a major show of unity. president biden and nato leaders agree to welcome sweden into the alliance. they've been trying for a year. for now they give ukraine no time line to join. the country's path could have, though, been a bit easier. and in vermont, catastrophic flooding has trapped people inside their home and vehicles. and historic flooding is reaching dangerous levels at the state capitol. welcome to cnn news central. we begin with the historic criminal investigations of a former american president and the unprecedented prospect of even more criminal charges against donald trump. just a short time ago, a grand

jury in fulton county, georgia, was officially selected. they'll be looking at efforts made to interfere with the 2020 election in the peach state. >> and it's expected that ultimately, the panel will weigh whether donald trump should be indicted. this is happening after trump's lawyers submitted a request to delay his trial in the federal case against him. the 37 counts alleged that he mishandled classified documents. >> the district judge, eileen cannon, set an august 14th start date for the trial. jack smith was aiming for a december date. trump lawyers say they want it much, much later than that. with us to go through that, the cnn political director, and also former federal prosecutor. sarah, first to you. the georgia grand jury. it has been picked. how far along in the process does that put us in a decision to an indictment? >> not too long. these are regular grand jury that's sit in fulton county, georgia, that will hear over the

next few weeks, murder cases, armed robbery cases, and at some point the district attorney will say, okay, today you're about to hear a different kind of case. and then they will present this trump case. and we know that there was a special grand jury before this that collected all kinds of evidence. they talked to everyone from former trump attorneys to white house aides to officials in georgia. they've scrutinized people like donald trump but also rudy giuliani, mark meadows, sydney powell. we know they're looking at a complicated case. racketeering charges, conspiracy charges. she's made pretty clear in the letter she sent to other officials in georgia that her announcement will not be in august. so these grand jurors will have some other cases to hear for a while before then. >> and we don't know what the grand jury will decide but trump's lawyers are looking at the calendar because we're going to see caucuses starting at the beginning of next year. he may have a hard time with the

former president if he's also campaigning. >> usually a campaign scheduler hats a hard enough time clearing out blocks of time for the candidate to be in front of donors. there's an extra complication. it is not just this case. it is case upon case upon case that have all of these court dates that need to be scheduled. guys, just sitting here think anding about it. when you talk about georgia, a grand jury may indict him. again. another grand jury. and again. because that has happened. this is obviously unprecedented from a political perspective. but what we are seeing is clearly that the trump campaign and trump himself sees this as intertwined. he sees his campaign and candidacy as reason for his delayed facing of any kind of consequences from these legal problems. >> and how do they all interact? all of these cases. what do you think it means for the federal investigation into election interference when

you're talking about the state case. do federal prosecutors consider what is happening at the state level? >> they have to. at least for scheduling purposes. it is always a challenge when a defendant is facing criminal cases in multiple jurisdictions at once. it happened to r. kelly in recent times where he faced criminal charges in a number of states and federal. similarly, with michael avenatti. there are plenty of examples out there. it will make scheduling more complicated and i think it will create more delay. >> sarah, federal prosecution of trump on the classified documents. that first court hearing has been set. we've got something of a sense of schedule but the trump team is seeking a very long delay. how long is that delay? >> they are not even suggesting a trial date. they do point out in a motion they filed to the court last night, they don't really believe donald trump and walt nauta

could get a fair trial. how will we fit this into our schedule? they do point out that there are indictments elsewhere they have to deal with. that there are other cases they have to juggle. then they just point out the volume of evidence they have to go through. you would expect a defendant with a complicated case to ask for more time. but with trump, you have much more constitutional questions if you kick this case down the road and he is potentially reelected president. >> and i find it so fascinating from a political perspective, that with the exception of chris christie, none of the other republicans running for president are attacking donald trump over his legal issues. are they just waiting as he sits atop the polls for this to derail his campaign? >> well, they're hoping not to offend his supporters. because they need them if they are going to be successful at toppling him politically. that's why a lot of them made the calculation not to go after him. chris christie has made it his

reason for being in this campaign. asa hutchinson has done a bit of this as well. the calculation is about his supporters, more than it is about donald trump. i just, when somebody is so far ahead in the polls as he is right now in this race, it seems an impossible task, six months out from the caucuses, that you can be successful without driving right through it. >> is there any evidence that folks have staked out, christie the most critical claim, the former president, asa hutchinson, a middle ground there, that they've built any sort of following? >> whatever following they have is quite small right now. so i think we've seen chris christie hovering in mid single digits. low single digits. is that a following? it might get him on a debate stage. if donald trump is there it might allow him to make his case in front of a lot of republican voters. i don't know if would you call that a ground swell of support. >> do you think that trump is

