help the former president as an attorney. >> were you expecting the incoming that you got tonight? >> it was an honor. it was a badge of honor. >> without trump on that stage, really needed to show that they could put up a fight and give as good as they can take. >> probably the last moments of wagner boss prigozhin, this jet, a legacy 600, seen falling from the sky, a wing appearing to be missing. >> putin never forgives and never forgets. >> live from london, this is "cnn newsroom" with max foster and bianca nobilo. it is thursday, august 24, 9:00 a.m. in london, 4:00 a.m. in atlanta where donald trump is expected to surrender to authorities later today. this wl the former u.s. pridt's fourth time being arrested in the criminal investigation. >> so far 9 his 18

co-defendants in the subversion case have already surrdered. rudy giuliani, sydney powell and jenna ellis have been the latest. giuliani went after fani willis. >> fani willis will go down in american history as having conducted one of the worst attacks on the american constitution ever when this case is dismissed. she has violated people's first amendment right to advocate the government, to petition the government for grievances like an election they believe was poorly conducted or falsely conducted. people have a right to believe that in america. >> like trump giuliani has been barred from speaking to any of the other 18 co-defendants or witnesses in the case. he was released on a $150,000 bond agreement.

indicate c caikatelyn polantz has more. >> reporter: donald trump will come with a full security detail as he proceeds to jail in response to the indictment related to his actions after the 2020 election. quite the moment for a former president to be going to jail, something he did not do in any of the other criminal indictments he faces. and that will make him the 10th person that we know of as of thursday in these cases to be reporting to jail. several others reported wednesday including rudy giuliani, sydney powell and jenna ellis, all lawyers working around donald trump after the election. all were able to put up bond so that they would be released and would not have to await their trial from jail. donald trump is expected to do the same. he has negotiated bond in advance. but it is quite possible that he could have his mug shot taken, he would be fingerprinted, there would be other details taken down of him when he does report to the fulton county jail here in georgia. at the same time there are two defendants that we still are
1:04 am
watching to see what will happen with them thursday and friday. they are both administration officials that work for donald trump. mark meadows and jeffrey clark. both were trying to hold off their need to self surrender this week and a judge wednesday said that wouldn't be possible, that they would need to self surrender or would be arrested if they did not meet a deadline of noon on friday. cai katelyn polantz, cnn, atlanta. >> and fani willis says meadows' request should be thrown out since the conduct in question was political activity outside of his official duties. she says that there is no authority anywreor the president or his chief of staff to insert themselves into the electoral processes of the state of georgia. meaning none of the defendants' actions were either necessary or proper. >> and a criminal defense attorney and former prosecutor is joining us now from new york. thank you so much for joining us.
1:05 am
take us through what we expect to see today and how trump's appearance will differ from the other ones we've seen. >> good morning x, max. today is definitely different than the other three times donald trump has been arrested and processed. why do i say that? he is reporting to fulton county jail. that is number one right there. his other three arrests, he didn't respond to the jail. he either reported to the courthouse or d.a. office to be processed. but this time he is going straight to jail to be processed. number two, when he actually goes there and gets processed, there is a high possibility and if you were a betting person that his mug shot will be taken because fani willis is not giving any courtesies to anyone in this case. number three, there is actually bail that has been set unlike his three other cases. there has been a bond of $200,000 that has been
1:06 am
negotiated. his other three cases, he didn't have to shed out even one penny. and also there are conditions to his release, that being that he can't threaten or intimidate his co-defendants or witnesses in the case or even talk to them about this case. so those are the main differences that donald trump is facing and what we're going to see today in this unprecedented history-making of a day when donald trump will be processed for the fourth time in less than five months. >> in terms of huh of how they defending themselves, yesterday we heard from rudy giuliani, what do you make of any of those efforts? >> giuliani is a joke. so sad how he has fall up from the high reigns that he used to have here in new york city. in terms of defending themselves, first off we're talking about 19 different defendants and all 19 different defendants are in different positions. when it comes to donald trump, of course donald trump is going
1:07 am
to try to separate himself but also try to make the other defendants still happy because he doesn't want them to flip on him. in terms of what donald trump is going to try to do, of course he will try to move it to federal court. surprisingly enough he didn't start with that motion now like mr. m mr. meadows did. but right now it is early on. we're just in the processing stage of this case. >> okay. thank you so much for joining us with your insight. at least three people have been killed in a mass shooting in southern california wednesday night, it happened at a popular biker bar. at least six people were transported to hospital, some with gunshot wounds. police say they killed the shooter just two minutes after arriving at the scene. >> law enforcement source tells cnn that the shooter was a former law enforcement officer himself and authorities are investigating the incident as a possible domestic dispute. questions are swirling this

