swooping in hoping to take twitter users away from him. he's offering a new opportunity to ticked off twitter users. that all next on "cnn news central." ♪ ♪ this morning, stunning video of ukraine's intensifying counteroffensive as fears of a nuclear attack are growing. first, the explosions behind me that you're seeing lighting up russian -- the russian-occupied area of donetsk and ukraine's army unleashing heavy shelling to reclaim their land and this is happening as president zelenskyy is raising the alarm for a potential nuclear disaster. he says russia has now placed objects that resemble explosives on two reactors in zaporizhzhia. plus, did chinese president xi warn putin against using nuclear

weapons when they had a friendly face to face meeting in march. there are reports that he, in fact, did. the kremlin, though, denying that. scott mclean is in london following the major developments. let's start with the zaporizhzhia nuclear plant. it is the largest in europe. what are you learning about what zelenskyy is saying and how russia is responding now? >> so, sara, both sides are essentially accusing themselves trying to set up a false flag operation and sabotage operation. the russians say that they are no threat at all to this power plant. in fact, they say that it's the ukrainians who posed a threat. the kremlin spokesperson dmitri peskov said there is a great threat of sabotage by kyiv which can have catastrophic consequences. the kremlin has previously pointed out that the inspectors from the international atomic energy agency are on site and it was last week that the director

general rafael grossi put out this statement saying in part i instructed to request the access they need for doing their job. until now, they have not observed any mines or other explosive, but he stresses this part. ing for thor access will still be needed. now, president zelenskyy also hasn't come up with any evidence or publicly shared any evidence that there are, in fact, explosives sitting on top of this nuclear power plant, as you said, the largest in europe, but he is repeating something that his military has said earlier and that is that they believe that any explosion here would make it look like this was ukrainian shelling, but wouldn't be powerful enough to cause consequential damage to the actual power plant itself, but this, of course, is risky business when they're talking about nuclear power. the ukrainians say they're doing drills to prepare for their emergency services and the russians are ready, as well. all of this is the giant buildup. the safety mechanisms that are in place at the site and we have

the satellite e at ilstrates this. at the top thehave these reactors in a w and they're built to withstand at least in theory the impact ofhe accidental plane crashing to them. how they would react to weapons of war and they don't have a clear answer andeep in mind that at the bottom of the screen the dark rectangles, those are coo cooling ponds used to store fuel rods and not a lot of margin for error here. one other thing to mention, sara, president zelenskyy's logic in the potential sabotage or false flag operation is because there is no widespread, global response to the collapse of the dam in southern ukraine, he believes that that will only embolden russia, though to be clear, there is no clear evidence as to who or what was behind that dam collapse at this

point. sara? >> we've seen what happened in russian-controlled donetsk and tell us where ukraine stands now with its counteroffensive. >> yeah. that's right. a lot of shelling, and a lot of bombing going back and forth across the front lines overnight. you showed those incredible images from donetsk and that is worth pointing out because that is a city that has been under russian occupation since 2014 and it is seeing this increasing intensity of ukrainian strikes. the russians have had their own strikes into ukrainian territory and one village or one town that was hit yesterday was hit while there was a funeral service for a fallen russian soldier. as a result, more than 40 people were injured including two babies under the age of one. broadly speaking, sara, the ukrainians are saying they're having success around bakhmut, but elsewhere, it is a tough slog to move the front line forward. >> scott mclean, thank you.

we are looking at these incredible images there from russian-controlled donetsk. let's talk about an exclusive erin burnett got. ukraine's president zelenskyy is sharing new insights about last month's insurrection in russia. it is proof that vladimir putin is losing control of his own people. take a listen. >> translator: half of russia supported prigozhin. half of russia supported putin. we know from our intelligence reports that kremlin was conducting all those surveys. 18 or 19 reagions of russia supported prigozhin's actions and 29 regions firmly supporting putin. some were in the balance in the meantime without knowing for sure who to support. we all see this process that shows half of the russian population is in serious doubt. all those stories that he controls everything, these are feeble stories now.

