three people shot and killed in texas just hours after a mass shooting in philadelphia. dozens of spent shell casings littering the streets. and russia is striking down dozens of drones after drones were sent to ukraine. and vote nrs key primary states are looking to set themselves apart at the first republican debate. i'm john berman alongside sara sidner, and this is cnn "news central." we have new video just in of the moments before a celebration in texas turned tragic. it is one of two deadly

shootings overnight n. fort worth eight people kill and others injured and the scene was out of control before the violence began. so far, we know that 10 of the victims are adults and one is a juvenile. in philadelphia, five people were kill and two children injured in several locations in one neighborhood when an officer was injured from an ar-style handgun. they are working for a motive, but so far, no connection of the victims and the suspect. we have danny freeman and ed lavandera with the latest in both places. we start with danny freeman. what is the late west the

investigation? >> right now, john, the police are asking why this man opened fire in residential neighborhood the night before the fourth of july. and we don't know much about the suspect, but what we do know at this time is that the shooting started last night at 8:30 p.m., and philadelphia police got calls of multiple gunshots in the southwest part of philadelphia in the concessing neighborhood. then, john, they heard lots of shots in the neighborhood. and the commissioner danielle outlaw said that the officers responding to the scene were trying to find where the gunshots were coming from, and they ended up chasing the suspect through different parts of really a small part of the neighborhood through that area, and they trapped the suspect in the alley and apprehended him and that was without firing a

bullet, because he was found wearing a bulletproof vest with multiple magazines and bullets, and this is what the commissioner outlaw has said about the process throughout the evening. >> we are canvassing the area to get as much information as we can, and identify the witnesses and the cameras are located and figure out the why of what is happening, but all we know is that this person decided to leave their home and to target indivi individuals. >> now the commissioner danielle outlaw said four people were killed and then we learned overnight, there was a seventh victim who did die related to this shooting. and the things found on this person not only included that

body armor and weapons and magazines, but a police scanner, and it suggested that this gunman was listening to the officers closing in on him, and this is a large crime scene and over 50 shell casings spanning a number of blocks, and evidence to comb through when it is coming to the investigation, but when we get more evidence as to what led up to this shooting, we will get back to you. >> the presence of the police scanner is fascinating, and so keep us posted. so from philadelphia to fort worth. ed lavandera, we saw the chaotic video of the scene of the celebration, and what are you learning now? >> well, the residents here have been telling us throughout the morning what was going on out here on the streets is the prejuly fourth celebration is typical.

it is a neighborhood that hosts a july fourth parade, and you can see the people lining up to watch the parade, and as far as we can tell is scheduled to go forth here in an hour or so, but last night, hundreds of people gathered out here last night, and setting off the fireworks and the remnants of the celebration littering the ground, and residents said that around midnight, shots were firing and people were running for their lives, and this is how one witness described the chaotic moments when the gun fire started to erupt. >> i felt like it was going to get out of hand, because my friends told me that it usually gets out of hand, and something always happens. >> reporter: what he is referencing is another shooting in this same area on the same night, the night before july fourth when eight people were shot, and nobody tie, but it erupted after an argument, and

investigators say that in fort worth they are trying to figure out who the gunman was, and what is behind the motive here. the witnesses were telling us that they believe that multiple people were firing weapons and we have not gotten confirmation of that, but in all, 11 people shot, and three of the shooting victims have died. we will continue to monitor the conditions of those shooting victims throughout the day today, but it is another chaotic and deadly situation unfolding here on the streets this holiday of july fourth. >> so ed lachbvandera in fort wh and danny freeman in philadelphia. danny was in baltimore to cover a deadly shooting, and had to go to philadelphia for this one. >> that just tells you how sad it is that people are out and about trying to enjoy the holidays.

and also joining us is former boston police commissioner ed davis. thank you for coming on this july fourth, and we have just heard from our reporter ed lavandera there with a shooting overnight, and he said, it has happened before and something bad always happens here in this neighborhood, and is there a continued threat, because they are going to have the july fourth parade, and the person or persons have not been caught. >> good morning, sara. thank you very much. there is most definitely a continuing threat. we know that july 3rd, the night before the 4th and july 4th are unfortunately the times of the year when we all prepare. i had a conversation with the prosecutor earlier in the week that we have to stay on our toes of this holiday weekend, because of what happens. it is bizarre situation, because

some of the celebrations over the years, there are so many fireworks going off, that people with ill intent use it as cover, and they can get away with the shootings and get away from the scene, because there are so many explosions occurring over the place that attention is not drawn to them, and that is my theory, but i have seen it happen over and over with my 35 years' experience. >> you and i both, and people shooting off the fireworks and people can't tell the difference especially on july 3rd and 4th. i want to go to philadelphia now, because we are hearing from the commissioner there danielle outlaw, and i have talked to her before and she is extremely frustrated by the gun fire, and what about the suspect a bulletproof vest, and ar-style rifle and a handgun, and this is interesting, listening to the police scanners apparently as he

is doing this. what does it tell you? certainly, it is saying that he had some motive, but what does it tell you about him? >> well, first, commissioner outlaw did a tremendous job. i know danielle, and she got all of the information out there this morning, and we know what is happening there to the degree that we can understand it at this point in time. what this individual did was to prepare for this. the bulletproof vest, the police scanner show that this is not a mental health issue. this is someone who had plans, who had logic in their process and someone who really wanted to kill as many people as they could. multiple magazines from the ar-15 and a handgun for close self-in protection, and the tactical advantages trying to get over the police by having a scanner.

