good morning, everyone. poppy is off this week. saraside sidner is here. let's get started with five things to know for this thursday, august 31st. north carolina now getting pummel led by heavy rains from idalia. the tropical storm is packing a punch with 60 mile per hour winds after leaving a path of devastation in florida. mitch mcconnell freezes up in front of reporters, again. it's the second time this has happened this summer raising questions about both his health and his political future. and the attorney general says donald trump inn flated his wealth by $2.2 billion in a single year. this is part of the civil fraud lawsuit against the president and the trump organization. also a federal judge says rudy giuliani is liable for defaming two georgia election workers in

his effort to overturn the results of the 2020 election. this is the first legal judgment against his former attorney ask an unsparing one after he failed to hand over crucial evidence in the case. and pay attention to this one. it is kickoff time for college football. it's those florida gators. we're not mentioning the other team this morning. not today. florida gators vs. someone, go gators. this will be the last season from some storied rivalries as teams shift conferences to cash in. the course of the day and into the morning. what was your sense of the preparation and the devastation? >> a lot of people in florida, because they are used to having these storms come through, there are too many people that say, i'm going to stay home. this isn't going to be that bad. we have been through this before. because of where this storm went, they have not been through this before because this is a larger storm they have seen in 120 some years in the big bend reswron. so whamy biggest concern is peo thought we have been through this and they got stuck. that did happen. >> we're seeing the aftereffects, but this morning idalia cutting a destructive path across the southeast. it's move slowly north along the carolina coast. the storm is losing strength, but still bringing heavy rain, flash floods and tornado threat s to the carolinas. it slammed into florida's big bend region as a category 3 hurricane, the strongest storm to hit that region in 125 years.

then it rolled over georgia as a category 1 storm unleashing torrential rains and flooding. >> homes destroyed, entire communities flooded and many roads are still impassable. a major cleanup is? store for florida's west coast. residents are visibly in shock after watching their livelihoods, their neighborhoods and their homes washed away. >> i'm trying not the to get emotional, but this is a beautiful town. i hate seeing my people go through something like this. >> it's really hard to watch that happen and to experience it. we have team coverage with carlos suarez live in tampa. but first to diane gallagher where idalia is moving off the coast, but you're still seeing the efgts of that. what's going on this morning? >> reporter: we're starting to experience some more of the wind

gusts this morning. it rained throughout the night. a flash flood wark expiring this morning for the southeastern part of north carolina. and you can kind of see the reeds being pushed down by the wind. we're looking at sustained winds of 20 miles per hour. we're seeing gusts up to about 45 miles per hour as tropical storm idalia moves its way out into the ocean away from lands. now we did have some flood ing n the area, especially overnight. this rain coinciding along with that storm surge and the king tide. most of the flood ing happen in what officials tell me are troubled areas that tepid to flood here in downtown wilmington. also in south port, north carolina, much of that water has since receded. but the concern this morning is continued rain that is expected to pick up some and these winds that are going to go through out

the morning into the early afternoon. we could continue to look at these high winds. so in wilmington they have delayed all public transportation through the morning. schools are either virtual or completely cancelled in the region. and we're asking just to stay home. officials expect the worst of it today to be be in about an hour or so. so asking people to stay home at least for the morning. >> we are sorry that we have stuck you out there with your team, but thank you so much for being there. we'll check in in the next hour when things are at their height. we appreciate it. now to carlos suarez in tampa. what are you seeing in the aftermath? yesterday we were looking at the storm surge. where are things now? >> reporter: good morning. the cleanup effort is well underway here in hillsborough county. the lone evacuation order was

lifted yesterday and the bridges that connect the area out to clearwater and st. pete have reopened. now to the north of us, it is a very different situation. folk there is are still dealing with significant flooding. 1250 people had to be rescued from their homes. hurricane idalia made landfall near keaton beach. >> my house is in keaton. i don't know if it's there or not. i don't know if i'm going to have a house to go home to. >> reporter: the eye of the storm ripped through the bug bend region with winds of 125 miles per hour. resulting in a once in a weather event. >> it was bad. it was heavy. worst i have ever been in.

