>> reporter: live from london, this is "cnn newsroom" with max foster and bianca nobilo. >> we're mantching. >> we are. >> it's 1 a.m. in the u.s. west coast where tropical storm hilary is pushing through southern california with fierce winds and record-breaking rainfall. they're warning of potentially catastrophic flooding. california and nevada have declared a state of emergency. >> more than 7 million people in los angeles and surrounding areas are under flash flood warnings. authorities are also urging residents to stay off the roads. california's governor warns the current conditions are treacherous. >> the most significant rainfall over a 69-minute period any time in the history of palm springs. that's how quickly the system is

moving. take nothing for granted. the skies are clear and i can go out on a long jog or walk, just be cautious. wait until this time tomorrow night to consider that. >> san diego rescued nine people. the rainfall can be too much for the city to handle. >> we're not userd to this level of precipitation generally, certainly not in mid summer, august. we're not built for this kind of rainfall, that's my main concern. both the high winds have posed challenges to our power companies and the potential flooding. we have positioned assets there to make sure we can address it. what we are expecting, we're asking the public to stay out much those areas for your safety and the safety of our first responders. meantime, this is what hilary unleashed on the baja

peninsula. at least one person was killed when its vehicle was swept away in the flood waters. >> for the latest let's go to cnn meteorologist karen mcginnis. >> good to be with you both. torrential rainfall that barely see just a fraction to an inch of precipitation. then roads became running rivers of water and the mountains saw the heaviest precipitation. all of that precipitation has to go downhill somewhere. it fills up the dry river beds. as i mentioned, we are looking at heavy precipitation. this is moving north into oregon and idaho as well. there's a very large fire burning around spokane. it looks like they have receive very little of this moisture. it may be to the south and east of them. look at the size of this culvert

compared to the utility truck. there is debris, high winds, flash flooding and especially around palm springs as you heard mentioned a minute or so ago. it did a major job in the amount of precipitation. maybe as much as a foot and the rainfall hasn't ended yet and are already seeing in excess of 10 inches. just to the north of los angeles. all right, these are the flash flood warnings out. still there's a state of emergency for southern california. this precipitation will move into the great basin and as i mentioned, all the way up into the northern rockies and into montana as well. in the meantime, sweltering heat thanks to a ridge of high pressure across the west and that's why this moisture is just kind of getting funneled into that great basin region, which

is really quite extraordinary that we would see this volume of rainfall during the month of august. almost unheard of and no doubt you've heard about the earthquake that occurred near ohi during the afternoon at 5.1 magnitude. then the atlantic is filled up with a number of systems. there is a disturbance in the gulf of mexico that could be headed to the gulf coast. >> karen, thank you so much for that update. three main roadways into palm springs, california, have been shut down. the unprecedented rainfall and flooding have been led to rivers of mud and debris. >> residents are staying indoors. they want to protect drivers. cnn's stephanie elam has more. >> reporter: we're seeing the effects. the amount of rain falling and

we're feeling the winds increasing as well. what we've noticed from the winds is the water is starting to head and go down the street. this is a major thoroughfare in and out of palm springs. what i've been doing standing here is watching the water is rolling downhill and that is why they have closed off this road, because of the fact that this is a road that they know is prone to flooding. they don't want anyone on this road and into the evening as we see more effects of hillary. we are already starting to see mudslides. we are already starting to see some of this cascading earth, not a full on mudslide but happening on the side of the highways. that's why they're asking you to

b beware of localized flooding. stay put. las angeles county, they say they're prepared for this. they've already faced some vehicles that are high water vehicles in different parts of southern california to help get people out if they need to. lots of preparations have been taken, and now it's a time that people have to stay put ride this storm out if they can because as you can see, hilary is starting to make her impact felt here. >> thank you for staying up for us. what's the situation like there now? >> so, actually, it looks like hilary is moving to the east. by 9, 10 this morning we had rainfall. we've had official reports

saying over four inches within that time frame or six inches. so this has hit us hard. he was coming over from the east coast and i landed at lax at noon. you could tell we arrived when the airplane landed with all of the rain. started preparing early friday. started putting people out in the field to keep an eye on things. a couple of road closures here. overall we're pretty lucky. >> mayor gibbs, what is your message to californians to stay safe? >> stay informed. stay engaged in what's happening. keep watching the news. local school districts in the city itself, they've shut down for tomorrow. everybody stay back, see how the roads are doing. be careful with the tributaries. be careful in san be at that clarita and the tributaries are filling fast.

lots of fast-flowing waters. we advise all of our residents to be careful and be safe. the flooding and some of the banks have gone over on the trails and border our river as well. we're asking you to stay away from there as well. be cautious. >> these are not unusual but they usually go out to sea before they hit you? >> that's correct. this is dpefinitely a first for us. we've been fortunate, people have been paying attention. keeping their eye on it. families as well getting sand bags. making sure they have water. staying connected with their neighbors. people are looking out for one another. that's been very fortunate for us here in california. >> and that's mayor jays sob gibbs. thank you very much. >> my pleasure. thank you. u.s. president joe biden will travel to hawaii today to get a firsthand look on the damage of the deadly fires on

maui. fema says mr. biden is there to tell survivors they'll be in charge of how they want to rebuild. his visit comes as they are impacting the post tropical cyclone fernando. >> all of that will complicate the already painstaking search to find and identify wildfire victims. hawaii's governor says they may need to prepare for the fact their missing loved ones may never be found. >> more than 1,000 are unaccounted for. 1050. it will take several weeks still. some of the challenges are going to be extraordinary because of the temperature of the fire and the remains of those who have died in some cases may be impossible to recover meaningfully. so there are going to be people that are lost forever. >> bill weir brings us the latest on the search efforts.

