in sight. the devastation over the past year and a half has been hard. the u.n. is reporting more than 9,000 civilians have been killed in ukraine since the war began. another 15,000 have been in injured. there are nearly 6 million people internally displaced in the country and almost 8 million refugees have been recorded in neighboring nations and across europe. 17.6 million people have are in need of humanitarian assistance. volodymyr zelenskyy marked the milestone by visiting a site that's become symbolic. >> translator: today we are here on the snake island, which will never be conquered by the occupier, nor ukraine because we are the nation of the free. today we have honored our heroes, all the soldiers who fought for this identity land and who liberated it. even though it's a small piece of land, it's proof that ukraine will regain every part of its territory from here from this

very place of victory, i want to thank each and every one of our soldiers. >> the biden administration has confirmed that highly controversial cluster munitions will be included in the latest u.s. military package to ukraine. these weapons shower small but lethal bombs over a specific area. biden long resisted their request, but said he reconsidered in light of recent changes on the battlefield. here's what he told cnn in an exclusive interview. >> the situation where ukraine continues to be brutally attacked across the board by munitions, but these cluster munitions that have rates that are very high, that are a dangerous to civilians. number two, the ukrainians are running out of ammunition.

the ammunition, this is a war relating to munitions. and they are running out of that ammunition. >> ukraine's president tweeted his appreciation of the new aid preducting it will speed up an end to the war. you just heard biden mention the dud rate, which is the percentage that don't go off when they hit the ground. so many countries have banned them. listen to this. >> the secretary general supports the convention on cluster munitions, which was adopted 15 years ago. and he wants countries to abide by the terms of that convention. so as a result, he does not want there to be a continued use of cluster munitions on the

battlefield. >> we have more from natasha bertrand at the pentagon. >> reporter: the u.s. announced on friday it will be provide ukraine with the cluster munitions, a weapon that's banned by over 100 countries around the world. the u.s. defended its decision by saying that the cluster munitions are what ukraine needs to successfully continue its counteroffensive against russia. ukrainians are run ning low and are burning through it at a high rate. the susquehanna worried that if they continue to use this much ammunition throughout the next several months, they could run out. the u.s. simply produce it at a rate that's fast enough that ukraine can continue its counteroffensive. they want to tap into the cluster munitions that will provide ukraine with a bridge, a temporary bridge to serve until the u.s. and west is able to produce more of that more conventional ammunition.

now there are concerns by allies about this provision of u.s. cluster munitions because many of them have, in fact, banned them. the problem with these is that they can fail to exoat ploed on impact and they can pose a long-term risk to civilians that's similar to the danger p posed by land mines. but the u.s. says they have managed to convince allies behind the scenes in conversations over the last several weeks that this is what ukraine needs right now. importantly, they note according to the national security adviser the cukrainians would be using these to defend their own territory and take back their land from russia, not to attack another country. importantly, that's why they believe that ukraine is not going to use these cluster munitions to target civilian areas inside ukraine. they want to protect their own population and has given the u.s. assurances it will do everything possible to avoid

civilian areas while it is conducting its counteroffensive. natasha bertrand, cnn, at the pentagon. volodymyr zelenskyy visited turkish leader, who pledge d to back ukraine's future meb in the nato alliance. >> ukraine deserves nato membership. a fair piece creates no losers. despite the differences between the parties, it's our most sincere desire to return to the peace efforts. >> during those talks, he said turkey was work og to extend a deal with russia to export ukrainian grain through the black sea. the russian leader would visit turkey next month. n let's start with the trip to turkey. did volodymyr zelenskyy get what he came for? >> he had a symbolic moment.

he's standing shoulder to shoulder with the president of turkey, which is also a nato member, and getting an important pledge of support from president erdogan saying he supported ukraine joining nato. this is key in a moment when ukraine is fighting a counteroffensive in the country's east, and it's also seeking more ammunition for the fight. you mentioned earlier that this weekend marks 500 days since the launch of russia's full-scale invasion. quite famously, at the beginning volodymyr zelenskyy said in response to an offer to be evacuated. i don't need a ride, i need ammo. this has been a steady drum beat. the war that's grinding out in ukraine's east, in a lot of ways, resembles sort of the 21st

century version of world war i style trench warfare. it highlights the civilian cost here. the main concern about the delivery of cluster munitions is the dud rate. how many unexploded bomb lethouse leave on the field. ukraine is going to be faced with an enormous cost. >> let me ask you about that and the u.s. perspective here. a as some democrats said, the u.s. will lose the moral high ground by providing these munitions. so what will be the cost here, do you think? >> i i think cukrainians have said this is for defensive purposes and that they would abide by humanitarian norms when imploying these.

