himself in at a county jail after his fourth criminal indictment. the situation in atlanta is changing by the minute ahead of donald trump's surrender there. the district attorney who prougt the case has just proposed a new trial date and it's right around the corner, just two months away in october. and some of trump's most high-profile co-defendants have agreed to their own bond and surrender terms. we are following these major legal developments. brianna? >> and we are also monitoring the scene at the fulton county jail, where trump will turn himself in. right now, there is a major police presence there. we're talking s.w.a.t. teams, fbi, security barriers, not to mention protesters and supporters. all of this ahead of trump's imminent arrival from new jersey. first, let's get you over to the courthouse with cnn's zachary cohen with the very latest on this. tell us, zach, first about the d.a.'s proposed start date, which is just around the corner.

>> reporter: yeah, brianna, this is an aggressive move from district attorney fani willis. she's requesting an october 23rd, 2023, as in, two months from now, trial date. she's effectively calling the bluff of one of the defendants in this case, ken chesboro, who had said in a filing recently that he wanted a speedy trial. and she said, well, we're ready to effectively go to trial right now. this goes beyond just ken chessboro. this affects all 19 defendants. she wants to bring this trial against all 19 within the next few months. >> and of trump's co-defendants who still have to surrender by noon tomorrow, some of them have just agreed to bond terms. what can you tell us? >> yeah, brianna, as we're waiting for donald trump to show up at the fulton county jail, it's been a busy day here at the courthouse. jeffrey lark, a former department of justice official during the trump administration, he agreed to a 100,000 bond

agreement as well as mark meadows, the same amount applies to him. those are two pretty bold-faced names in terms of the defendants in this case. jeffrey clark was an environmental lawyer by trade, but he was one of the only officials at the just ahead who was willing to entertain trump's various plans and efforts to overturn the 2020 election. he wanted to investigate a variety of voter fraud claims that have never been proven to be remotely true. and trump even considered making h him acting attorney general at one point when justice department leaders refused to go along with his campaign to investigate voter fraud. so both agreeing and that sets them up to surrender at the fulton county jail some time before the noon deadline tomorrow. >> we'll be looking at that. zach cohen, thank you. let's go down the road a bit to the fulton county jail, where they have that increased security that we were talking about. quite increased. cnn's sara murray is there on scene for us. what it will like once the former president arrives?

>> well, look, we're already starting to see the early iterations of that. it's still going to be hours before former president donald trump is here, but security is heightened, a number of onlookers have been sort of gathering around here, to try to see what they can see. and again, for normal defendants, this is a long, painful process, turning yourself in at the fulton county jail. it takes hours to be processed. we're not expecting that for the former president. this should be a pretty quick visit, but one that's very different than his previous arrests. we've previously seen him show up at a courthouse and be processed there. that's not the case. this time he's showing up here at fulton county jail. what we've seen from other defendants, they're searched, they go through a medical screening, they are fingerprinted and get a mug shot. we don't necessarily know that the former president will have to go through all of these steps. it's very likely his team have taken a number of steps to try to smooth over the process and that frankly the sheriff's office wants him in and out of this jail as quickly as possible.

but the sheriff has been adamant that the defendants in this case, all 19 of them, are going to be treated as close to a regular defendant as possible and have suggested that fingerprints and mug shots will be ready for all of them. again, that's different from what we've seen in the previous three arrests. donald trump never got a mug shot in any of these cases and we're waiting to see if he does this time around. >> yeah, we certainly are waiting to see if he's treated exactly as other defendants. sara murray live for us at the fulton county jail. thank you. jim? >> with us now, former federal prosecutor, eliot williams. lots of questions for you, with as always. first, the fulton county d.a. asking for a trial date in october, just two months away, in part, oddly enough, because of one of trump's co-defendants, kenneth chesboro was asking for a speedy trial, which all of us have a right to. is this a likely timeline in your view? >> for all 19 defendants, absolutely not, jim. it's not going to go to trial

