out in the open. russia's top general appears in public for the first time since a mutiny last month reportedly ended up bringing him down. while the kremlin says vladimir putin met with the mercenary leader accused of spearheading that revolt. a once in a thousand-year flood. multiple states under flood threat now in the northeast. drivers abandoning their cars to swim to safety. the rain is still coming down. we'll look at how climate change is making bad floods even worse. we're following these major developing stories and many more, all coming in right here to cnn news central. we start with president biden back on the world stage. last hour, air force one touched down in lithuania for what is expected to be a jam-packed

night summit. an expansion will be a big point of debate. right now sweden wants in but that is creating a new rift. and president zelenskyy may be there, too, to personally make the case for ukraine to join the alliance. but biden told cnn this weekend that will not happen until the war with russia is over. meantime, on the russian side today, a stunning reveal from the kremlin. moscow says just days after the failed wagner revolt, vladimir putin met with the leader of that mutiny face to face and now a top russian general off the radar since that brief insurrection has come forward publicly seen on video for the first time. let's start with cnn's fred pleitgen. this meeting seems completely out of character for vladimir putin. >> reporter: absolutely. especially since on the day the

mutiny happened putin out out a vud saying it was treason. the director of the mutiny said he would have to go into exile to belarus. a couple days ago, the leader of belarus told cnn that prigozhin is still in st. petersburg, still in russia. now we're getting this word that there was a meeting five days after the mutiny took place. the notes from that meeting, some of the things kremlin is acknowledging about that meeting, they say that vladimir putin met with yevgeny prigozhin and 35 other commanders. it is unclear whether they were off in the private military company or commanders from the actual russian army there as well. you talked about the fact russia's top general, the russians now putting out a video for the first time of him in public. it could be vladimir putin trying to soothe things over. one of the things that really

stood out to us, because we've been talking so much about what happened next with yevgeny prigozhin, with wagner. it seems he was completely down and out. one of the things that vladimir putin said in that meeting is he talked to the commanders, including prigozhin, about possible future deployments. now, of course, that could mean that maybe there could be a comeback for the wagner private military company on the battlefields in ukraine where of course, they were extremely dangerous. especially when we look back at the fighting in eastern ukraine in bakhmut. absolutely unclear whether or not yevgeny prigozhin will have any sort of role machine, if he's going to retain any control over wagner or his larger empier that has media holdings in it as well. certainly one of the things we can say is that after vladimir putin called it treason, he hosted yevgeny prigozhin inside the kremlin only a couple days later. it could be a reflection of just how important these wagner

fighters are to the russian military. because one of the things we've been seeing, especially in the east of ukraine, the russians have been moving backwards since the wagner fighters have been off the bthe battlefield. >> and part of the agreement had yevgeny prigozhin going to belarus and staying there. but it's recently been reported that he is in russia. so given the news of this meeting, what should we make regarding his whereabouts? >> reporter: well, first, it seems the kremlin is trying to come to terms with it as it is going on. it seems even they aren't clear about the details. you're right. as that mutiny was taking place, it was ending, the kremlin said he would go to belarus. then we heard he was in st. petersburg in russia. so really unclear where the future lies. we know the belarusians said the camp could hold the fighters but we know right now, that camp is

empty. >> thank you so much for the update. jim? >> let's go to the site of the night summit. natasha bertran is there. it seemed president biden said out loud what many europeans have been saying privately, now is not the time for ukraine to join nato. what has been the reaction to the comments? >> reporter: well, jim, ukraine in some sense understands that. president zelenskyy said he understands ukraine will not be a full-fledged member of nato while the war is ongoing but he wants to see some kind of clear signal by the nato alliance that ukraine does have a path to membership why. is that important? to send a message to vladimir putin that nato has ukraine's back. that one day there will be a time when ukraine is part of alliance and has that article 5 guarantee. if russia attacks, if any other nation attacks them, they will have the full backing of nato to

support them. this is a somewhat debated issue regarding how fast ukraine can become a member of nato, when it can become a member. the president taking a harder view saying he does not believe ukraine can be a member until the war is actually over. and he said that, of course, it is important because if they were to join nato, then the u.s. and other allies would be committed to defending them in the face of this war against russia. but there are questions about whether the alliance can come together on a fast track for ukraine once the war does end. once it becomes more feasible to become the full-fledged member. will they have to go through the same process as all the other allies, or can they skip a few steps to become a member sooner. what ukraine is looking for are the security guarantees. short of nato membership, what can the nato alliance give ukraine, offer them that can reassure them that in the long term, given the threat they face from russia and likely will