today we saw with the 500-day milestone, cain ukraine cain put out a statement saying they confirmed the deaths of 494 children. that's almost one child for every day of the full-scale invasion. and the ukrainians would clearly maintain they are the ones with the moral high ground defending their could be country. it's the russian who have been targeting civilian operations and built up areas just in recent days and weeks. we had a strike on a pizzeria just a few days ago. a cruise missile hit a residential building. this has become a feature quite tragically of the war. >> you referenced that milestone

a couple times, the 500-day mark. just thinking when this started, we never -- most of us thought it wouldn't last this long. are we any closer to the end now? or are more likely to be talking about the thousand-day mark? >> once the ball is rolling and war unleashes all these unpredictable forces, it's hard to say. but we know we have seen in recent weeks or so have unexpected terms of events in russia where there was an armed repelon by the wger iagner merc group. even though very quickly this was quashed or halted, but nonetheless, i think no one could have predicted 500 days

ago that we would be where we are, but i think for the ukrainians, it's a day for them to remind the rest of the world of their resistance and their resilience with this symbolic visit to snake island, where ukrainians defenders told a russian warship, gave the finger to a russian warship in the opening hours of war. something this was commemorated in ukraine. and i think this is a moment when ukraine is seeking additional support for its membership in nato. these are all important, symbolic moments. >> appreciate your analysis. thank you so much. u.s. and china are holding key key meetings as both twork

repair strained relations. they wrapped up a meeting with china's vice premier. and there was a roundtable meeting with leaders and a lunch meeting. they have been largely focused on trade and climate change. cnn is covering the story from hong kong. anna, a lot at stake for the u.s. here in terms of trying to reset that economic relationship. >> a lot at stake for both the u.s. and china. that meet ing is currently underway. behind closed doors. the guest house. the vice premier and jan yellen will have dinner this evening. she said that the complicated global economic outlook means there's a pressing need for the two largest economies to closely communicate and work together. let's take a listen to what she

said. >> a wide swath of our economies can interact in ways that are uncontroversial to both governments. the delaware spite recent texs, we set a record for bilateral trade in 2022 suggests there's ample room for our firms to engage in trade. >> the bilateral trade was almost $750 billion. these are two economies dooeply entwined. the relationship should have healthy competition, but benefit both economies, not a winner-take-all approach. they are being very productive. that's what we're hearing from top u.s. officials and helping get the bilateral relationship back on track. she took part in a roundtable

where she said the lclimate change was a top-level challenge for both countries as the largest emitters of greenhouse gases must work together. but the most important meeting was yesterday with the chinese premier saying he described her as working to improve economic ties between the u.s. and china. beijing sees her as this voice of reason? the biden administration. she's argued against tariffs, warned against decoupling saying it would be disastrous. it's fair to say that officials appreciate her efforts. >> that's right. what have they been saying about that? you have some more comments, i understand, from the vice premier? >> that's right. the vice premier is a xi jinping loyalist. his opening remarks, he said that yellen, they met in bali last year at the g-20 summit and had this message to convey from

the chinese leader. take a listen. >> president xi jinping noted that the world is big enough for the two countries to develop and prosper together. last month when meeting with with secretary blinken in beijing, president xi stressed that the world needs a generally stable china/u.s. relationship, whether the two countries can find the right way to get along, there's destiny of humanity. the two countries should act with a sense of responsibility for history, for the people and for the world and handle the relations properly. >> interestingly, he also said that it was very unfortunate what happened with the chinese spy balloon. it was a pity that caused some difficulty to the bilateral relations. we know the balloon shot down over the united states back in march and it sent relations to an all-time low. we heard from the ministry of

one of the former u.s. president donald trump's former attorneys had liz license suspended in new york. it could get him disbarred in washington. sarah murray has the latest. >> reporter: more troubles for rudy giuliani. a committee recommending giuliani be disbarred here in

washington, d.c. for his efforts to try to overturn the 2020 election results. he claimed massive fraud that had no evidence of it, the committee wrote. prosecutoring that destructive case, a sworn officer of the court, he forfeited his right to practice lu. he should be bdisbarred. his attorneys argue d that he hd reason to believe the claims in litigation were true adding that he was relying on what others work ing with the trump campaig told him about the fraud allegations. now the recommendation from the disciplinary committee is not the final word. d.c.'s professional responsibility will need to consider the case against giuliani, as will the court of appeals. a political adviser called the report a great injustice adding the decision makers at the bar association are nothing more than an arm of the permanent regime in washington. sara murray, cnn, washington.