morning over the fate of the wagner group leader yevgeny prigozhin. russian aviation officials say that he was on board a plane that crashed near moscow wednesday evening. state media report all seven passengers and three crew members were killed. >> prigozhin led his mercenary fighters in a number of ke battles in eastern ukraine and in june he launched a short lid rebellion against russian military leadership. his plane was traveling from moscow to st. petersburg when it stopped transmitting flight data about 6:00 p.m. local time. >> clare sebastian is following these developments. first let's talk about why it is necessary to exercise such caution when talking about this extremely dramatic story. why can we not trust exactly what we're hearing from russian state sources? >> we know from russian state aviation agency, they published the manifest essentially of who was on the plane and they said
1:09 am
prigozhin was among them. but this is a russian state agency, they work for the russian state. so you cannot necessarily assume that everything that they say is true. on the other hand, we also do have several wagner links, telegram channels, though not his press service or anything like that, saying that they believe that he has died. but then several others are saying please don't publish any unverified information. please be careful. so there are still questions. it does seem if you look at these images that there were no survivors here and obviously russians are saying his name was on the manifest. this morning as we get the images in the light of day, it is important to look at this and see where the wreckage has fallen. state media saying there was a 2 plus kilometer radius and we're hearing eyewitness statements as well. take a listen. i don't think that we have that. but we did hear from eyewitnesses about hearing a bang in the sky and then a plume
1:10 am
of smoke. not necessarily this particular witness said about consistent with an explosion that you might hear on the ground in which you have an echo. so important to see today what the kremlin might say because it feels like state media is sort of waiting for a stare on how to handle this. >> and also might be developments in the trial of evan evan gershovich. how does this decrease the relationship between u.s. and russia? every week it seems to get worse. >> it is extremely clear that there will be a pretty long road ahead for gershovich. his pretrial detention has been extended for three months, which takes him to eight months after he was arrested. and this is not unusual. with trevor reid and paul whelan, they were in detention for more than a year before the hearing. and the elephant in the room is
1:11 am
that this is potentially a high value swap for russia. we don't know anything about that yet. but as for the evan gershovich case, we know from precedent that russia wants to tend to wait until a trial is over to show that they are going through the legal process before they do any kind of swap and we don't even have a trial date. >> clare sebastian, thank you. donald trump may have skipped the first primary debate, but eight of his rivals were there hoping for a standout moment on stage. we'll have the highlights. plus treated radioactive waste water from fukushima is now being released into the ocean, a controversial move that has drawn protests in the region. we'll have a live report from tokyo. and also ahead the climate crisis is fueling wildfires in canada, europe and other parts of the world. details later.

eight u.s. presidential hopefuls took to the stage in the critical swing state of wisconsin for last night's first republican primary of the 2024 race. >> each of the candidates looking for their breakout moment to show why they are a better choice than the current frontrunner donald trump who opted out of the debate.

as several traded bars, vivek ramaswamy slammed him for his lack of experience. >> joe biden has weakened this country at home and abroad. now is not the time for on the job training. we don't need to bring in a rookie, we don't need to bring in people without experience. >> now that people have their pre-prepared slogans out of the way, we can actually have a real discussion now. >> is that one of your? >> not really, mike. we'll just have fun tonight. let us be honest as republicans, i'm the only one on the stage who is not bought and paid for so i can say that this. climate change is a hoax. >> whoa, whoa. >> i've had enough already tonight of a guy who sounds like chatgpt standing up here and the last person in one of these debates who stood in the middle of the stage and said what's a skinny guy with an odd last name
1:17 am
doing up here was barack obama and i'm afraid we're dealing with the same type of amateur standing on the stage tonight. >> this is exactly why margaret thatcher said if you want something said, ask a man. if you want something done, ask a woman. >> while ramaswamy seemed to be the focal point, ron desantis who was polling second behind trump had a much more quite night and wasn't on the end of many attacks. >> the economy, abortion and ukraine among the top topics of the night. candidates took swipes at president biden as well, but also at former president trump whose legal troubles were a hot topic during the debate. >> if former president trump is convicted in a court of law, would you still support him as your party's choice? please raise your hand if you would. >> let's speak the truth, okay? president trump i believe was the best president of the 21st
1:18 am
century. >> whether or not you believe that the criminal charges are right or wrong, the conduct is beneath the office of president of the united states. >> so who do voters think performed best? gary tuchman spoke to some of them about their top choice. >> who do you think won the debate? i'll do it in alphabetical order. doug burgum? zero. chris christie? he got most of the air time. a lot of air time, not most. how about ron desantis? how many of you think he did the best? two. how about nikki haley? four people. asa hutchinson? mike pence? zero. vivek ramaswamy? seven. tim scott. okay. so this panel here thinks that
1:19 am
ramaswamy won the debate. tell me why you think he won the debate. >> i was reminded of the time when when vivek was talking about the national identity situation. mike pence said he didn't position that was an issue, but vivek understands that young people don't really love america and if you don't love it, you can't protect it. and i think if you fix that problem, people as a natural byproduct will want to protect america and what it stands for. >> and voters will get another look at all the candidates, next republican debate is set for next month. south korea says it is trying to salvage debris from north korea's failed launch. north korea -- japan says that pieces scattered into the yellow sea, east china sea and pacific ocean. it was north korea's second failed attempt in three months.

