all right. new this morning, ukraine says that the russians have launched new attacks on locations that could really change the shape of the conflict there right across the river from romania which is of course a nato country. also this morning, ukraine says that it is behind a drone attack in moscow that blew out the windows on the top of a skyscraper. those attacks come after ukrainian volodymyr zelenskyy vowed retaliation of relentless strikes of russian force, and those are the pictures that you are looking at, and the ones in odessa including ones to the historic cathedral there. m alex marquardt reports from the scene. >> the russian president said
8:01 am
that they would retaliate, and now there is an overnight drone strike from moscow that has done less damage than the last few days, and we are inside of the cathedral, and we are asked to put on the helmets from the debris falling from the roof. i wanted to show you the corner of the roof, and this is the most destruction, and where we are told that the missile or the rocket came plunging from the roof two stories and the daylight coming from the roof and brightening up the dark cathedral and over here is the altar and the pillars are off to the side, and the altar is leaning over, and really standing upright, because it is up against the wall, and farther up is the beautiful dome of this cathedral and all of the windows have been blown out. below the frescos have been knocked down, and we have seen large sections of the roof also
8:02 am
coming down as the workers seek to clear it. they say it is going to be several weeks or months or years before this cathedral is fully repaired. the knave is all of the way back there, and in the corner there was a fire, and we are told that a shock wave started an electrical fire. now this church was destroyed in 1936 when stalin was in power. it was rebuilt when ukraine got independence, and now of course in a significant state of disr disrepair. it is attacks like these in infrastructure and buildings that have frankly nothing to do with the conflict that has president zelenskyy that has more air support from the western allies, and air shield from ukraine. alex marquardt, odesa. >> our thank to alex for that, because a cathedral has zero
8:03 am
military value. and now, the national center of interior there, what is the importance of attacking the center of odesa there? >> zelenskyy and the ukrainian people want to see in return, and even though the strikes from moscow did not create damage, but it is in moscow, and famous street where a number of the ministry of defense buildings are located the cyber defense ministry is there, and so chipping away at putin's security. >> and does this bilateral meeting of lucien coe and putin, and what are you seeing coming
8:04 am
out of that? what are you making of that, because our correspondent said it is part of the propaganda, and what is the significance of where this meeting is taking place? >> exactly. so st. petersburg is where putin grew up, and where he is from, but it is also where prigozhin is from, and so st. petet tersb is where putin brought lukashenko, and the only leader who has supported putin every step of the way except for sending his own troops into ukraine. so the two of them went to a place that is a naval base that has this really important history. and every russian is taught about this history in school. in 1921, sorry to take you back into history, but putin is really into history, and in 1921 after the russian revolution, sailors revolted there, and
8:05 am
challenged the bolshevik regime and they were crushed by none other than leon trotsky, and so putin and lukashenko had a nice walk around this museum area and celebrated the crushing of this rebellion, and putin is doing this to show prigozhin that even though he is in belarus that he is under the thumb of both of them, and that his threat of challenging central authority started. >> and beth, one final question, officials told my colleague alex marquardt that they would win this war by next year, and be admitted to nato by next year. is that a realistic time line? >> a year is a very, very long time, and in foreign policy and even in dog years.
8:06 am
so, i, you know, i think that this is part of the really important optimism that the ukrainian leadership must project. they are under a lot of strain there, and they have to keep everybody focused and going, and about uniting the allies, too, and we all hope they are right, but it is a lot about trying to move forward and be positive. >> wonderful to have your expertise, and thank you for being with us. john? >> what is happening is a deadline in texas. and texas officials must take action to remove razor wires and floating barriers from the rio grande river or they face legal action, and the 1,000-foot barrier is stretching across the border in eagle pass, and texas leaders they say put it in to protect crossings, but now it is raising humanitarian concerns, and rosa flores is in eagle
8:07 am
pass, and priscilla is now at the white house, and what have we heard? has texas heard from the white house yet? >> we are getting a statement from the texas governor greg abbott who said he has heard from joe biden who is countering the justice department that they are filing the legal action against the state, and he is going on to say that in the meantime, that texas is going to utilize the constitutional authority, and you have caused, which is a letter to president biden, and we are getting this right now. and because of this response, it is up to the justice department, and they have said to the letter on thursday, that if texas did not remove the floating barriers, they, too, were ready to go to court, and based on the letter to president biden and known by the stance of the
8:08 am
justice department, it is going to appear that the two are going to course over this matter. of course, at the center of the matter is the floating barriers in the rio grande, and the department of texas saying that they did set them up causing humanitarian concern, and migrants and agents and may interfere with the federal border, and the white house has condemned the actions and saying in a statement just last week governor's actions were undermining the enforcement plan to make it hard for cbp to do their job. they went on the say that the governor's actions were cruel, and putting the border agent's jobs in danger, and this is ongoing feud between president biden and governor abbott over a delicate issue of the texas border, and both sides are going
8:09 am
to fight this out in court over who has authority, and how texas wants administration to enforce its federal immigration law, and the justice department is countering that saying it is up to them to enforce the immigration law. >> but the breaking news is that a letter received from governor abbott saying that we will see you in court indicating they are not taking the barriers down by any deadline today, and the courts can decide when and if they hear it. standby. over to rosa flores on the banks of the rio grande. and we know that you won't see the texas officials breaking down the barrier and not at least by 2:00, and what are you hear there? >> john, i wanted to show you what we are witnessing here on border, because governor greg abbott has said that buoys are going to deter illegal immigration, and look at the screen. these are women, children, men,
8:10 am
and some men with the children on their shoulders. still making their way to wherever they are going to be processed. now, they are on u.s. soil, because the middle of the rio grande river, and that is where the international boundary starts, and you can see all of the razor wire, and all of the billions of dollars that have been sent by the state of texas to deter illegal immigration, and what you are looking at, none of it is working. and you are seeing the buoys that are floating, and now there's, i am not sure what these helicopter are, because they are looking like black hawks, but that is what the southern border looks like now, and the property owners are people who i have talked to on the border is looking like a war zone, and sounds like a war zone, and take a quick look, john, at this side of the border, and the multiple layers of the wire, and then the
8:11 am
mexican side of the border. it is lush, green. that's the contrast that locals here in eagle pass always tell me about. they say they miss their side of the river looking like mexico where when they were able to enjoy the river. they'd come out here to fish, and instead, what they are faced with this is wire, and multiple layers of this, and look at this fence. the property owner here, and you know how texas is about small government and property rights, and this property owner does not have access to her river front property. take a look. this gate is completely barricaded by the state of texas. you can't move this thing. it is barricaded with barrels and metal stakes, and the wire. so all of the talk whether it is in washington or austin here in texas, the people who are caught in the middle are the property
8:12 am
owners and the migrants now having to walk whether it be ankle-deep water or waist-deep water depending where they are on the land, and really, nothing is happening here, john. immigration is happening, and migrants are being processed by the u.s. authorities. >> rosa, they are just walking past, and beyond the barrier, and crossing somewhere else, right? >> you are absolutely right. what the texas national guard or the texas dps is asking the migrants to do is to continue walking. normally, john, they would be walking on the dirt. you can see the road there, and that is normally where they would be walking, and what this is forcing them to do is to keep walking on the water in the river, and again, as you and i were talking about, when the river levels rise, part of the
