united states and around the world. i'm omar jimenez. we begin with breaking news. what was tropical storm idalia is now hurricane idalia. the storm expected to get stronger as it turns toward florida. karen maginnis is live in the cnn "weather center." what is the latest on the storm's track? we knew it would get stronger and here we see it officially crossing in to hurricane status. >> it finally got out of the trapped zone of the yucatan strait and is now over more open water. certainly the northern border of it, the edge of this certainly looks a little more like it becomes better organized. once it moves even further away, we'll see probably a rapid inside if i indication because very warm water here, the water temperatures are around 85 degrees. higher closer toward the coast. warmer water persists there and

that will contribute to the potential for this to make it to major hurricane status. by major hurricane starting at category three and above. but now it looks like category 3 before it gets to that coastline of the big bend area where they have been forecasting the computer models are suggesting that that is where they anticipate landfall. but way before then areas around clearwater, st. pete, tampa, coral gables, ft. myers, you are all looking at that potential for storm surge. even though it is out in the gulf of mexico, it will still have enough energy to push the water up on shore. low lying areas, they will be inundated with some of the water. take higher ground. seek shelter. make plans. if you need medications, provisions for some older adults or neighbors or your children, make those plans now because this is edging on a little bit

too late now to make those kinds of arrangements. but nonetheless it will still be impactful throughout the day on tis as it gathers strength. and next 24 hours, we'll see that by wednesday morning, programs we will be a category 3. it had been a little bit later in the day. but we think perhaps landfall will be about midday on wednesday. maybe around the big bend area there. which is very sparsely populated. a lot of wildlife management areas, a lot of recreational activity that would take place there. there are still communities, but the big populations are right along the west coast. this is kind of a forecast radar. you see what it is doing here? now throwing that moisture in across southern sections of georgia even up towards atlanta, picking up some rainfall. and across midlands of south carolina and coastal sections

like charleston that summertime rainstorm can produce flooding in downtown charleston. up towards myrtle beach and then towards wilmington. charlotte will probably receive some precipitation from this, but there will be high winds, downed power lines. you could lose power for days, perhaps weeks in some instances if you are in some more isolated areas. you will see a rip current here. the storm surge as i mentioned. can't rule out the potential for an isolated tornado as well. here we go. we'll take you and take a look at what the spaghetti models are suggesting. they have been in very good agreement as far as making landfall. and then approaching georgia and south carolina. and then it looks like not all are in agreement as we go through the next five days. might this just kind of lingering along the coast? if this is going to be a

category 3 hurricane, it has the legs to withstand moving across this region into the carolinas and for the mid-atlantic. certainly is the potential there that that could happen. but the water temperature is much colder on that side compared to what we're seeing in the gulf of mexico. i hope that you are making plans to keep your family safe, your pets safe and seeking higher ground. because this is going to be some pretty widespread damage due to storm surge, the potential for tornadoes, downed trees, downed power lines. so protect yourself. i'll be back at the bottom of the hour with more information then. >> karen, thank you. national hurricane center is classifying it or using the phrasing that it is expected to rapidly intensify into an extremely dangerous major hurricane before making landfall on wednesday. so we'll watch for some of that expected intensification. florida officials are warning the effects of now hurricane idalia could be

catastrophic even deadly depending on exactly where and when it hits. including at what strength. they are asking the public to pay attention to official advice and orders. emily schmidt has more. >> reporter: florida's challenge monday with its picture perfect present was getting out word to prepare for a potentially dangerous future. tropical storm idalia is moving through record warm gulf of mexico waters. the national hurricane center warns that could lead to rapid intensification when winds increase at least 35 miles per hour in 24 hours or less. >> floridians should expect that this storm will be a major cat 3 plus hurricane. >> reporter: at least eight counties have issued mandatory and voluntary evacuation orders for some along the west coast. schools and colleges are closing, some navy ships leaving the area. hundreds of flights already canceled.

