new developments out of russia this morning. reports say that yevgeny prigoshin met with the kremlin days before the rebellion. what the kremlin is saying. and now, rainfall-setting records and million facing the flood alerts. we are tracking storms and the travel disruptions it is all causing. and harry styles is the latest performer to be hit in the face while on stage. i'm sara sider with kate bolduan. this is cnn "news central." happening right now, officials say a high risk for excessive rain and flooding across parts of new england and downpours drenched region, and

this morning a flash flood warning for vermont and in orange koun think, at least one person has been killed in the flooding and 100 homes have been impacted. in westpoint, new york, a 1 in 1,000-year rainfall event, and look at the pictures recording more than 7 1/2 inches in just six hours. some drivers were forced to swim out of the cars as floodwaters overwhelmed the roadways. >> look at the people's doors! oh, my god. it is up to my knees. >> i know. >> terrifying. right now, millions remain under flood alert, and parts of new york could see 1 to 2 inches of rain per hour. polo sandoval is in new york. and you are standing next to the river and earlier at a junction

where the car were backed up. what is happening there now? >> you called it a river, sara, but that is a babbling brook, and this is going to tell you what you need to know as many of the waterways at are capacity and the waters have receded in rockland county, but neighboring orange county. i can show you one of the resident's houses here and richard who has called that place home for decades said that the water has just made it into their basement, and so it is going to be easy to get that cleaned up. i wanted you to hear from the property owner who is kind enough to show us around. sidney, as you are telling me and the viewers why this is so diff different from what you have told us. >> maintenance of the brook.

her footing in the floodwaters and carried away, and the authorities in orange county, they don't believe any need for further rescues. >> that is the thing about the flash flooding, because it is so swift and you don't know how strong it is going to be. polo sandoval, thank you, and also to the homeowner who has a lot of work ahead of her. >> and also, there is another round of wild weather that is fortsing thousands of flights to be canceled and we have pete muntean outside of washington, and how are things looking today, pete? >> you know, kate, the weather is looking out, and just looking at flight aware, and 463 cancellations already today after the more than 2,000 that we saw yesterday, and 8,000 delays, and that puts this in the top five for the worst days for cancellations since the start of this year, especially

bad for all of those people coming home after the long holiday week, and tsa's 2.3 million people, and newark's airports especially hard hit, and laguardia, half of the flights hard hit-of the flights in and out, and at jfk, huge international hub, 1 in 5 flights canceled there as well. this hit boston, philadelphia, and reagan international with 20% of the flights canceled. this is what happened. the faa says that the weather moved through and blocked off the key flight routes and essentially blocking the on ramps, and off ramps to some of the busy airports and we are not out of the woods yet, and the faa stops in newark and boston and florida and fort lauderdale and miami and the big tip of all of this is what the travel experts say, and they want you

to take the first flight out, and often the weather builds in the day, and the weather rises, and if you take an early flight, you have a 20% higher chance to get to where you want to go on time, kate. >> and 20% does really mean something as it has been flying so far. and pete, sara? >> a new claim for russia, and with week of saying something, and evyevgeny prigoshin held a meeting with vladimir putin about five days after the short-lived rebellion. and fred pleitgen is joining us, and is the kremlin saying anything more of what happened in the meeting? >> well, they are saying that the meeting was three hours, and that is three hour long and that

is a substantial meeting. one of the things they say is that vladimir putin, the president of russia, addressed meeting, and there were 35 commanders there, and including yevgeny prigoshin, and talked about how the war in ukraine was going, and the mutiny of course unleashed by yevgeny prigozhin as well. and the kremlin says that all there pledged allegiance to vladimir putin, and wanted to fight for as they put it the motherland. one of the nuances of what the kremlin says is that vladimir putin, himself, spoke about possible new battlefield deployments for these groups. so it is unclear whether or not wagner might be headed back for the battlefield. of course, that is the group that yevgeny prigozhin owned, and whether or not he, himself, has any role. and you are right, this is coming after days of uncertainty where the kremlin themselves

