world leaders meeting for key talks and big decisions. president biden attending a jam packed nato summit, but some potential risks are already rising with allies. a major focus, ukraine's push to join the alliance with president biden making his position very clear. >> and this just in to cnn. the pentagon says it is engaging with the senator who is now blocking military promotions. how does that impact the nation's national security? we are following these major developing stories and many more, all coming in right here to cnn news central. right now president biden is in europe on a mission to keep nato's unified front in tact. a short time ago he landed in

lithuania, ahead of a pivotal nato summit there. divisions have emerged within the group about whether to expand the alliance and which countries to let in. ea earlier today biden was in the united kingdom, part ceremonial, p part diplomatic visit. we're going to max foster. >> there are some divisions in the alliance, frankly on the way america is handling ukraine, currently. britain wants to bring ukraine quickly into nato and it's clear president biden isn't so sure about that. the big division is on these cluster bombs that america is sending to ukraine. many allies in europe do not see that as a possibility, they do not agree with that because those munitions are illegal in these countries. there's a bit of division there

going into that nato meeting. we then saw president biden coming here to windsor to have a ceremony, frankly, with king charles. it's interesting to see them together. they work very well together and they had tea together. there's an inspection of the guard here. a moment to really celebrate the long-term alliance between the u.k. and the u.s., which remains strong. we call it a special relationship here. we like to think that america sees it as the same but american presidents generally enjoy these visits. normally they're completely confidential once they go into the castle. what was slightly different was king charles learned what they would discuss, they went to meet central bankers in the u.k. and discussed the idea to get more investment money into clean energy prospects. i spoke to john kerry afterwards and he said it was a very positive meeting. in the past with queen elizabeth, we never got any sense about it at all.

a bit of a taste about how king charles is treating his monarchy as well. >> max, as always the case with the royals, protocol is so important and there was a bit of a protocol issue here with president biden. what happened? >> reporter: well, some of the traditionalists didn't notice how president biden put his hand on the king's back and people were talking about breaks in protocol. i spoke to a royal source saying absolutely no break in protocol, this sort of warmth is really encouraged and enjoyed, frankly, by the king. a few years ago michelle obama put her hand on the queen's back and that was seen as a shock. i think it's interesting that king charles is being a bit more informal than he used to be and he welcomed that. i'm told it wasn't actually an issue at all but a lot of the commentators did pick up on it. >> a notable shift. max factor in england. let's go to natasha bertrand.

natasha, nato has serious business to take care of as biden aims to make sure that he bridges the gaps in these disagreements among the allies. >> yeah, boris. a number of major issues at stake here over the next couple days, including, of course, as max alluded to that key question of ukraine's membership in nato and whether and when they are going to actually become full-fledged members of that alliance. this is something that ukraine has been pushing for for the better part of a decade frankly, since 2008, when it was enshrined in their constitution that they would one day join nato and nato told ukraine they would one day have a place there. this is now ukraine's moment. they are coming here, ukrainian officials, and they're saying they want a clear timetable and clear path toward nato membership. we assad -- saw president biden

is reluctant. if they were to join nato when a cease-fire or peace were reached, the question lingering is will they always be at war with russia and will nato have to come to their aid. that's one of the big topics that's going to be weighed here over the next couple days. security assurances to ukraine short of that nato membership, what can the alliance actually do to help them in the shorter term, protect them against russia, practical things like weapons and munitions and all of this weighing heavily as they try to come to an agreement. jim? >> he led the most serious threat to vladimir putin's reign and yet he managed to get three hours of face time.

