by my side. >> happy to be back. >> you worked all weekend. >> yes, i did. >> really severe weather is dominating the headlines. here are five things to know for monday, august 21st. right now what is left of tropical storm hillary pounding the southwest with record rainfall. states of emergency declared roads inundated with water. the national hurricane center warns catastrophic flooding is still a threat. happening today, president biden will visit maui to meet with survivors of the devastating wildfires. the number killed there, 114 with hundreds still unaccounted for. new overnight, president trump makes it official. he says he will not show up to this week's gop primary debate and even suggests he may not show up to any of them. >> that's right. ferreras-copeland jail in georgia bracing for a very busy week. d.a. fani willis has given donald trump and his 18

co-defendants until friday to overturn the election. >> major news here from russia. the first lunar mission in 47 years ended with the unmanned spacecraft crashing into the moon surface. "cnn this morning" starts right now. right now, post tropical cyclone hilary, that's right, is barrelling through the southwest after unleashing catastrophic flooding and record rainfall. this is all happening where you wouldn't expect it, in southern california. from the coast to the mountains to the desert. palm springs is citing half the year's rain in just six hours. >> holy [ bleep ]. go. >> look at that. the heavy rain causing huge fast-moving mudslides like this

one. you can see trees and boulders. what appear to be the wreckage of a building flowing by at one point and this major road turned into a river of mud and rock. the threat this morning is not over. it's the middle of the night still in california and across the southwest. forecasters are warning there could be more life threatening flash floods and landslides. >> firefighters in the mountains of san bernardino were trapped at their station after a huge mudslide covered the road. look at this. they heard a rumbling noise. went to check it out. one of the firefighters was recording this video when a wall of mud started rushing down the road. boulders started coming towards them. they had to run for safety. right as the storm was hitting a 5.1 magnitude earthquake rocked southern california. good news, no significant damages. no injuries reported. we have team coverage. derek van dam has the latest.

we'll start with stephanie elam live in cathedral county, southern california. what are you seeing? >> a whole lot of water. i want to show you. these people in the car, they've been out here for hours. i'm standing here in a few inches of it and because of that, their car has been stuck there with water in the engine and there's too many rescues going on. that's not just the picture here, it's happening throughout southern california. this morning palm springs is under a local emergency order as heavy rain from hilary is causing dangerous flood conditions prompting three swift water rescues. >> we're asking residents to stay inside, stay where they are. >> reporter: the mayor's warning is because of a situation like this. a pickup truck stuck in the middle of a street surrounded by

deep rushing flood waters. the driver was not injured but the california highway patrol closed the road to prevent others from crossing. throws flood waters so powerful a refrigerator was seen rushing away. the flood has nearly covered an entire golf course. one homeowner says he's never seen anything like it in the coachella valley. >> within 24 hours it's turned into a torrential storm. between home number 13 and home number 16 it's virtually six feet thick. >> the conditions there creating a dangerous situation for drivers including a fire truck forced to turn around due to rising waters. ahead of the storm the palm springs mayor says the city prepared and distributed 60,000 sand bags as well as cleared storm drains. >> even an inch or two of rain in the desert can cause damage. >> all right. take a look at this. the road totally covered up but

it's also completely socked in on this other side of the road. i mean, look. barely touching the bottom there. >> reporter: state officials say some desert regions, like palm springs, could double their yearly amount of water in just one day from hilary. overnight officials in ventura county searched by helicopter and on the ground for a couple of people believed to be trapped by flood waters from the santa clara river. two people eventually walked out of the flood area assisted by crews. urging everyone to stay out of river bottoms and canals. and this was the scene sunday in wr wrightwood. carrying large logs, rocks, muddy debris. exactly the type of thing the governor wants people to be on

alert for. >> take seriously flash floods, lightning, possibility of tornadoes. >> reporter: and what we are also hearing is that the 9 the 11 cumulomumulommune -- 911 coms are down which is making it more difficult for rescues to happen. we are getting intermittent sprinkles here. the issue is what's left behind now that hilary has come through. rescues are happening all throughout the night. >> we'll see what it looks like when the sun comes up. stephanie, thank you. let's turn now to meteorologist derek van dam. derek, it's already caused a mess. what's next? >> yeah, there's no telling the number of rescues ongoing as remnants of hilary move through the western u.s. people have a terrifying night that is still ongoing on the west coast. 35 mile per hour latest winds with the storm. look at the rainfall totals. this is impressive.