for everybody. ken chesboro has requested a speedy trial. in order to bring everybody up against that, you might run into running into defendants' constitutional rights, themselves. if you are putting defendants in a position where they don't have adequate time to prepare for trial, that could imperil future conviction ifs they are convicted. >> what is adequate time, though? you have on the other side, trump's team and others saying, we need years to process and read all of these documents. you've heard 2026 being thrown out there. >> somewhere in the middle. and look, to be candid, you're not going to get 19 people to trial, where there's all sort of legal questions, about whether it should be moved to federal court, how do you join defendants and so on? what likely happens, you're talking about something called severance. you might sever out one of the defendants. chesboro might get his own trial and you might try the other folks at a later date. not 2026, but not 2023. >> other news, trump changed his legal team, not the first time he's done this, but what i found

interesting about this new lawyer that he has hired, someone who has defendanted defendants under racketeering statutes and so on, and not entirely gotten them off in all cases. in some cases, they had to plead guilty. is that -- does that give you a sense of his strategy going into something like this? >> it does. and this is one of those rare instances where donald trump has hired the right attorney for the job, rather than just somebody who was a loyalist of his. what do you want in any criminal case is to have an attorney who's familiar with the type of case you're charged with. if you're charged with a national security case, occupant national security attorney. if you're charged with racketeering, you want someone who knows how to get a racketeering charge tossed out. yes, most defendants end up pleading guilty and many this lawyer has urged folks to plead guilty in the past, but by hiring someone who knows what he's doing in this type of case, it's a savvy hire on the part of president trump. >> you're always going to be my hire, fyi. >> i don't know if that's a good idea. >> we are doing to dig in deeper on the attorney, the former president's new attorney later

in this hour. another question. so trump's going to surrender today. trump likes to talk to the cameras. trump is now under a court order not to do certain things, one of which is make threats or intimidate witnesses, others involved in the case, et cetera. who's going to be watching if he breaks that rule? >> oh, the judge and the prosecutor. if you do hire me as your attorney, jim. the first bit of advice i will give you is, shut your mouth. but he doesn't do that. and it is incredibly risky for a defendant anytime he goes public. because things like threats fall into a gray area. something that's not saying you're going to kill somebody, but winking and nodding about a potential threat to somebody could be construed as a threat by the court. it's just wise to get your defendant not to talk to the press. that's very hard when you have a former president as a client, but here we are. >> would he actually face penalty for that? i know there's the possibility of that, their whole, you know, contempt, and the judge could throw him in a jail cell, right?

but that's far more likely to happen to you or me than trump. >> the first thing that will happen, the judge will call them back in for a hearing to unpack what the statement is. then he or she can modify the conditions of his release, put an ankle bracelet on him or put him in jail or fine him or put other conditions on him. there's broad latitude that judges have and it's really up to the judge. >> listen, we're seeing a former president walk into a county jail to surrender himself, so nothing's quite off the able. so on monday, the georgia secretary of state, brad raffensperger, republican, one of those republican officials in the state who refused trump's attempts to overturn the election. he's going to testify on mark meadows' efforts to move the case to federal court. he tried something that he failed on this week, which is, i don't even have to surrender this week, but he's had to surrender, but he's still trying to move it to federal court. where does that stand in your view. if he lost this case this week, does that make him more likely to lose the next case?

>> who knows. the central question is, were meadows and trump acting in the context of their position, the languages under color of their federal positions. or were they just candidates for office or campaign staff acting in the state of georgia. raffensperger will come in to testify as to, maybe i actually think these guys were acting on behalf of the campaign, not the presidency. look, losing once before doesn't bode well for your prospects of winning again, but you never know how it's going to come out in court. >> you never know, should be our mantra going forward, given the last couple of years. eliot williams, thanks so much. brianna? >> coming up, the plane crash that might have killed the man who led a brief revolt against vladimir putin. what the u.s. intel community is now saying about it. and later, why the house judiciary committee is set to investigate the georgia d.a. who is prosecuting trump. all of these stories and more, coming up on cnn news central.

