ukrainian forces attack a critical bridge in crimea and russia says a key grain deal has been terminated and what the new moves mean now to the war in ukraine. >> a dangerous heat dome is choking parts of the united states, and is there any end in sight? flirting with a third-party candidacy in the presidential race, and will the conservative joe manchin flirt with a possible run? i'm sara sidner with kate bolduan and john berman, and this is cnn "news central." russia's foreign ministry is opening up an official investigation into what it is calling a terrorist act after

ukraine made a rare admission that it was behind the attack on the critical bridge in russian-occupied crimea. the bridge is the only link between the land and russia. it has become a vital crossing for russia between crimea and russia and also to provide crimea with all sorts of supply. russia says severe damage to the roadway, but this morning, we have learned that the rail traffic across the bridge is moving. we will get the latest from alex marquardt who is in odessa, ukraine, and what are you learning about the attack and where things go from now? >> well, certainly the question now is how is russia going to respond? they are going to take this very seriously for the reasons that you laid out. the two reasons that it is hugely important logistically, and symbolically, because this is a huge project of vladimir putin when he annexed crimea. he drove a truck across this

12-mile, 19 kilometer bridge across southern crimea to russia. this is a brazen attack, and the ukrainians are brazenly taking responsibility for this. and the usb, the group saying that the bridge has gone to sleep again, and this at a tack on the bridge that they did not claim responsibility for, and so for symbolic reasons, that is significant. and the claim is not offering details of how they carried it out, but it is a joint operation of the ukrainian sea navy and the ukrainian land services. this happened in the predawn hours at 3:00 a.m., and the sea-to-surface drones carried it out. and so major questions about what happens, and this a $4

billion bridge, and russia going to take this seriously, and the roadway is not up and running, and the cars are blocked going across, and the train is appearing to be running going across the bridge, and vital to supply the k crimea peninsula t get supplies, and from where they attack southern ukraine, and this is why it is so vital. they say that in the counter offensive, they tried to split the russian troops from southern ukraine and the land bridge which is the only other alternative that russia has the reach ukraine. kate? >> alex, you are mentioning that ukraine is admitting that they are behind this attack and how rare it is, and why? why is ukraine coming forward as you were saying, because it is so rare for them to speak up

like this. >> yeah, they are really not having a question of who is behind this if there was not this admission, because we would have assumed that ukraine was behind this, and in all of the attacks that we have seen whether it is in crimea or on this bridge nine months ago or in russia, and remember the drones that were sent at the kremlin, itself, ukraine has been extremely coy, and kin of p -- kind of putting out the tweets that they may have been behind the strike, but not fully admitting it, but now ukraine leaving no doubt. they said they would not offer any details until the war is over, but they said it is a joint effort. so ukraine is come out of the shadows to leave no question about who was behind this. perhaps really driving this point home, because this kertsh bridge is so important to

russia. >> thank you, alex marquardt, and so important that they come forward with this admission. >> and russia will respond. and millions could see higher food prices across the world and even go hungry after russia said they will terminate the deal allowing ukraine to export the grain. they said that safe travel in the black sea is no longer going to be safe. and now, this morning, vladimir putin says that everything must be done to make sure that they use that corridor. now, tell us why the deal broke up?

>> the russia feeling that the u.n. has not been holding up to their part of the deal. in order to pass safely, russia would get help from the u.n., to get their own grain, and fertilizer and other agricultural products to market. frankly, not enough has been done in the sphere. of course, no sanctions on the russian agricultural products, and fertilizer or anything like that, and one of the key demands from russia has been to be connected to the international mechanisms that are making payment tricky at the moment. the u.n. has proposed to connect the agricultural bank at the moment, and this is not enough. we heard from the secretary-general on this issue, and saying that access for the u.n. agricultural products have increased since this deal, and this is what he had to say about russia's decision not the renew the deal.

>> i am deeply disappointed that my proposals went unheeded. today's decision of the russian federation is going to strike a blow the people in need everywhere. but if you will not stop our efforts to food products and fert fertilizers. >> he said they won't stop the efforts with ukraine, and they will continue to try to find a solution to get russia to agree to a new deal. now, you were talking to alex about kertsh bridge explosion, and he was asked if there is a connection of the russia to opt out of the deal, and this explosion, and he said these are unrelated events, and even before this, the position was iterated by putin. he said, once the u.n. returns

to the terms of the deal, the protection will continue. so, erdogan said that he may have to give putin a call to get things back on track if this can be salvaged at all. sara. >> john, look, russia wants to operate the way it wants to, but ukraine has to get the work out in places like africa and the united nations. >> russia needs it, and so does the world. so i want to talk more about that bridge, because you can see the destruction that was caused by the ukrainian attack on the bridge. it is going to connect part of ukraine and occupied by russia in 2014 and connects crimea with russia property. i want to bring in retired u.s.

