pay raises for the military and future investments about the military infrastructure and so much more all on the line as lawmakers are sparring over the massive defense bill today and a bill that was bipartisan until the far right lawmakers got their way last night, and the culture wars now threatening the must-pass bill. >> hollywood is going dark, and unprecedented strike shutting down productions and the actors are joining the writers on the picket line which has not happened in more than 60 years. i'm sara sidner with kate bolduan, and this is cnn "news central." we begin with what is happening in russia with a new interview with the russian newspaper, and russian president vladimir putin is looking to divide the top wagner fighters from the leader yevgeny

prigoshin, and he said that the paramilitary group simply does not exist. the russian president was referring to the legality of the mercenary group as he described the meeting with the wagner fighters and the boss, and the krim kremlin says that happened five days after prigozhin led a fafail ed coup with the military. so, alex, what are you learning about this conversation that putin says that he had, and the fact that they do not exist legally, anyway. >> well, sara, putin does appear to be weaken prigozhin here, and he is dabbling in a little bit of the legalese, and what he is saying is here is two things. on the legal front, mercenary groups are illegal, and when it comes to wagner, they do not exist. but the troops are in eastern ukraine, but not operational and

major questions remain, sara, to what extent wagner is going to operate in africa and middle east, and what is the fate of the leader yevgeny prigoshin is in the balance, but putin gave a fascinating interview to the newspaper kommersant, and he said that we do not have a law for the proprietary organizations, because it does not exist, and there is no much legal entity and then he says it is not an easy question. he detailed the extraordinary meeting that happened five days after the wagner mutiny on june 24th. he says at the kremlin, putin met with 25 commanders from wagner including yevgeny prigozhin, and he said, you can keep fighting, and fighting under the commander that you is had if you want to, and apparently according to putin, the men at the kremlin were nodding along and prigozhin piped up and he said, no, the guys do not agree with this

decision. so apparent division, and real division on display between putin and prigozhin, and putin did not detail what happened after that, but it is apparent, sara, he is trying to marginalize and sideline prigozhin and at the same time keep the door open for the very capable wagner fighters to join the russian military and keep fighting. sara. >> one thing is that ukraine is happy to see the infighting between the russian military and the wagner group. thank you so much, alex marquardt, for your reporting. kate? over on capitol hill, the cultural wars have erupted once again, and what was a bipartisan must-pass defense bill has now become a mess of a political fight overnight. hardline republicans pushing a series of controversial changes that now threaten to sink the whole thing. the bill is known as the

national defense authorization act, and it is going to set the agenda for the department of defense. put simply, they have the pass this bill and they do it every year, and it is usually passing with wide bipartisan support, but the input of transmeasures and other issues are blocking it. what is happening there, manu? >> yes, it is being pushed to the right, and they are confident that they have the vote to pass it even as the democratic lawmakers are expected to vote no, but the changes that included nixing the pentagon's policy to provide reimbursement for the military service members or their family that travel out of state for

abortion is trampled, and e transgendered spending is elimated and also other parts of the series of amendments, and as a result the democrats who said they plan to support what is traditionally a bipartisan measure have said they will vote against it. >> i'm not going to support a bill that directly attacks the men and women who have sworn an oath to give their life to the country. >> it is now an extreme radical defense authorization bill. >> i am still pissed off and frustrate and if we want to come together to show that we care ant wo about women, we have stop being assholes to women and start to do things for women. >> and that last comment is from

representative nancy mayze. she voted for that bill, and she said it is to be out of bounds to vote for elective procedures and the fact that the amendment is added is why we expect a large number of the democrats to vote against it including democratic leadership, and even if the bill passes house which we expect to happen later this morning, it is this version that is unlikely to reach the president's desk given the democratic-led senate and the white house's opposition to many of the provisions there, but it is going to set up a huge clash in the coming year over the key national security priorities and a real indication of how kevin mccarthy, the speaker of the house, runs house and the conference and caters to the whims of the right, but trying to keep his conference in line. kate? >> all right. manu, stick close, because a number of moving parts that are happening in the show, and in the next hour where we could be seeing. what you are look at here is a live camera outside of the house

speaker kevin mccarthy's office next to the box you in, manu, and -- thank you very much, manu, and before that, we are looking at a live look at the house floor. we saw adam smith, the top democratic on the house services committee, and he is one of the coauthors of the bill that left the committee with bipartisan support, and i heard the chairman of the committee complimenting the work they had done together, the republican and democrat to get this massive bill together. and the first time for 60 years over and over again, but what you said is the most important thing is that it left the committee with full bipartisan support, and now a surprise overnight. and we will have to see what happens. and now, the house republican members against adding controversial amendments to the spending bill. let's listen. >> the challenge that we face as a republican house is that we are dealing with an executive branch, administration that