emergency management officials point out storm surges could be taller than you are. >> our storm surge approximations right now from the national hurricane center are 4 to 7 feet. >> if we get the 8 foot or 9 foot of storm surge that is forecasted, it won't bode well for the west coast. >> reporter: preparations range from sand bags to asking for federal help. >> fema has teams ready to pivot as needed. >> it is up to mother nature where the storm will hit and to what intensity it will hit. >> reporter: florida's governor points out three days ago idalia looked to be a tropical storm. now he says that it appears nothing seems to prevent it from continuing to strengthen. emily schmidt, reporting. trial date is on the calendar for former president trump now right in the middle of the 2024 republican primary race. the judge in jack smith's election subversion case has set

jury selection to begin march 4. that is just one day before super tuesday or when more than a dozen states hold their primary elections. judge tanya chutkan said the trial date does not depend on the defendant's personal and professional obligations and that she'd be watching for anything that might poison the jury pool including public comments by trump or his lawyers. and that wasn't the only trump-related election subversion case to see major developments. former chief of staff took the stand in georgia in what amendmented to essentially a preview trial of the case there. sarah maury has more. >> reporter: former white house chief of staff mark meadows -- >> to start wholesale trying to change the way that we conduct elections state by state. i can tell you that we're asking for problems, we're asking for fraud. >> reporter: taking the stand in a federal courtroom in georgia after he, former president trump and 17 others were charged with racketeering by the fulton county district attorney for their attempts to overturn the

2020 election in georgia. >> you can't ever accept when they steal and rig and rob. >> reporter: meadows who has kept a stunningly low profile amid the various investigations into donald trump now breaking his silence on the case under oath. those were challenging times bluntly meadows told the court. as meadows seeks to move his case from state to federal court, the focus, prosecutors delved into the allegations against meadows. meadows denying that he directed another white house aid to write a memo about how to delay or disrupt the certification of the election on january 6. saying that he had zero recollection of that happening. and it was the biggest surprise to me upon reading the indictment. putting meadows on the stand to challenge the events he is accused of participating in in georgia, a risky approach for any criminal defendant. meadows looking to make the case that his activities after the 2020 election were part of his official dutsies as chief of

staff including rararranging th call between between president trump and georgia secretary of state. >> everybody is on the line. >> i just want to find 11,780 votes which is one more than we have. because we won the state. >> reporter: raffensperger also took the stand saying that first tried to resist the call and testifying that there was no federal role in certifying georgia's election. when prosecutors questioned what federal role meadows was fulfilling in post election calls with trump and another purveyor of election falsehoods, his personal attorney rudy giuliani -- >> we can not allow these crooks, because that is what they are, to steal an election from the american people. they elected donald trump. they didn't elect joe biden. >> reporter: meadows said that he was acting as a gatekeeper and insisted that there was a federal interest in accurate and fair elections. meadows also claimed that he

wasn't the driving force in pushing bogus claims of election fraud but when then attorney general bill barr dismissed the fraud claims -- >> i made it clear i did not agree with the idea of saying the election was stolen an putting out this stuff which i told the president was bullshit. >> reporter: meadows said he felt further investigation was warranted. mark meadows spent more than 3 1/2 hours on the stand testifying monday. and at the end of a full day hearing the judge said that he was not yet ready to rule in the case. he said though that he will do so quickly. we expect that ruling to come on paper. and he acknowledged that arraignments in this case, again those hearings where you would enter a plea, are requesticly coming up in the state court scheduled for september 6. sara murray, cnn, washington. federal hate crime investigation is under way in jacksonville after a white gunman shot and killed three black people and then himself at a dollar store on saturday. police say the shooter left behind racist writings and used

an assault style rifle marked with a swastika. brian todd has more on how the attack unfolded. >> reporter: new information about saturday's racist shooting ram pain in jacksonville. new video shows that before the shooter killed three black people at a dollar general store, he stopped at a different dollar store but only came out with a bag. >> it doesn't appear to me that he wanted to face anyone that may cause him any issues. so it looks like he wanted to take action at the family dollar, that is what it looks like. and he did not because i think that he got impatient and got tired of waiting. >> reporter: he then went to he had ward waters university, historically black university, video shows he apparently parked in a lot, gets a bag out of hatch and puts on a vest and a security officer responding to a student's tip approaches. the suspect speeds off jumping the curb and almost hitting a column as he was chased off. >> i did see what appeared to be a tactical vest, a mask along with a hat.

