meet with the british prime minister. the visit coming amid high-stakes meeting that kicks off in lithuania tomorrow. biden and r sas expected to meet. it propertied a rare public disagreement from sunak, though the white house is playing down any fracture. ahead of his arrival, mr. biden spoke with turkey's president and discussed bits with sweden and ukraine to join the nature alliance. joining russ is cnn's nic robertson joining us from downing street in london. nic, sell us what you to expect from the meeting between president biden and prime minister sunak. prosecute well, i think essentially, rishi sunak can bring stability to the british

government after brexit, after boris johnson, after liz truss. so there is the sense that the pair get on well and have a good working relationship. and look, they've met now six times over the past six months. interestingly, though, across all of that time, this will be the first time that president biden steps into 10 downing street as president. the runup to the nato summit where the country as line and don't align, perhaps, on the issue of ukraine's membership of nato, how that should happen, the methodology, the language that should be used in a communique over the next couple of days, but also they're expected to talk about china. these are big joint issues that they face about climate. business joint issues that they face about artificial intelligence and the potential threat therein and the need for controls there on green technologies. both countries really want to be

at the forefront of that. there's a lot of areas where the countries work together. ukraine is sort of the biggest but as defense partners there very, very important on the china fronts as well. so these are the issues we're expecting them to discuss, not sure if they'll discuss the cluster munitions, certainly, as you said, rishi sunak saying over the weekend the uk is the signature to the agreement that bans the use of cluster munitions, not to produce, not to use. and also to discourage other people from using them, so will that slip into the conversation, not clear. >> nic, president biden and erdogan had a conversation on the phone where sweden's bid for nato membership was discussed as well as turkey's desire to modernize f-16s. is there a link between those two things and any movement from turkey with the u.s. supportive of sweden's membership? >> reporter: i don't think anyone is speaking about a

direct linx, but when president biden's security adviser brings them both up in the same sentence back to back, the f-16s and sweden's membership to nato, i think you can conclude in president biden's mind there are many ways to keep nato strong. there are many ways to do that that involves turkey aspirations for a more updated air force. and also has to brief that desire between the upgrieds because there needs to be a balance between turkey and greece as well. all of this, of course, ultimately strengthening nato. and the idea of the pitch to president erdogan, sweden has done everything that you've asked it to do. it has met your requirements. you, president erdogan, have been through your elections, you have won. now is the time to allow sweden to move forward. precisely how that can be expected to the f-16s, what's the language that's used on the phone, not interesting, though,

president erdogan and president biden expected to have a bilateral meeting, and the final language about sweden's expected membership of nato, the final language on that for the kuhn tha communique, that's not clear either. that could be subject to that meeting between erdogan and biden. >> finally, nic, as we just have a little more time. can we return to that point you made about cluster munitions. this is the first time in the war with ukraine, of russia's invasion, that u.s. has provided this. there has been concerned raised by allies whether it is the uk, canada or new zealand. on balance, is this why strategic support from the u.s. that will be impacted on the battlefield? or potential in some other area that will escalate with russia? >> reporter: it doesn't seem to be the change will escalate at the moment. certainly with the discussions from russian officials they are

keen to highlight united states providing the cluster munitions in a negative light. they would be keen to exploit any differences that emerge from nato partners, what we've heard from the national security adviser to president biden, jake sullivan, he's said, look, we work together with our nato allies. we're all working to support ukraine. all working in different ways. he said we're not hearing any specific criticism on those cluster munitions or the united states decision to give ukraine cluster munitions, we're not hearing a specific concern on that and i think one of the sort of underlying part, a they're tough coming to the united states as well. he said there's a lack of overall munitions for ukraine. ukraine is burning for it at a massive rate. ever commander that you talk to on the front line says we don't have enough ammunition. but it is an area where there

will be differences. and perhaps that's why the united states is saying this is time-limited. rishi sunak having that statement on saturday i think was interesting, if you will, to try to get ahead of what was obviously going to be subject to scrutiny for president biden in his discussion in a couple hours. >> nic robertson live from 10 downstairsing street, thank you. ukraine's president is hoping to joint nato but he knows unrealistically it's unlikely to happen during the war. president zelenskyy is calling for immediate security guarantees from nato, arguing that nato is already suffering in a proxy war between mox cow and the west. ukraine is hoping that nato can help prevent more bloodshed and russian war crimes. right now in the zaporizhzhia region, saying that russia has committed one of those. a bomb landed on a school military aid center amid all of this seeing the first images of

russia's first chief after yevgeny prigozhin. clare sebastian joins me now. clare, in an interview, biden said now is not the time for ukraine to join nato. but zelenskyy pushes full guarantees from nato. why is he doing that? >> so, the problem for ukraine, they've been in what is essentially the permanent ukraine waiting room. since 2008, at the bucharest nato summit, the alliance sort of welcomed the aspirations, as they put of it of georgia and ukraine. this has not worked as a deterrent, georgia was invaded after that. now, of course, we see what's happened with ukraine. so ukraine, while understanding given that, they cannot join the alliance during his conflict otherwise there would be an all-out war with russia.