raywood flats, over 10 inches of rain. 7,000 feet. that water needs to go somewhere. unfortunately it funnels down from the communities and valleys below. we have roughly 9 million people under a flash flood warning right now. this includes portions of los angeles county. i want you to see the amount of moisture around hillary. this is streaming some of this moisture in from the pacific ocean. look at that population. 7 million americans. here's why it's important. there is a mountain range here that's called the transverse mountains. basically the rainfall running perpendicular to the mountains. acting like a sponge. it's literally pushing against that wall and extracting all of the available water out of it. the that water is in the form of heavy rain. the creeks, the river beds and unfortunately the dry desert that is at the base of these

mountain ranges. this is a rainfall accumulation estimate from our radar. you can see just outside of l.a. over 5 inches of rain. that's a significant amount of precipitation in a heavily concreted area. impermeable surfaces. this water has nowhere to go but flow on the surfaces and cause the flash flooding. hey, look, it's not just southern california. it's nevada, montana, idaho. all associated with post tropical storm hilary. where does it go from here? another 12 hours or so of rain before it starts to rain itself out. the flash flooding threat continues right through this morning into midday. >> victor, poppy. >> derek, thank you so much. we'll continue to track this throughout the morning. also following this, we are waiting for former president donald trump and his 18 co-defendants to surrender and face charges over the 2020 election interference allegations. district attorney fani willis gave them until this friday to

turn themselves in at the fulton county jail. we're told trump is expected to show up either thursday or friday. caitlyn polan is live. it will be a long week, i suppose, waiting for him to come, but also just imagining 19 people coming to be processed for this. >> reporter: it's a lot of people, but we're going to be watching for all of them to report to the jail ultimately to turn themselves in on the grand jury arrest warrants. poppy and victor, thursday and friday are not going to be the only activity if they were to wait to that deadline of when they must turn themselves in to the jail to be arrested, processed, have some wait time inside the jail getting fingerprinted, getting searched, all of the things that you do when you are a criminal defendant now in the system here in georgia. before that, we're likely to see activity as soon as today because there will be lawyers

that want to negotiate on behalf of their clients even before their clients come in so that can be as seamless as possible when the arrests do happen at the jail. this jail is a very populated jail. it has about 2500 people in it. it's also a place that's been quite beleaguered over time. it has quite a bit of issues historically with the treatment of different people who are being held there in detention and so nobody wants to spend very much time in the jail at all so to get around that or make that as seamless as possible, there are going to be different lawyers coming in to meet with the district attorney here, fani willis, near the courthouse where her offices would be. that's what we expect at least. whenever they negotiate, they will negotiate essentially bail terms to make everything go very smoothly and also to get them to that arraignment as quickly as possible as well. >> so, caitlyn, one of the 19, trump's former chief of staff, mark meadows, is asking a

federal court to throw out the state charges there in georgia. what's his argument? what's the rationale? >> reporter: well, he's arguing that he was working as an official and the only reason he did anything after the 2020 election for donald trump was because he was chief of staff at the white house, that he was a public official. right now mark meadows has been very aggressive in getting into court, specifically trying to get his case moved to federal court and also asking over the weekend for his case and his charges in georgia that he now faces to be dismissed. he's pointed out to the court he's not charged in the federal case in d.c. where the justice department has charged donald trump. he's not even a co-conspiritor there and, thus, because what he was doing for trump in the white house was part of his official duties, that all should get tossed. this mark meadows situation is important to watch because we could pick up on how he may split from trump and already is not in coordination with his

we are both saddened and relieved about these numbers. >> rescue teams with cadaver dogs have been digging through lahaina's incinerated land. >> as a person, as a father, as a doctor, i wish all the sirens went off. the challenge, it's not to excuse or explain anything, the challenge is those sirens are used for tsunamis. that's when i came to hawaii 23 years ago when i was living down the shore. it's usually tsunamis and hurricanes. >> cnn's jeremy diamond is here now. the president is facing scrutiny. a lot is coming from republicans over his response to the wildfires. what is the white house saying? >> the white house is saying, look, even though the president was nearly silent for nearly