>> reporter: he left and went to a second dollar store, there he got out of his car and shot and killed a woman in her car before going inside the store where he killed two others. >> i heard pop, pop. i turn around and seen him drop. >> reporter: officers stormed the dollar general store looking for the suspect. you can see them advisably reacting when they hear a shot fired. authorities believe that that is when the gunman killed himself. authorities revealing monday that the shooter previously worked at a dollar tree store. writing left behind show he wanted to kill black people the sheriff says. >> manifesto is quite frankly the diary of a madman. >> reporter: the three victims august black, angela carr, an uber driver, jerrald gallion with a 4-year-old daughter and aj laguerre jr. who worked at the store. officials say there was nothing in the gunman's past to prevent him from legally buying these two guns, handgun and ar-15 style rifle emblazoned with swastikas. even knothough in 2017, he was t

the u.s. government says it has already issued a proposal for his release. but russia hasn't responded. this is the first time we're seeing him in the setting, but could this signal a turning point of any sorts? >> reporter: i think that is what the state department is trying to find out as they pore over this video material that as you mentioned was shot in may by russian controlled russia today television. what is so interesting to see in that video, in that very brief sound booits thaite where he sat answer any questions, first of all, how uncomfortable he was. according to his brother the tv crew showed up unbeknownst to him and when he refused to participate, he faced retaliation from prison authorities for not getting involved in the filming. but the second thing to see here and what his brother pointed out is that paul looks relatively well. he said that you can still see the fight in his eyes. remember that earlier this

a co-defendant in the georgia election ran steering case has entered a plea, the first to do so. ray smith waived his arraignment and pleaded not guilty. elsewhere in washington the judge presiding over the federal election subversion case set a trial date on the eve of a major primary election day. so let's bring in attorney and

legal affairs commentator areva martin. we knew these two roads would be intersecti intersecting, and now we have specifics of that. we have trial date of march 4 in the federal election subversion case. what did you make of the judge's decision to set the trial date for that day? >> it is a big victory for the prosecution. we know jack smith's team argued had they would be ready in january. donald trump's team had requested the trial date be extended out until april of 2026. so the march date obviously is a lot closer to the original date requested by the prosecution. and you have trump's team arguing that they need all of this additional time because there are so much documents and so much witnesses and it would it would be a miscarriage of justice for the trial to proceed on that calendar.

but many say this is a regurgitation of the january 6 committee investigation, that the facts are simple, that donald trump is telling the truth and when you tell the truth you don't need a lot of time to prepare. so you have these conflicting messages and the judge said in the interests of the public's right to have a resolution of this trial leading up to what is going to be this election, she set the trial for march. but it does cause complications because we know that there is that march trial in manhattan. the hush money trial that has been brought by alvin bragg. and then the florida mishandling of documents trial that is set for may of 2024. so the trial calendar is looking pretty busy for donald trump. >> and we have reporting that some of the judges are talking to each other primesumably to me sure that we schedule it that doesn't interfere with your case. and i want to move to georgia. mark meadows testified on the stand really for hours. and this was in a pretrial setting. and i'm wondering for you, i

mean, is it usual for an attorney to put their client, their star witness essentially, on the stand for hours in a pretrial? >> highly unusual. many experts thought that it wouldn't happen. so there was a lot of shock and surprise when mark meadows actually appeared in the hearing. he didn't have to appear. the hearing could have proceeded just with the lawyers making arguments. but as you said, he was on the witness stand more than four hours. risky move, but from his perspective, i think it was do or die. he wants the case moved to federal court so he can hopefully draw a judge perhaps appointed by donald trump and have access to a larger jury pool, perhaps jurors more favorable to donald trump than they believe those jurors might be in fulton county. and he is also planning to make a motion to dismiss the entire action and i think again his calculation is that that motion would be met more favorably by a federal court judge. >> and there is another trump

adviser pretrial hearing, peter navarro is in federal court fighting the congressional subpoenas issued over the committee investigating january 6. he claimed executive privilege and that trump later regretted not letting navarro of it. and the judge called the argument weak sauce, and i quote. what do you make of the nature of that response? it seems to be setting a tone for some of the arguments coming out of trump world. >> not surprised by the judge's response and there were similar comments made in the mark meadows proceeding in georgia by the judge where the judge was questioning the credibility of certain statements made by mark meadows as he's tried to argue that all of his actions were under the color of law and somehow related to some very important federal policy. but in the case of navarro, one big problem, he is claiming that trump man as certification of executive privilege, but there .