after that failed attack by wagner, putin sat down with him. quite a revelation that this meeting took place. what is behind this? was this a show of power? is that our best interpretation of this by putin or to some degree a weakness or deference to prigozhin? >> yeah, it's very difficult to tell, jim, but it certainly is something that we can only say is a little bit puzzling to hear that yevgeny prigozhin was actually inside the kremlin a couple days after. what could be behind it is the wagner fighters, that they're so important to russia's war efforts that vladimir putin thought it was very important to have them back on the battlefield somehow but it really is very difficult to tell. it's hard to overstate just how bizarre all this is because just

as that mutiny was unfolding and as yevgeny prigozhin said his troops were not going to go to moscow, vladimir putin had a video message where he called prigozhin a traitor and said he would be ousted to belarus and now he had a meeting only five days later in the kremlin. some of the things we learned from the kremlin spokesman that really indicate just what a big turn and this was for vladimir putin, where on the one hand now he was saying that there was 35 commanders there, unclear whether they were all from wagner or possibly from other groups but there's one sort of sentence we picked up on where apparently vladimir putin spoke about the mutiny itself and also spoke about possible further employment and further deployment of those involved. that could indicate there might be a return to the battlefield for wagner. it's unclear what role, if any,

they would play. >> does putin need them to some degree. everyone is trying to interpret this from the outside. what is the best assessment right now of where prigozhin is and what his position is? is he under threat? will he go to belarus? do we know? >> first of all, it seems almost everyone is under threat who crosses vladimir putin and putin said something like this was a betrayal. i think you're right to point out this could be a question of dependencies. one of the things we've been looking at a lot over the past couple of months that we've been watching the war in ukraine unfold is that when wagner forces were in bakhmut, it was bloody, they were losing a lot of people and the russian military has been going in the

other direction. that could be one of the issues, where yevgeny prigozhin is, it's hard to say. last they said he was in st. petersburg in russia. im impossible to tell. >> fred pleitgen in berlin, thanks so much. right now over 10 million people are on flood watches in the northeast. there's warning of life threatening flash floods and even landslides, officials recording more than 7 1/2 inches of rain in just since hours. some trapped drivers had to jump out of their cars and swim out as floodwaters overtook the roadway. let's bring in meteorologist chat meyers. how much longer are we going to see the system moving across the northeast? >> probably another 24 hours, boris, but thing are tapering

off right now, especially for vermont, new york, pennsylvania, the places that had the rainfall yesterday. there's still going to be heavy rainfall overnight tonight for some spots. that's what they were dealing with in ontario county there. we industrial a high risk, level 4 of 4 of heavy enough rainfall to cause more flash flooding, especially in vermont. you see it spreads all the way into parts of upstate new york and as far east as maine as well. flooding is already ongoing, there are rivers and lakes, streams, well out of their banks. it is still raining in places. some of these places are seeing an inch of rain per hour, on top of land that can't absorb any rainfall at all. that's the numbers you were talking about, how rare this type of event is. months worth of rainfall in just six or ten hours in some spots across the northeast on your sunday. still raining right now but there you see later on tonight,

pick up dad from airport? ohhhhhh. only pay for what you need. ♪ liberty. liberty. liberty. liberty. ♪ . we do have several big developments in two high-profile cases by the justice department. we're going to begin with the investigation of president biden's n hunter, the u.s. attorney overseeing at that probe. david weiss has just refuted some of the damaging claims from an irs investigator named gary schapply. that u.s. attorney was appointed by donald trump. >> schapply is ledging there was political interferes and that the case was deliberately slow chalked. evan, this push back against gary schapley is coming directly

from david weis and he's refuting the claims. >> these are reasons the republicans are saying to impeach the sitting attorney general merrick garland. they say that he lied. so what this letter from david weis, who is the u.s. attorney in wilmington, delaware, he's been overseeing this investigation for several years. he says he has not been denied the authority to bring any charges anywhere he wants to. he also says significantly i have not requested special counsel designation under the justice department's regulations. he says i have had discussions with the department regarding another appointment, which is a special tattorney designation, which basically allow him to bring charges in any district that he wants.