they need something in the middle. the proper language as president zelenskyy put it to address the fact the current status does not serve as a deterrent. also, he doesn't want to go to this summit and come home empty handed to his people. take a listen to part of the interview zelenskyy gave to abc. it was prerecorded out on sunday. >> translator: it would be an important message to say that nato is not afraid of russia. ukraine should get clear security guarantees while it is not in nato. and that is a very important point, only under these conditions, our meeting would be meaningful. otherwise, it's just another politics. i don't want to go for fun. if the decision has been made beforehand. >> all right. so, you know, he's been invited to the summit, but he's not guaranteeing he's going to go

yet. he's been on sort of a tour of europe, czech republic, slovakia, he met with the polish president on under in western ukraine. there's positive noises coming out of these allies. but he really needs something concrete. something written down, something that ukraine can bank because it continues to fight against russia and wait essentially for the conflict to end. to get a real clear path into nato. i think weapons supplies at the summit will prove clear for ukraine, especially the f-16s. >> question marks continue and machinations behind the screens to do with the insurrection over the wagner rebellion. frank list, we still really don't understand a lot of what went on there. what's the latest in terms of the key actors involved? >> yeah, we're seeing from the russian ministry defense this morning, the first video this from general gerasimov who is on paper at least the head of the operation in ukraine, he hasn't

been seen, we can't verify the date. they say this is a meeting that happened on sunday. well, he's giving a report from the chief of staffs about the russian air defense having thwarted attacks by ukraine. one of them on the crimea bridge. we have actually got individual owe on sunday of a missile being shot down over that bridge. russian-backed officials say that did happen. this appears to be one of the incidents he's talking about. also several ukrainian missiles inside of russia. but notable, i think, because the rumors have been intensifying around the status of gerasimov. and also worth pointing out, though not conclusive itself, the man giving the report is second in place of sergei surovikin. clearly saying gerasimov is here. he's in charge and questions hanging over the russian military. >> and the kirch bridge being

this strategic bridge that links crimea to other lands. clare sebastian, thank you. right now, new york city is under flood watch because of potential downpours. people who live in basements are asked to move to higher ground. at least one person has died according to officials who say storms dumped several inches of rain on sunday. governor kathy hochul declared a state of emergency in orange county. that's where the west point academy appeared to reach a 1 in 1000-year flood. meantime, more gushing floodwaters and in rockland and orange counties a number of people got stranded in their cars and then had to swim to safety. parts of new england also got hit by major flooding including

route 4 in killington, vermont, where a highway has been watched out. the state's governor has declared a state of emergency as forecasters expect more severe weather to impact millions on monday. over 30 million americans are bracing for more record-breaking high temperatures this week and there's no relief in sight, unfortunately. dangerous heat alerts are in effect for the southwest, texas and florida. forecasts show the heat alerts will extend through the end of next weekend in the southwest with triple digit temperatures. in phoenix, arizona, temperatures have reached at least 110 degrees fahrenheit. that's 43 degrees celsius for nine consecutive days. more now on the developing story out of china, police say that six people are dead and one injured in an attack at a kindergarten just a few hours ago. "global time" is reporting that three children are among the dead in china's guangdong

province. kristie lu joins us. what are you learning? >> reporter: we're following reports of a deadly mass stabbing in a school in china, and children are among the dead. it happened earlier, six people were killed, one wounded from a knife attack and took place at a kindergarten in guangdong province. according to state-run media, three children, one teacher, two parents were killed. the identities of the victims have not been released, police are calling this attack intentional. and a suspect has been detained. a 25-year-old man with the surname ou who is from the area and is now in police custody. an investigation is under way. now, this is video of the aftermath of the attack. and it is disturbing. let's bring up the video for you. this was filmed just outside the kindergarten, you see, we have blurred the lifeless bodies lying on the street. this outside the school, where

there's a sign that partially reveals the name of the winter gauard kindergarten. also in this, you see police and emergency responders onsite with the area cordoned off. one person called the attacker hateful, shameless, despicable. and sadly, this is not the first time that school-age children in china have been targeted and hurt by knife-wielding attackers. in recent years there have been a number of such attacks, mass stabbings, targeting schools. in fact, in august of last year, three people were killed and six wounded in a stabbing in a winter garden in the south of china. in april of 2021, two children were killed, 16 wounded, in a stabbing attack in a kindergarten in quongzi province.