five days last week as the devastation was becoming clearer in hawaii, that behind the scenes he's saying he was leading a robust federal response effort speaking regularly with state official alzheimer's, local officials as well as the fema administrator on the ground very quickly after those wildfires broke out. today, victor, today will be the opportunity for him to show the empathy and that was lacking during the five day stretch as the death toll was mounting in hawaii. today the president and first lady will fly to maui where they will get a helicopter tour initially of some of the wild fire damage surveying it from above. they will land in lahaina to tour some of the devastation on the ground firsthand and meet with state and local officials who will provide them with a briefing. the president will deliver remarks on the wildfires and recovery remarks demonstrating the long-term commitment and he

will meet with survivors, first responders and volunteers. the president saying in a statement this morning, quote, i will do everything in my power to help maui recover and rebuild through this tragedy. throughout our efforts we are respecting sacred lands, cultures and that is a nod about some of the federal response efforts thus far. as part of the long-term commitment the president will be announcing bob fenton, the fema administrator for that region will be named the chief federal response coordinator for this effort -- demonstration, the white house says, long-term commitment after rebuilding the deadliest wildfire in a century. >> jeremy diamond at the white house. thank you. we're tracking two deadly wildfires in washington state this morning. one person is confirmed dead in the oregon road fire that's just north of the city of spokane.

the wildfire has burned about 10,000 acres. a second person died saturday in the fast-moving gray fire that is southwest of spokane. it's also burned about 10,000 acres since friday. officials say each zone is only about 10% contained. right now thousands of e evacuations are underway. there are more alerts ahead. this morning ukraine is a step closer to getting american made f-16 jets to help fight russia. russia's first lunar mission in decades ends in failure. the what went wrong? we'll tell you ahead. new this morning, ukraine's pleas for fighter jets have now been answered. denmark has pledged to send 19 u.s.-made f-16s to kyiv and the netherlands has promised to send some as well. president volodymyr zelenskyy is in copenhagen and he calls this historic. officials say it will still take months before ukraine will actually be able to use those jets. also this morning, a new

report reveals an alleged russian crime boss owns a major stake in a u.s. biotech firm. we're talking about russian billionaire gabriel yushevaish. he has been sanctioned by ukraine. matt egan broke this story. he joins us with more. you think all of these things can't happen because of all of the sanctions and all of the scrutiny on any public company but it is happening? >> yeah, poppy. my first reaction when i heard about this story was disbelief, right? there's no way an alleged russian crime boss could be a major shareholder in a company that trades on the nasdaq, a company that's done work for the pentagon and is chaired by former obama's secretary kathleen sebilias. this is one of those things hiding in plain sight. it had been there all along.

a bit and it crashed into the moon's surface. in typical russian language, they said it ceased to exist after hitting the moon's surface. an embarrassment especially since the indians are about to put a lunar lander on the south portion of the moon. i lived in russia for a couple of years and i'm a complete space geek. i waf thr air and space museum in moscow. it's a huge deal for them. the soviet union was the first country to put a man into orbit and to the moon. bringing back those glory days of the space program. keep in mind vladimir put continue has been saying the west is holding russia back, they can make real progress.

leads by that much, it's unlikely that they lose the nomination so, i mean, these polls are showing time and time again that the former president, even in the face of all of these indictments, these four criminal indictments, two federal, that he is able to still keep the base of significant and a portion of the base very firmly behind him. and the candidates that are right behind him, whether it's desantis, tim scott, nikki haley, don't appear to be able to chip away at any of his support, typically with evangelicals. >> interesting. >> which is something he wanted to do. they aren't trying to directly attack him. desantis says he doesn't plan to attack the former president in the debate. >> this poll also shows the majority of primary voters have still not made up their mind. they can be convinced to support

one of these candidates other than the former president. going into wednesday, what can they do with all of this information if they're this far behind, he didn't go to the fireside chat. there can be a cost. >> she didn't like that. >> doesn't appear there is one, right? >> that's a good question. the debates are really important for candidates because it gives them an opportunity to get in front of voters. i mean, there's no event that they're going to have been the next six months before the next primary to have an audience like a nationally televised debate. that's a good question. if you take a look at the history of primaries, i mean, debates have really played a huge role. i mean, pete buttigieg, herman kane, ben carson, all these people, their campaigns are fueled by strong showings. these candidates like nikki haley, tim scott, i'm sure

