like a disaster, and so maybe the three factors taken together. >> and putin is a trained kgb power who came to power, and prigozhin was once his chef who came to power with the mercenary group, and can you explain the

dynamic between the two men? >> well, in the beginning, you know, everything that basically in russia comes down to money. sometimes money and power. and so prigozhin was able to parlay this chef business into getting contracts for providing food for the schools, for the military and other important organizations. and so he began to make a lot of money, and then of course, now, he has affiliates and work in africa and all over as cnn has been reporting making a lot of money. then he puts together the troll factory, and he helps putin there in 2016 helping with the election, and he has the wagnerites to go into ukraine to rescue the russian military who are incapable of taking towns like bakhmut until wagner came

in. so putin has used prigozhin for things that he wanted to kind of sub rosa, and things that he didn't want to be associated with, and giving him deniability, and prigozhin has made a lot of money, and i think h heeling oates or at least i thought that he did and having more power than he ended up having. >> i mean, is he being paid by russia? is that where he getting his mo money, because it is begging the question of what happens to him now? we have heard of things of people falling out of windows and being poisoned, and will the money dry up, and what will happen going forward? >> yeah, that is a great question. i think that, let's say that the operation is in african, and does he continue to have his very lucrative businesses in

africa, and yes, he was getting the money from the government, and this is was going to dry up, because they were going to put him to the military, and so it is entirely he would be killed, now, wherever he is or in belarus. i think that putin has to watch his back, too, sara, and not necessarily that people will kill him at this point, but i think that, you know, the elites, the power elites, the security services are looking at putin, and saying, what is going on here? is this guy weaker than we thought. should we be in the same boat as him. >> and that is a good point that you are bringing up. because even if putin's reign

ends, and another dictator will so, let's say that putin is out of the picture and say he dies, the prime minister would take over, and he is a bureaucrat with no political power. you forget about him for a while. and then you would have internal fighting, to put it mildly among the people who would love to be in charge or who will hitch their star to and i think that people who want power are ret pretty ruthless, and sod we are in for a tough ride. >> jill dougherty, always lovely to see you and hearing your expertise on the matter. kate? >> we have big news coming in with the voting rights as the

and breaking news into cnn, the supreme court is allowing louisiana to redraw its congressional map. a very real and immediate result from the justices' surprise opinion regarding alabama a few weeks ago. jessica schneider is here to walk us through what came down. >> well, kate, this is sending the dispute over louisiana's congressional maps back down to the lower courts. what is likely to happen in the lower courts is that the courts should order the maps to be withdrawn. this is significant, because it is another voting map disputed by black voters as a violation of the voting rights act, and the supreme court is reacting to

the way the lines were drawn. this is significant because earlier they voted that georgia must we draw some of the lines. and this is similar as the louisiana maps. currently, they have 1 of 6 vote districts that are majority black. and the argument is that black voters make up 33% of the state's population, and there should be more voting, and when they are looking at this case, they will ask them to be we drawn. what you are looking at is old maps by republicans, and they will throw them out despite the fact that they were used in the 2022 election, and then re-drawn in better accordance with the alabama case.

the reason that the supreme court is saying they are sending it back to the lower courts so they won't look like anything that we are seeing now is to get ready for the 2024 case. so we are see a cascading opinions upholding the voting rights act, and allowing minorities and others who are feeling unfairly advanced, it is allowing them to take the fight and here in louisiana and previously in alabama. >> yes, and they were holding on waiting on the decision in alabama. and as you said a real quick cascading opinions coming from the supreme court to have a real and quick cascading impact on capitol hill which is where manu raja is standing by. manu, this means that a majority

black district is going to be drawn in louisiana as we as we are talking about for the past couple of weeks in alabama. what does it mean on capitol hill? >> yeah, it could mean more democratic seats. we expect in aftermath that in the alabama seat, it could be filled with a democrat in the aftermath of the ruling to add one more democrat to the house delegation. we expect thats a result of the ruling, it could lead to another fight for overall control of the house. this is a very narrowly divided house of the democrats who have control and in the minority. they need to pick up net of five seats to get back to the house majority in 2024, and if it turns out that the two seats can go to the democratic column, that is going to narrow the majority further, but it does