but pyongyang says it plans to try again in october. japan, south korea and the u.s. have condemned the launch. china says it firmly opposes and strongly condemns japan's release of treated radioactive waste water from the fukushima nuclear site into the ocean. japan began the release just a few hours ago and it is part of a controversial government plan that has been in the works for years but has nonetheless sparked anxiety and health concerns in the region. to discuss, mark stewart joins us from tokyo. is there anybody in the scientific community that still has concerns about this? >> reporter: a lot of it depends on the source. and where you sit in the world. a lot of nations including japan and broadly speaking do buy into this explanation from the international atomic energy agency that this is a safe and proven procedure. yet there are neighbors who have not necessarily had a strong
1:21 am
relationship with japan from the start such as china that continue to express reservation about these different findings. but this water release is taking place, it is a herculean task, something that will take years to complete. consider this, the amount of water being held in these tanks at the fukushima daiichi plant could fill about 500 olympic size swimming pools. we saw it for ourselves earlier in the year. and hong kong for example is no longer accepting imports of japanese seafood from some different locations across japan. and china again continues to express reservations about the scientific process and effectiveness of all of this. it recently came up at a recent ministry of foreign affairs briefing. let's take a listen to that. >> translator: it is unjust fid, unreasonable and unnecessary for
1:22 am
japan to push through the ocean discharge plan. we urge japan not to shift the risk of nuclear pollution on to the rest of humanity in pursuit of its selfish interests. >> reporter: so japan is still moving forward despite the objection from its neighbor in china. the real issue here is the presence of a radioactive iso tone called tritium. it is not possible to remove it 100%, but discharge water with that ice's so he tone, but they human risk is very low and other activities use hire agher amounf radiation.he tone, but they say

perception. but other parts of japan, it is not so much an issue. it really is based off of our experiences the way this is seen, the way this has been accepted, it really depends where you are in the nation. >> mark stewart for us in tokyo. thank you so much for following that story for us. ahead on c"cnn newsroom," from prosecuting racketeering crimes to now being charged with it, rudy giuliani's career has changed traumatically. that story and much more when we return. with gold bond... you can age on your own terms. retinol overnight means...

welcome back. i'm bianca nobilo. >> i'm max foster. if you are just joining us, let me bring you up-to-date. a russian court has extended detention of reporter evan gershovich for another three months. the american citizen is being held on espionage charges which he denies. and in just a few hours, donald trump is expected to surrender to the fulton county jail in the election interference investigation. unclear if he will have a mug shot and finger shots taken. but rudy giuliani did have a mug shot taken. he was once the face of
1:29 am
prosecuting rack steering crimes and now he is out on bond for allegedly committing that same crime. he is one of 19 co-defendants including former president trump charged for allegedly trying to overturn the presidential election results in the state of georgia. paula reid has the latest from atlanta. >> reporter: rudy giuliani traveled down to georgia on wednesday to negotiate his bond and then surrender at the fulton county sheriff's office. his bond was set at $150,000. he will have to put a portion of that up this cash. he is also subject to a list of restrictions including being barred from discussing the case with any of his co-defendants. former president trump is of course a co-defendant and also hosting a fundraiser for giuliani in a few weeks to try to help him raise money for these many defenses that he needs to put on. so unclear how exactly he will not discuss this case with
1:30 am
trump. but going forward, it will be interesting to see if his lawyer that he worked with today brian tevis stays on the case. he currently faces seven figures of unpaid legal debt, and it was unclear if he could find an attorney here in georgia. he just needed someone to sign that bond agreement. when i asked if he would stay on the case, he says that remains to be seen. when i asked if he was getting paid, he declined to answer. it is notable that even though giuliani's lawyers were in court a week ago saying that he could not afford to pay his legal bills, he flew into georgia on a private jet even though he is just miles from the biggest airport in the world. unclear how he was able to afford that specific mode of transportation, but it did allow him to knock out the bond negotiations and his surrender all in one day which i'm told was his goal, that he wanted to get back to new york before former president trump arrived in atlanta thursday. paula reid, cnn, fulton county,