continue to face, even if there is some kind of cease fire or some kind of peace, what can the nato alliance do to help ukraine feel like it will be protected in the longer term? >> a year ago, when nato agreed to accept not just finland but also sweden, and turkey not exactly making sweden's entry easy, now attaching that to turkey's own accession to the e.u., i know jake sullivan has been speaking to both the turkish and swedish counterparts there. >> reporter: national security adviser jake sullivan did have a call with the swedish and turkish counterparts but this did throw a wrench into the complicated process. turkey had been denying sweden's entry making a whole host of demand. this new demand to be a member of the e.u. before sweden can

actually join nato. that is a new one and that is something u.s. officials are probably not going to be very happy about. they've been pushing turkey to allow or the sweden's accession and they were hoping this would be completed by tomorrow. clearly that is not likely to happen. >> another demand added to the mix. thank you so much. >> let's break all this down with retired major general james spider marks. always a pleasure to see you. so president biden is saying night won't let ukraine in until the war is over. does that not provide incentive? >> they just had a coup. it didn't last very long. they have a leader in putin who is clearly weakened. that doesn't mean he's at risk. the challenges are quite significant for russia. but the issue for nato is, can

they afford at this point to embrace ukraine which then would immediately invoke article 5 which means all of nato would be involved in the war against russia. so clearly there's incentive on russia's part to keep up the pressure. but wisely, nato should not embrace ukraine at this point. also, ukraine doesn't have the ability to stand on its own two feet economically and in terms of rebuilding the infrastructure. that would be an amazing drain on all the other nato members. >> so general, on the idea of finding an end to this conflict, how do you think european powers should approach this? there is a debate as to whether they should expand and strengthen nato or whether they should perhaps offer putin an off-ramp at this time, where as you noted, the kremlin is at a weak point. >> well, i think the way we've seen nato over the last year and a half is quite phenomenal and i don't think very surprising.

they've been galvanized. they're gripping hands, standing together. and i think from the perspective of what we're seeing, that is a very strong tactical incentive on the part of nato. when russia invaded, the rest of the partners went, oh, my goodness. let's not give the incentive to then cross into poland or push farther to the west. but with the addition of sweden at this point, this is a real strategic challenge. putin is weakened, as i've indicated. we don't know that he is at risk. but he's clearly weakened. on the meeting of the heels with prigozhin, increasingly weakened. loyalty is the most important thing to him, yet he walked away from holding prigozhin responsible for his actions. but they then put additional pressure on putin. he's down. you want to step on his neck strategically. and a final thought is, as much as we dislike putin, he has

chosen not to deliver nukes. if he's going to be pushed aside, if he's going to be replaced, do we have a similar guarantee with his successor? >> on the point you just made that putin is meeting with yevgeny prigozhin after this failed coup, when as you put it, loyalty is the most important thing to him. how significant is that? he badly needs wagner mercenaries on the front lines, does he not? >> oh, he does. wagner has indicated that it is willing to do some heavy lifting where the other russian convention ad forces have not been able to get those tasks accomplished. so clearly, he needs they paramilitary group. he just has a significant challenge with the leadership. he got the soldiers, the members of the polish military group. i misspoke. they're not soldiers. they're mercenaries. he has gotten them to pledge their loyalty to putin and the motherland.

he still has a challenge. >> general, we always appreciate your analysis. >> thank you, boris. >> thank you. right now, parts of multiple states are under flood watches across the northeast. the national weather service is warning of life threatening flash floods. even landslides. in west point, new york, a once in a thousand-year rainfall there. officials recorded more than 7 1/2 inches of rain in just six hours. some trapped drivers were forced to swim out of their cars as floods very quickly overtook roadway. live in west point, i think o it is hard for people to understand what this looked like from afar. tell us what it looks like close up. >> reporter: now it's all about the clean-up, right? sadly, we did confirm yesterday that one death in a neighboring county in orange where the county executive says it was a young woman trying to evacuate her home. in the process, loses her footing in the raging