>> but you're saying half -- half of the russian regions did not support putin and would suppo support prigozhin. so does that mean there will be ago challenge to putin's power? that's a dramatic split. >> i think that putin will mack an attempt to consolidate his society. he will make everything in order to break and nullify the wagnerites' fame and everything he was doing. he will be distancing himself from all of that and will be communicating extensively in order to unify the society. the society is ununified. pay attention to this interesting example. after all these, vents where did putin go? i can tell you he rarely comes out to the street. we see him in his offices, et cetera, but we never see him out and about.

>> you can watch erin's full interview tonight. the suspected shooter accused of the deadly rampage in philadelphia is being held without bail. 40-year-old kimbrady carriker's arraignment has just wrapped up minutes ago. he's been charged with five counts of murder and five counts of a temped murder and he was dressed in a bulletproof vest and a ski mask and was firing at random at cars driving by and people walking down the street. listen to this. >> point of fact is a person like that walking down a city street with an ar-15 and shooting randomly at people is a disgraceful situation in the united states of america whether it's july fourth or any other day. >> so let's go there right now with danny freeman as this arraignment played out. danny, what happened? >> well, kate, court just let out 30 minutes ago and we saw on

a videoconference kimbrady carriker, like you said, 40 years old sitting there in a white jump suit largely for the proceedings. he had his arms crossed and just said mostly one-word answers when the magistrate judge and his appointed public defender addressed him in the courtroom today. now as you said, the judge read out a number of charges including murder, violation of uniform firearms act and other firearms offenses, as well including owning a firearm without a license and a temped murder, as well. when it got to that point about setting bail, the magistrate judge said that public safety in this instance is clearly an issue here ask thnd there is no of conditions where he was not considered a flight risk and he was set with no bail. he's being held without the possibility of bail at this particular moment and this stems back to the july 3rd shooting that happened at 8:30 at night and five people ultimately

killed and the district attorney, larry krasner spoke about what may have led up to this. >> we don't have any more information in that it was a random, premeditated deliberate killing carried out with an assault rifle, and he was also carrying a ghost gun. there is good reason to believe that his purchase of the ar and his either manufactured or purchase of a ghost guns, which of course, are not sold through official vendors. there's good reason to believe it may have been obtained illegally. >> the philly d.a.'s office is expected to have a press conference later this afternoon to discuss the charges and this particular shooting and the impact it's had on the community in the southwest where this happened. as for carriker, his next court date will be on july 24th. back to you. >> thank you very much for bringing us the very latest from

inside court. that, unfortunately, is not the only shooting that we're seeing this weekend. >> no. we keep learning about more. we are learning a 14-year-old was killed at a block party in sa salisbury, maryland. shots were fired at the shreveport independence day celebration and nine people were injured when a gunman drove by a yard where they were celebrating and one of the victims were just 9 years old. with us now is senior law enforcement analyst and former philadelphia police commissioner charles ramsey. thank you for being here. you've run big city police departments and when you see july fourth and days like that on the calendar. is there anything you can do to try to mitigate possible violence? >> well, yeah. holidays, particularly the summer holidays are always problematic and when they occur

especially on a weekend, friday through monday eaven though thi year was tuesday are particularly bad in terms of violence and shootings and things of that nature. so what do you do to prepare? usually, you extend overtime. sometimes you have to cancel days off. you try to get as many resources as possible because you can't just cover block parties and other eventses without draining resources from neighborhoods and you never know when these things are going happen and you just mentioned several of them occur at block parties, for example. we encourage people to plan when you'll have a block party to have some coverage there. in some cases, people do, other cases they don't, but it's always problematic. >> you've been an advocate of policing for some time. what can that do, bigger picture, over the course of the entire summer. >> better communication with police when events do take place

and when things do happen people not being afraid to step up and give information. when these things occur somebody knows who is responsible or at least know why it possibly occurred, but if people are afraid toec spoo upon maybe out of fear of retaliation and sometimes out of the lack of trust by police. police don't have the information they have to bring these people to justice. at some point in time we have to recognize that this is not going to stop unless the people who use guns to commit violent crime or take it off the streets. that can only happen with the help of the community. ? so in the '90s there was a spike in gun violence and it was called an epidemic and a doubling of funding for the atf to getmore cops on the streets to get more things. would that work? is that avenue even available in 2023, do you think? >> well, i mean, it can help also. more staffing because right now police departments across the