georgia. we've been discussing the parallels between giuliani's rise and fall. and you actually interviewed him at the zenith of his career. >> yeah, after 9/11. and i remember being really -- on a hero's welcome he came to visit london and even was talking about him becoming president. he was the most popular american politician and i remember being struck by his charisma and his very eloquent -- but i don't know. that was face-to-face. i don't get the impression that he has that confidence anymore. who knows. we're following developments -- a developing story out of russia where head of the wagner mercenary group has apparently been killed in a plane crash. russian authorities say that yevgeny prigozhin was on board a private jet that went down wednesday evening. state media report all seven passengers and three crew members were killed. the flight was heading from moscow to st. petersburg and stopped transmitting flight data shortly after 6:00 p.m. local

time. malcolm davis is a senior analyst of defense strategy and capability for the australian strategic policy institute. thanks for joining us. we're being so scaifcareful bec we don't know so many of the facts. but everyone is seeing a similar narrative here and we heard president biden intimating it as well that putin was somehow involved in this downing. >> look, i think that's right. we don't know all the facts. clearly the plane crashed. there is a good deal of suggestion that prigozhin was on the plane. so therefore if that is the case, then his life is over, he is dead. and the question is was the plane crash deliberate, an act of state by the russian government, or was it an accident. i think the majority of the evidence is suggesting that somehow the russian government was involved.
1:33 am
>> what do we know about the other passengers that were supposedly aboard this private jet and their significance in terms of wagner's operations? >> we know he had a lot of the top leadership on board with him. and so it is really a case of how wagner can survive as an organization, as a private miller taker contractor organization, having lost most of its leadership including its key leader prigozhin. can it quickly reconstitute that leadership with new people or is it going to be left essentially rudderless. and obviously the other key question that i think everyone is focusing on is how does wagner respond if indeed this was state sanctioned assassination of prigozhin by the russian government. and i think the jury is still out on that, but there is a range of different scenarios that could emerge in the coming days and weeks which we could
1:34 am
all see. >> there is talk, isn't there, speculation that wagner will go for revenge and organize another mutiny, things like that, but are they organized enough without the leadership you just described going down in the plane? >> i think that is key. if they can reconstitute and new leaders, a lot would depend on just how much assume they have wi support they have within the rank and file. if they were to try revenge against the putin government, similar to what they did 60 days ago with the march for justice, then it is highly likely that putin would essentially direct the russian military to attack them and the question then is to what extent do the rang and fail f file of the russian military follow putin's orders or do some defect over to wagner. that uncertainty and the uncertainty as to who wagner can trust means that they may not do
1:35 am
that sort of rebellion typo again receive that they did some months ago.again receive that they did some months ago. instead they might do internal ensure against city or some sort of terrorist operation to strike back against the russian government. >> the cause of the plane crash has obviously not been confirmed. we know that it dropped precipitously in its last 30 seconds. what might have led to that occurring? >> the evidence seems to suggest at least in terms of video evidence that when the plane fell out of the sky, it lost a wing. there is some suggestion that some sort of explosion. we don't know whether it was an internal explosion or some sort of external explosion, latter would indicate some sort of missile. but if it loses a wing, it is not flying. it will come crashing out of the sky and it won't glide in, it will essentially drop like a stone. and i think that is probably what we saw on the video evidence. >> we're waiting to hear from
1:36 am
the kremlin something firm. clare our reporter describing all eyes on the kremlin right now. how do we actually decisively say that prigozhin is dead? do we need -- do we look at the language coming from the kremlin? how are you going to read it? >> we're dealing with the risk of russian trickery. anything coming out of the kremlin i think that we have to take with a degree of caution in terms of its accuracy and its intent. if we actually do get confirmation that prigozhin is dead through some sort of dna evidence or identification of a body, something along the lines of that, then i think that is pretty certain. but a statement out of the kremlin suggesting that prigozhin is dead, i'm not sure that we can totally trust that. given the way the previous march for justice rebellion occurred and then suddenly ended without warning and prigozhin was allowed to move about relatively
1:37 am
freely, this is an issue that is ripe for uncertainty and ripe for kremlin trickery. so i do think that we need to be cautious in terms of assuming events coming in the next few days and weeks. >> just briefly, if wagner came out and confirmed his death, that would be confirmation to you, would it, combined with the kremlin statement? >> i think so, yes. if wagner says that he is dead and the kremlin says the same thing, then i think that we can take that as the accurate truth. and then as i said the key issue is how does wagner respond, to what extent can they reconstitute new leadership and what are their options in terms of carrying out any sort of revenge. if they can't respond, if they can't reconstitute, then i think wagner as a fighting force is finished and you might see them essentially dissolve as an element of power in the russian state. a lot of their members would go
1:38 am
over to other private military companies or simply remove themselves from the field of battle. >> malcolm davis, appreciate your insight. thank you. and new developments now from the brics summit as the group of developing nations is inviting six countries to become new full members. south african president ramaphosa made the announcement a short time ago. >> and david mckenzie is in johannesburg. take us through the highlights of that speech. >> reporter: i think this is a very significant moment. we had anticipated some potential moves towards expansion, but this is a rapid and expansive expansion in very short order that many didn't anticipate. and it speaks to a very significant development. here is the president of south africa making the announcement. >> we have decided to invite the