florida governor ron desantis says he will take part in the first republican primary debate in wisconsin, whether donald trump shows up or not. to participate in the debate, the candidates will have to pledge to support whoever wins the gop nomination. in florida, that same pledge will be required simply to be on the republican primary ballot. this is new and not every candidate is on board with it. more from randi kaye, who has been talking to florida republicans. >> we agree with it. >> reporter: republican voter is 100% in favor of florida's republican party requiring 2024 presidential candidates to sign a loyalty pledge to support the party's eventual nominee. if they won't sign the pledge, they won't appear on the ballot. >> if you don't do that, you're a disorganized party and you're going to lose elections.

you have your difference first and then vote as a party. >> reporter: florida's gop didn't insist on a loyalty pledge last cycle. now that three floridians could be on the ballot, donald trump, ron desantis and miami mayor francis swau resident, it could get interest ing. >> this is ron desantis' own state party giving this huge advantage to donald trump. so what it means is that ron desantis really has to temper and moderate his criticism of donald trump or they'll find him saying he doesn't need this. he's going to support me for president so don't take his criticism seriously. >> reporter: he likes desantis too. the party must unite behind the nominee no matter who it is. >> donald trump needs to support

ron desantis if he's the front runner. that's the way feel. >> you wouldn't want to vote for someone who didn't sign the pledge? >> i wouldn't. >> reporter: the loyalty pledge isn't illegal or necessarily unethical. >> when it comes to party politics, there are few ethical rules. i think this is more of a moral gut check issue for party leaders about whether you want to try to tilt a presidential primary. >> reporter: the loyalty pledge gives the state's republican party the power to dtsds who they will allow on the ballot, which says could hurt voters by limiting the number of options they have. >> what if your candidate refused to sign the loyalty pledge? that person couldn't be on the ballot. would that be okay? >> no, it wouldn't. >> reporter: the chair of the gop said the loyalty pledge is an effort to ensure maximum unity heading into the 2024

general election. but not every republican voter we spoke with is in favor of it. >> i do think it takes away our individual freedom. i think it just does. i don't know if it's necessary. >> reporter: this independent voter who voted for trump in 2016 says florida's republican party is playing with fire. >> i think they put themselves in the position to be criticized. if they didn't ask for a loyal tu pledge, the majority would not perceive there's a problem. >> reporter: former rep will herd said he will not sign the florida pledge, not because he won't support a republican nominee but he won't support donald trump if he becomes the nominee. chris christie said this pledge is useless. also as far as donald trump and ron desantis go, neither have said if they will sign the pledge, and neither of them have said if they will support the other if that person becomes the nominee. they have been sidestepping those questions. it's worth noting the gop is

only to be shot and killed in his new country, the united states. the 31-year-old had been working an extra shift in his rideshare job in washington, d.c. trying to provide for his family when he was shot early monday. now police are asking for the public's help solving the case. tom foreman has the latest. >> reporter: close to mud night, gunfire, four people rubbing. behind them this is man left dieing in his car. investigators have been pouring over the surveillance visdeo al week looking for clues in the apparent murder of the 31-year-old, a lyft driver pulling an extra shift to support his family, an immigrant searching for peace after a war-torn past. >> he was a very friendly person. he was happy to be here. he thought he was reaching safety and security for himself.

the world is shattering climate records nearly every day, and scientists warn 2023 could be the hottest year on record. the daily temperature reached another record high on thursday this marks the fourth day in a

row of record heat. early data from meteorologists show thursday temperatures climbed above 63 degrees fahrenheit. that may not sound hot, but it's the average of temperatures in the northern and southern hemispheres, which currently in winter is. the ejs treat heat is another wakeup call for the lclimate crisis. scientis athe climate research center says this is almost certainly the warmest the climate has been in 100,000 years. that comes after a a la month that saw the hottest june. now those rising temperatures are also drive ing more people to the beach. officials are ramping up shark patrols in long island after a spike in incidents of people being bitten in the water. palo sandoval reports. >> we have more surveillance, more lifeguards that be we have ever had in the past. >> reporter: five suspected

shark attacks within 24 hours leading officials to ramp up shark patrols. >> it's their territory. >> reporter: the incidents happened at five different locations on long island beaches. officials say a 15-year-old girl was bitten while swimming. and a 15-year-old boy says he was bit. >> my first reaction to when the shark grabbed mutt foot was to immediately get out of the water and get help. >> reporter: on july 4th, 3 more incidents, all involving adults at three separate locations. all five swimmers had nonlife threat account injuries. cbs cnn obtained this footage on july 4th. it was initially described as sand sharks. this sighting delayed the opening, but officials sigh nou say the animals were likely another specie of fish. >> we're hearing from the shark