released, and officially become a criminal defendant in georgia. he has been charged on multiple counts for trying to undermine the 2020 election results in that state. cnn's kristen holmes is in bedminster, new jersey, tracking all of this. so kristen, what is donald trump's state of mind this morning, as he's about to fly to atlanta? >> well, i've talked to a number of advisers who say that trump has been fixated on the debate from last night. that he has been talking about his polls, that this was something that he was actually concerned about. if he made the right decision or not when it came to skipping the debate. and he said he's been feeling very good about that decision. he didn't feel that there were any breakout stars. but of course, when it comes to actually going to atlanta. and this is something that donald trump does, he compartmentalizes. this is not something he wants to be doing. he does not want to be involved or charged. he's made that clear. he spent some of the day lashing out at fani willis, the district attorney there. we do expect to see him fairly

soon. he'll be headed to atlanta, where he will be processed in that jail. and i'm told that this is the product of multiple negotiations back and forth tureebetween tru team and law enforcement, with the same goal trying to get in him and out of the city of atlanta as quickly as possible. that is how they ended up with that late-evening timing for his surrender and for his processing. now, of course, there are still a lot of questions as to what exactly that processing will look like. some of his own team don't seem to know all of the details and how long it's going to take. but again, we are told that they want to make this as quick as possible. not just trump's team, but the law enforcement on the ground as well. and one other thing i want to point out here is that we are told that they are preparing for trump to make remarks after he is processed to the reporters traveling with him. but of course, as we know, ultimately, this will be his decision, how he is feeling after he is processed. and as we have seen, these are not times that he feels good.

he is generally angry and irritated after these kind of events. >> we will look and see. kristen holmes, thank you for the very latest there. jim? >> as we mentioned, just a moment ago, donald trump just made an 11th hour change to his legal team in georgia just hours ahead of his surrender, replacing one high-profile attorney with another. sources tell cnn that drew f findling, the man here on the left is out, taking his play, steve sadou, an attorney with interesting high-profile cases. another source familiar called him, quote, the best criminal defense attorney in georgia. so here is what we know about him and the clients he's had in the past. back in 2000, he represented one of nfl ray lewis' codefendants, joseph sweeting in the high-profile buckhead murder case that followed a night of post-super bowl partying.

sadou secured sweeting's acquittal in the stabbing death of two men in that case. he has also represent the rappers ti, as well as r&b star usher and rick ross. sadou also has experience in high-profile racketeering cases. that is notable, considering that trump is now one of 19 defendants in a racketeering or rico indictment. so to that point, more than two decades ago, sadou repped this man, an atlanta strip club owner, steve kaplan in a big rico case. kaplan accused of funneling profits from the gold club to the gambino crime family in new york. sadou secured a plea deal for kaplan, in which he had to plead d guilty to one count of rack te tiering and forfeit $5 million and spent five years in prison. more recently, just in december of last year, sado secured a

plea deal for the rapper ghaogo this in a high-profile racketeering case also brought by fani willis. gonna pleading guilty in that case against ysl, or young slime life, the rap group founded by young thug. gonna had to admit that ysl was also a criminal street gang. he was sentenced to five years in prison, was released after one year when the sentence was commuted for time served. the rest of that sentence suspended. fast forward to today. after he was named trump's new georgia attorney, sado released a statement that said in part, we'll quote here, we look forward to the case being dismissed or if necessary, an unbiased, open-minded jury finding the president not guilty. the prosecution is intended to advance or serve the ambitions and careers of political opponents of the president have no place in our justice system. but notable, brianna, in the past, in racketeering cases, some of his clients have had to