the other thing he says is he can't answer any questions on this other matters that the republicans have been focused on, which is a letter or a document from the fbi that seems to indicate there is a claim by someone that there was some allegation of bribery involving president biden. and he says he can't discuss it because that's part of an ongoing investigation. so that's something that he will not talk about. at least when it comes to these allegations, again, the central part of what republicans have been pushing, he's saying it's just not true. >> so the republican claim was based on two things. one, political interference that game him, in effect, a sweetheart deal and, two, there were other interference ear and th here and there's more in effect than what the attorney said. what remains for a further

investigation here. >> republicans are going to want david weis to come in and do some testimony before the house committees that have been doing this investigation. and one of the things that they're going to want to do is they're going to want to explain or at least have him try to explain why there was this big conflagration in october, last october, at which these irs investigators say that they came to this perception. now, if you talk to schapley's attorneys and the lawyers representing the whistleblowers, they say weis has changed his tunes. that's something republicans for sure are going to want to explore. >> let's turn now to the donald trump classified documents case because his personal aide and co-defendant made a filing today arguing there should be a delay in the trial and jack smith fought back. >> yeah, this is about scheduling this week but it's actually about something much more. it's about how much can the

trump side of things, and his co-defendant argue to delay either now or delay the trial. there isn't a firm date yet on the trial. an initial hearing, the first time they would go before judge eileen cannon in florida, that would be a big moment in and of itself and it's also where they kick off discussing the classified issues around this case. and walt nada said we can't do it, we need more time, it took a while to get an attorney for him, i'm on trial, we need to delay this. the justice department said there's no reason there should be a delay right now. and it's in the public interest to have things move forward expeditiously here. we're also waiting today for some sort of indication of when trump and walt nada want to have that trial date to be set. the justice department is staking out december right now

of this year. we're waiting to see today. they have a deadline. they got to pick a date at some point. >> there's a presidential election cycling under way. in some case this play out the clock kind of strategy is something we've seen in multiple investigations. >> and it adds up. you start early and delay the early things and then the later things, like the trial, end up being later on. >> are they concerned there is a part of a larger attempt to push this out until, well, maybe someone else is president. >> you are seeing a push here. the justice department said very quickly we want to have a speedy trial, we want to do this fast. they have made their position quite clear in a case that a lot of people would say is pretty come complex and pretty unprecedented. but there is going to be this ongoing theme where trump nada say we need more time, we need

the popular energy drink prime is getting a jolt of its own. senator chuck schumer is calling on the fda to investigate how much caffeine it contains. he says that prime targets children, despite a warning on the can cautioning use by anyone under 18. a lot of parents may never have heard of it but their kids have because prime is engaged in

today the pentagon says it is continuing to engage with senator tommy tuberville as the alabama republican continues to hold firm on his pledge to block all military promotions for high-ranking officers. since february, he has blocked hundreds of promotions, this over his objection to a pentagon abortion policy. this comes as the joint chiefs finds itself without a congressionally confirmed marine

commandante for the first time for well over a century in this country. he retired this morning and left behind an interim replacement for now. >> our reporter has just spoken to the commander. any movement? >> no, no movement. they urged him to back off his position. he wants the pentagon to drop its policy about abortion, about reimbursement to travel for abortion services. he said that policy needs to go or be a vote on the senate floor, something they will not give him. when i asked him about the fact that this will be the first time in more than 160 years that the

marine corps will be without a confirmed head of the service, he made clear that will not change his mind. >> no, not going to change my approach. it is what it is. i met with general smith right before he left, a great guy. he'll do a really good job. he's a deputy. so he's assumed the duties already. it's not void of a position, it's just a name. we're voting on people this week that oversee 20 people. one person. why don't we vote on these people one at a time? we can do that. >> so he was referring to the acting head who will potentially have to perform more than one job at a time as no confirmed head of the marine corps has been approved by the senate. he said he was not concerned about that prospect, of having to do two at a time. he said that general smith had indicated that the job would get

done. so making clear that there's no movement. he is also at the moment meeting with the joint chiefs of staff nominee, general c.q. brown, who also could be held up for some time. but tuberville believes that brown will be confirmed as he makes clear that he's not changing his approach. >> meanwhile hundreds of others waiting for promotions as well in key positions let's go back to the press secretary. first if i could ask you to respond to senator tuberville's claim that there has been no outreach from the press secretary on these appointments. is that true? >> well, thanks, jim, for having me today. i really appreciate the opportunity to be here. the secretary was made very clear when he first spoke to us back in march that we were not changing the policy on