they're looking towards wednesday to get an opportunity to show voters they're worth voting for. >> let me ask you as the attorney at the table about the legal cases and their strength. we just noted in the intro, trump's numbers went up after the fourth indictment, his polling numbers. it is rare to have republicans certainly sitting republicans calling him out right now. chris sununu does it in a new op ed in "the new york times." bill cassidy, republican senator bill cassidy talked about the legal peril he faces. let's talk about that. >> i'm not an attorney. there are 91 charges. it seems almost a slam dunk is the one related to mishandling of classified documents. we may have a candidate for president who has been convicted of a crime. i think joe biden needs to be replaced but i don't think americans will vote for someone who's been convicted. so i'm just very sorry about how

all of this is playing out. >> do you think donald trump should drop out of the race? >> i think so. but obviously that's up to him. you know, just asking me my opinion, but he will lose to joe biden if you look at the current polls. >> the politics aside, it was interesting to hear him say that, but he called this, especially the mar-a-lago case a slam dunk. >> i think multiple of these cases are, frankly, in my opinion slam dunks. >> you do? not just that one? >> you start with the overall case, there is overwhelming evidence. and there is evidence after the fact of obstruction. what a prosecutor wants is more evidence showing a state of mind. you can commit a crime, you can try to cover it up, that's even more evidence of the fact that you did it. that's what we have in the documents case. >> there's been some criticism of the georgia indictment because it covered a lot of the territory jack covered when he brought his second indictment and there's the issue of the

federal supersedes state but again state holds. if trump becomes president there's a lot he can do to get rid of it. is this warranted legally in your mind? >> i would say no. the reason is a state prosecutor has their own independent responsibility to protect the jurisdiction that they oversee. here fani willis is trying to protect and defend the georgia election process. >> and the voters. >> and the voters. here there was a discerned focus on georgia from the president and his affiliates. jack smith is considering a far wider scope and only one defendant at this time. i do think they are overlapping in facts. >> laura, poppy referenced the chris sununu op ed in "the new york times" in which he writes that if republicans narrow the field, we will beat trump.

what evidence is there if you go head to head, when you look at these polls, that he's at 42% in iowa, 40 points ahead of his closest competitor in the national poll of polls, that if it's one on one that they'll have a better chance. >> the republican strategists in battle grounds don't have any real confidence that candidates are going to want to drop out and that there is any type of coordinated effort to select someone who will take on trump directly. you see donors starting to slowly drift away from ron desantis because they aren't happy with his performance. there's some talk about entertaining someone who can jump in last minute like a glenn youngkin from virginia or kemp from georgia but, again, there

is no coordinated effort by republicans across the board to make this happen and it remains to be seen that it will happen. >> what i don't see is the evidence that let's say you narrow it down to one person. trump is the choice who are supporting other candidates, that they would all coalesce around one trump alternative if there is no evidence of that. >> no. even ron desantis, if he were that so-called person to take trump on one on one, he is running as trump like or more conservative or to the right of trump. voters who like trump and are just as conservative are not leaving trump for desantis. >> one final point sununu made in his op ed. he said it must be said that candidates who stay in this race that have no viable path, they're auditioning for a trump presidency cabinet that will never happen. even if a trump administration

as the now post tropical cyclone hilary hits southern california, people are being asked to stay indoors. the strong tropical storm like winds are causing downed power lines and power outages. when can they expect the power to be restored? joining us is the president and ceo of southern california edison. thanks for your time. what are the numbers now? how many customers are without power? >> good morning. so right now for southern california edison, we have a little less than 20,000 customers without power. we are busy with crews out there. >> 20,000 of how many customers overall you serve? >> we have 5 million we serve so so far we don't want any customers to go out. we prepare.

we prepare our grid. we invest in our grid so that it will be reliable, resilient and ready for whatever is coming. trying to protect and make sure that our customers stay safe, all 5 million of them. >> i know you guys did a lot ahead of this, reinforcing structures. a lot of planning in advance, backup equipment generators. sounds like for the most part those worked, is that right? would you say the worst has hit you guys? >> i'd say right now the major center of the storm has gone through. the we're hoping we've seen the worst of it. we stay prepared. we've got in house meteorologists that have been tracking the storm for the last five days. they help us make sure we know where the biggest impacts are going to be. we can preposition crews to be very responsive, make sure equipment is ready. we're really looking to minimize the amount of outages. that gets the investment in the grid. we have a lot more to do going forward. >> are conditions safe at this