experts that these bites are undoubtedly a mystic. they think they are feeding on fish and that's why these are bites. >> reporter: park officials say having an eye in the sky is a critical asset. >> the drones are much more inexpensive to fly. they can be deployed rapidly. we're entering the natural habitat of these animals, and there's always the potential for risk. but with all the assets and man power that we have here, the idea is to keep people as safe as possible. >> reporter: it's not just the northeast on high alert. this was the scene monday in pensacola beach, florida. experts say that isn't necessary cayce. >> i love more documentation because everyone has a cell phone. we see more of these things. >> joining me now is andrew

missile, an associate professor of biology in san diego. speaking to us from mexico. thank you so much for being here with us. it seems like every summer we seem to talk about this. there's a cluster of encounters with shark, and we're quick in the media to talk about the summer of the shark. but a what we have seen recently in new york, it does seem unusual. i saw according to the international shark attack file over the last decade in new york, there were just four people bitten by sharks. but over a couple days now, there were five. so what do you think is behind it? >> well, at the root is the fact that when there are sharks together and people together, there can be accidents. and this was a record holiday week. july 4th, a lot of people at the beach. and there were obviously a lot of sharks in the water too.

and aggregation, sharks forming groups is common across many species. there's many reasons why they might do that. they could be attracted to food, to each other for mating purposes. they could be gathering in a place that's good for givie iin birth. it's not that surprising that it would happen over a holiday weekend when everyone wants to get in the water. >> you talk about sharks being in the water and food maybe attracting them. some of the experts there, the phrase they use was the new normal in part because the water is cleaner so there are more fish for the sharks to feed on. is that contributing, do you think? >> it certainly could be. it's counterintuitive. we have sharks off the coast and our instinct is to be afraid of them. but we should respect them, but we should really be happy to see them because what it means is

that the marine ecosystem is helpful. usually when they are not healthy, the top predators are the first ones to go. we call them in the canaries in the coal mine. the fact that we see lots of sharks off the coast, it means there's plenty of food for them. and there's plenty of food for their food. so on and so on. there's been a the lo of conservation efforts that have happened over the last couple decades. some species have recovered. >> more sharks, good for the ecosystem, not good for the swimmers. in terms of the response, they are deploying more drones. drones are so effective in spotting sharks, as you well know from your research. it's amazing. i have been out there, you send up some drones and within two or three minutes, you'll see six or seven great whites not that far off the coast. i have been in california doing

this. it's frightening how close they can be to the shore and you'll never realize it. is this the best way to prevent encounters to use drones? >> drones were really important tool, not just in research, but also public safety. you bring up an important point. you send up the drone ask you see all of these sharks very close to all of these people. yet, we only see so few bites every year. and that's only when we have drones in the sky. imagine how close sharks and people come together when we don't realize it. that means that sharks are good at what they do. they very rarely make these kinds of mistakes and cause these accidents to happen. so using drones, it's an important public safety tool that can be used to spot potentially very large or very aggressive sharks and potentially clear the beach, if necessary.

but what's most important is to realize even though there are sharks in the water, the chance of being bit is so rare. >> you talk about these being mistakes we know that sharks don't want to eat us. they are after other prey. it's usually a case of mistaken identity. but to prevent accidentally being bitten, what's your advice? >> the best thing you can do is never to swim alone. that's not just because sharks pose a risk of a medical emergency, there's all kinds of things that can happen. you don't want to be far away from other people who could help you. in addition to that, you probably want to avoid swimming at dusk, at night, at dawn. these are when sharks tend to hunt. follow the lifeguards instructions, follow their warnings. and that's basically what we can do. there's an inherent risk in everything we do. getting in our cars is probably more dangerous than going swimming at the beach.

one other thing to try to do is if you find yourself and surrounded by bait fish, you can see them if you're snorkeling or bubbling at the surface, something is pushing them up. you see them jumping at the surface. that's probably not a place you want to be because there's likely a large predatory fish. >> that is great advice. as you say, you have much more chance of getting hurt driving to the beach than being bitten by a shark. thank you so much for being here with us. we appreciate it. >> thank you. still ahead, number one nba draft pick had quite a debut friday night in vegas. coy wire joins me next to break down the nbc summer league opener, and right on cue, a little last-minute power. not the other way. zevo traps use light to attract a and trap flying insects