floodwaters and is swept away. her fiance forced to watch helplessly. her body later recovered. the one fatality confirmed by authorities. they don't expect any more rescues. though they are still continuing with the clean-up. let's give you an idea what it looks like. you see this water flowing. that's usually a babbling brook. it is still flowing at a pretty steady pace. where i'm standing was completely under water yesterday. carrying debris, some logs and such. actually i spoke to the people who lived in this house. this used to be their driveway. that's now sunken in. to give you an idea of the power of the water. look at these massive tree trunks. the bark was stripped off and now cindy who lives here told me, she will have to clear all this out. richard, her neighbor, an 80-year-old who has lived here 55 years, gone through hurricanes. he said this is the worst that

it's been. but he's also grateful to be alive. he had to be reluctantly rescued. he didn't want to leave his home but during the height of the storm, some emergency personnel using a raft. he is back to begin the very long clean-up process just like many, many people in the region. >> goodness, folks like that are lucky their home wasn't damaged. from west point, new york. thank you so much let's bring in meteorologist jennifer gray. you've been looking at the map there. i feel like every other day we're talking about major weather events in parts of the country. tell us how long we expect the rain to stick around. >> the rain across new england will last until tomorrow morning. there is still potential for a major flash flooding event to unfold. you saw that pictures that happened yesterday and we could see a similar situation today. it depends on where the heaviest bands set up. this is a photo from ontario county. you can see cars not making it

through the water as they shouldn't be able to. you should never drive in high water. we have even kayakers in the middle of the road there. so things are still looking pretty bad. especially across places like vermont and even eastern new york. we have the flash flood threat. this is an excessive rainfall risk. a level four out of four which is high. this is rare for the weather prediction center to issue one. we have it across vermont. you can see the flash flood warnings in effect. it extends from new york to maine. we have a very slow-moving cold front pretty much sitting stationary over the area. so you're just seeing huge amounts of rain dump over this same area for hours on end. we're seeing the really high rainfall totals. the other problem with this region. it is incredibly saturated. we've had a lot of rain over the last few weeks. so any additional rainfall won't absorb into the soil. it will just cause the rivers to

retiring this morning marking the end of a more than 40-year career of military service. but the commandant's departure means for the first time in more than a century, the marine corps will not have a congressionally confirmed replacement to lead them. the republican senator tommy tuberville continues to block promotions for top military brass. dozens of them. since february he's refused to approve hundreds of high-ranking advancements over a pentagon abortion policy. this is a challenging time for all branches of the military. modernization, overcoming challenges and threats in ukraine, and europe. the strengthening of nato as well as threats in asia to taiwan. when you speak to pentagon officials, what do they say this particular hole means for them as well as all the others? >> it's a major problem as the pentagon and the service branches try to figure out how to function without having

confirmed senior officers. they have to work in an acting, performing the duties of the capacity which srnt how the military functions. especially not at its highest levels as it tries to deal with all the challenges you just listed there. in this case we're looking at the top officer of the marine corps, general david berger retiring after more than 40 years in the service. and his replacement assistant generic smith has been nominated. but now because of the hold from senator tommy tuberville will have to do both jobs. the commandant's role in acting capacity and the current role that they haven't been in since the early 1900s. that's how critical this is for the marine corps and the wider military to function. there are more than 200 nominations on hold because of what is essentially a one-man tuberville blockade of all the appointments. general austin speaking at the retirement had this to say about how important it is to move forward with these

confirmations. >> smooth and timely transitions of leadership are central to the defense of the united states. but to the full strength of the most powerful fighting force in history. stable and orderly leadership transitions are vital to maintaining our unmatched network of allies and partners and they're crucial for our military readiness. >> tuberville's hold is over his protest of the department of defense's reproductive health policies. now, austin in that speech express someday optimism that there would be progress, that the senate would confirm these nominations which normally happens in a quick process called unanimous consent. but it is difficult to see a way out. tuberman is not budging and chuck schumer has made it clear he doesn't want to do these one by one because he doesn't want

to normalize the hold itself. and to do it one by one could take weeks if not months. it is worth pointing out and i'll read a point, the democrat from massachusetts, he points out that this is exactly what china wants with their narrative of western dysfunction. he says, it is one guy who single handedly handing a public relations gift to xi jinping. especially unfortunate because we've had a lot of success recently in our military posture in the indo-pacific and we're stubbing our toe because of tommy tuberville. >> i assume there's outreach to his office. is there any substantive negotiation going on that fuels defense secretary austin's hope that could make progress on this? >> reporter: there has been some level of outreach between legislative affairs here and the senate armed services committee as well as general mark milley, the joint chief. but no progress that we've seen