country are understaffed and it would certainly add to the problem, but when we had the outbreak of a crime in the late '80s and the '90s with the crack epidemic with the open-air drug markets and so forth. i was still in chicago at the time and that's what we experienced during that time. it certainly did help, but again, it's not a permanent solution. the only permanent solution is for police community to work together and for legislators to do something to try to get a handle on these guns that are on the street, particularly assault weapons. so it's going to really, it's not easy. it's complicated, but we can fix this if we all sit down and come up with reasonable solutions. some of those solutions short term, some long term, but we need to have the conversation and put in place those things that will have an impact. we can't keep doing this every single day. we're talking about a mass shooting or violence somewhere in this country that, in my

president and republican presidential candidate mike pence is making his first stop of the day in iowa. pence is on a three-day blitz across the critical caucus state. cnn's kristen holmes joins us now. iowa is the centerpiece to the pence plan for victory to close the gap in the polls, correct? >> john, that's absolutely right. i was talking to advisers and allies before pence even announced who said that iowa was going to be critical for mike pence because of these evangelical voters and because of these conservative voters and they do believe there's an opening for mike pence, that these voters are looking for an alternative to the former president. i want you to listen about what mike pence himself said while he

was in iowa and other candidates weren't. >> i can't account for what other campaigns decided, but for me it was vitally important to be here where the journey to the white house always begins and to spend two miles, at times, jogging uphill to take our case to the people of iowa, and i promise you we'll keep running that hard all of the way to the finish. >> of course, it's unclear this early on whether or not the strategy is going to work. all of the polls that we've seen still have him and other candidates in the low single digit numbers, but i do want to point out one thing is each though while he was trying to differentiate from the former president, to separate himself from former president trump he was asked about the former president during those campaign stops and it's hard for him to make a path for himself when trump continues to take up so much oxygen. >> uphill might be the right metaphor just there when he talked about jogging the parade. during the fourth of july most of the candidates were out and trump was not.

ron desantis hit some parades in new hampshire. what's he looking at right now, kristen? >> well, look, i'm talking to his advisers and his allies who believes that desantis needs to get out there more and talk to more voters. we actually heard the spoeshgs person for his super pac that he believes that outside of florida, desantis is still relatively unknown and he also said he was way behind in national polling and they had an uphill battle, but they knew they needed to get out there to give him the name recognition and get him face to face with voterses and that is what we are hearing that they are doing that's why we are seeing him on the campaign trail and it will be interesting to see how that plays out and we've heard mixed results when desantis is in the field, but they do want to get him out there and make sure people are learning more about him. >> when they hear from super pac officials they can't talk directly from campaign officials and they often talk us to to get the message out there for what they want to see the campaign

doing and you know what we'd like to see ron desantis do so the campaign pays attention. kristen holmes, thank you. it is a great time to meet with voters and where they spend their time can be informative as john and kristen were talking about. joining us is cnn adviser and senior political analyst david gergen. i want to show everyone a map of where the candidates were. largely speaking, mike pence, he was in iowa and frances suarez was in iowa, ron desantis, new hampshire, tom burgum, new hampshire, you see the split between new hampshire, no surprise there. donald trump not on the trail at all. what does that tell you about the fight for the republican nomination at this moment? >> that we have a runaway candidate in donald trump. he's opened a wider lead over

desantis, surprisingly. >> some of the polls show he's as much as 30 point ahead of desantis in republican primaries. so mike pence has to pull off an upset in a place like iowa and there's a possibility he could. desantis has midwest written all over him and that's different from desantis and that's different from christie who are more east coast oriented. he has a shot. i think -- my personal belief is he has a shot. desantis, i thought he would be doing better by now and it's apparent that he's havinga i hard time translating florida into the country at large. he's wildly popular in florida and it is one of our three biggest states, but none the less, it's not translating well and there are stumbles. he has not found his footing or his voice and you can easily see

that if donald trump is found guilty of yet another set of charges, criminal charges, and desantis -- he's got his feet solidly on the ground and he started to click, then it can become a much closer race. >> it seems at least right now how you translate florida to the rest of the country, but when you look at the early states, it's also a question, david, how do you translate iowa to the rest of the country? because pence's clear focus, obviously runs right through iowa, but do you see a good strategy there, as you well know and any political watcher also remembers that winning the caucus is not a great predictor of winning the nomination. >> no, if the polls were showing trump say, 15, 20 points ahead in iowa and pence were to win it in a come from behind kind victory, there would be a lot