what's happening there? >> the former chief of staff, mark meadows, one of the biggest names on the 19 defendants in this sprawling indictment has surrendered to the fulton county jail. and it's interesting, brianna, because in the last 30 minutes, we did see several vehicles, black suvs pull up to this jefferson street entrance. initially, we believed it was potentially secret service, but mark meadows' jail records have populated, indicating he has surrendered to the fulton county deputies, and meadows had made a big push to try to get his case moved to federal court. he had filed a legal filing to try to get his case moved to a state court. he had tried to get his delayed surrender. that was struck down by a u.s. district court judge, but on monday, we know he has a federal court hearing, but some big developments here, as the flurry of activity continues outside the fulton county jail. former chief of staff, mark meadows, charged in this

sprawling indictment. >> all right. and he will be processed and then released, we expect, and we will be looking for details on that. nick valencia lye oive outside fulton county jail. i'm joined now by gloria borger and cnn political commentary, jeff duncan, the former lieutenant governor of georgia. let's just talk about this moment, if we can, gloria. this is mark meadows, former white house chief of staff, big name on capitol hill, taking the side door in after trying so, so hard to not -- to avoid the mug shot, the whole process. what do you think? >> well, mark meadows is such a key figure in all of this. and everybody has been wondering for months and months and months, where's he been? he's disappeared. and when he was in the white house, he was trumps enabler in every single way. and was on that phone call with

re raffensperger about looking for votes, went down to atlanta. his defense is that he was doing his job for the chief of staff for the president of the united states, doing what the president wanted him to do. there's also another version of that, which is what he was doing was trying to fix an election. so, i think he is a key witness here. very, very important. and i'm not surprised he tried to walk through a side door. >> and jeff, you know, as we've watched some people go in, some people in broad daylight, in the front door, some people in the middle of the night, because just to remind our viewers, this -- you can go in there for processing 24/7. so you have that option. if you want to avoid some attention, you can go in at 2:00 a.m., should you so please. it seems like there has been this effort on mark meadows' part to avoid sort of being lumped in with people who have allegedly given access to people to breach voting machines and the like.

>> yeah, i can't help but thinking what's going through mark meadows' head at this point. as he goes through this process and has difficult conversations with his family, about having to have to find the money to pay for all of these attorneys, and his personal record being soiled. i just i can't imagine them not sitting around the table going, was this worth it? was it worth it, to take these steps and to really work for somebody that just took this in a different direction and now looks like an illegal direction. look, this has got to be difficult personally for each and every one of these individuals. and as cynically it looks, i think there's an even bigger picture to this. it's going to be what their legal strategies are. is it going to be blaming the attorneys, blaming donald trump? is it going to be blaming, you know, fani willis. nobody's blaming the fact that nobody's listening to the facts. the big box of secret evidence

has never shown up in two and a half years, and unless it shows up, these focus will have some stiff competition when they show up in this courtroom. >> i want to talk to you about the other big story we've been following, which is the day after the debate, only chris christie and asa hutchinson ruling out supporting former president trump. chris christie met with boos and some cheers when he said that. jeff, maybe that's not a surprise. i wonder what you thought. >> it was actually a little bit represhing to see a adults show up in that debate, at least for a little while. that was the nikki haley i wanted to show up six months ago. but she showed up last night. and look, there was some buzz word bingo going on, too. it was disappointing to listening to vivek ramaswamy really take the road that he took, that was just throwing red meat to the crowd. it's going to be interesting to watch him and marjorie taylor

wagner mercenary chief yevgeny prigozhin. officials caution that they're still doing their assessments, early to draw conclusions, but a number of possibilities being evaluated, including that of an onboard explosive device causing the crash. at the same time, the russian president has spoken about the presumed death of prigozhin. here he is, giving a nationally televised statement. >> i knew prigozhin for a very long time, since the early '90s. he was a man of difficult fate. and he made serious mistakes in life. and he achieved the results needed both for himself, and when i asked him about it, for a common cause. >> hmm. joining us now, ambassador bill taylor, former u.s. ambassador to ukraine. and when you listen to the russian president there do those sounds like crocodile tears.