reproductive health but we have engaged with the senator and with his staff. we spoke today with his staff about an issue regarding general brown being on the hill today. so we do continue to engage with his staff but, again, this is really in the hands of senator tuppe tuberville. what's concerning is he does not understand what the impact these holds have. jeff smith reassured the senator that the work of the military of course will still get done. yes, it will but general smith is now stepping into a role where he's occupying two positions at the same time, a dual-headed role at a time when russia is our acute threat and we have the growing threat of china just under way. so i think it's very important and very concerning that the senator does not impact -- does not understand the impact. >> austin's position is not

changing, the administration's position not changing on the abortion issue. tubbe tuberville said he's not budging. the president said repeatedly he can work with republicans to get things done. why isn't this getting done here? those appointments are still going nowhere. >> well, we can certainly work with republicans. in fact, senator tuberville has heard from republicans within his own party criticizing his decision. and we're certainly in touch with those republicans and democrats across the aisle. again, this was not a policy change. the secretary was very clear about what the policy was and what the department is doing to allow equity across our service members serving all across our country. it is really in the hands of senator tuberville and what senate republicans want to do to pressure him -- i would emphasize these are not political nominees. these are generals and flag officers that have close to 40

years of experience serving under different administrations. this is not a political fight that i think senator tuberville thinks that it is. >> another topic here. we just have the news that turkey has now agreed to back sweden's nato bid. it was a year ago at the nato summit in madrid that there was agreement then but since then turkey has been throwing up roadblocks there and earlier today there was some question as to whether turkey would come through. can you let us know exactly how this came to be, what agreements were made? was anything offered in return? >> well, thanks for the question. unfortunately i'm just hearing the news as you're reading it out to me so i'm not exactly sure if any arrangements or agreements had been made but we've been confident that sweden would be the 32nd country admitted to nato. so if there is a clear path and turkey has lifted its opposition to sweden joining nato, we certainly welcome that news. i just would mention that on

the -- as we're starting the nato summit, nato is even stronger and more united than it has been, even bigger than before with 31 countries and now hopefully with the 32nd as well. >> i want to ask you about the administration's decision to go ahead and send cluster munitions to ukraine. this is a weapon banned by more than a hundred countries around the world. the u.s. has not signed on to that convention. you're aware how these have been used in this context, how indiscriminately they've been used by russia and how history has shown they carry deadly impact many years and often many impacts after war. why are these weapons necessary now? are you concerned about the loss to some degree of the moral high ground for ukrainian forces here or the diminution for ukrainian forces to use such a weapon? >> you heard just on your own

network the president sat down and said that this was a very hard decision to make but it's ultimately the right decision to make. we know we have to bridge our 155 rounds here and increase production here in the united states to continue ukraine in the fight, but artillery is one of their biggest priority needs on the battlefield. and the expenditure of artillery on the battlefield is quite high. so these cluster munitions, we are sending one with a rate of lower that 2.35%. we're confident ukraine will use these responsibly on the battlefield and they've given us their assurance of that. but this was a hard decision that his national security team recommended to him ultimately and it's going to keep ukraine not only in the fight but going to keep them pushing forward and advancing in their counteroffensive. >> thank you so much for joining us from the white house today -- the pentagon, i should say. >> i do want to bring in nic

right now a manhunt in pennsylvania for a prison escapee is intensifying after system say they found small stock piles they believe are linked to him. officials describe michael burrham as a dangerous self-taught survivalist and say he broke out of prison thursday

by using tied up bed sheets to repel from the roof. where are authorities looking for him? >> reporter: it is an intensive effort happening in pennsylvania looking for 31-year-old michael burrham. he was behind for bars for possible kidnapping and burglary. he hoisted himself up on exercise equipment and descending from the roof with a tied-up bed sheet. that area of pennsylvania is very thick with brush. they have been searching those areas which are very popular for camp sites and they did find some areas that they do think possibly relating to burrham being there. as you said, he is known to are a self-taught survivalist, he has been in the military so he has a little bit of expertise behind him and authorities have