truly does not understand or does not agree with what should be the ultimate purpose of the military. i would say the sole purpose of the military. the purpose of the military is to be the most effective, lethal fighting and killing machine, so that no one wants to challenge us on the planet. that is the case before this administration, and the attacked and the social experiment that the biden administration made our military. >> and now, joining us is democratic member john garamendi, and thank you for joining us. after this surprise of the right wing part of the republican party came with last night. it leaves a committee as a bipartisan bill, and it is now going to have a number of amendments, and do you in any way support defense bill as it stands right now? >> absolutely. i do not support it at all. the republicans, the extreme

maga extreme republicans have forced into the bill to hijacking the national security bill to put in place some extraordinarily bad policies that are going to make it very, very difficult for the american military to operate. the gentleman on before me, the american military has to be the best, but in order to be the best, you have to be able to recruit. and 50% of the american population between 18 and 30, and that is the prime age for new recruits, they are minorities. the military has to understand diversity. they have to understand equity. we need women in the military. the prohibition on getting an abortion, and say somebody, a naval officer is raped on a ship, cannot get an abortion. this is just outrageous, and it is going to harm the military, and we have to get rid of the extremist policies and go back to the basic, and the basics is

to recruit into our military half of the population which is also another half which is women, and to recruit and put into the military, but the rest of the program, hey, these people have tried to eliminate funding for ukraine. and there are numerous amendments, and fortunately defeated, but the same group that is forcing in the social policies into the bill also tried to remove funding for ukraine. it is outrageous -- >> congressman, that is marjorie taylor greene who said she wanted to remove the $300 million and that did not go through, and are there any amendments that you could live with if you had to go forward, and any amendments that you could say, well, ki vote on it now with one or two of the amendments? >> the answer to that is yes. this bill passed out of the committee and when we marked up this bill two weeks ago, it passed out with a unanimous

58-1, and not unanimous, by 58-1 vote, and democrats and republicans voting for it. some of the provisions were in the bill, but they were dealing with the overarching diversity and women, and then hijacked here on the floor of the house in the last two days by the radical maga republicans forced into this bill extreme policies on social issues from women's rights, health care issues all of the way to diversity, and how we deal, and recruit into this, and deal with the minorities in america. >> so, i just want to be clear -- >> we have to recognize what has happened here. >> and congressman, are you saying that the transgender rights policy, and getting rid of the diversity policies, and if those amendments do not come out, you will support this bill, but otherwise, you would? >> i am an absolute no on the bill, because of the amendments

that the maga extremists have put on the bill on the floor of the house. go back to what is sensible, and go back to that and strip out all of this garbage and yes, i would vote for that and i did and i would again. >> we have sources saying that there are a few democrats and a handful of democrats who may vote on this final version the way it is now, and what is the concern of this and are the democrats united against this bill or do you see some breaking off? >> well, we always expect the democrats of a few, and maybe more than that to vote for any particular piece of legislation. we don't handcuff the team. we allow them to do what is necessary. on the other hand, the republicans who vote for this are going to be held accountable in the elections ahead, and it is clearly a problem for the

women across the nation, and clearly a problem for the minorities which are 50% of the men and women that we need to recruit into the military. the republicans will be held accountable in the election, and they are voting for or against the policies that eliminate rights for women, and voting for policies that harm minorities of all kinds in this nation. so, in the next election, you can bet that the republicans will be held to account. but this is affecting right now, and the policies going forward, what is your concern about the military? >> if this bill passes, it is going to be extremely difficult to recruit the american population. keep in mind that 50% of the men and women between the ages of 18 and 30, and this is the prime recruiting ages, they are minorities.

these pieces of legislation ignore that fact. the reality is that they need to understand the racial issues and the history of slavery and that women need to have access to all kinds of reproductive rights and programs. the reality is that because of what the republicans put in the bill, that is not available, so we have a major recruiting problem they are putting on the military, and for those in the military, it is becoming even more problematic, and for example -- >> congressman, quickly, i want to interject, because this was asked by kate bolduan, if this bill passes with the amendments that you are calling extreme, would you expect that the president would veto this bill, and do you want the president to veto this bill if it passes way it is? >> this is the first half of a very, very important process.

the senate will take up their version of the bill, and hopefully, they are more rational and sane than the republicans in this house. we will see what happens there, and-ultimately a compromise between the senate and the house. if the senate adopts this house bill, i would expect the president to require to us go back to rewrite it. now it may be a veto or a threat of the veto, but we have about six months out ahead of us before this bill is going to be on the president's desk. during that period of time, i would hope that the american public would understand what the extreme maga republicans have done to harm our national defense, and harm our ability to recruit within our ranks, the men and women serving today and we want to serve tomorrow. >> congressman john garamendi, thank you for coming on and

and is she still doing that? >> i asked her about it, and it is interesting. i said when did you stop being an election denier, because she was questioning the fairness of the 2020 election, and we had quite a go around. and she said, biden is in the oval office, and i said, is it legitimate, and she would not go that far, and she said, he won, but i won't say that there were no problems with the selection, and that it was a fair election. part of the problem is that, look, donald trump, the big frontrunner for this nomination refuses to say that biden won it fairly. a majority of the republicans, if you believe the polls, they refuse to say it. so it is kind of hard for the republican chairwoman to say, yeah, i think it was a fair