>> he didn't sound too sad. he's, in all likelihood, he's responsible for that death. >> is a russia where senior officials can be killed at any moment, including a plane blowing up out of the sky north of moscow an unherntly unstable place? >> i think it is. i think it's an unstable place. i think that the chain of command is not stable, is not united, putin is clearly looking to see who's with him and who's against him. he figured out finally two months later that prigozhin wasn't. but he's also gotten rid of some generals, several generals. and they don't know if putin trusts them. he doesn't know if their loyal to -- the chain of command, the military chain of command in russia has some problems. 33 >> he lost things. prigozhin shot at the king and missed, but prigozhin led wagner

group, which was the only russian military unit that made gains, but he also fired a respected russian military commander among several who were not so respected. he's the one who set up those defenses in the east. is putin and russia weaker without them? >> i think russia and putin are both weaker. now, you could argument that putin is a little bit stronger today with prigozhin killed. that is, he's reasserted some authority. however, it has to be true that he is weaker today than he has before june 24th when the mutiny happened. when the mutiny happened, that showed that putin didn't have full control and showed that there were a lot of people that didn't support him. there was no pushback on prigozhin as he was heading for moscow. even in the military. so that shows a weakness there.

so i think overall, putin and russia are still weak. >> so putin has killed dissidents and critics and challengers before, often in none-too-subtle ways. radioactive polonium, poisoning navalny on a commercial flight, nerve agent on a doorknob in salisbury, england, to kill somebody else he perceived to be a traitor. do you see messaging here in this attack? for example, a private jet, a lot of very powerful russians use private jets. >> this is a strong message to people around putin, but also in that whole regime, and this is, as you say, jim, this is play acco blatant, an explosion of an aircraft in the air carrying the man. everybody knew he was on the flight. this is not subtle. this is not the poison in the underwear. this is explosion of airplanes. >> there's been a lot of talk

about the sluggish progress of the ukrainian counteroffensive running into these highly formidable russian defenses in the east. i wonder, do you see an opportunity here for ukraine given division at home and the loss of those wagner forces in ukraine? >> two things. one, i think there is some progress, slow, grinding, but some momentum, some progress on the part of the ukrainians in this counteroffensive. it's slow and hard for the reasons that you have said. two, your second point is exactly right, that is, the russian chain of command is not focused on ukraine right now. it's focused on itself. >> survival. and that's an opportunity for the ukrainians. >> last night, i'm sure you noticed in the republican debate that there was a clear fault line within the gop. you had someone like nikki haley making the strong case it is very much in u.s. interests to help defend ukraine. you hadry vivek ramaswamy getti cheers by saying, we should not be sending our money there. do you think u.s. support for

later is on high alert in atlanta ahead of former president trump's arrival. he'll be landing here in a few hours, not to campaign, but to surrender on felony racketeering and conspiracy charges tied to the 2020 election interference in georgia. and this is going to be his fourth time being booked on criminal charges. it's a more familiar site than a few months ago, but no less tense there on the ground. trump supporters and protesters are already on the ground along with an increased police presence. the former president posting this, i have to start getting ready to head down to atlanta, georgia, where murder and other violent crimes have reached levels never seen before to get arrested by a radical left low-life district attorney fani willis for a perfect phone call and having the audacity to challenge a rigged and stolen election. the evidence is irrefutable. arrest time, 7:30 p.m. of course, the evidence is refutable.

cnn's kaitlan polantz has new information for us coming from the trump team. quite an interesting post there, considering that he is not supposed to be posting negative things about -- it doesn't say necessarily fani willis, but i think that's open to interpretation when you read the parameters of what he's supposed to be doing and not doing here, kaitlan. >> yeah, that's going to be something that would have to be looked at by prosecutors, as well as judges to see how donald trump and others comply with their bond release terms, to see if they do cross any lines. but actually, we are just getting information that donald trump is opposing the trial date that the district attorney fani willis wants to have or what she's asking for already. she's ask for an october 23rd date. that would be a very fast track to get to trial in this 19-defendant case. and trump, in a court filing just now, is saying, it's on. we're going to fight this. we don't want to do it. we want to delay, somehow.