not mean that it is going to be certain to flip come 2024, because there are other cases in other states involving redistricting favor that do favor the gop like north carolina, and another question for new york that is significant for flipping the control of the house in the last legislation, and what will they do in new york as you know, so significant of who controls the power in the house. >> thank you, ra s, manu. john? >> yes, the case of the officer scot peter who was on duty when 17 people were killed and others were injured, and prosecutors say he failed to confront the gunman and he is charged with 17

report that biden spoke to zelenskyy sunday, and they continue to be reassured the u.s. support and economic aid, and is this a time when he can leverage the firepower and leverage that he says that he needs? >> well, we should be giving him that anyway, and we should have been doing it weeks and months ago, and the long-range artillery, and the munitions and aircraft, because these are the things that will help the ukrainians advance into the war more quickly, and we should be doing it. i see no change in the american views. and another thing, if you are a soldier in the russian trenches and this is coming out behind you, and prigozhin comes out saying that this is a lie, and

it is a mistake to go in and putin is not telling truth, and that he is delusional, and if you are a russian soldier, you don't want to be dying for this. so there is a huge morale issue there. >> and as my colleague said, we will be hearing from president biden here pretty soon during the show. how do you think that he should handle this publicly? we have heard from secretary blinken, and they are very much trying not to be involved and as secretary blinken says, this is exposing cracks on putin's grip on the power, and how would you advice the president to handle this publicly? >> well, first, tony blinken's statements were spot-on. we could not affect this outcome in russia if we wanted to. so we make it clear that we are

undertaking the investigations, and right now on sea floor there are submersibles that they are mapping it and trying to figure out if some of the submersibles can bring up small pieces of the "titan" right now, and bring up larger pieces of what would be a much more complicated process. the investigations right now are by the u.s. coast guard, the canadian tsb or the transportation safety board, and the american transportation safety board, and the french and british marine safety boards as well for marine safety boards. so, a lot of coordination is going to happen on the investigation side. the tsb, the canadian transportation safety board are on board, and you can see "polar prince" and they were on board when it docked across the harbor in a coast guard dock, and then moved over to the natural home here in front of the horizon maritime this morning, but they

were able to talk to the passengers and talking to the oceangate employees and talk to the people on board and also to get data, voice, video, any sort of information they need for the investigation to share with all of the other agencies as they move forward and paying for this, the coast guard part of it and it is going to run into the millions of dollars and 11 surface ships and submersible ships, and planes overhead, and massive, massive. the coast guard says they pick up the tab if you go into trouble at sea, they go out to help them out, and they don't ask for a credit card, and that piece of it and the investigations now will take full, taking the full front of this situation now. >> i think that for people who are confused as to how long it takes so long, it takes 12 hours

to get down there, and 12 hours to come back up, and so it is taking a lot of time just to get to the debris. thank you, miguel marquez. appreciate it. and now, into the investigation of the murder of four university of idaho students. there is the prosecution who are saying that the dna is a statistical match to the dna at the crime scene. and jean casarez has the latest for us. >> there is a battle back and forth on the dna and the defense is going to be very aggressive in attacking this. the probable cause affidavit did say that the knife sheath lay next to the body of maddie mogen, and they are saying that the knife sheath was partially underneath the body of maddie mogen and the comforter, and the

unknown button that they say would be a match to kohberger would be a match to the bedding there. and so they are saying that there is no match to mr. kohberger and the victims and there is no explanation they say for the total lack of dna evidence from the victims in mr. kohb kohberger's apartment, office, home or vehicle, so they are saying that there is no dna evidence that directly links to him in regard to the victims' themselves. >> their dna around his stuff, right? >> yes. yes. so that is what they are saying, and we know that there was so much blood at the scene. we know that obviously it was a quadruple murder, so he had to go, or the killer had to go from room to room. now, his side is also saying that there was male dna of that house of at least two ind

individuals and male dna on a glove outside of the home, and there was basic dna testing on it, and nothing more, and in other words, they honed in on kohberger, and they did not look at anybody else, and john, they are going to attack the genealogy, and they want the public results and all of the results who had a gee net ik link to kohberger, and why didn't you look at them, and the prosecutor is saying that you can't have the fbi's work product, and it is their work product, and there are privacy issue, and you can't vit, defense. it is a big battle. >> how crucial is this evidence to the prosecution, and how badly do they need to win this fight? >> i think that the dna is exhi exhibit-a, and everything that we need to know, on the dna on that knife sheath, and they never found the murder weapon, and there is not a knife at all that could have the dna on it at