breaking news this morning, eyeidalia is now a category 1 hurricane and may well be a category 3 by wednesday as it heads for florida's bend. here is the first video of the effects flooding in cuba, some streets swamped by the storm and it could be a sign of things to come. let's go to meteorologist karen maginnis. the storm that has been building over the past 24 hours, what are we looking at in the next 24? >> it appears that we'll see some rapid strengthening. which is not good because that spells a longer period of time that we will see hurricane-like conditions along this west coast of florida. these much more populated areas rather than the big bend area. but just to catch viewers up,

right now 75-mile-per-hour winds, so it is a minimal hurricane, but that is not going to be lasting for very long. it is moving towards the north. most of the deep convection here is now over the open waters of the gulf of mexico. and that will only aid in its continuance of developing into a category 2, eventually category 3, a category 3 is considered a major hurricane. from tampa and sarasota, we might see a storm surge of 4 to 7 feet. national hurricane center says that there could be substantial significant damage due to this inundation of water coming up from the ocean. this is a beautiful part of the country and very vulnerable to damage from hurricanes. we saw that with ian just about a year ago on sanibel island. still struggling to get things back together there. still beautiful beaches, but it has been a problem. it appears as if across this

bend area where there is mostly wildlife management areas and estuaries, that that appears to be the target area for landfall. landfall meaning that the eye crosses the coastline here. but it will do more damage than just making landfall somewhere in that rather unpopulated area. for tampa, for marco island, for naples, for cape coral, extending up towards clearwater and st. pete, you are looking at a storm surge here and the closer you get to that system, the storm surge is going to be much more significant. on top of that, we're looking at rainfall, some of these rainfall totals could be upwards of about 10 or 12 inches. some common amounts may be 5 to 10 inches. but not just in florida. now it looks like it will pump the moisture into the panhandle region and also into central and southern georgia. eventually making its way into

the midlands and upstate of south carolina. charleston, savannah, brunswick. we have a lot of information to give you at the top of the hour. we'll have more information from our other meteorologists in the field. back to you. >> karen, thank you. heightened security around st. petersburg cemetery this morning amid speculation that yevgeny prigozhin will be laid to rest at that cemetery overnight. the kremlin confirmed that there are no plans for vladimir putin to attend. prigozhin died in a plane crash last week. the details of which are still unknown. cnn's matthew chance speaks to russians about the legacy he left behind from the bulldozed site where he died. >> reporter: don't expect to see these scenes on russian state television. when it comes to the wagner leader who challenged the kremlin and then died in a plane crash. there is a virtual media

blackout on public grief. wagner supporters like dimitri in moscow are simply not being heard. prigozhin's death he says just confirms that there are fewer and fewer of us who really think about our country, our history and our goals. prigozhin really showed everyone how it should be done, he adds. wagner did a great job says maria, and they are heros of our country. but of course everyone makes mistakes she explains. but in russia, some mistakes can be fatal. the kremlin has slammed as absolute lies allegations prigozhin was killed for leading this abortive military uprising in june. but the fact his plane plunged to the ground two months after to the day has fueled

suspicions. many doubt the official investigation would ever reveal state involvement. already there were concerns how quickly and carelessly evidence has been dragged from the crash scene. when cnn visited monday morning, it had already been flattened and cleared. just a small memorial to mark the spot. but the memory of the wagner leader may not be so easily erased. all of us are angry at what happened, says this former military officer now running for political office. we all considered prigozhin our primary commander in the special military operation he told crowds of mourners. kremlin may not like it, but even in death, russia's mercenary leader continues to strike a chord.

matthew chance, cnn, moscow. secretary of commerce begins a second day of talks in beijing this morning. the latest step toward calming tensions between the two biggest world economies. gina raimondo says they have agreed to exchange information about export control policies and advanced technology as a pathway to rebuilding connections. steven jiang is joining us live from beijing. this comes after the u.s. restrictions last year on china bound exports of semi conductors and equipment. but what do the latest steps mean for the two countries moving forward? >> reporter: yeah, omar, this means now they have a new platform that will allow u.s. officials to explain their export control decisions to their chinese counterparts, first such meeting actually taking place today at the chinese commerce ministry. but the new mechanism itself very much pointing to the contradictory nation of secretary ray m raimondo's miss.

she is here to stabilize economic ties, but the commerce department has been posing a growing number of export controls targeting china greatly angering the beijing leadership including president xi jinping himself. the secretary of course has been trying to tell chinese officials that these export controls ouf of national security concerns account for only 1% of america's exports to china. so still a lot of room for cooperation and for growth. but that argument may not be very convincing to many chinese officials here who simply don't see any difference between derisking and decoupling. the secretary is focusing on a positive, meeting more on tuesday including the tourism minister in a bid to revise the travel from china to the u.s. but one thing helping her mission is the chinese economy itself facing its strongest