>> it left homes demolished and streets flooded. >> we clearly have significant damage throughout the big bepd region. >> reporter: this family in f perry watched as trees fell directly on their home. >> in citrus county, crystal river was left devastated. >> people are going to strong. the entire city is in a flood zone. we have no choice but to move to higher ground. >> reporter: further south in hudson beach, crews rescued residents by boat as the flood waters came rushing into their homes. this family rescued but heartbroken to leave everything behind. >> it's up to the doors open.

michael from cedar key says he stayed behind to weather the storm. >> that was heartbreaking to see. >> golf carts, cars were flooded, the trailer homes, it was up to our waist. it got pretty high. >> reporter: idalia traveled north georgia into south carolina where the storm surge reached 9 feet in charleston, according to the national weather service. leaving roadways treacherous. this car in south carolina flipped over in the middle of the road.

and we spent the day yesterday out in pinellas county just to the west of where we are now in tampa bay. the attention there really shifted from all of the flooding. we were talking between 3 to 5 feet of it. the folks that came out to take a look at that quickly realized that several sailboats had had washed ashore. we're told that the storm surge caused one of the sailboats to break free, which took out two other sailboats. the owners have to figure out how to get their boats back out to the tampa bay area. as for the power outages across the state of florida, we're looking at 140,000 homes and businesses that are waking up in the dark. >> there are new questions about mitch mcconnell's health after he appeared to freeze again wednesday while he was speaking to reporters.

this incident is similar to one in the capitol last month when mcconnell also stopped speaking and needed help from the people around hum. now his office says he will consult a physician as a prudential measure. melanie zanona joins us now. the big question in talking to senators last night, there's a lot of concern. the leader is still the leader in the conference and deeply respected, but what does this mean for mcconnell's future in the senate? >> that's a great question. the first time he had a freezing incident in front of reporters, his office put out a statement and said leader mcconnell will continue to serve as republican leader through the rest of the term, which he has the rest of this year and next year to be the republican leader, but it's a different question after that. no one knows whether he will run again and it's whether republicans would support him in doing so. at the time, we asked a bunch of republicans whether they would support mcconnell. they did not say if they would serve him in a second term. so that's a big question.

as mentioned, it wasn't just yesterday. there have been multiple health scares involving mitch mcconnell. he had the other freezing incident earlier this year and he also fell in march. he tripped and had a concussion. he was out of the senate for six weeks. in terms of the latest incident, his office said he was fine. he was calling up some of his allies and attended a fundraising event. they said he felt light headed and paused during his press conference today. while he feels fine, the leader will be consulting a physician prior to his next event. but still no word on what the results of that visit was or whether it actually happened. and still no word on what the underlying cause is of these really alarming freezing moments that keep happening in front of cameras and the reporters. so questions about his health and his political future only likely to continue.

>> if you can take the politics out of it and look at him as a grandfather or father and see this happen, it's really d disturbing. through there is the politics of all of this. does this make the push for term limits on the hill even stronger at this point? not just him, but you have dianne feinstein as well. >> you're right. i'm glad you pointed that out. mitch mcconnell is not the only one doing this. we have seen an ageing senate. she is in her 90s. she's the california democratic senator. she's struggle with her health as well. she was out earlier this year, which caused a lot of problems for democrats. but she said she would retire. she is planning to retire at the end of the term. versus mitch mcconnell said he hasn't said what he planned to do. it is a big question. i'm certain we'll probably see another push for term limits, but it's a sensitive issue.

this is a story you need to pay attention to. more legal problems for rudy giuliani. a judge is found liable for defaming two georgia election workers. they sued rudy giuliani for repeating false claims they helped commit election fraud. they say the claims put them through a living nightmare. >> i lost my name and my reputation. i have lost my sense of security. all because a group of people starting with number 45 and his ally rudy giuliani decided to scapegoat me and my daughter. to push their own lies about how the presidential election was stolen. >> the judge says she ruled in the favor giuliani failed to discovery in the case. for all of the legal threats