the u.s. congress will be back in session this week after the independence day holiday. the senate gavels in later today, the house on tuesday. legislators have a long list of priorities. and right at the top, hammering out a spending agreement ahead of a december deadline. cnn's alayna treene has more for you. spending is a top priority for you when they return this week. the house and congress are careening towards a major spending that and raises the threat of a potential government shutdown. as of now, the two parties are far apart on what a budget deal should look like. far right members in the house are specifically cutting levels most members are uncomfortable with. this will once again be a major task for house speaker kevin mccarthy's ability to keep the narrow republican majority behind them. we've heard from senate majority leader chuck schumer, he

referenced this on sunday morning. let's listen. >> the good news in the senate, democrats and republicans are working together on the appropriations committee to fund the government. they've come to agreement on a whole different bunch of subcommittees on the appropriations committee. and hopefully, we have a bipartisan agreement that avoids a shutdown. >> congress has in december 30th to pass a conduct for next we're. they're only scheduled to be in session three week before they break yet again for all of august. these negotiations will be credit dal. the intentions will be on the house investigations as well as potential impeachment efforts with top biden officials like attorney general merrick garland. and a series threatening to impeach garland over allegations that the justice department improperly interfered into the criminal investigation into hunter biden. and even mccarthy who has so far

taken a pretty measured approach to impeachment efforts has signaled he's open to impeaching garland if the allegations prove to be true. but the big picture here on these investigations is that we're closing in on a period when all of the oxygen in washington will be focused on the 2024 elections. republicans want to use this prerd to thrust what they argue is widespread politicization of the government into the spotlight and damage democrats as much as possible as we head into election seen. alayna treene, cnn, washington. the latest consumer price index report is set to be released to give the nation an indication of how it's faring. 3% compared to last year will be a cooldown from last year, according to data. on thursday, the producer price index for june will give us a better idea how much things are costing retailers and

manufacturers. here's a look at u.s. futures with a few hours left in the bell in new york. not looking too promising, indices in the red. u.s. treasury secretary janet yellen wrapped up a four-day visit in klein. before leaving yellen told reporters she had productive talks with china. in a statement china's dispute finance minister said the two sides held long and candid meetings, and will stay in communication in the future. china's free trade with the united states would be on the chopping block if the republican u.s. presidential candidate ron desantis wins the race for the white house next year. listen what the florida governor said about china an interview on sunday. >> i would recognize that comphien is a threat. this idea of the happy talk that you hear, oh, it's a kwlelt competition. no they're the number one geopolitical threat that this country faces. and what we're going to do we're

going to have a new commitment to hard power in the indo-pacific. at the end of the day what china respects is strength. if you're showing strength and you have hard power to back it up, they're going to be less much aggressive. my fear under biden, his weakness is really inviting china to do more. >> desantis may need to do a lot more to get his bid for the presidential nomination on the fast track. he's currently trailed the front-runner twice impeached and twice indicted former president donald trump. one spol shows desantis 30 points behind trump. here's how he responded to that fact. >> maria, these are narratives. the media does not want me to be the nominee. i think that's very, very clear. why? because they know i'll beat biden but even more importantly, they know i'll actually deliver on all of these things. this is not something that i expected to snap fingers all of a sudden you win seven months before anything happens.

you got to earn it. you got to work. and it requires a throughout of toil, tears and sweat, and we're going to do that. >> desantis and other presidential candidates will now be required by republicans to sign a loyalty pledge in order to qualify for the primary ballot. it's a news that some candidates aren't happy about. but what do voters think. cnn's randi kaye takes a look at that. >> it's a complete mess. >> agree with it? >> 100%. >> reporter: republican voter value la teen hernandez is 100% in favor of requiring a loyalty pledge to support the party's eventual nominee. and if they won't sign the pledge, they won't appear on the ballot. >> if you don't do that, you're a disorganized party, you're going to lose elections. you have your difference first in some of them. we don't want any prima donnas here. >> reporter: florida's gop

didn't insist on the pledge last cycle. now that three floridians could be on the ballot, donald trump florida governor ron desantis and miami mayer francis suarez, it could get interesting, former election lawyer ben ginsberg. >> this is desantis' own state party who is giving this huge technical advantage to donald trump. so, what it means is that ron desantis really has to temper and moderate his criticism of donald trump or they'll find donald trump saying oh ron de-sanctimonious doesn't really mean this. he already said he's going to support me for president so don't take his criticism serious. >> reporter: yaz hernandez who voted for trump twice along with her husband likes desantis, too. she says the party must unite behind the eventual nominee, no matter who it is. >> donald trump needs to support desantis, and desantis is the front-runner, that's the way i feel. >> reporter: and you would want to vote for someone who didn't