said that prigozhin was going to be going to belarus, and then lukashenko said, no, in st. petersburg, and the kremlin and the future is unclear, but it is looking at the fighter who said the fighting is clear. >> and it is interesting that the kremlin said it is clear they met. and now, they have just shown this video of another general who is sort of went out of the public view for a while, and lot of talk of whether or not he had something to do or knew something about this revolt, and what can you tell us about that? >> yes, so we are talking about the chief of the general staff of the russian military, and you are absolutely right, seen for the first time since the mutiny took place, and also another

interesting thing that took place of what the kremlin said about the meeting with putin and prigozhin, and the kremlin was asked if anyone of the defense ministry was there at that meeting, and the kremlin did not confirm nor deny it, but we know that one of the things that kicked off the mutiny by yevgeny prigozhin is that he was saying severe things about the defense minister himself sergei shoigan, and that he was starving the forces. and so there is big things going on on the kremlin and the apparatus of the russians. sara. >> it is interesting that prigozhin said that he was not revolting against the kremlin, but he did not like the way that the russian general was treating

troops. going inside of a ukrainian school moments after a bomb was dropped on it. they say that the school was used for a place for ukrainians to receive humanitarian aid. four people were kill and 11 more injured. ben weweeden is on the ground, d this is a long list of the war crimes that ukraine says is being committed by russia, and what more are you learning as we are looking at the video? >> well, this strike happened sunday, but apparently the rescue workers were working throughout the night and into the morning to try to find perhaps more than a dozen people who are still stuck underneath the rubble. this is a school in a town that is not far from the front lines of the zaporizhzhia region. these shelters are common in front line communities where

there is no water or electricity or internet, and so the people come to shelters to find all of those things. many people who have had their houses destroyed are also sleeping in these shelters. and so these are really a hub in these front line towns. the building, itself, it had been struck before. therefore, the assumption was that it wouldn't be struck again, and that is why they turned it into a shelter. so to actually hit these places, and i have been in many of them in front line town, and they are full of people, desperate people, destitute people, and the old who have nowhere else to go, and so when strikes like these happen, it is really just a catastrophe for the local community who is already demoralized by all of this warfare. an update, the number of injured has now gone up to 13 and this is, as i said, it was a town

that has already suffered a lot. this town has no doctors because they have already fled. this is a place where they have tried to push forward in the counteroffensive, but it is an area where they are having difficulty. >> so, it is compounding disaster for the folks there. sara? >> over to the u.k. where president biden wrapped up the time in the u.k., and he is heading to lithuania for the critical nato summit, and ukraine is going to be a big part of the discussion there, and the path toward membership in nato is still unclear. also, new york city, police have made an arrest after a string of random shootings, and what we are learning about the attacks, and if the investigators know what the motive is behind them. also, the senate majority

path for ukraine to get into nato, and when we have the very first time that we have met with putin in geneva and he said that he wanted commitments of no ukraine in nato, i said that we won't be doing that, because it is an open door policy, and we won't do that, but it is premature to call for a vote in now, because there is other qualifications that are needed in that, and including democratization. >> and fareed sa car ra is joining us, and you made a lot of news with president biden and he gave a blunt answer that ukraine should not be given membership to nato while the war is going on, and how is that being received when it is coming to the other members of nato?

>> i think that everybody understands the situation at some level which is as president biden said and it is logical, that you can't have ukraine be a member of nato while the war is going on, because it would mean that nato would be at war with russia, and we would have created that situation that everybody has been trying to avoid for 75 years, and this is a war between two nuclear arms powers. so, that part of it is fairly clear. now, publicly, do people think that you should have said it as explicitly, and this is where you are getting into dynamic that is different, but it is worth pointing out, to be thoroughly blunt, it is easy for small european countries to want to offer ukraine nato

membership, but the united states is offering 75% assistance to ukraine and some could argue closer to 85%, so the decision that the united states has to make is much more consequential one than small european countries are making. they can show solidarity and express political support by fully embracing ukraine and membership for ukrainian membership now, and the u.s. has to face the actual prospect of defending ukraine, and president biden is taking a much more sober sober aspect. >> >> and others like belarus and others are concerned about the future of the nato summit, and i wanted to ask you about that nato summit and what president biden needs to accomplish there especially in the light that