on this block. >> hundreds of those posts still open. thank you so much. there are some critical deadlines looming as lawmakers are returning to capitol hill today for the july 4th break, and the biggest one is how to fund the government by october 1st. or risk a government shutdown. right now, there is a big divide. and it's not just between republicans and democrats but within the gop. let's take you live to capitol hill with our chief correspondent, manu raju. so set the scene for the decisions. >> reporter: even october 1 is still a few months away, it is not in terms of the legislative calendar. after this two-week break for congress, they are back but then they take august off and they return in september. so not much time to get a dale. we're seeing major divisions between the house and the senate and among republicans themselves.

this after the speaker of the house agreed to spending cuts, lower than a previously agreed upon level for overall spending. that level was included in the debt limit for the first ever default. the agreement was reached over this summer. because of the revolt, concern by far right members, the spending authorized in that agreement, he agreed to what many republican senators can live with. they are concerned if they were to go to the level that mccarthy and house republicans would go to, it could hurt defense programs. democrats are concerned it could hurt defense programs. at the moment, speaker mccarthy and allies are holding the line demanding that they go to much deeper spending cuts so all leading to concerns that this collision course could lead to another government shutdown fight. so it is uncertain how this could get resolved. >> and this week, congress is

dealing with some serious issues. walk us through the agenda. >> reporter: yeah. there are a number of high profile hears. one of which will occur as soon as tomorrow. public hearing between, over the very controversial merger between liv golf and the saudi-backed golf league as well as the tour. they are digging into that merger. major concerns on capitol hill about how that has played out. but also, the first ever classified briefing will occur tomorrow in the senate over artificial intelligence and how exactly congress can grapple with the emerging concerns about a.i. this classified briefing will be led by national security officials, pentagon officials, as well as the director of national intelligence. all as chuck schumer is trying to put together legislation to deal with a.i. the question is, can they get an agreement? can they get it through congress? all issues that congress will

underway. california's camp pendleton, and a marine is in custody and being questioned after a 14-year-old girl was found on the base in the barracks. she was reported missing in early june and turned up two weeks later at that sprawling military complex. let's get to cnn national correspondent camilla who is outside camp pendleton with more on the investigation. what's the latest? >> reporter: so we know it was actually military police that found this 14-year-old girl at base here at the barracks. and they say that after they found that 14-year-old girl, that marine was taken into custody for questioning. this happened on june 28th, according to a statement from the marine corps.

i want to read part of that statement. here's what they're saying. by take this matter and all allegations very seriously. the incident is under investigation and we will continue to cooperate with ncis and appropriate authorities. the ncis is the naval investigative service. we did reach out to them but they declined to comment after respect of the investigation and the process there. we did get information from the san diego county sheriff's department. they gave us sort of a time line of what happened before authorities found this 14-year-old girl. what they're saying is that her grandmother reported her missing on june 13th. and the grandmother said she ran away from home on june 9th. she said this was not the first time that she ran away from home and usually returned home quickly. that was not the case this time. so they entered her name into a number of missing persons data bases and it wasn't until the 28th that the military police found her here at base. she was questioned bte

and reunited with his grandmother. boris? >> thank you so much for that update. jim? overseas, north korea has issued a new and alarming threat against the u.s. today. pyongyang said it will shoot down u.s. surveillance planes that violate its air space. this comes amid already heightened tensions on the korean peninsula as the u.s. and south korea have been solidifying their alliance. will ripley joins us now from taiwan. i wonder, if this was a not maed flight, that would be seen as an act of war. does the u.s. consider this threat from north korea genuine? and how are they responding? >> reporter: well, they have shot down u.s. reconnaissance planes before. it happened in 1969 in april. it was a u.s. navy plane. it was the largest loss of life during the cold war when it comes to u.s. air crew. 31 americans died.