brigadier general anthony wilson, can you tell us how big of a setback is this for russia? >> well, john, it is not that big of an operational setback, and they took out the road that the vehicle traffic uses, but they did not take out the rail, and they have barges and ships, and they can still get the logistic, and not nearly as significant as the attack that occurred on the bridge there in october. i think they will be able to fix it within a few days or couple of week, but it has a huge operational impact, because it is demonstrating a deep strike capability that the they are able to launch the drones in unchattered waters to a pinpoint target which is sending a loud signal to the russian navy that

every ship out there on the black sea is vulnerable to attack, and if they want to enforce some sort of embargo on the ukrainian grain, every ship captain out there has to worry about being hit by one of the sea drones. >> that is interesting, because i have not heard that before, so you think that the attack on the kertsh bridge is a message to the russian fleet which is operating without impunity all over the black sea to keep other ships out, and the ukrainians from doing anything in the area, and you think that is what is in play? >> it is an element that should be considered. it is a deep strike capability that they are demonstrating, and we recall what happened last april when the ukrainians hit the battleship that they sank, and the impact on the command and control, and if they enforce some embargo, and every ship out there in black sea is now a target, and the ukrainians are

showing that they are capable of hitting the targets. >> one other development is that president biden has okayed the training of the pilots on the f-16, the u.s.-made fighter jet f-16, and how big of a difference could this make, general? >> john, it is not that big of an impact, frankly, and it is going to take six to nine months to train the pilots, and however, strategically, and politically, it is going to send a message that the united states and nato continue to support the ukrainians, but there are many, many problems that they are experiencing which is air superiority, and if they could get more aviation assets, and we would never launch a counter offensive like the ukrainians without complete air superiority, but they have a tough fight and russians who have been dug in over a year, an

tank traps and hundreds of thousands of landmines out there that they have to negotiate. they lack the equipment that we promised them, and they don't have the personnel they need and they have not pushed forward the logistic, and okay, the issue of battle fatigue, so it is important that we continue to show our support to the ukrainians with this f-16 support. i would say that this is also, john, that the biden administration needs to prove u.s. contractors on the ground in the ukraine to help maintain the aircraft. i am getting reports that perhaps 50% of the equipment that we gave them is not operational, because we can't maintain them. >> thank you, general, for being with us this morning. we appreciate it. sara? a critical hearing tomorrow in the former president trump's classified documents case. what you can expect. and now, new information on the gilgo beach killings, and plus a warning that there is

used is for the trial going forward and formal assistance prosecutor nick ackerman, i wanted to talk to you about the significance of the hearing, and will this be the first test of trump's strategy to delay this trial? >> no question about it. this is going to be a big test for judge cannon who has been criticized in the past, because of the granting a special master in this case. and so what trump's lawyers are trying to do here is to test judge cannon to see if she will go along with the outrageous requests for a no trial date being set at this point in time. basically, if you are looking at the papers and what they are saying here, they are really kind of regurgitating the same argument when they asked for a special master, and that is that this is a special circumstance

involving a former president of the united states, and this is an individual who is the leading candidate on the republican side for the nomination, and therefore, the rules don't apply. now, this argument worked with the special master, because there was some precedent for it, and there were two other district court judges who appointed special masters to oversee michael cone's search warrant, and to oversee the search warrant of rudy giuliani, and now, those were different cases, and they involved lawyers with lots of privileged information, and judge cannon appreciated that distin shun, and she was overruled by the 11th circuit, and she was not to treat donald trump any different than any other defendant in the system. >> and nick, the president is not to be above the law, and certainly a former president is not to be above the law, but i wanted to ask you about the delay tactics and what they were

putting forward. and one, the presidential election requires a tremendous amount of time, and that is going to hamper the case going forward, but it is a second legal argument saying that the trial date as if it were in december, it does not give them adequate time to prepare, and we have heard that from other defendants in cases much less favorable, and do they have any merit? >> zero merit here. they have come up with no specific facts. all they have done is to complain that they have too many documents to look at when there are not that many documents that at most 4,000. the government has set them up in a very neat binder for them. basically flagging the documents that are likely the ones to be admitted into evidence. they have plenty of time to do that, and they have been given the witness statements already. they are going to be given all