granted a delay? let's say that he is, what does that mean if he wins re-election and then is supposed to be facing trial? >> wow! these are big questions. you saved some tough ones for me. the first question, i do think that ultimately, the defense will be able to successfully delay this case until after the election. i think they tried to do it in a ham-handed way. they kind of threw everything out there at the start. usually the way the defense attorneys get delays is they use all the tools in their tool box. they have requests for additional discovery and there are more motions and all this conflicts with another case in their schedule. maybe in georgia or manhattan. and they can delay a little by little. here they kind of threw out from the very beginning that they want to delay this. i think they were doing this to put a marker down because the

prosecution is really trying to do this quickly. if they are able to successfully do what i think they will be able to do. in other words, push this past the election. what does this mean for our democracy? our constitutional system of government? it is completely unprecedented and it is very fair to say that the people who wrote our constitution many, many years ago did not contemplate a situation where the president of the united states, for example, is currently facing criminal indictment and could order the attorney general of the united states to dismiss the charges, or a situation where, for example, he is ultimately convicted and then one other branch of government, the judiciary, is trying to get the executive branch to enforce a punishment against that of the executive branch. totally unprecedented. >> constitutional tests. we're already in it and you just laid out some far more significant ones. >> could you talk to us about

the unique position that judge eileen cannon is in? there is someone appointed by donald trump and she's received criticism for her decision over assigning a special master in the classified documents probe. something ultimately overturned by an appeals court. even with something as minor as scheduling a court date. she's under an intense amount of scrutiny. >> 100%. this would be a challenge for any judge, even if let's say, trump wasn't running for president again. it is a very high-profile case. you know it will be heavy scrutinized. it is a complicated case. hundreds of thousands of documents. it involves national security issues. this would be a challenge for any judge to manage and any judge to schedule. of course, you have two defendants here. and ultimately, what a judge wants to do is avoid an appeal. so usually they're bending over backwards to try to make sure the rights of the accused, in this case, donald trump and walt

nauta, that they are respected. here in this case for the first time ever, we have this counter valg concern about an election. about what this could mean for our democracy. avoiding a constitutional crisis. that is not something a judge has ever considered in the past. and it is not the sort of thing a judge would typically consider. i think for any judge, that would be a challenge to consider for eileen gannon who is a pretty new judge, pretty green when it comes to a case of this type. i think it is an awfully difficult position for her to be in. >> this is tough all around. maybe the fundraising is great for trump but i think it is weighing on him as well. and we're seeing that out there. >> i think he was most honest ahead of the last indictment when he said he doesn't want to be indicted and nobody likes to be indicted. it may be great for fundraising but not so great for the rest. >> it would be crazy for someone

some point be a full-fledged member. president zelenskyy, he wants his still war-torn country to be admitted now and he's not mincing words. he's making the case in person at the summit. tomorrow he will sit down face to face with biden. natasha is there. this could not have been a surprise to ukraine. i'm sure nato leaders have been preparing for some time that they were not going to deliver membership at the summit here. how are they balancing this dual message here? not now but someday. >> reporter: yeah, it's a very tight line that they're walking here. what they've told zelenskyy through this communique that they released today, is that ukraine will be a member of nato but only when certain conditions are met and only when the full alliance agrees that the time is right. one hurdle they did draw for ukraine was that membership plan, an extra step that ukraine would have had to go through before formally joining the nato

alliance. now they say they don't have to complete that process because they have already proven that they have done certain political, economic reform, legal reforms necessary to join nato. but the question still remains. especially for zelenskyy of a clear time line. when ukraine will be able to join nato. and the question, of course, remains. if nato is only allowing ukraine to join after the war with russia ends, does that then incentivize vladimir putin to continue the war in ukraine? this is something volodymyr zelenskyy has been emphasizing saying this shows weakness to president putin and if the nato alliance was serious about bringing ukraine in, they would have included stronger language in this communique saying that they have a time line and a clear picture of when ukraine is going to be able to join here. now, president zelenskyy did speak earlier today to a crowd of supporters here in vilnius

and he said they would be stronger with ukraine and the flag is extremely battered, it has bullet holes, but it is still standing. alluding to everyone underestimated ukraine. thought they would be overrun by the russians but they have proven. they to be a very capable military. >> one of the most if not the most capable military in europe at this stage. thank you so much. with sweden poised to become 32nd member of nato, president biden avoided what could have been a serious headache throughout the nato summit. a short time ago, i spoke with the swedish prime minister about ukraine's desperate push to follow in sweden's footsteps. in this cnn exclusive, he sheds some light on president biden's role in clearing the path for sweden to join. >> we have felt the very, very strong support and commitment from president biden all the time. and very explicitly illustrated

by the invitation to the white house last week. so we really feel strong support from major nato allies, including, of course, our neighboring countries. so the details between other countries i cannot really tell. we have had good negotiations between sweden and the nato system itself on fighting terrorism. that has been the main question for our discussions. >> the prime minister, you mentioned, seeking protection as one of the main goals in joining the alliance. we've repeatedly heard tough talk from the kremlin about sweden and finland joining nato. today, a spokesperson for the kremlin said there would be counter measures. do you read that as a threat? what is your level of concern?

