remarks since the failed insurrection in russia. and new updates from the battlefields in ukraine, and how does this revolt change the situation there? this is cnn news central. this morning, russian president vladimir putin is appearing in a video address for the first time since the revolt and test of his authority. we do not know when or where this video was shot and putin made no mention of the rebellion. and the fate of the man who launched the insurrection remains up in the air. the kremlin claims that the deal has been made to drop criminal charges against yevgeny prigozhin, but the deal is calling for him to go to live in belarus, and that deal has not been confirmed by prigozhin, and
8:02 am
he has not been seen since saturday night. and antony blinken says we have not seen the last act signaling, it may not be over. nic robertson is in london, and what is the latest on this remarkable moment in russian history? >> the kremlin is seeming to step aside from it, and the fact that putin son tv, and we don't have context from it indicates that they are saying nothing to is see here, and we are moving forward. the fact that the prime minister does come out to speak about the challenge to internal security does show us that pew tipp does not want to be associated with that message. this huge mess was on his watch. we don't know, as you say, where he is. we don't know where his defense minister sergei shoigu is, although, he was seen on camera today at a location western
8:03 am
russian military base, but again without speaking, and we really don't know when it was shot either. what does that tell us right now? the kremlin wants to move forward and prigozhin is going to offer the ultimate narrative on this, and he is of course, the one who has completely disappear and no sight or sound ostensibly on the way to belarus, and the fact that he has not arrived there or shown up on camera with the propensity to show up on social media to give us his views at this stage has to be something of a surprise. >> there are so many times when people have disappeared, and been poisoned and fallen out of windows, and i am sure that he has taken precautions. nic robertson, thank you for your reporting today and throughout the weekend. kate >> thank you sara.
8:04 am
as we are looking at this partnership, how does this impact this weekend do you think, david? >> well, it is awkward when you tell the entire neighborhood that the person living next to you is the person that you trust and your best and most intimate friend which is how president xi is calling putin, and what played out over the weekend is telling. we saw one of the foreign deputies go to russia to meet with the foreign ministers there and try to stabilize everything, but this is no doubt incredibly concerning for chinese leadership given that they share 2,600 miles of border, and publicly and really adamantly backed russia throughout the invasion of ukraine providing
8:05 am
diplomatic support, and much needed economic support, and to see this playing out north of china is no doubt concerning, but publicly, they are saying this is an internal affair for russia, and as china likes to say, no one else's business, and they say that when it comes to their own allegations of human rights abuses and taiwan, and they say to the rest of the world, keep out. but beijing is going to be following this as it has a direct impact for them. >> as we well know, china has tight controls on what is seen, heard, reported on to the people of china. how have you been hearing about how this rebellion is even reported on? >> yeah, tight control even over our broadcast over the air where oftentimes it is going to color bars or black where they don't want what we are putting out there is to be seen in china. and so over the weekend as cnn and much of the western media across the world was showing
8:06 am
what was happening with the wagner group and the troops and the convoy and if you are watching chinese state media, you did not see that. and in fact, you would see a reporter in moscow standing in a peaceful quiet garden and showing the tranquil weekend traffic going around the kremlin, and you did not see the major commotion that we were showing, because they wanted to show the stable russia, and the neighbor has it under control, and the social media is tightly controlled and very closely sense -- secensored, and they did no allow any rival reports come