of the witness statements in the next week or so, and that never happens in a criminal case. the government is not required to turn over those statements until almost the day of trial. so really, there is no basis here for them to claim that there is not enough time. in fact, they don't come back with any facts in response to the government's very detailed mile stones with respect to the classified documents, and explain why it is impossible for them to deal with basically 31 classified documents between now and december 11th. >> so it is not the hundreds in the boxes there, but it is specific to what is in the indictment. i wanted to lastly ask you, because you mentioned it, judge eileen is a trump employee, excuse me, appointee, and point t appointee, and so there is

nothing unusual of being overruled, and so how might this affect the judge with people watching this closely knowing that she is an appointee and the public perception, and what should we be looking for? >> we should be looking for whether or not she takes control control of the case which you would expect a judge to do under these circumstances, that she follows law with respect to setting a trial date. clearly here, based on all of the facts that that have been put in front of her, she should go along with the december 11th trial date. what the trump papers don't recognize is the fact that the right to speedy trial is not just a right that belongs to the defendant, but it is also a right that belongs to the people and the government. so the question is, is she going to see through this, this time, which she will and set the trial

[ laughter ] we are looking at 1,700 flights canceled yesterday, and about 10,000 flights delayed. here is the big superlative, sara, that number, the delay number is the most flight delays that we have seen all summer. 40% of all flights delayed just yesterday. this is a huge problem, and it is happening over and over again, and that a heat story as well, and like united scott kirby said it is thermodynamics 101, and when the hot air rises, it is thunderstorms, and it is coming down on major hubs. new york hit especially hard yesterday. and new york with a big hub for american airline, and laguardia, big hub there as well.

there is a chance today happening in new hampshire that some think has a chance to torpedo president biden's chances at reelection. there is a group called "no label" and they are considering to run a third-party candidate, and joe manchin is planning to attend. it is to be a group of one republican and one democrat on the ticket. so how worried are the democrats about this event that senator joe manchin is going to be talking about? >> very worried, and rightfully so, because joe manchin has not announced whether he is going to seek re-election for his seat, and not ruled out an independent white house bid in 2024. that is what is really concerning democrats. they are worried about the potential of a third party candidate drawing support away

from joe biden, and tipping scales in favor of former president donald trump or another republican nominee. manchin is going to appear alongside former utah governor jon huntsman and manchin also in the room with people he considers friends. he has been associated with "no labels" for years and he is an honorary members of the group. he believes in their message and also the potential of putting forward a centrist candidate. the motivations, he could raise a lot of money from doing this event particularly if the donors believe that he could run for president. he could get some attention from this, and this is something that manchin enjoys, and he could use both of those things to fuel an election bid, and he uses word

bipartisanship as noun, adjective and verb, and being the bipartisan guy in west virginia is a good thing, and so for manchin, there is a lot of upside and not a lot of downside, but the democrats see it as a potential challenge. >> they see it differently. good to see you, helena. they believe it is not spoilers. >> but it is also anne and also bipartisanly? >> you can always try. >> and now, the reason this is a big deal for this cycle, harry, is because of something that some people call double-hater, and what is that? what does it mean? >> we have views of joe biden and donald trump, and this is the last cnn poll, and 33% had a favorable view of donald trump, and 32% of joe biden, and now,

looking at this, 36% did not hold a favorable view of either of these two gentlemen, and a large chunk of the electorate likes neither of them, and this is the double haters that you are speaking of, and they are making up the plurality of the electorate, and that is the key group going into 2024. >> so who is leading with these key voters? >> yeah. so right now, looking at the particular point how voters who don't like joe biden or donald trump say they will vote, joe biden holds small edge here, but it is an important edge. it is 41% to 34%. you may remember back in the 2016 election, this group of voters who made up 17% of the electorates or 18% of the electorate went for donald trump by 17 points, and that won him the election, so at this particular point, given that double-haters are giving up such a large portion of the electorate, he is so happy to have them in his corner, even by

this slight margin. >> and that is so so significant if they said they didn't like donald trump or hillary clinton, but they are breaking towards biden, so harry, you have run some numbers about what the presencef a third party could do here? what will it do? >> yes, and not so much of a surprise that the double-haters feel. so this is the current estimate. if there is no third party, biden is up well within the margin of error up by a point, but when you including a third-party candidate and now the lead flips up to trump, and this is a small movement, and the third-party candidate is not giving up a substantial portion of the vote, but how close the race is, it could make a difference. >> and looking at the states, arizona, wisconsin, georgia and a swing like this could be