so this does have historical precedent and we are at a moment in time despite the eyes of the world are focused on china, on ukraine, yet the tensions on the north korean peninsula is at an extraordinary level. you think about north korea has tested about 100 missiles since january of last year and now you have this. north korea's leader's sister, the second most powerful person probably in north korea, she basically says that north korean war planes repelled these spy planes that she accused without evidence of crossing into the north korean exclusive economic zone, the area within 200 nautical miles of their coast where they also control the natural resources. north korea saying this happened just before 9:00 a.m. local time on tuesday. and will she's warning of what she said would be shocking consequences and decisive action in her words, if the u.s. reconnaissance planes were

crossed into the exclusive check zone. if u.s. spy planes stay out of that area, they're not going to attack them. but still, this is incredibly concerning. you have north korea responding to certain steps by the united states and south korea in recent months. you had the announcement in april that for the first time since the 1980s, the u.s. is sending nuclear missile submarines to visit. that'll is very angering to the north koreans i know what the b-52 strategic bombers which participated in south korea and the united states military drills and you had the b-52 actually flown up in response to the satellite launch. it was a failed launch but north korea has vowed to put a satellite in sxoesht that has been accused of being a ballistic missile program in disguise. so lots to be concerned about. >> and the more of these close encounters that you have, or threats of close encounters, the

to some of the other headlines we are watching this hour. an urgent search is underway in cleveland, ohio, for a suspect in a mass shooting that wounded at least nine people there. police say a gunman opened fire as bars and restaurants were closing in the city's popular warehouse district. there have now been at least 365

mass shootings so far this year in this country. this according to the gun violence archive. what a year. also, former u.s. agent larry nasir was stabbed multiple times at a federal prison in florida. they tell cnn he was stabbed twice in the neck, twice in the back, six times in the chest. he did survive. he is now hospitalized. he is serving decades in prison on state and federal charges. more than 150 women and girls said in court that he sexually abused them including olympic medalists. he admitted to criminal sexual contact and found guilty of possessing child pornography. and randall stevenson has resigned from his position on the pga tour's influential policy board. he has quote, serious concerns about the tour's controversial

partnership with the saudi-backed liv golf. this comes as pga officials are set to testify tomorrow on that very topic to a key senate subcommittee. this just into cnn. pushback to the pushback in trump's classified documents case. special counsel jack smith is accusing the trump aide and co-defendant walt. here to walk us through, what is going on? >> well, they want to delay a hearing that is currently scheduled for friday. and we know in this case, timing is a real point of tension between the two sides. the special counsel jack smith said he wants to have a, quote, speedy trial. he wants to move this along as quickly as possible. former president trump and his associate have every incentive to want to delay this until at least after the election. that happens in ways both large and small. this may feel incremental.

what is a few extra days? a few extra weeks? we saw with his arraignment, it took a month for him to be arraigned. and all of these delays over time add up. the special counsel knows that which is why we're seeing this rare pushback in this request saying no, this is not in the public interest to delay this. you understood what was at stake. this hearing is about how classified materials will be handled. you need to get your lawyers and clearances handled. that is not a me problem. that's a you problem. the judge is a trump appointee and we have known this would be one of the big things she would have to contend with. trump is famous for delaying. will she put guardrails on it? >> and there was significant criticism over her putting a special counsel on to review the documents. a decision reversed on appeal. i found it notable that he apparently raise that had his defense team doesn't yet have

security clearances and jack smith's team fought back saying, that his d.c.-based lawyer hasn't even filled out the form in order to get security clearances. >> that's one of the things they've been contending with. but your lawyer can't get the security clearance if you don't know who the lawyer is. he does now have an attorney. one attorney in south florida who can help him get through these different hearings. you have to have someone who is licensed in this particular district that was the issue. but we know that the state of florida is full of defense attorneys. we know from talking to our sources that there were several people willing to help him and list d.c.-based attorney get through these proceedings but it took a month. all part of the strategy. but there is someone here calling balls and strikes and that's the judge. let's see what she says about friday's hearing. this will be a preview of how she handles the rest of the most high profile case in the country. >> it shows every incremental step in this case will be fought tooth and nail.

health officials in new mexico are urging people who have gotten what is known as a vampire facial to now get tested for hiv. after a case of the virus was linked to that procedure. the case in question concerns the vip spa in albuquerque, new mexico, it was actually shut down in 2018. its owner pleaded guilty last year to five felony counts of practicing medicine without a license. cnn health reporter jacqueline howard joins us now with more. jacquelyn, i mean, how would one get hiv from this procedure and are they convinced that it was just one case or are there possibilities of more? >> well, jim, we know that there have been a cluster of cases tied to this vip spa in albuquerque, new mexico, and if safety protocols are followed and a licensed medical professional is performing the procedure then we really shouldn't see these kinds of cases happening, but what the vampire facial is, i will break it down into three steps, it involves, number one, having