>> well, we are quite used to those threats, the kind of threats. they have been repeated by the russians all the time against sweden and against finland. so that is nothing new. of course, we are concerned by disinformation, by other ways of trying to engage into swede yish politics, of course. but i think we are strong. people are almost immune against that kind of propaganda. so i think we will handle this as well. and not least since russia's invasion of ukraine, everybody in the world including russia, they know where we stand. they know that we are on ukraine's side in this war. that we help ukraine in different ways. so becoming a nato ally is a

natural step as well. >> what should nato's approach be to ending the war? do you believe the west needs to offer vladimir putin an off-ramp toward a cease fire? >> well, i don't have any other view than most other countries. we stand on ukraine's side. ukraine must win on their terms. the war must end and ukraine's future must lie in the hands of ukrainians. all of these are fundamental principles, but also is the reason we always repeat that ukraine is not only fighting the war for itself. it is also fighting the war for all other european and other democracies that want to decide the future by themselves. so i think this is an extremely important task. we will do what it takes to

continue our help to ukraine. >> on that note, winning on ukraine's terms, at least publicly, from president volodymyr zelenskyy has meant retaking crimea and military experts say that would require a level of investment that to this point has not been made. are you as part of nato now prepared to make those significant investments? does it worry you that it could lead to a further escalation with russia? >> well, very many nato countries are provided ukraine with different kinds of material weapons, including sweden, of course. and that was an historic decision in sweden to start doing so. we have done it in a pretty impressive way, if i may say myself. we continue to do that. so i think that is the right way of doing it. of course, the ukrainians, they

realize they need even more and they are very precise in what they wish, and i think we have done our share of that and we continue to do our share of that. obviously different countries, all countries have to make their own decisions on that. at the nato summit we feel a very strong support for ukraine for very natural reasons. >> so not long ago, jen stoltenberg said nato would invite ukraine to join the alliance when conditions are met. what are those conditions? >> well, i have to be honest. sweden, we are not yet a full member of nato so i will not go into, i won't, as a nonmember so far, i will not have any views on how nato as an organization should act in relation to

another country which is not a nato member. so i think that is reasonable and necessary principle for me right now. we support ukraine in very many ways and we do it together with other countries as well. but we don't have any views on how nato right now should act in relation to ukraine. >> well, there are significant concerns from the white house, for example, about domestic corruption within ukraine. and national security spokesperson john kirby told cnn this morning that ukraine would need to work on those issues in order to be part of the alliance that you will soon join. do you have concerns about corruption in ukraine? >> well, as i said, on the relation between nato and ukraine, sweden does not have any opinions of our own.

what i can say that since we had the same discussion on ukraine's accession to the european union. i've been following that extremely closely, being the swedish presidency, regarding that, there was set up some criteria for ukraine to make progress within, to be able to start negotiations. there will be a full report during fall this year on how these criterias are developing. and most countries in the european union are very impressed by the ability from the ukrainians to deliver results on these areas, in spite of an ongoing war. so basically, i do believe in ukraine but i will stick to not having any opinions on how nato should act in regard to ukraine. >> our thanks to the swedish

officials in vermont are warning that although the rain has stopped falling, the catastrophic flooding is creating very dangerous conditions across the state. the capital, montpelier, is under a strict travel restriction and that is because of the flooding throughout the downtown area that has completely submerged city streets and sidewalks. obviously, not safe to be there. three radio towers used to dispatch fire and ambulances in vermont's washington count have been compromised. vermont's swift water teams have now performed more than 100 rescues throughout the state and they are very busy. jack is the mayor of mont pelier which is under extreme flooding right now. thank you for taking the time to speak with us. we're very sorry about what your city is going through and we're looking for an update from you. we heard a few hours ago that police said the dam there in montpelier, the wrightsville dam, which we have a photo of here, was only about a foot from overflowing which would have risked even more flooding.