putin's power has weakened at least some after the revolt that happened and i'm curious what you think that biden needs to do in the summit. >> i think that he needs to keep doing what he has been doing which is to keep nato together. he has managed to do it well with enormous help from vladimir putin, but nato is more unified than it has been in a very long time. it is more focused. more strategic, and spending more money on armaments, and as long as those strengths continue, and stay coherent, occasional tactical disagreements are inevitable, and some of them do not want to use cluster ammunition, and they are tactical munitions, and this is the sweden issue, and sweden is still waiting to get membership, and that is what we

have just heard from erdogan is a completely new demand which is not made before, and as far as i know has surprised u.s. officials which is sharply that turkey should be allowed into the european union, and that train left the station a long time ago, and both sides soured on the relationship, and turkey has not been making any of the reforms that it would need to make to join the european union for 15 years now. and this is a way of saying that we are not going to be making yes to sweden and nato. that would be a big deal, and soy wonder if president biden is going to take the opportunity to be going to turkey and nato personally. erdogan has been predictable with the obstructionist with the ten years and almost on every issue involving common western

strategy, but this is by his standards unusual. >> and zelenskyy spent time with erdogan as well. i wanted to ask you about this surprising information that is coming out of the kremlin that prigozhin had just done a revolt against russia marching towards and very close to moscow ends up meeting according to the kremlin with president putin for several hours. what do you make of this, and why now? why is the kremlin putting this information out now since it happened five days after a revolt? >> i can only guess that what it shows us is that something that we have, i think that we have all come to understand is that president putin's control over the situation is not as tight and absolute as we have thought. i don't mean that there is danger to the power, but what i

mean is that he has relied on prigozhin and the battlefield tactic, and knows that wagner has been helpful to him in syria and africa, and what this is signalling is that he does not want the throw all of that aware and he wants to figure out a way to maintain it. what it is telling you is that for a variety of reasons he does not want to use his regular army in those places or perhaps, he is finding that in ukraine the regular army is not fighting as well, so he has created this off of the shelf militia for a reason, and he is trying to see if there is some way to, you know, to continue to use it. that is my best guess, because otherwise, it is kin of stunning that he would be meeting with the head of a mutiny. the reason now i think that

tim times serving his sentence for sexually assaulting multiple gymnasts. and bryn, what have you learned? >> yes, we are learning from a union president of corrections officer there in florida where he was being housed in su sumterville, florida, where he was stabbed several times. two times in the neck, and two times in the back and six times in the chest. according to this union president, it was because of the corrections officers life-saving skills that were able to help larry nassar and he was transported to the doctor where he is currently in stable condition, and we are told by the bureau of prisons that no

other staff was injured in that incident at 2:30 in the afternoon, and as you said, he is the disgraced doctor who pleaded guilty to sexually assaulted more than 2250 50 fam women including simone biles and aley reisman, and this is when they came forward with victim impact statements and powerful statements against this doctor, and there is currently an investigation where he was stabbed more than ten time behind bars. >> yes, it is astound when you see how and where he is stabbed that he is in stable condition. we will check in with you in a little bit. thank you, brinn. it was a deadly weekend where nine people were killed in

a mass shooting, and they believe a single suspect fired on a group of people before fleeing. and new york people have identified a 25-year-old accused in the shooting. thomas abreu went on a seemingly random shooting spree in queens and brooklyn that left one person dead and three other people injured. cnn chief law enforcement analyst john miller is here with us, and what are you learning about what happened in new york, and this is a scary situation where you have somebody on a scooter, correct? shooting people. >> correct. so you have a figure on a scooter, and there is no license plates on the scooter, and so it is a ghost scooter and he rolls up behind people and shoots them point blank from the position of the curb and then takes off again. the first shooting happens in the 75th precinct in brooklyn and high crime area, and they are accustomed to the shooting

there, and they respond to it, and look for video there, and there is not much from the street cameras, and then they see three shootings in rapid succession in queens. and normally a brooklyn shooting would not be in queens. it was an odd brand, and you have the same brand here and same three in a row. so they get a piece of video of the queens video of the scooter and going out, and they blast it out to nypd smartphones and 30,000 police officers at home, on day off, and patrol cars all seeing this image, and officers in queens spot a like ly suspec and knock him down and recover that weapon and that is how quickly it came together, and he was under arrest by 1:10 p.m.