going on with the former president, you have to pay attention to this one, the human element is real. katelyn polantz joins us now. to read through the 57-page opinion from the judge, it was unsparing. why? >> because words have consequences. that's the point that the judge is trying to make here. rudy giuliani said a lot of things about why he wasn't able to respond even to this lawsuit fully from these two georgia election workers. and the judge said none of that matters. you didn't do what i needed toop. you're defaulting and forfeiting this lawsuit. you should have known better as a former prosecutor. and that there will be consequences that come from not even having this go to the point where they could test if he was intentionally making these statements. at this point in time, rudy giuliani not only threw up his hands in responding to the lawsuit, he also essentially admitted or conceded that he was

making defamatory comments about these two women publicly. now that this loss has been found by the judge, there's going to be a trial on the damages. so will he have to make them whole? how much will that cost? and also how much will he be punished on top of that with additional fines for what he said after the 2020 election about these two women in georgia. they were counting ballots, which is just not true. this is what the lawyer for these two women said. he's been representing them in the case. >> our expectation is that we'll be able to prove tens of millions of dollars before you get the damages. we expect it to be and we're confident in our ability to

demonstrate it. >> it's with the president bush from the judge now against him, but there will be a trial on how much he ultimately will have to pay. >> we heard some of the testimony that they were saying i'm afraid to leave my house. this is how scary. it's so disturbing what can happen when the trolls pick up on what was said . >> reporter: 2.2 billion, what else is he saying? >> this is according to the new york a.g.'s office shs as they

have done a bunch of evidence gathering and their own calculations heading towards a trial. they are akoouzing donald trump of civil fraud. and that trial is supposed to be in october. what they are doing is they are dumping all this information into court filings that they were finding, and they are saying they believe by their calculations that in one year, 2014, there was a $2.2 billion disparity of donald trump inflating his net worth. $2.2 billion more than it was worth in that year on paper. they also are saying that there are other calculations for other years where he was inflating between 17 and 39% of what his actual worth was. this will go to trial and donald trump has a lot of defenses here that they are raising. things like no one was harmed. he personally had little vovlt in the numbers, but it's a startling number to see on paper from the new york a.g.'s office. >> very interesting deposition that was also released. we'll dig in more on that later in the show.

welcomes back. we want to go to the mounting concerns about senator mitch mcconnell's health after he suffered another health scare. as mentioned earlier, he froze for about 30 seconds while speaking with reporters in kentucky. that's about a month after he did the same thing on capitol hill. i want to bring in our panel. jessica washington, former prosecutor and joyce ko. i want to start with you. the first response for most people, i hope, is there's a human response of that's scary to watch. it's scary to watch. his team feels the same way. but the what's next is a very real, palpable growing question on capitol hill. what's your sense of things? >> we saw that human response from members of both sides of

the aisle. president biden yesterday responding saying they have political dimps differences, but he was concern ed watching that and he was going to call his friend later on and check up on him. and you even hear that from the ground in kentucky. i was speaking to several sources there who watched that and they said their jaws dropped when they saw mitch mcconnell experiencing this freezing episode again. but you're right. the big question that comes after this is that democrats specifically in kentucky are asking is whether or not there are people around mcconnell and his circle and staffers that are having these conversations with him on whether or not he served a very long time. he's been in office in that position since 1985. whether or not he should be resign ing at this point seeing that there are these health concerns that are very visible in the public eye. it also goes to these questions of he's made no indication that he's going to resign. he said that he's fine.

his office says it was him feeling light headed. but if he were to resign, what would that look like. the formal spros now that the governor of kentucky would have to appoint a republican senator to that position, if he were to do that. >> it's really interesting speaking of sort of political part of all this. 2024 is coming ahead. i do want the to ask you about the orb of age. because when it comes to the president, you see a lot of people, especially on the right, really going after him saying that he is too old to do the job he's doing. but you have mitch mcconnell, and you have dianene feinstein, she said she's not going to run again. what's going to happen? is this going to play into the 2024 presidential race? >> i think there's the potential

for it. the fact that age is salient, people were talking about mitch mcconnell's multiple episodes. there's deep concern, are these people able to do the job, particularly with mitch mcconnell, where we can see it blvisibly. biden, we haven't seen the same episodes. i do think this is going to play into it. we have seen it in polling. polling among democrats and republicans, they are saying biden might be too old for this job. i don't think that democrats are not going to pull the lever. we haven't had any indication i would rather have trump or another republican in office over biden because of his age, but seems like a salient issue in the election. >> it's not about age. it's about competency, or at least it should be. people can see a number. i know an 85-year-old who is sharper than i am, which isn't saying a whole lot. but truly, there are people who