out. and now, we have this released. yevgeny prigozhin says that the march was a demonstration of protest and not intended to overthrow the power in moscow. he also said that the aim of the march was to avoid the destruction of the wagner group. so with me now is cnn military analyst, and retired lieutenant mark hertling, and also russian analyst steve hall. what are you making of this statement, and audio only, and not a picture of yevgeny prigozhin. >> and like we have not seen a reliable picture of putin, so it is a similar situation, and my first question is what you are saying, it is fascinating to know where this came from. and the comments that we looked at briefly, it seems to me like this is part of the deal. okay, whatever deal is being cut between prigozhin and the wagner
8:08 am
group, and the kremlin, and however it worked out, and the under the table, and backroom deal, this is part of it. hey, i was not going after putin and i was not trying to overthrow the government, and i had legitimate gripes, and this is part of the agreement to validate this with the russian domestic audience. >> and we have not seen him yet. and general, one of the fascinating questions if you are a russian soldier in the trench n the donbassbas region, what are you thinking? >> i always try to give you something new, but, john, the greatest distance of the battlefield is the six inches of the commander's head. and for prigozhin, we don't know what is in his head, but it is
8:09 am
going to echo in the line of the troops, and what you are talking about is creating the trust, and the trust of the leaders of the government and the soldiers, and the trust between the soldiers and one another, and the cohesion and the camaraderie that exists on the battlefield. those things have been affected if not destroyed. you can't step aside like as nick said have been destroyed. because this is a disease inculcated into the russian leadership. and prigozhin is just a symptom of it, and distrust, greed, power, ego, corruption, and all of those thing, and it is in my view as a military commander going to affect the soldiers on the front line. a lot of people are saying it is not, but i contend it is, especially if you start to integrate the wagner troops into
8:10 am
the front lines. >> well, you have been there on the front lines, general, so we will take your word for it. now, standby, gentlemen, because we are going to nick paton walsh who is getting the new audio recording there from prigozhin. what can you tell us about this? >> yes, new details from the 11 minute justification of the past days. we don't know when it was recorded or where it was recorded, but he is confirming what is the helping hand of the belarusian president lukashenko which was offered by the kremlin and belarusian help. they wanted to come in to protest and not overturn the power in the country. he is referring to saturday morning things were escalating quickly, and while the initial march was designed as a protest against the conduct of the top
8:11 am
brass in the war, then it seemed to spiral into a direct challenge to putin who he said had been mistaken in terms of considering his behavior as insurrection and blackmail, and to slow this down, possibly, he says that he understands in belarus, that wagner could continue to be a legal concern, because he does not consider wagner to be done. that is what we thought part of the deal outlined by the kremlin involved that what prigozhin called the march on justice would be the part of the mod but that those who were in on it would have some part of immunity, and it did not seem that the statement would carry on to exist, and he points out that overnight they walked 780 kilometers and 200 or so left to moscow and essentially pointing out how russia had been
8:12 am
undefended and how easy that progress was. this is also about the justification of what we have seen as this armed rebellion, and the purpose of the march was to prevent the destruction of pmc wagner and to unprovoke those by their actions and i believe he is talking about at the russian defense ministry the mistakes of the russian ministry, and it is important to see him emerging after a long pause, and after last being seen in the dark in rostov as he is leaving in an suv after a period of silence and now he is merging, and going along with putin and we are looking for a future pmv, and how focused and motivate and how motivated the wagner fighter are, and whether it is a bid to maintain the perspective in the eyes of the

russian people after a tumultuous weekend or reminding the russian defense how effective they are or how to find a way forward for him despite this overchallenge or whatever he wants to say about it that he clearly made to vladimir putin in power. startling message, but it is backing up the kremlin narrative that we have been hearing in the last 48 hours. john. >> nick paton walsh, thank you. steve, prigozhin saying that there is a way forward and as others said he is a dead man walking, and what do you make of that, and how is life differently for putin today than a week ago? >> well, john, he has to know that he is significantly weakened, and it is certainly true vis-a-vis from the west,
8:14 am
and that is true as of the last 18 months, but he must sense that he is weaker vis-a-vis of the people closest to him who are the closest adviser, and let me get this straight, were going to ukraine and it was over for a couple of days and this is what amounts a coup attempt, and what is with putin, and he would not be the first to be removed. gorbachev was removed for that reason. and so we don't know if this prigozhin is still alive or where he is. >> and who knows if the russians were having any success inside of the battlefield, and what happens to them? >> yeah, i would not say they
8:15 am
were having anywhere near great success, but they were having success, and performing better than the normal russian militaries were, but i would put them in the category of disrupter, and not a good way. the business community uses the term to say new things are happening. this is an organization outside of the chain of command in a military operation that needed cohesion. it never happened. to be honest, and i hate to make the comparison, but when i was in iraq in 2008, we had the same disruption with erik prince's blackwater group. it was a relatively small group, and quite frankly, they were a pain in the neck, and they created challenges to normal military operation, but they were seen as potentially the saviors of the local security, and they were not. this is a wide-scale 15 to 20,000 soldiers with the tan,