>> reporter: here in maui we've had almost now two weeks of anxious anticipation for the latest announcement on the dead and the missing, but that is now sort of shifting into grim resignation that a lot of loved ones may never be found given the temperature of the fire. governor josh green saying yesterday 1050 people remain unaccounted for. he said many of them will never be recovered. so as we stand overlooking the town, we are seeing clouds of dust coming up from the hef ri machinery. it's so heartbreaking to see that dust holds people's children, parents, neighbors, loved ones. and how do you get a sense of closure in this particular space? this will be a sacred space for so many for so long. 3 1/2 square miles of area burned. the president is expected to fly over lahaina. it's uncertain whether he'll actually touch down on the ground. he's expected to meet with first

the spotlight is back on georgia where donald trump is expected to surrender to the fulton county jail by the end of this week. he and 18 others are facing charges stemming from trump's efforts to overturn the 2020 election results in the state. cnn's isabel rosales has more from atlanta. >> reporter: thursday or friday is the expectation when former president donald trump will surrender himself to the fulton county jail. that is according to a senior law enforcement source with knowledge of that surrender. friday, of course, marking the deadline of da fani willis.

they have already been in contact with the da's office. those conversations will continue into next week, specifically on the conditions of his appearance and also on the low gigs sticks of his surrender. now we know officials, including the fulton county sheriff, have insisted that trump and the other co-defendants will be treated the same as everybody else, specifically with fingerprinting and mug shots. likely that is impossible just due to the security precautions that must take place when it comes to transporting a former president of the united states and also the high profile nature of some of these other co defendants. so it's very likely this booking process that would normally take hours of waiting around, that will probably go much more swiftly for trump and some of his co-defendants. it's also possible looking ahead at the arraignment, the first appearance in court, it's possible they might not even have to show up in court because

the judge here can choose to do that arraignment virtually or allow them wave that right to the arraignment. isabel rosales, cnn. among trump's 18 co-defendants, his former chief of staff, mark meadows. over the weekend he ordered a federal court to order all charges against him to be dismissed. in the filing meadows argued he should have immunity in the case because he was carrying out his dot yis as a federal employee. we have the story. >> ultimately mark meadows is going to have a very steep uphill climb on his effort to remove a case that is about violations of georgia state law to federal court and then to get the federal court he's asked to throw it out based on the supremacy clause of the

constitution. and the problem for meadows is the nature of the allegations here. because in order for a case to be removed under federal law, it has to fall within the outer perimeter of meadows' official duties, and the things he's accused of doing are not owe fi figuresal duties. the president of the united states, certainly his chief of staff under the constitution, have no role in counting the vo votes in georgia or pressuring, as they're a skewsed of doing in the da's indictment, pressuring georgia's secretary of state brad raffensperger to find just 11,780 votes. so that makes it tough on the removal standard. then under the supremacy clause, the test is did he have a dut why i to do it?

did he do no more than was necessary and was it authorized? the problem there again is no real role for the feds and of course allegations of overturning the peaceful transfer of power. that's the opposite of what the law authorizes. former u.s. vice president mike pence has told abc news he wasn't aware of any broad efforts by donald trump to declassify documents before leaving the white house. >> in my case i wasn't ever made aware of any broad-based efforts to declassify documents. there is a process the white house goes through to declassify documents. i'm aware of that happening over the course of four years but i'm' not aware of any br

broad-based actions. that doesn't mean it department happen, i just wasn't aware of it. donald trump is confirming he won't be taking part in the first republican primary debate. trump made the announcement saying the public already know who he is. >> here's who will be taking the stage. eight presidential hopefuls who qualified by meeting three among them is to back the tee. eventual candidate. >> the new cnn pl shows trump topping his closest rival by 47 points. his closest competitor, florida governor ron desantis came in at 17%. there was celebrations in the streets of guatemala city on sunday. the progressive candidate appears to have won the presidential election.

making its way through california bringing heavy rain, winds and flash floods. california and know vard da have both declared states of emergency. let's check in with meteorologist karen maginnis. what are we expecting? >> in the next 30 minutes we will expect an update from the national earthquake center. my estimate is it's going to be a low tropical storm intensinte. this is a time of year where we barely see any rainfall in these areas. a lot of these areas are desert regions or plains areas. also, those mountains tend to absorb a lot of that moisture. the orographic lift.

