moscow is blaming ukraine for the attack. we're live in london with details. >> as the third potential indictment looms, some of donald trump's gop rivals try to downplay his role. we'll look at what they're saying and where it goes from here. >> plus, no relief from the heat in the u.s. southwest. the forecast, plus, what other parts of the country can expect. live, from cnn center, this is "cnn newsroom" with kroez mary church. >> good to have you with us. we begin in moscow, where russia is claiming to have thwarted a ukrainian drone attack in early hours of monday. this video, geolocated by cnn, i appears to show one of them to flying over the city.

moscow's mayor says two nonresidential buildings were hit. but there were no reports of serious damage or casualties. the alleged attack happened a day after russia carried out a fifth wave of strikes in odesa. one person was killed and several landmarks were damaged. just moments ago, another russian attack was reported on ukrainian ports. this time along the danube river. clare sebastian is following all of the latest developments for us. she joins us from london. good morning, clare. what are you learning about the drone strikes on moss sew? >> this is the fourth time since may we've seen drones targeting the russian capital. they were able to thwart the attacks, using electronic war f

war warfare. this is an attempt by the kyiv regime, to launch a terrorist attack. talking two locations. one in the center of moscow, where debris was found. we can see a road closure on a traffic map earlier this morning. that seems to be a central area close to the ministry of defense. that appears to have been lifted in the south. in the southern part of the city, a building looks like it's been damaged, a nonresidential building, according to the mayor. residents coming out and having a look. seems to have been loud in some areas. listen to what this resident had to say. >> i was asleep and woken up by an explosion. everything started to shake. i look out the wind. i live in the neighboring building where there was less damage. it felt strange the damage was so minor. not minor.

any explosion is scary. but it sounded worse than it looked. it seemed like the whole mall exploded. i looked online and saw the damage. and we came and had a look from here. >> no casualties or serious damage according to the mayor of moscow. separately, rosemary, we're hearing from the head of crimea, they shot down 11, he says, drones, over that region. but a house and ammunition depot were destroyed there. this km comes after a week of russian drone attacks. president zelensky in his overnight comments, his nightly comments, saying there will be retaliation. they will feel the retaliation. >> what is the latest on president putin's efforts to

export russian grain and striking the war-torn nation's grain facilities overnight? >> more strikes are being reported this morning on the grain facilities. this is coming from ukraine southern command and the regional authorities in odesa. now, apparently, in a attack, drones, the grain infrastructure around the danube ports was targeted. not the black sea, but danube. that's the plan "b" before the grain report unlocked the sea ports. the only option was to access other european ports to export the grain. looks like russia is targeting the plan "b," as well. this comes as we hear from putin on the kremlin website, that he is promising, that russia is going to be able to replace ukrainian grain on the market.

are shrugging off his role in the january 6th insurrection. among those questioning the case against him, his former vice president, mike pence. pence was whisked to safety that day, you will recall. as rioters chanted "hang mike pence" after trump claimed that pence had the power to overturn the results but refused. here's what pence said about it on sunday. >> while his words are reckless, i'm not convinced they were criminal. president trump was wrong on that day. he is still wrong, in asserting i had the right to overturn the election. what his intentions were -- as you know, criminal charges have everything to do with intent, what the president's state of mind was. and i don't honestly know what his intention was that day. whether as he spoke to the crowd or tweeted during the riot.

>> another indictment would add to a packed political and legal schedule. he will be juggling priorities in january, march and may, of next year at least. jessica levinson joins me now. she is host of the passing judgment podcast. good to have you with us. >> good to be here. >> former u.s. president donald trump faces possible indictment this week. in response, he is making t threats about what will likely happen if his legal woes worsen. even reposting a video, threatening revenge, if he's indicted by special counsel jack smith. what's your legal reaction to this and the dog whistle to trump's base? >> we lived through january 6th,