about that and does it show that the polls are not actually a good way to understand this race? so with six months before the primary, there is still a lot of this story to be written and there are chapters that have started. i just think that we have to be a little patient, but right now you have to say it's stunning how far and how strongly trump has come out of this. cnn has op ed pieces now on its website pointing out that trump had a massive crowd in south carolina, and that's a pretty key state, too. that's the state that helped to elect joe biden president. >> that's exactly right. mike pence, focusing on him, he is working hard to draw distinctions and draw a bright line if you will, between him and donald trump. i wonder how hard it really will be for him in the end to make a clean break without alienating people further because mike

pence, even in iowa is answering questions related to trump's, forts to overturn the 2020 election. this having to do with phone calls that mike pence was asked to make to the former arizona governor doug ducey. pence was asked about this yesterday and let me play for you how he answered it. >> in the aftermath of the election there were so many questions in half a dozen states and 60 lawsuits that were filed and many states were going through an orderly process of reviewing their election results, and i was asked to check in with a few governors, but there was no pressure. >> and look, david, we know that donald trump has been unique in terms of his life as a politician, but how hard, in your experience, do you think it will be for mike pence to make a clean enough break for donald trump in order to beat him? >> very.

let's contrast chris christie with mike pence. chris christie is able to go out and make a clean break because there are no contradictions. there is a time when he says nice things about trump, but he's been very tough on, and i think gaining some points as being the most effective anti-trump person so far whereas mike pence is trying to have it both ways. he's trying to keep the trump base by being hesitant about criticizing trump very much. that whole clip that you just showed shows a certain amount of caution in speaking about his relationship with trump because he's trying to keep the base while also building another base and that's an extremely hard thing to do when you have an extreme candidate like trump trying to beat him. how do you -- how do you -- how do you get beyond trump? and desantis is going to the right of trump. he's sort of out-trumping trump which is a surprise for me, too. i would think coming out of

all right. this morning an important ruling that deals with misinformation online and also free speech. a federal judge is blocking the biden administration from asking a social media company to take down certain types of content from their platforms. this preliminary injunction could hinder the fight of misinformation and covid vaccines. the government can still communicate on efforts to curb the legal activity and address national security threats. cnn business and politics

correspondent vanessa joins us now. how is this going to work exactly? >> this judge essentially including the fbi, the cdc, the justice department, the state department as well as more than 12 key administration ofcis including the white house press secretary and the surgeon general from communicating with social media companies which a facebook, instagram, wechat, tiktok and many, many more except if there is any illegal activity or national security concerns that they might see. but this really stems back to a 2022 lawsuit that was filed by two republican attorneys general out of missouri and louisiana who say that the biden administration colluded with soci media companies, basically pushing them to address content and potentially suppress content that dealt with covid-19 misinformation, hunter biden, the president himself and

election integrity. the white house is saying that they are having the justice department look into this to see what their options may be, but the white house official is saying that they did this in the best interest of the country, that this was not an effort to collude, and ultimately social media companies have a responsibility to look at the type of content that they have on their platforms, but that it is up to the social media companies to identify and decide what to do with that information, but this judge has not yet ruled on this case. judge doherty, he's a trump appointee, but he says if these claims by these plaintiffs prove to be true, this would be the most -- i'm quoting here, the most massive attack against free speech in u.s. history. so we have to see what the final ruling is. however, this is a win so far for these states that are suing the administration. >> what's interesting, the questions about free speech rights exist within platforms

that are created by private companies. these are private platforms where historically free speech rights don't necessarily extend and what are the platforms saying? >> they are not saying much right now. we've reached out to all of them for comment. the only one getting back to us, meta, saying they have no comment on this issue, but you wonder, how do they feel about this? do they like the quote, unquote partnership with the federal govern the or would they rather the federal government stay out of their content? we know that social media companies have issues policing their own content whether it's misinformation or harmful information for teens, but we haven't heard from them yet. it will remain to be seen what they say and how they feel about this, but they are not named in this -- in this injunction which is interesting. >> i think they feel different ways at different times depending on the issues. vanessa, thank you very much. >> elon musk makes another unpopular change to twitter and meta's mark zuckerberg is sweeping in to compete with