and what he's asking to do is that any defendant who wants a speedy trial, something that is the right of defendants to have, to have some sort of quick and speedy right to justice, to clear their names or get the chance to clear their names at trial, trump does not want to be tried with those people, if there are people who want to go to trial very fast. he's saying that he wants to be taken -- removed from that case, taken away from those who want to do that, like ken chesebro, and trump wants a hearing. now we will be watching the see how the judge responds, now that we've heard from the d.a.'s office on a trial date. now that we've heard from trump's side on the trial date, we could be moving very fast towards hearings, towards more filings, towards more information from different defendants and to get the positions of all 19 of these people, they are not all going to want the same things as this case goes forward. at the same time, we have a lot

happening there. obviously, so many different agencies are coordinating on the arrival of the former president. >> well, the former president being the most famous and most notable person ever to walk through the doors of the fulton county jail. and with that comes a lot of pressure when it comes to security. law enforcement officials are on heightened alert here. we understand from sources that several law agencies are working in coordination around this fulton county jail, in part because of the explosive rhetoric around this case from the former president, calling the district attorney a racist, saying this is politically motivated. and putting an all-call out for his supporters to come up here and rally in support. and they did just that, even before the sun came up, we saw trump supporters. they've since this street down. most of the activity when it come to supporters is on the other side of this complex. in response to the big crowds, we did see and learn about

deployment of three separate teams in tactical gear. nothing has happened so far. the environment is controlled but there are police, and a strong police presence there. the norm here, it seems, is those attached to the case, death threats. she had to change the security detail. then it was the county grand jurors. they received threats of violence. even the leadership here received threats to their personal homes. all of that is contributing to the heightened sense of alert as we're hours away from the former president turning himself in to be arrested. >> the former president's former chief of staff, mark meadows, went in a side door there at the fulton county jail a short time ago to be processed. do we know if he is still inside? >> reporter: all indications are that he has been released. diane gallagher saw an attorney

as donald trump prepares to surrender at the county jail in georgia, just hours from now, republicans on capitol hill are looking at the fulton county d.a. the house judiciary committee is launching an investigation into willis. not the first time jim jordan has launched an investigation. the d.a. went to the grand jury. got a grand jury to indict, present the evidence, and they made the decision to do so. what is the basis exactly of this investigation? >> reporter: well, jim, first we should point out this is a very familiar play book for house republicans. we saw the same thing happen after trump was indicted by the manhattan district attorney's office. now not so sqcoincidentally. they are wrapping up on the same day trump is going to turn himself over to the county jail west first reported the house judiciary committee was planning on opening up an investigation

into the district attorney's office. they did send the letter earlier today asking whether willis either used federal funds or coordinated with the department of justice or special counsel's office in her investigation into georgia election interference. in this letter, chairman jim jordan raised questions about her motivation. i want to read you part of that letter. he wrote your indictment and prosecution implicates substantial federal interests and it raises serious concerns about whether they are politically motivated. moreover, you have requested the trial in this matter begin on march 4, 2024. the day before super tuesday and eight days before the georgia presidential primary. now, the d.a.'s office declined to comment but we should point out in the past, willis has denied that she has had any coordination with the special counsel's office and she has strongly defended her investigation against accusations of political bias. so she has until september 7th to hand over any documents or

communication regarding this request. it is unclear whether she will respond or to the extent she will respond, given that this is an ongoing investigation. jim? >> now she's moved up her request for the trial date to october, which of course, is not on the eve of super tuesday. does that change the judiciary committee's claim for the investigation here? >> reporter: the point here, jim, is that republicans are just really trying to show that they are doing everything in their power to defend donald trump. i think there's a lot of questions about what jurisdiction they have, if any, over the state level matters in this letter, jim jordan tried to make the case they do indeed have a stake here because it affects former president and the welfare of the former president is important to them. he cited other instances which he claims show political biases like she's requiring a mugshot of donald trump which is standard practice. but the big picture is republicans ramping up their attacks as a form of messaging