2021. when the president speaks to his base, they are listening and will mobilize and sometimes become violent. if i was the president's attorney, i would be very upset. this is not good for him. the potential future judge is watching. when it comes to gag orders and exchange of disdiscovery, you h to know what kind of litigant you have, that threatens revenge on the department of justice. this is a different story. this is what his base wants to hear. this is a witch hunt and they have to reclaim the president's good name. and they need to take action to do. >> and, jessica, former vice president mike pence says he is not convinced that the actions were criminal. and florida governor, ron desantis, says january 6th was not an insurrection, but an

unfortunate attack. what's your legal and political assessment of these claims from two gop presidential hopefuls? >> i don't think they're making legal assessments. those are political comments. they are both running for president. they are trying to thread the needle of getting the former president's supporters and theying say will hold up the mantle, and they will be trumpism without trump. they are careful not to turn off those who support him, which potentially means saying, what most of us see. there was an insurrection on the capitol. there is likely the potential of a criminal indictment when it comes to the 2020 election. those are things they don't want to say out loud. that's a political calculation. i don't read that as a legal assessment. >> overall, what is trump's legal or likely legal jeopardy, as all of the various

investigations into his actions play out? how far might this go? >> if the former president can postpone the trials until after the election, that's his best defense. the electoral calendar is his best legal defense. he will appoint an attorney that will ask federal judges if there's more than one days cases to dismiss the cases. there can be two state cases pending. what he is look at is the calendar. if you listen to what his team is saying inside the courtroom, particularly in florida, what they are fighting about is timing. they know the longer they tdela, the better it is for them. the department of justice knows this is the most highly publicized case they will ever

bring. and if they bring one related to the 2020 election, that will be very highly publicized. i think they're in the process of dotting "is" and crossing their "ts." >> seven candidates have qualified to participate in the first gop debate. trump says he may not even show up. he may not need to because despite his legal woes, he is way out in front. it seems to be helping him. that leaves christie to question the president's actions. he cares to. what can we expect from the de debate, with desantis in second place but losing ground to scott in iowa.

>> we can expect a lot of dancing on the head of a pin, so to speak. this is a group, we talk about, they want the frtrump voters. they need them to win the primary. whoever gets the nomination will need the voters who voted for trump in 2016 and 2020. this is a group that largely still supports him. it's hard for the other people, it's hard for everybody else to make the case, they're better when trump is in the running. i think we're going to hear a lot of them trying out new narratives for why they should get these votes. has running as abn incumbent. >> appreciate you joining us. thank you. >> thank you.

an unrelenting heat wave sweeping across the u.s. for more than a month, could continue into august. that's according to meteorologists. 2,300 heat alerts across america since june 10th, many breaking high temperature records. phoenix, arizona, has had an especially hot summer. for the last 23 days, phoenix has recorded temperatures exceeding 110 degrees fahrenheit. americans should not expect to cool off anytime soon. the national weather service has issued a reminder that heat is the number one cause of extreme weather deaths. more than hurricanes and tornadoes. cnn meteorologist chad myers has more on what is in store for the united states. >> tens of millions of americans under some type of mheat watch, warning for monday. that will likely go up for tuesday, wednesday and thursday.

humidity to the air. 101 will feel much warmer than that in some spots. for new york city, you take longer to get to the heat, but you're on 96 on friday. get ready for warmer weather out there. and greece is carrying out what it calls its largest-ever evacuation effort. wildfires rage on the island of rhodes. 19,000 tourists and residents have fled their homes and hotels. some describe harrowing journeys. greek officials set up shelters and say they are establishing a dedicated help desk to get foreign nationals safely home. let's get the latest now from allin da, who joins us from the town of mandarin. what are you learning about the largest evacuations in greece's history, prompted by the

wildfires? >> the largest evacuations have taken place on rhodes. the country is a tinderbox. we've had a heat wave going on more than ten days. where i am is where we had fires last week. we've woken up to the news that a fire is under way. what we have at the moment is two of brgreece's most popular tourist islands in peak season, carrying on evacuations. with had 19,000 people evacuated so far. about 16,000 by road, 3,000 by sea. and thousands of people are leaving the island. moving to other tourist resorts around the country.