argentine republic, republic of egypt, federal democratic republic of ethiopia, the islamic republic of iran, the kingdom of saudi arabia, and the united arab emirates to become full members of brics. the membership will take effect from the first of january 2024. >> reporter: this is a very rapid expansion. and it can be seen, max, as a significant win for china in particular. of all the nations of brics, they were pushing the hardest behind the scenes to expand brics and their implements. they may on the surface not have much in common, but something for everyone i think. brazilians and president of brazil was saying that they
1:40 am
welcome the inclusion of argentina. you had iran and saudi arabia in there. that will be seen as a win for china again. those two countries were definitely political enemies until relatively recently when china pulled them together. of course saudi arabia in particular brings a great deal of cash potentially to this grouping. and there is an impetus for all of the members to increase their own capacity through their development bank to lend to developing countries and act as an alternative to the world bank and imf. this expansion could have very real world implications in a relatively short amount of time. you have african nations there, egypt, ethiopia, and of course the uae rounding that out. and another thing to note was in the formal statement, there was a very specific language saying that they wanted to look into
1:41 am
trading amongst their nations in local currency. and this is something that russia and president putin in particular have been pushing. you won't see any dedollarization anytime soon, but i think this expanded group could be a powerful voice on the world stage. max, bianca. >> thank you, david. you just get the feeling as david was saying that the tectonic plates of geopolitics are firmly shifting. like there is quite a clear demarcation now that is emerging. ideologically, politically. this is a counter balance to the eu, the g7. it is a very significant time. >> very determined. feels determined. >> absolutely. still to come, thick smoke darkens the skies around athens as firefighters attempt to douse hundreds of fires in the region. we're live in athens. plus heat is on and no end in sight for millions of people in the midsection of the united

take a look at this rare phenomenon in canada, it is a fire tornado or fire whirl. it formed last week over gun lake in british columbia. a new report says the climate crisis made weather conditions that fueled the devastating wildfires in eastern canada and other parts of the world more likely and more intense. in louisiana they are typically preparing for tropical storms and hurricanes at this time of year, but instead officials are battling wildfires amid a statewide burn ban and extreme heat. there were more than 300 wildfires burning in louisiana earlier this week and the national weather service says every parish in the state is under a red flag warning. more than 100 municipalities in portugal are under the maximum fire risk alert

according to officials. the announcement came tuesday amid sweltering temperatures as more than half the country surpassed 40 degrees celsius, that is 104 degrees farenheit. hundreds of firefighters have been deployed and the alerts will last until sunday. firefighters in greece are looking to contain more than 200 wildfires that have broken out since monday including nearly 100 in the last 24 hours. >> high winds are fueling the flames, increasing the threat to residents and their homes. >> let's go live to athens why eleni giokos is standing by for us. slightly calmer scenes that yesterday, eleni. >> reporter: yes, we were in the thick of things yesterday as the fire started encroaching homes and we saw how residents responded trying to protect their livelihoods. and it was incredible to watch. yesterday we had massive winds. it died down towards the end of