twitter. he's offering a new alternative with an app called threads, senior media reporter if for axios. how will threads work? >> similar to twitter if you look at the screen shots and it looks like a forum where people can post their comments and you can reply to them, re-post them and look them. it's very, very similar and it's text based which is new for meta and they are focused right now on video and pictures, and so i think it will work relatively similar to twitter and the key difference here, sarah is that you can log into instagram account, and it's a billion instagram users worldwide to see a user base. there have been dozens of companies to take on twitter especially those that have built

up a first base and meta can do it because it because of the instagram reach. >> first, it came the demand for the blue check and they have to pay for a sort of tweet. why is he making this? is it about money? trying to generate more? >> all these companies are adz-based social media platforms and they require a lot of impressions to be served, meaning you have to consume a ton of content to put those ads around it, but as you know sara, it has been uncomfortable, ad revenue was down 59% this year before musk took over and what he's trying to do is scramble to make more money by charging people subscriptions $8 a month if you want to be verified on twitter which means you can consume more tweets and dms and

it has aren't been super successful. if you see other platforms and snapchat says in the first year they have 4 million subscribers and the latest numbers that the third party put out is that twitter has in the hundreds of thousands of subscribers, and it's not going to be enough to offset the advertising loss. >> there have been so many, and you have mastodon, twitter, blue sky and alternatives that haven't taken off. is there a real possibility that this could be a threat, that zuckerberg's idea could be a threat to twitter? >> well, meta has tried to copy so many apps and ideas and half the time they fail. sometimes they work, but i think what makes this one unique is that you already have that pre-installed base of instagram users that can simply log on to this new app with new credentials. meta can do a ton of in-app marketing to push people toward thread and there is a possible they this could be a competitive

threat to twitter. the one thing i'm watching though, for, sara, is meta wants to get out of politics and they want to get out of news because it creates so many regulatory headaches to police the content around that sort of topic. this is going to be putting them right where they don't want to be which is at the heart of live,live events, news, politics, et cetera. this is putting us back where we were in 2016 when we were too much at the heart of political discourse, and we of the to get out of it again. >> i want to quickly ask you about this because i can't help myself. zucker brg has accepted elon musk's challenge to a literal cage match. what the heck is going on here? this is almost perfect for social media, isn't it? >> yeah, but it's ridiculous. we shouldn't have two high power executives trying to duke it out in a cage match. if you want to show your

renewed violence in the middle east. israel has launched new air strikes after it says palestinian militants fired rockets from gaza. it comes as israel says it has ended its largest military operation in over 20 years in the west bank city of jenin. this video showing you troops leaving jenin late last night. the palestinians say the operation left at least 12 people dead and more than 100 others injured. unicef is reporting that at least three children have been killede killed in this round of violence. today families and survivors will get their first look inside

the site of the parkland school massacre. officials say tools will be given at marjorie stoneman douglas high school where their loved ones spent their final moments. 17 people were killed and 17 other injured when a gunman opened fire. the building has been inaccessible and protected as a crime scene since the killings and the trial has been going on. the school acquitted the school resource officer of not running to help the students during the attack. a wildfire in southwestern washington state has forced hundreds of people to evacuate. firefighters have been battling the tunnel 5 fire since sunday when it broke out about an hour away from portland. so far more than 500 acres have burned and record heat and windy conditions have made it quite hard for firefighters to contain the blaze. the cause of it still under investigation. john? >> terrifying moments at a county fair in wisconsin. this roller coaster got stuck

leaving riders hanging upside down for hours. dozens of people were involved in the efforts to rescue everyone. cnn's lucy cavanaugh has the details. this is the one thing that's wnot supposed to happen with these rides. >> this is why i personally don't take roller coaster rides, john. eight thrill seekers got more terror than they bargained for when the roller coaster broke down at the forest county fair in kramden. it's 100 miles northwest of green bay, wisconsin. cell phone footage captured the terrifying moments as riders were left upside down for hours and the fire chief said there was a mechanical failure even though the ride had been recently inspected and rescue teams from three districts were called in for help. it just happened that an off-duty firefighter with rope rescue training had been the scene and he helped advise the