look the at size of the boulder on the highway with the utility truck next to it. it has had a huge impact and portions of arizona picked up heavy rainfall. before it's all said and done there probably will be a foot or maybe just a little bit more in some of those regions. flash flood warnings out. it looks like these may be discontinued not too long from now. look at that plume of moisture. they need the moisture in spokane. spokane has the terrible fire taking place there. i think the moisture is going to stay to the south of that. the this is the radar. you can see some of that precipitation making its way even into montana,ing but we're not finished with southern

the to major wildfire burns causing the scarring that you can see. this is part of the creek bed here. we heard throughout the day from the saub fire marshall why this is so unpredictable. >> the biggest areas are some of the burn scar areas. the el dorado and apple fire. we've seen pretty significant mud flow and water flow. if we ask you to evacuate, we don't take that lightly. the last thing we want you to do if we have significant rain is you trying to leave last minute and be overtaken by flood waters. >> for fire officials in san

bernardino, it is pretty much all hands on deck. they have some 20,000 square miles they cover. this is the largest geographically speaking county in the united states. fire officials are on alert. they've moved from prepared mode to responding mode. representative from the u.s. national weather service says rains from tropical storm hilary are saying they're getting an entire year's worth of rain in just one day. this is unusual any time of the year but certainly in august. it's been a long time since a tropical storm with actual intensity with wind spaeds made

landfall. so we're seeing a lot of unusual activity with the heavy rain and wind and flooding. in desert areas, we're seeing a year's worth of rain in one day. especially during the night time and the early morning hours until we can assess how bad the roads are and where the damage is, it's just not safe to travel in those areas. we're still seeing windy conditions with gusts 40, 50 miles per hour. we're still seeing some light rain across the area. some of the mountain slopes in the images that were shown there received ten inches of rain in the surrounding mountains of palm springs . we'll find roads covered in mud or eroded. now in canada where emotions

are high. officials say they're turning a corner with the mcdougall creek fire. prime minister justin trudeau is sending aid and military resources. some of the crew working 36, 48 hour shifts to put out the fires as their own families are fleeing. >> i want to congratulate the firefighters. for thousands of years regular people step up to be warriors to protect their villages, protect their neighbors. there are people out there working 36, 48 hour shifts and they take an absolute beating. they know their family's being evacuated while they're trying to defend their neighbor's home and they keep going. in the u.s. three people are now dead following a listeria

welcome back. north korean leader kim jong-un has overseen a launch of cruz missiles. he inspected the ship which he praised for maintaining, quote, high mobility and mighty striking power. state media did not specify when this test took place. meanwhile, south korean and

u.s. forces kicked off joint military drills. cnn's paula hancocks joins us from seoul and the north always uses that as the exercises threaten themselves. >> max, these go onto the end of the month. they are fairly large. there are more than 30 different drills expected to take place. not just live but also computer simulations. they are the sort of exercises that do anger pyongyang every time they are held. we did see from state runnemede yeah in pyongyang said there was a strategic cruz missile launch. they didn't say when it would take place. the fact it was released today, the same day the drills are starting is really not a

surprise. very little comes out coincidentally from north korea. it's usually fairly heavily coordinated. what we know at this point is from the south korean side, officials saying they believe the report exaggerated. certainly we are expecting to hear more from north korea as we go forward over the next ten days. we heard at the end of last week the intelligence agency here in south korea saying they have seen indications of preparations for potentially an icbn launch, intercontinental ballistic missile. they have seen vehicle activity and they are certainly on alert waiting for more significant response against these drills. north korea always says these drills are effectively a dress rehearsal for an invasion,

whereas, the u.s. and south korea have said they are defensive and they are needed for readiness. it is a fact we are seeing significantly more drills between the u.s. and south korea over the last year or so. we heard from south korean police that there had been a hacking attempt for these drills back in february targeting some of the korean companies and entities that actually were involved in the drills. they say that no military related information was taken but they do believe north korea was behind the hacking attempt. >> thank you. chinese president xi jinping leaves for the bricks summit in south africa. >> be the chinese president will be looking to expand china's influence in africa and bolster

his efforts to counter the west's influence. ukraine's call for western fighter jets has been answered. 19 u.s. made f-16s are getting sent to kyiv. the netherlands promising to send some of its fleet as well. >> ukrainian president zelenskyy is in copenhagen. he's thanking his allies for the decision to send the jets. clare sebastian joins us now. clare, of course the key question is when do the pilots get in the cockpits on the battlefield? and do we have any idea how many? >> 19 there denmark. we don't know how many from the netherlands. it may come in installments. they're coming over several years. may be an effort to sort of portray this not only as related to this war but to the sort of overall upgrade of ukraine's

i think he feels he has to do that already commenting about the concerns on russian views of escalation, but political fatigue which was seen not only as the war approaches the 18-month mark but the perceived slowness of the counter offensive. that was a cryptic reference to the fact we've seen more drones fired in the region this morning zwr on that very subject and also to the concern about the spilling over and escalation, we are seeing very regularly now drone attacks often concentrated around moscow. >> yeah. >> there's been another very recently disrupting air flow. >> it's happening so regularly. over the past week we've had five consecutive days of drone attacks not only on moscow but border regions. there was an airfield where a military plane was damaged this morning. the affluent suburbs to the west of moscow. one drone was averted by