and the mrats who will kill russians and ukrainians, and i don't know how you go from killing russian pilots, and attacking russian soldiers on the ground, and being the so-called ed elite of the russi military, because you can't integrate them on. and we will see more of the professional military companies, pmcs entering into be the russian mindset. in my view, it is going to cause more and more problems. >> all right. general mark hertling, and mark hall, what we have so far is an audio recording from yevgeny prigozhin, and from vladimir putin, a video of talking about the revolt, and we don't know when it was shot. so a number of open questions

now, following new comments just in coming from the wagner boss yevgeny prigozhin, saying that he turned his men around to avoid bloodshed, we are waiting to hear from president biden and interested to see what if anything he says publicly about this. he is about to hold his first public event since the insurrection in russia, as russia is investigating if western intelligence was involved in revolt. arlette saenz is there at the white house who has new reporting on this very thing. what are you picking up? >> yeah, kate, the white house is trying to make clear that there was zero involvement dealing with this revolt in russia. moments ago, the security council adam hodge said that the united states was not involved and will not get involved in this situation. it is an internal russian matter. this is speaking very clear to
8:23 am
the strategy that they want to offer putin any opening to use the white houses or any of the words to suggest that they were involved in this message. it is a message relayed to the key allies over the weekend. he convened calls with leaders of u.k., germany, france and also with justin trudeau, and additionally he spoke with the ukrainian president volodymyr zelenskyy, and one thing with the european allies that was stressed is to let the situation in russia play out, and try not to tip the scales in any way. additionally what the president was trying to do on the calls is to make clear that the u.s. stands behind ukraine, and continuing to offer support as russia continues to wage the war. one of the big questions is how
8:24 am
this rebellion in russia impacts putin's power in russia, but what it could mean for the broader impact in the war of ukraine. we have not heard from president biden, and today, he is going to be speaker on high-speed internet, and we will be hearing from the officials here to hear from the broader impact of what this rebellion will mean. >> thank you, arlette, to bring us that. sara. >> the u.s. intelligence has been looking to see if there a major challenge to this, and was the u.s. surprised that russia did not fight back in a major way as he marched towards the capitol? >> that is right, sara.
8:25 am
u.s. officials did pick up signals that prigozhin was planning something dramatic, and possibly amassing ammunition and equipment to potentially bring his forces into russia, but what they were surprised about is how ease it is was and this is something that the u.s. officials did not anticipate. they thought they would get more pushback and it would be more bloody and violent, the closer they got to moscow. that is something that caught us by surprise is that they did not fight back, and the role of belarus, and how lukashenko came to in a agreement with prigozhin
8:26 am
that essentially made the wagner troops turn around a go back. and that the isolated group could broker a deal with them. so that took the u.s. off guard. and so in terms of how is it going to impact putin's leadership, and questions of how things were going to be going. there was a memo from jens stoltenberg and that could demonstrate the amount of power. >> you can see how this show of power is demonstrating how difficult and dangerous it is for president putin to be reliant on the mercenaries that have actually turned against him. it also demonstrates that it is hard to predict exactly what will now happen in the next days and weeks, but we should not

hi, i'm norma, and i lost 53 pounds on golo. once i entered menopause, i did not like the fact that i had gained body fat around my waist. and i thought, "oh, no, that can't happen." i've never had that problem. after starting golo and taking release, i immediately saw an improvement in my waistline. with the golo plan, they don't restrict you. they teach you how to enjoy the foods you love in a healthy way. sticking to the golo plan and taking release actually worked.