can you tell us where things stand right now with that dam? >> yes, thank you for your kind words. we appreciate the support and attention. we have been paying attention to the dam overnight, and into today, and for the last three hours, we've been right at the same level, just about a foot below the overflow status. we take that to be a good sign. it indicates that it is not getting any worse. and in a day like today, not getting any worse is something that i'll take. >> totally understand that. can you speak more broadly about what your city is dealing with right now with the biggest needs are and the biggest challenges are that you're facing? >> oh, sure. i was just downtown a few minutes ago. and even though we are hearing

that there is some reduction in the water levels, the streets are full. they are full from curb to curb and to the buildings on both sides. people, the buildings have taken on water and i think the businesses and residents in those buildings are going to be facing challenges of damage to the building and also damage to the personal property in those buildings. i think we're likely to see people displaced who are going to need to have work done before they can return. all the businesses are going to need a lot of work before they can get up and running. in fact, i know from previoused in events that where buildings, basins have been filled with water, the systems will need to be inspected and determined to

be safe before the space can be energized and people can go back to working in those buildings. it will be a lot of work. >> we're seeing the pictures. water up to parking meters. the beautiful historic buildings partially under water. the water is moving very quickly. at this point in time, last word was that there were no injuries or deaths in your state which is pretty amazing. is that still the case hopefully? >> that's what i know, too. i have not heard of any injuries or deaths, which is very good. i think most people are leading our emergency health order to stay out of downtown, to stay where you're safe and dry. there are a few people, sightseers downtown. i understand the impetus to go out and see what's going on. as you observed, it is not just water sitting in the roads.

it is a rapidly flowing river through the streets of montpelier and it is dangerous for people to be out. >> no doubt. very good warnings that you are giving there. we'll keep an eye on it and thank you for your time. thank you. >> thank you very much. >> jim? >> streets becoming rivers across the state. another story we're following, the football program at north western university has been upended after the firing of long-time head coach pat fitzgerald. the school announced his termination on monday following a hazing investigation of the team. allegations of forced participation in degrading sexualized acts and nudity. here with more, omar, looking at this case, he says he didn't know anything about claims of hazing and does not appear to be clear evidence he did. can you explain the university's case for termination here? >> yeah. so they're basically saying that while you may not have known

about it, you had the opportunity to. and i should say that i'm a former student athlete at northwestern. i played basketball. this year is about football and some of the basics of what this case is about as far as hazing goes. 11 former or current players talked about how hazing had been ongoing within the program. specifically, hazing that included forced participation, nudity and sexualized acts of a degrading nature. some student athletes believed it was fun and games. others looked at it as posing significant harm. and the investigation, the results of which were presented, or summarized by northwestern, said this was widely known within the program but made the key distinction that there was no credible evidence that head coach pat fitzgerald knew about this. that said, as part of the investigation, it was widespread and clearly not a secret within the program providing coach fitzgerald with the opportunity

to learn what was happening. that's the key point. either way, the culture of northwestern football. we're hearing now from head coach pat fitzgerald who has said in response in part, i had no knowledge whatsoever of any form of hazing within the northwestern football program. last friday, northwestern and i came to a mutual agreement. therefore i was surprised when i learned that the president of our northwestern unilaterally revoked our agreement without any prior notification and subsequently terminated my employment. he's talking about how he was initially suspended for two weeks. details became more public and of course, things progressed here. i should say, he's hired legal representation to help navigate his next steps. >> probably not the last we hear about it. thank you. scientists say that extreme heat has pushed ocean temperatures so high that it is now threatening coral reef ecosystems in south florida. details on that straight ahead.

million in damages. the representative for pitt disputes the details of that court filing. jolie filed for divorce from pitt in 2016. she sold that investment company in 2021. boris? federal regulators are ordering bank of america to pay up. they say the bank charged illegal jurng fees to consumers and opened fake accounts. the consumer financial protection bureau has ordered bank of america to pay more than $100 million to customers. another 90 million in penalties. on top of that, the bank has to pay an additional $60 million in matt egan joins us live. what does this mean for bank of america and its customers? >> well, these are alarming allegations against one of america's largest banks and they are eerily similar to the wells fargo scandal of years ago. here's what regulators are alleging bank of america did. first, that they had this double

dipping fee scheme. when customers tried to buy something, if they didn't have enough money in their account, they were slapped with a 35 fee. not once, multiple time for the same transaction. that's a big no-no. regulators say bank of america was withholding credit card rewards. think about bonus points and cash rewards. withholding tens of thousands of credit card customers and this is reminiscent of wells fargo, regulators say employees opened up fake accounts in an effort to hit sales goals that have since been disbanded. we've reached out to bank of america and the company told vo reduced fees. that caused the fee revenue to plunge by more than 90%. i'm sure a lot of people are wondering, what should i do? if you are a smers of bank of america, customers don't need to do anything. bank of america is being

required to refund people hit by bogus fees and they are being required to reach out to customers who may have been hurt by fake accounts. what about customers of other bank there could be other action there. a statement, they said, quote, these practices are illegal and undermine customer trust. they will be putting an end to these practices across the banking system. i think the lesson here for customers of all banks is, check your statements. make sure there's no shady fees there. if there are, speak up. not just to the bank but to regulators like the cfpb. >> such an important piece of advice. other banks have been in trouble for similar things in the past. thank you so much for the report. for the second straight month, americans said this bud is not for them. bud light's loss of the title of the top selling beer persisting.