it is troubling. it is showing an ongoing problem that we are having trouble dealing with in this country, and it also shows the police that they have to be on the toes when they are responding to these things, because people are targeting them, too. >> certainly, if we don't know the motive, we know it is premeditated that the suspect in philadelphia had on him. i do want to ask you what the police can do, because we have seen six mass shootings so far this past month and different motives and different circumstances, but what can the police do with this breaking out all over the police, and how do they handle it? >> well, a few things they can do. certainly after a shooting, they have to drill down into this and look at what happened. certainly, they are doing that by looking at the social media, and analyzing the phones that this individual uses, and trying to get the idea of what drove

it, and using that evidence for the future prevention, but frankly, the strategies that we have used around field interrogation, stop and frisk people, have been severely limited in some cases, and in some cases rightfully so, but putting the officers out there to be on the lookout for those who are looking suspicious is a tried and true effort to get these guns off of the streets is a tried and true method. especially in the high crimes neighborhoods, where there is a lot of shooting happening, and the police can be more active, but they have pulled back now. >> ed davis, thank you for joining us on this fourth of july.

were brought down by air defenses outside of moscow. the fifth brought down by electronic warfare methods. now, according to the spokeswoman for the foreign ministry, the target she said was an area that contained civilian infrastructure and airport. in fact, one of moscow's four airports had to divert according to the taas airport agency, and that airport is up and running again, and the spokeswoman for the foreign ministry also said that these drones, she said, zelenskyy sent these western-supplied drones bought with funds from the west, and therefore, it is in her words international terrorism. nobody was hurt, and there is no damage reported, and ukrainians

have said that they have basically no claim of responsibilities as far as this incident goes, john. >> and ben, also, word overnight from the ukrainian officials who say they have deployed this enormous troop that is 170,000 split into two parts, and what are you learn about that? >> this is according to the spokesman for ukrainian forces in the eastern part of the country. they say it is divided between two areas, the area north of here, and in and around the area of bakhmut and they say that the russian troops have been deployed here. keep in mind that 180,000 is more than twice the size of the entire british army.

region. it is a crowded stage, and they all want to get there, but donald trump does not care, because he has indicated that he is not going to the first debate. and also there is ron brown and laura perez. and one person who is not out campaigning on the fourth of july is donald trump which might speak to how he has the advantage of running a very different type of campaign in this republican field. >> yes, fourth of july parades are the benefit in the weeks of january where you cannot feel your toes, so i do not begrudge any candidate a fourth of july parade. and so, this is the first opportunity to see the candidates, and donald trump is

recreating the coalition in a field of about 10 candidates. he is drawing over 50% of noncollege republicans in polls, and still one-third of the republicans with a college degree, but as of 2016, the white collar voters are not unifying him, and ron desantis may have the ability to unify the party, but he has not achieved that by any means yet, and he has a few stumbles, and trump feels that any time he spends with the candidates gives them more visibility, so he is going to behave like a frontrunner. >> you know, laura, i was talking to scott jennings who said that the problem for ron desantis is not donald trump, but those running, and how to

eliminate them in a political sense as the months go forward? >> well, it is interesting that scott says that, because seeing the moves that ron desantis has made in recent weeks, he really appears laser focused on trump the, and trying to appear more conservative and to right of the president. we have seen him issue immigration policies and mentions the word invasion multiple times, and the video that the campaign promoted that was staunchly anti-lgbtq, and staunchly anti-transgendered, and he is going to take away rights from the minority groups, and he is going to do it more effectively than the former president, and the former president's defense to that is look at the supreme court that i created and the justices they put on the bench, and the

results that we have seen of "roe v. wade" being overturn and the affirmative action decision and the decision on lgbtq rights. >> and to some extent, laura is right, and desantis has been punching up as it were, but how does he move forward? >> well, look, laura is 100% right and on the broader point that desantis is planning to run at trump entirely from the right. you can think of trump as a mack truck driving down the far lane, and desantis is trying to pass him on the shoulder to the right, and rather than the rest of them on the party, and there is no way to separate trump from the enormous blue collar following in the party without

seeming even more vitriol ik on some of issues that motivate many of the voters and peeling some of them away, but the problem is that you need a broad coalition to beat trump, and you need the college-educated voters. and when trump was as strong among the moderates and conservatives, and the support leans right in all polls, and one of the most consistent attributes in polling, and desantis isleying at love the right centrist voters on the side by choosing to run at trump so hard from the right, and squeezing himself into such a small space in the overall spectrum. >> and laura, if there is such a small space, which candidate is distinguishing himself or herself there? >> in that other space that could pull the center right voters that ron is talking about, i don't see that many.

we will see candidates like will hurd and chris christie who are trying to create a different path from nikki haleys and ron desantis, and former president donald trump, and whether that is going to work in the primary, that is a, i don't think it is going to, because of where the base is at, and they are the candidates, will hurd and asa hutchinson trying to appeal to more of the middle of the road voters who have not voted republican in the middle of the road voters, but they have to survive the primary first, and it does not look like they are going to. >> happy fourth, all of you. >> yes. and he is considered the most famous tennis player of all