sign the loyalty pledge. >> no, i wouldn't. >> reporter: ginsberg says the loyalty pledge isn't illegal or necessarily unethical. >> when it comes to party politics, there are few leatherical rules. i think this is more of a moral gut check issue for party leaders about whether you want to try and tilt a presidential primary for a front-runner. >> reporter: the loyalty pledge gives the state's republican party the power to decide who they'llal allow on the ballot which ginsberg says could hurt some voters by limiting the number of options they have. what if your candidate refuses to sign the loyalty pledge, that person could be on the ballot, would that be okay? >> no. >> reporter: telling cnn, the loyalty pledge is a way to assure maximum unity heading into the 2024 general election. but not every republican voter we spoke with is in favor of it. >> however, i do think it takes

away our individual freedom. i think it just does. and i don't know if it's necessary. >> reporter: and this independent voter who voted for trump in 2016 says florida's republican party is playing with fire. >> well, i think they put this over a position to be criticized. if they didn't ask for a loyalty pledge, the majority of the public would not perceive that there's actually a problem. >> reporter: will herd said he will not sign a florida bern, not because he won't support the republican nominee but because he won't support donald trump if niece the nominee. chris christie has said this florida pledge is useless. and as far as donald trump and ron desantis says, neither has said they will sign a pledge, neither has said they will support the other if that person becomes the nominee. they've been sidestepping those questions. it's also worth noting that the florida gop seems to be taking its clues from the republican national committee that has also

asked for a loyalty pledge from the primary debate. in fact, the florida gop told politico it's pledged the language adopted by the republican national committee for that first debate. randi kaye, cnn, palm beach county florida. israel's legislature in the coming hour is set to hold the first of three votes on the central part of the government's controversial judicial measures. this one will reduce the court's ability to use what's called the reasonable standard. it enables courts to throw out eid equities that they day are violating rights. even if they don't violate a specific lop. and that is facing massive opposition in the streets. organizers on a day of resiff tense, it comes after tens of thousands rallied against the measure on saturday for the 27th consecutive week. police clashed with demonstrators in some areas and fired water cannons to clear

if you're just joining us, let me bring you up to date with our top stories at this hour. more than 30 million people are under heat alerts across the u.s., southwest texas and florida. temperatures in states like arizona are again expects to reach 110 degrees fahrenheit or 43 degrees celsius. and u.s. president joe biden will meet with the british prime minister rishi sunak in the next hour. that comes amid the meeting on tuesday where the war in ukraine will be, of course, be top of the agenda. a u.s. marine is taken into custody for questioning after a missing 14-year-old was did was found in the barracks at california's camp pendleton. the girl who was reported missing by her grandmother was found located june 28th. cnn has the latest inquiry. >> we no that a marine was taken into custody after a 14-year-old girl was found at the barracks at camp pendleton. this happened on june 28th,

cording to a statement from the marine corps. i'm going to read part of that statement where they say this command takes his matter and all allegations very seriously. the incident is under investigation. and we will continue to cooperate with ncis and appropriate authorities. now ncis is the naval criminal investigative service. they are in charge of this investigation, but declined to comment on the investigation out of respect for the investigative process. now, we did reach out to the san diego county sheriff's department. and what they're saying is that the 14-year-old girl was reported missing by her grandmother on june 13th. the grandmother told authorities that she ran away on june 9th and said this was not the first time that she ran away. but usually returned home quickly. so they entered her information into a number of missing persons databases. but she was found on june 28th, by military police.

and the san diego county sheriff's department said that detectives interviewed her. they were offered services. and they was returned to her grandmother. now, again, it is the ncis who is in charge of this investigation. so, we will have to wait for their findings, camila bernal, cnn, los angeles. at least nine people are wounded after a mass shooting in cleveland, ohio, early sunday. police say the victims were seven men and two women, all in their 20s or 30s. none of the injuries appear to be life-threatening. police are looking for both a suspect and a motive at this point. now that makes at least 370 mass shootings in the u.s. so far this year, according to the gun violence archive. and in new york, police say they have arrested the gunman responsible for a string of shootings in queens and brooklyn. this was the scene in queens on saturday after an 86-year-old man was fatally shot. police say 25 thomas abreu is facing murder, attempted murder

and weapons charges and they say he may be tied to as many as six shootings that also left four pele injured. police in pennsylvania have discovered small stockles or campsites that they believe are linked to an esced inmate. michael bernham broke out of jail sunday night. officials say he's a self-taught survivalist. they're hoffing $10,000 that leads to his arrest but authorities warn that he could be considered armed and dangerous. >> we have no reason to believe burrham has left the general area. with that said, we're investigating leads throughout the area. we're thoroughly investigating those. none of that has caused the assessment that he remains in the area. >> officials should secure homes and cars and do not approach burrham if they see him. police are searching for