are very sharp and are still capable of doing the job. if that's the case, age shouldn't matter. but you know how we are. >> it's also generational. when you have the front runner for the republican nomination is in his mid-to late 70s, and you have president biden, if if you're a younger person who is a significant person who represents me. i think it's an issue we'll be talking about a lot. i do want to swing over to legal issues. there are a couple things i want to talk about, but also rudy giuliani. the opinion we saw in terms of the lawsuit in georgia. what the judge decided to do was basically say you have been so bad and so unresponsive, we're not going to give you a chance anymore. this is done. >> absolutely. the man's experience in law, it comes as a shock. but maybe it shouldn't with all the things we're learning about rudy giuliani and trump and eastman. he is intentionally withholding this evidence and this discovery

that will allow the plaintiffs here to say, this is what happened to me. these are the damages and the moneys you have. these are the text exchanges. it's an effort to avoid responsibility not just in the civil matter, but more so to protect himself potentially in the criminal matter because there is a nex us is that's a tight knit between the two. >> the judge referred to it as swiss cheese in the 57-page opinion. >> you thread a needle to try to do both sides. and he's basically saying i want to avoid the sanctions. i want to avoid the monetary damage s. in the event this comes up in the criminal trial, which is could. whether in georgia or elsewhere. it is ridiculous. you don't find people in defamation saying, yeah, i defamed this person, but at the

it has in the past, but through the new program and because the u.s. is going ahead and providing this assistance with this new type of program, it's likely to enrage china, because we have seen china be infur rated in the past when the u.s. provided military support. because they are using this different kind of program, china doesn't view it as a sovereign nation, it's likely to see china enraged by this situation. the other fact that we need to consider is what make this is program different than the other types of military sales that the u.s. has given to taiwan in the past. the difference here is that this financing for this program is actually paid for by u.s. taxpayer dollars. so taiwan isn't going to be paying for this military equipment if the u.s. government and taxpayer dollars that are going to be paying for this $80 million in new military equipment going to taiwan. now when the state department alerted congress earlier this week they were moving ahead with this funding, here's what they said. quote, fmf, foreign military

financing, will be used to strengthenen taiwan through joint and combined defense capability and enhanced maritime awareness and security capability. now this alert didn't say exactly what kind of military support taiwan is going to get with this new finance ing, but there's a whole host of pgss that could be included like drones and military training and missile defense programs, a lot of options that taiwan is going to be open to because of this new financing. >> it's not just by the financing. it's about the fact that it's for sovereign nations, which is really a signal to china that the u.s. is going to support taiwan, if there is some sort of attack. that's what it's going to look like for sure. we'll wait and see what the response is. thank you so much. we appreciate your reporting. this morning, new u.s. intelligence reveals russia and north korea are actively advancing negotiations for a potential arms deal. russian officials have visited

pyongyang twice in the last month. the national security council also says north korean dictator kim jong-un and vladimir putin have been exchanging letters pledging to increase their cooperation. the intelligence is the latest indication that the kremlin is trying desperately to get more ammunition for its faltering invasion of ukraine. >> this is a story that caught my attention this morning. a group of russian gorilla fighters claiming responsibility for a drone strike on sunday. they are called the russian volunteer corp. they say the attack struck a residential building. the group also says they worked in tandem with the ukrainian security service. melissa bell is live for us with more. what to we know? >> essentially, this is one of two principle groups based inside ukraine made up of

russian citizens who are not just oppose odd to the war, but also more broadly to vladimir putin's rule. what we have seen are a number of incursions on their part across the border to carry out attacks. this hit a residential building. they went across the border and they also managed to attack an airfield causing damage there. now russia has denied and said it managed to push off and foil those drone attacks, but it's important not only because of the political aspect that began this russian group functioning from within the borders, but because of the increasingly obvious porous nature of the border. we saw overnight the largest drone attack on russia since it