we spoke to the fire service. the weather news is not good. the situation is going to deteriorate further during the day. greece has been looking at incredible temperatures, scorching heat, over 40 degrees celsius. for days now, 104 fahrenheit. this is a situation that will continue. some bigger than others. the one in rhodes and other fires in greater athens. an area that burned down strongly a couple of years ago, are the worst the look at now. there's been no victims. we've not heard of severe injuries. tourists trying to make their

canon to try to disperse them. we want to go to elliot live from tel aviv. good to see you, elliot. israeli lawmakers set to vote in the coming hours on this first part of the judicial overhaul bill. what is expected to be the outcome of this? >> assuming the votes go ahead, the controlling coalition, assuming the votes go ahead, they have 64 out of 120 seats in the knesset parliament. the vote could get passed by the governing coalition. first of all, there's a huge amount of pressure to find a compromise. president herzog went straight to the hospital to visit benjamin netanyahu. you say he was discharged this morning.

also met with opposition leaders, trying to broker a compromise. one of the main sticking points is how far down the road to tick the can for the rest of the package that the government is trying to push through. if no compromise is reached, it seems set to law. what happens next is the president, iswould need to sign this into law. the supreme court would decide if this law, that seeks to neuter the court's ability to strike down laws, it could say you can't block us. the law to block the supreme court, is unreasonable and cannot be passed into law.

if that happens, we have the equivalent of a country that has the constitution of a constitutional crisis. it would be a mess. huge amount of pressure the opposition, and the protesters. and from president biden himself. biden, in a statement, intervening in israel's vote, saying, vethe range of threats and challenges, confronting israelig now, it doesn't make sense for israeli leaders to rush this. biden adding that the focus should be finding consensus. there's no signs of that. but many moves in the background to try to ensure that some kind of consensus can be found. >> we'll watch the see where this goes. many thanks. with more than 99% of the

vote counted, there's no clear winner in spain's elections. the people's party is said to be in first. 136 seats in parliament. a party or coalition must have a working majority of 176 seats in the 350-seat legislator. since no party won enough seats to have a government on their own, the tough task of building a coalition must begin. al is live from madrid. no clear winner to find predictions. what happens now? >> hi, rosemary. behind me is the spanish parliament. inside is the 350 seats that lawmakers sit in. that's what the parties are

vying for. none got the majority. there is a coalition government in place. spain is not completely new to coalitions. and this election was framed around, would there be a coalition of the right with the conservative party and possibly the far right party, as one option. or a repeat of the smaller leftist parties. because of this mixed result, where the conservatives can claim they won but not getting close enough to do a deal, if you look at the faces of the people outside the two party headquarters, which i did, and look at the faces of the leaders, here's what happened. the spanish left was trying to keep the party out. that could have been the first time since the death of francisco franco, 50 years ago, that far right was in the

government. that hasn't happened so far. and the conservative leaders said he wanted to govern alone. he wasn't close to have enough seats. the socialists say they will talk to the parties. we can expect tough negotiations going on right here in the heart -- the heart of the summer of terrorist season. there may be a little break. the horse trading will begin. in about a month's time in august, the parliament convenes again and comings off of vacation and tries to get a vote. the king of spain has to see each party and try to propose a candidate that can get through. >> thanks to al goodman in ma madrid. just ahead, the governor of texas reacts after the u.s. justice department says it could

says his state has the sovereign authority to defend its border, as it faces a monday deadline to commit to removing floating barriers on the rio grande. that deadline was set by the u.s. justice department, which has warned the state could face legal action. priscilla alvarez has details from the white house. >> the justice department has given texas governor greg abbott until monday afternoon, to tell the administration whether he is going to remove the floating barriers along the rio grande. it's the latest escalation between the feud between president joe biden and governor greg abbott over the border. the justice department said texas did not have the authorization to set up the floating barriers. they went on to say, quote, the state of texas actions violate law, raise humanitarian concerns, pose risks to public

safety and the environment and may interfere with the government's ability to carry out duties. officials are working out what actions can be taken by the justice department, as they watch with concern, the texas governor was taking along the border. the floating barriers are a drowning risk to migrants who are crossing. the governor said, it is a sovereign authority to defend our borders. he can reply by monday afternoon, as to whether or not he will take them down. if not the justice department says they are ready to take the governor to court. priscilla alvarez, cnn, the white house. bye-bye birdie. that's the word from elon musk. as he moves to replace twitter's iconic logo. why he may be changing the logo and the nature of twitter itself.

an unarmed black man was attacked by a police officer's canine in ohio, as he surrendered to authorities with his hands up.

this, despite a state trooper urging officers not to release the dog. paula sandoval takes you through what happened during the incident. >> the footage provided by highway patrol is disturbing. now under scrutiny, after a man was mauled by a police officer's canine. july 4th, jackson county, ohio. an officer in a marked vehicle tried shopping the driver. the man was identified as darius rose and a chase begins. about 20 minutes into the pursuit, the big rig is seen rolling to a stop. >> get out of the truck. that lasts a few seconds. the driver flees and the officers stay on him for eight minutes. it doesn't until police used tire deflation devices that it

came to a stop. that's a canine unit rolling up to the scene. after repeated orders to state troopers, the driver steps out of the rig. his hands in the air as requested. a patrolman is asking the canine not to be released. it's unclear if he could be heard by all officers on scene. that's when the canine is deployed. >> do not release the dog with his hands up. do not release the dog. get the dog off of him. after the canine approaches. her hands covering her face. the frustration audible in the voice of another officer. >> was i not loud enough? >> officers move in to arrest rose and administer first aid. >> you needed to come to me. >> the guns pointing at me. you got a gun pointed at me. like, 20.

>> all you do is stop, brother. >> a spokesperson tells cnn, as troopers were gaining compliance by providing verbal commands to the suspect, the circleville police department deployed the canine, that resulted in the suspect being bitten. cnn has reached out to the circleville police department for comment. police say rose was taken to a hospital where he was treated and release before taken to jail. his attorney declined to comment. rose reportedly spoke to troopers while at the hospital being treated for injuries. maintained they had no idea why they were attempting to pull him over. he was trying to haul a delivery to grove city, ohio. the chapter of the naacp saying she was appalled by what she saw in the video and is calling for an investigation into the actions of the canine unit.

>> the gun violence epidemic here in the united states has reached a grim, new milestone. with 400 mass shoots so far this year. to be clear, only 204 days have passed in the year 2023. that amounts to two ma shootings per day. cnn and the archive define a mass shooting as one that injures or kills four or more people, not including the shooter. that's not counting to smaller incidents. in chicago, police reported 20 shooting incidents this weekend alone, killing six people and wounding more than 20. one of the dead is a 16-year-old boy. new york police are searching the home of the man suspected of three of the state's beach murders.

a law enforcement source tells cnn they have searched the basement but could take two or three more days to search the attic and garage. a canine team and ground-penetrating radar was seen used in the investigation. a source tells cnn, it's possible police will search the backyard to see if something was buried there. florida a&m university has suspended all football-related activities after a music video was filmed in the team's locker room without permission. it features a rapper in the sports facility, along with several players, wearing licensed apparel. the coach says the video contains explicit language and violates branding agreements. carolyn manno reports. this is not what any college

football program wants, just a month away from the start of the season. an internal investigation is under way, to determine not only who authorized the use of the school's athletic facility and used the okay to use team apparel, in this video that might violate licensing agreements in place with the school. florida a&m university head football coach willie simmons announced that the school has suspended football-related activities until further notice, until this music video was shot inside the team's locker room. he says the video is not consistent with the school's core values. he added in a statement on twitter, it is a privilege the wear the orange and green. and the school's young man has failed to live up to the standard set by the program. he didn't name the musicians that appeared in the video. but richie showed him wearing florida a&m gear inside what appears to be team's locker room. cnn reached out for comment.
